 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
  
 1. SECTION 94-448 (D)(3) REQUIRES NATIVE TREES AND
 PALMS IN GOOD CONDITION TO BE PRESERVED ON SITE OR
 RELOCATED. ANSI A 300 (PART 5) STANDARDS SPECIFY
 EXAMPLES OF SUITABILITY RATINGS OF GOOD, MODERATE, OR
 POOR FOR RELOCATION. PROVIDE AN ARBORISTS REPORT RATING
 THE CONDITION AND RELOCATION POTENTIAL FOR THE NATIVE
 TREES IN THE EXISTING STREETSCAPE AND PROVIDE A TREE
 DISPOSITION PLAN.
  
 2. PROVIDE A DIAGRAM OF THE REQUIRED AND PROVIDED
 PUBLIC, SEMI-PUBLIC, AND PRIVATE OPEN SPACE AREAS AS
 REQUIRED IN THE NMUD ZONING DISTRICT. IDENTIFY THE TYPE
 OF OPEN SPACE. 10% COMMON PRIVATE OPEN SPACE IS
 REQUIRED. 10% PUBLIC OPEN SPACE IS REQUIRED AND MUST BE
 IN ONE OF THE FORMS OF PER SECTION 94-210 K. 4. THE
 REQUIRED OPEN SPACE NEEDS TO BE QUANTIFIED, IDENTIFIED
 AS TO THE TYPE, AND ALL REQUIREMENTS NEED TO BE SHOWN
 FOR THAT OPEN SPACE TYPE. OPEN SPACE CANNOT BE COVERED
 AREA.
  
 3. PROVIDE A DIAGRAM OF THE REQUIRED URBAN GREENWAYS
 SYSTEM AS REQUIRED IN THE NMUD ZONING DISTRICT PER
 SECTION 94-210 L.
  
  
 4. SHOW THE ROOFTOP TERRACES AND INCLUDE HOW THE
 REQUIREMENTS OF SECTION 94-210 P. 5. ARE MET.
  
 5. PROVIDE LANDSCAPE PLANS SHOWING THE COMPLETE
 STREETSCAPE AS REQUIRED WITH THE BUFFERS AND PRIVATE
 AND PUBLIC OPEN SPACE AREAS.
  
 6. IF ANY ARTIFICIAL TURF AREAS PROPOSED MUST MEET THE
 REQUIREMENTS OF SECTION 94-451, INCLUDING ALL AREAS
 THAT ARE ALLOWED BY CODE MUST NOT BE VISIBLE FROM A
 ROAD OR STREET.
  
 7. BUFFER TREES AND HEDGES MUST BE PROVIDED PER SECTION
 94-443 ALONG ALL REQUIRED 5 FOOT LANDSCAPE BUFFERS FOR
 THE WEST PROPERTY LINE, PROPERTY LINE ALONG THE ALLEY
 AND THE WEST SIDE OF THE PROPOSED ALLEY CONNECTION
 ALONG THE ADJACENT PROPERTIES.
  
  
 8. PROVIDE CALCULATIONS FOR REQUIRED STREET TREES AT
 MAXIMUM SPACING EVERY 30 FEET OR PORTION THEREOF AND
 SHOW THE NUMBER PROVIDED FOR EACH STREETSCAPE LENGTH.
 SHOW THE REQUIRED 5 FOOT PLANTING STRIP IN ALL AREAS
 THAT DO NOT HAVE STREET PARKING ADJACENT TO THE CURB. .
  
 9. SHOW ALL EXISTING AND PROPOSED WATER AND SEWER AND
 DRAINAGE LINES ON THE LANDSCAPE PLAN. SHOW LOCATIONS OF
 BACKFLOWS AND ADJUST LOCATIONS OF UTILITY LINES TO
 RESOLVE CONFLICTS WITH EXISTING AND PROPOSED TREES AND
 LANDSCAPING.
  
 10. PROVIDE A COMPLETE PLANT LIST AND PROVIDE A
 SEPARATE PLANT LIST FOR EACH OF THE REQUIRED OPEN SPACE
 AREAS FOR REFERENCE.
  
  
 11. PROVIDE THE 50 REQUIRED FLORIDA FRIENDLY POINTS
 BASED ON THE FINAL PLANT LIST PER SECTION 94-443(G).
  
 12. SHOW COMPLIANCE WITH SECTION 94-445 L. PLANT
 SPECIES. A MINIMUM OF 60 PERCENT OF PLANT MATERIAL
 ADDED SHALL BE FLORIDA NATIVE OR DROUGHT TOLERANT
 SPECIES SELECTED FROM THE CITY LIST OR THE LIST OF
 SPECIES IN THE MOST RECENT EDITION OF SOUTH FLORIDA
 WATER MANAGEMENT DISTRICT WATERWISE SOUTH FLORIDA
 LANDSCAPES. PROVIDE THE ACTUAL PERCENTAGE BASED ON THE
 PLANT LIST.
  
  
 13. PROVIDE SCREENING HEDGES AND SHOW LOCATIONS FOR ALL
 GROUND MOUNTED VALVES AND EQUIPMENT AND ADD A NOTE THAT
 ALL EQUIPMENT WILL BE SCREENED.
  
 14. THE RIGHT OF WAY ON 25TH AND 24TH STREET ARE FDOT
 RIGHT OF WAY AND ARE SUBJECT TO REVIEW AND PERMITTING
 BY FDOT. PROVIDE PRELIMINARY REVIEW OF ANY STREETSCAPE
 PROPOSED WITHIN THE FDOT RIGHT OF WAY.
  
  
 15. STREET TREES MUST MEET THE MINIMUM CODE REQUIREMENT
 OF 20 FEET ALONG MAIN ROADS, BUT ALL TREES MUST BE OF
 SUFFICIENT HEIGHT TO PROVIDE SAFE SIGHTLINES AND
 TRAFFIC CLEARANCE FOR PEDESTRIANS AND VEHICLES.
  
 16. SHOW LOCATIONS AND PROVIDE A DETAIL FOR STRUCTURAL
 SOIL UNDER THE SIDEWALK/HARDSCAPE AREAS ADJACENT TO THE
 STREET TREES. THIS SHOULD BE A 9 X 14 FT AREA FOR EACH
 TREE ADJACENT TO THE CURB THAT WOULD BE PLANTING AREA
 AND STRUCTURAL SOIL.
  
 17. REMOVE REFERENCE ON PLANS TO PLEACHED TREES, AS
 THIS IS PROHIBITED BY SECTION 94-448.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY OR IN THE ADJACENT RIGHT OF WAY, A TREE
 ALTERATION PERMIT SHALL BE SUBMITTED, REVIEWED AND
 APPROVED BY THE DEVELOPMENT SERVICES DEPARTMENT,
 PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
