 MAY 6, 2021
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
  
 1. ADD TREES #19 MANGO AND #15 QUEEN PALM TO THE TREE
 DISPOSITION LIST AND CALCULATE THE MITIGATION DUE.
 MAHOGANY TREES #17 AND #18 ARE NOT IN GOOD CONDITION
 DUE TO PRUNING FOR FPL LINE CLEARANCE AND CONFLICT WITH
 THE PROPOSED EXFILTRATION SO DO NOT HAVE TO BE
 PRESERVED. SHOW ON DISPOSITION LIST AS REMOVE AND
 CALCULATE THE MITIGATION DUE. TREES LESS THAN 20 FEET
 IN CANOPY DIAMETER AND PALMS ARE CALCULATED BY
 CATEGORY, AND ANY TREES 20 FEET IN CANOPY DIAMETER OR
 GREATER USE THE ACTUAL SQUARE FOOTAGE. PROVIDE THE
 TOTAL MITIGATION DUE.
  
 2. PROVIDE CANOPY CREDIT CALCULATIONS FOR TREES
 PROPOSED ON THE LANDSCAPE PLANT LIST TO SHOW CANOPY
 MITIGATION DUE IS PROVIDED.
  
 3. LANDSCAPE TERMINAL ISLANDS AND INTERIOR ISLANDS ARE
 REQUIRED TO MEASURE AT LEAST 8 FEET IN WIDTH FOR THE
 LANDSCAPE AREA PER SECTION 94-443(C)A. AND B. REQUIRED
 BUFFER OF 5 FEET MAY BE COUNTED AS PART OF THE WIDTH
 AND THEN THE ADDITIONAL 3 FEET INCLUDED. THERE ARE 7
 TERMINAL ISLANDS AND 4 INTERIOR ISLANDS THAT DO NOT
 MEET THE REQUIREMENT.
  
 4. PER SECTION 94-443(C)(2), PROVIDE THE CALCULATIONS
 FOR THE REQUIRED NUMBER OF BUFFER TREES AT 30 FOOT
 INTERVALS AND THE REQUIRED HEDGE FOR EACH BUFFER
 SEGMENT ON EACH PARCEL AND SHOW THE NUMBER OF PROVIDED
 TREES FOR EACH BUFFER SECTION. DRIVEWAYS ARE NOT
 DEDUCTED FOR EACH PROPERTY LINE SEGMENT MEASUREMENT.
 REQUIRED TERMINAL ISLAND TREES MAY NOT BE COUNTED
 TOWARD BUFFER REQUIRED TREES.
  
 5. SECTION 94-443(C)(3) REQUIRES THAT A MINIMUM OF 75
 PERCENT OF ALL TREES THAT ARE REQUIRED TO BE PLANTED
 WITHIN THE INTERIOR OF AN OFF STREET PARKING AREA SHALL
 BE CATEGORY 1 SHADE TREES. PROVIDE THE CALCULATIONS FOR
 EACH PARCEL. BLOCK 8 AND 9A APPEAR TO FALL SHORT OF THE
 75%.
  
 6. PROVIDE AN EXHIBIT SHOWING THE PARKING AREA SURFACE
 CALCULATIONS, PARKING SPACE AREAS AND LANDSCAPE AREAS
 PROVIDED TO DEMONSTRATE COMPLIANCE WITH SECTIONS 94-443
 (C)(3) AND (4) FOR EACH PARCEL.
  
 7. STREETSCAPE PLANTINGS FOR RAILROAD AVENUE ARE
 INCLUDED WITH THESE PLANS BUT WILL BE PART OF A
 SEPARATE APPLICATION AND APPROVAL. CLARIFY WITH A NOTE
 ON THE PLANS. PLANT LISTS SHOULD BE SEPARATED FOR THE
 STREETSCAPE AND THE ONSITE LANDSCAPING.
 8. TREES MUST MEET THE MINIMUM SIZE OF 12 FEET IN
 HEIGHT AND MEET FLORIDA GRADE #1 STANDARDS. CORRECT
 SIZES ON PLANT LIST.
  
 9. SHOW LIGHTING LOCATIONS ON THE TREE PLAN TO AVOID
 CONFLICTS WITH TREES.
  
 10. THERE APPEARS TO BE A STREET LIGHT POLE IN THE
 PROPOSED DRIVEWAY ONTO 9TH ST. THAT WILL NEED TO BE
 RELOCATED.
 11. CONSIDER HAVING THE ADA CONNECTION FOR BLOCK 8
 CONNECT TO RAILROAD AVENUE RATHER THAN 8TH ST.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
