 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SECTION 94-448 (D)(3) REQUIRES NATIVE TREES IN GOOD
 CONDITION TO BE PRESERVED ON SITE OR RELOCATED. ANSI A
 300 (PART 5) STANDARDS SPECIFY EXAMPLES OF SUITABILITY
 RATINGS OF GOOD, MODERATE, OR POOR FOR RELOCATION. THE
 TREE DISPOSITION TABLE INDICATES THE SABAL PALMS ARE IN
 FAIR CONDITION. IF THEY ARE NOT GOOD CANDIDATES TO
 SURVIVE RELOCATION , THEY DO NOT HAVE TO BE RELOCATED.
  
 2. ADD A COLUMN TO THE DISPOSITION CHART FOR MITIGATION
 DUE. SINCE ALL LIVE OAKS ARE LESS THAN 20 FEET CANOPY
 DIAMETER, THE MITIGATION IS 300 SQ. FT. FOR A CATEGORY
 ONE SPECIES. SABAL PALMS ARE CATEGORY 3, SO 100 SQ. FT.
 OF MITIGATION DUE. ILEX CASSINE IS CATEGORY 2 SO 100
 SQ. FT. OF MITIGATION DUE. ADD MITIGATION REQUIRED FOR
 A TOTAL DUE. PROVIDE THE MITIGATION CREDITS BASED ON
 NEW TREES AND PALMS ADDED FROM THE PLANT LIST.
  
 3. PER SECTION 94-443(C)(3)A. AND B., TERMINAL
 LANDSCAPE ISLANDS AND INTERIOR ISLANDS MUST HAVE AT
 LEAST 8 FEET WIDE LANDSCAPE AREA AND RUN THE FULL
 LENGTH OF THE ADJACENT PARKING SPACE. EACH AREA SHALL
 HAVE AT LEAST ONE SHADE OR FLOWERING TREE PER ROW OF
 PARKING AND AN INTERIOR ISLAND MUST BE PROVIDED SO
 THERE ARE NO MORE THAN 10 SPACES IN A ROW. THE INTENT
 OF THE CODE IS TO PROVIDE TREE CANOPY FOR PAVED AREAS
 TO REDUCE HEAT ISLAND EFFECTS. AS THERE IS EXCESS
 PARKING FOR THE SITE, THIS AREA OF THE PARKING LOT THAT
 IS BEING MODIFIED CAN BE BROUGHT INTO CONFORMITY WITH
 THE CODE REQUIREMENTS BY EXPANDING THE 3 ISLANDS IN THE
 EAST ROW OF PARKING AND 2 ISLANDS IN THE WEST ROW AND
 CHANGING THE PALM TO ANOTHER LIVE OAK.
  
 4. CHANGE THE MULCH NOTE ON SHEET L-2.0 TO USE OF
 CYPRESS MULCH IS PROHIBITED.
  
 5. THE SANITARY SEWER LINE IS PROPOSED WHERE IT RUNS
 THROUGH THE LANDSCAPE ISLAND WITH TREES. THIS SHOULD BE
 RELOCATED TO AVOID THE TREES.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
