 MARCH 23, 2021
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. PROVIDE A COMPLETE TREE SURVEY THAT
 INCLUDES ALL TREES ON THE PROPERTY AND PROVIDE A TREE
 DISPOSITION LIST AND PLAN IDENTIFYING ALL SPECIES AND
 WHETHER TREES WILL REMAIN, BE RELOCATED OR REMOVED.
 INCLUDE COLUMNS FOR CONDITION RATING AND TREE CANOPY
 DIAMETER.
 CANOPY SPREAD IN CHART NEEDS TO BE CHANGED TO CANOPY
 DIAMETER. THE LISTED NUMBERS APPEAR TO BE RADIUS FROM
 THE TREE SURVEY, SO NEED TO BE DOUBLED TO CORRECTLY
 REFLECT DIAMETER.
  
 2. SATISFIED. SECTION 94-448 (D)(3) REQUIRES NATIVE
 TREES IN GOOD CONDITION TO BE PRESERVED ON SITE OR
 RELOCATED. ANSI A 300 (PART 5) STANDARDS SPECIFY
 EXAMPLES OF SUITABILITY RATINGS OF GOOD, MODERATE, OR
 POOR FOR RELOCATION. PROVIDE RELOCATION POTENTIAL FOR
 THE NATIVE TREES AND PALMS.
 SUPPLY ARBORIST INFORMATION ON RELOCATION POTENTIAL, AS
 ALL TREES ARE LISTED IN GOOD CONDITION. TREES DO NOT
 HAVE TO BE RELOCATED TO THE SAME PARCEL, THERE MAY BE
 OTHER AREAS OF THE DSI WHERE TREES CAN BE ACCOMMODATED.
 PER THE PLANNING AND ZONING ADMINISTRATOR, THE REMOVAL
 AND MITIGATION BY PAYMENT IN LIEU IS GRANTED DUE TO THE
 NATURE OF THE USE OF THE SURROUNDING AREA AND THE
 UTILITY RESTRICTIONS.
 3. PARTIALLY SATISFIED. PROVIDE THE CALCULATIONS FOR
 ANY MITIGATION DUE FOR REMOVED TREES AND PROVIDE
 CALCULATIONS OF MITIGATION TREE CANOPY PROPOSED.
 MAKE THE FOLLOWING CORRECTIONS TO THE TREE MITIGATION
 TABLE:
 ? SATISFIED. CANOPY DIAMETERS LESS THAN 20 FEET ARE TO
 SHOW THE MITIGATION DUE AS THE CATEGORY SQUARE FOOTAGE
 ON A ONE TO ONE BASIS. CYPRESS, MAHOGANY, GREEN
 BUTTONWOOD, LAUREL OAK AND LIVE OAK ARE ALL CATEGORY 1,
 SO WOULD BE 300 SQUARE FEET EACH DUE. SILVER BUTTONWOOD
 IS CATEGORY 2, SO WOULD BE 150 SQ FT EACH DUE.
 ? SATISFIED. CANOPY DIAMETERS OF 20 FEET OR MORE MUST
 BE CALCULATED FOR ACTUAL SQUARE FOOTAGE OF CANOPY. IF
 THEY CANNOT BE RELOCATED PER COMMENT 2, THERE APPEAR TO
 BE 9 TREES THAT WOULD FALL IN THIS CATEGORY.
 ? SATISFIED. TOTALS OF MITIGATION DUE NEED TO BE
 INCLUDED ON CHART.
 ? PARTIALLY SATISFIED. TOTALS OF MITIGATION CREDITS
 NEED TO BE CALCULATED BASED ON THE PLANT LIST BY
 CATEGORY AND TOTAL PROVIDED.
 PROPOSED OFF SITE TREES CANNOT BE COUNTED TOWARD
 MITIGATION. OPTIONS ARE TO PLACE THE TREES ON THE SITE
 OR PAYMENT IN LIEU.
  
 4. SATISFIED. PROVIDE A LANDSCAPE PLAN MEETING ALL THE
 REQUIREMENTS OF SECTION 94-442 (B), INCLUDING A
 COMPLETE PLANT LIST.
  
 5. SATISFIED. ADD EXISTING AND RELOCATED TREES OR PALMS
 TO THE FINAL PLANT LIST AND COUNT THEM TOWARD THE
 REQUIRED TREES.
  
 6. SATISFIED. PROVIDE CALCULATIONS FOR REQUIRED TREES
 BASED ON 40% REQUIRED OPEN SPACE AND SHOW THE TOTAL
 TREES PROVIDED.
  
 7. SATISFIED. INDICATE THE REQUIRED 5 FOOT PERIMETER
 LANDSCAPE BUFFER ON THE SITE AND LANDSCAPE PLANS.
  
 8. SATISFIED. PROVIDE CALCULATIONS FOR REQUIRED BUFFER
 TREES AT ONE FOR EVERY 30 FEET OR PORTION THEREOF FOR
 EACH PROPERTY LINE SEGMENT, AND SHOW THE NUMBER
 PROVIDED PER SECTION 94-443. A CONTINUOUS HEDGE SHALL
 BE PROVIDED IN THE BUFFERS TO PROVIDE SCREENING.
 INDICATE EXISTING HEDGES.
  
  
 9. SATISFIED. THE DRAINAGE AREAS AS INDICATED DO NOT
 TAKE INTO CONSIDERATION THE ROOT SYSTEMS OF THE
 EXISTING TREES AT THE PERIMETER OF THE PROPERTY. DESIGN
 SHOULD BE ADJUSTED TO AVOID DESTRUCTION OF ROOT SYSTEMS
 AND HARM TO THE EXISTING TREES.
  
 10. SATISFIED. PROVIDE THE 50 REQUIRED FLORIDA FRIENDLY
 POINTS BASED ON THE FINAL PLANT LIST PER SECTION
 94-443(G).
  
 11. SATISFIED. SHOW COMPLIANCE WITH SECTION 94-445 L.
 PLANT SPECIES. A MINIMUM OF 60 PERCENT OF PLANT
 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES. PROVIDE THE ACTUAL PERCENTAGE BASED
 ON THE PLANT LIST.
  
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
