 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. PROVIDE THE FOLLOWING CORRECTIONS TO TREE
 DISPOSITION CHART SHEET L2:
 ? SATISFIED. PROVIDE THE CANOPY DIAMETERS FOR ALL
 TREES.
 ? SATISFIED. IF CANOPY DIAMETERS ARE 20 FEET OR MORE,
 CALCULATE THE ACTUAL SQUARE FOOTAGE AND ENTER INTO THE
 MITIGATION DUE COLUMN IF PROPOSED FOR REMOVAL. IF UNDER
 20 FEET, THE SQUARE FOOTAGE IS BASED ON THE CATEGORY
 FOR THE TREE. ADD A COLUMN FOR THE CANOPY SQUARE
 FOOTAGE FOR ALL TREES AND PALMS.

 EXAMPLES OF SUITABILITY RATINGS OF GOOD, MODERATE, OR
 POOR FOR RELOCATION. PROVIDE CONDITION FOR ALL EXISTING
 TREES AND PALMS AND RELOCATION POTENTIAL FOR THE NATIVE
 TREES AND PALMS BASED ON A CERTIFIED ARBORISTS REPORT.
  
 3. SATISFIED. EXPLAIN THE DIFFERENCE IN PERVIOUS AREA
 AND LANDSCAPE AREA SQUARE FOOTAGE.
 ANSWER TO COMMENT ADDRESSES PERVIOUS AND IMPERVIOUS
 AREAS. THE QUESTION WAS REFERENCING THE DISCREPANCY
 SHOWN BETWEEN THE PERVIOUS AREA SQUARE FOOTAGE AND THE
 LANDSCAPE AREA SQUARE FOOTAGE LISTED ON THE LANDSCAPE
 CODE DATA CHART. THIS HAS BEEN CORRECTED TO SHOW THEY
 ARE NOW THE SAME SQUARE FOOTAGE.
  
 4. SATISFIED. REMOVE ?S. DIXIE HWY.? FROM WEST PROPERTY
 LINE BUFFER REFERENCE.
  
 5. SATISFIED. PROVIDE THE FOUNDATION PLANTING
 CALCULATION REQUIRED AND PROVIDED FOR EACH BUILDING.
  
 6. PARTIALLY SATISFIED. THE APPROVED LANDSCAPE PLAN
 FROM RES. NO. 266-12 EXHIBIT D IS THE APPROVED PLAN OF
 RECORD, AND THIS IS AN AMENDMENT TO THAT PLAN. ALL
 AREAS THAT ARE NOT BEING ALTERED WITH THIS AMENDMENT
 NEED TO SHOW THE PREVIOUSLY APPROVED LANDSCAPING. THERE
 ARE NUMEROUS TREES AND PALMS MISSING FROM THE EXISTING
 SITE AND MUST BE REPLACED UNLESS THE AREA IS BEING
 ALTERED.
 MISSING TREES AND PALMS FROM THE APPROVED PLANS MUST BE
 SHOWN AS BEING REPLACED WITH THIS PLAN. ALL EXISTING
 TREES SHOWN MUST BE IDENTIFIED ON THIS PLAN. THERE ARE
 MULTIPLE APPROVED PALMS AND TREES MISSING, ESPECIALLY
 IN THE EASTERN BUFFER. SHEET L3 IS REFERENCED BUT WAS
 NOT SUBMITTED FOR REVIEW. ALL EXISTING TREES MUST BE
 IDENTIFIED WITH TAGS ON THE LANDSCAPE PLAN.
  
  
 7. SATISFIED. PROVIDE THE NUMBER AND PERCENTAGE OF
 SUBSTITUTION OF PALMS FOR REQUIRED TREES. SECTION
 94-442(D) REQUIRES A 3:1 RATIO FOR SUBSTITUTION FOR
 PALMS EXCEPT THE LISTED 1:1 SPECIES.
  
 8. PARTIALLY SATISFIED. PROVIDE A PLAN SHOWING THE
 PARKING LANDSCAPE AREAS COUNTED TOWARD COMPLIANCE WITH
 SECTION 94-443(C)(3) AND (4) AND PROVIDE CALCULATIONS.
 PROVIDE THE TOTAL REQUIRED AND PROVIDED AS ONE TOTAL
 FOR BOTH SECTIONS. A SEPARATE EXHIBIT MAY BE PROVIDED
 TO DEMONSTRATE THE AREAS COUNTED.
 SECTION (4) HAS NOT BEEN CALCULATED AND INCLUDED IN
 TOTAL. PROVIDE A SEPARATE PLAN WITH THE PARKING SPACES,
 OTHER VEHICULAR USE AREAS AND THE PROVIDE INTERIOR

 REQUIRES A TERMINAL LANDSCAPE ISLAND AND REQUIRED TREE
 FOR EACH ROW OF PARKING. (3)B. REQUIRES AN INTERIOR
 LANDSCAPE ISLAND WITH A REQUIRED TREE SO THERE ARE NO
 MORE THAN 10 SPACES IN A ROW. ALL THESE LANDSCAPE AREAS
 MUST MEET THE MINIMUM WIDTH OF 8 FEET OF LANDSCAPE AREA
 AND BE THE FULL LENGTH OF THE ADJACENT SPACE. ALL
 RECONSTRUCTED AREAS OF PARKING MUST MEET THESE
 REQUIREMENTS, AND THE APPROVED PLAN FOLLOWED FOR
 UNALTERED AREAS.
 TREES HAVE BEEN DOUBLE COUNTED IN SOME ISLANDS,
 INCLUDING 2 ISLANDS SOUTH AND ONE NORTHEAST OF EXISTING
 BUILDING,
  
 10. PARTIALLY SATISFIED. SECTION 94-443(C)(3) REQUIRES
 THAT A MINIMUM OF 75 PERCENT OF ALL TREES THAT ARE
 REQUIRED TO BE PLANTED WITHIN THE INTERIOR OF AN OFF
 STREET PARKING AREA SHALL BE CATEGORY 1 SHADE TREES.
 SHOW THE PERCENTAGE OF CATEGORY 1 TREES PROVIDED FOR
 THE REQUIRED LANDSCAPE AREAS AS REQUIRED BY SECTION
 94-443(C)(3) FOR DIVIDER ISLANDS, TERMINAL, AND
 INTERIOR ISLANDS.
  
 THE PERCENTAGE IS NOT 100%. THERE ARE FOUR SILVER
 BUTTONWOOD TREES USED AS REQUIRED TREES, AND THEY ARE
 CATEGORY 2. ALL EXISTING TREES MUST ALSO BE IDENTIFIED.
 THEN PROVIDE AN ACCURATE PERCENTAGE.
  
 11. SATISFIED. IN THE PARKING AREAS BEING
 RECONSTRUCTED, STAFF SUGGESTS REDUCING THE PAVED AREAS
 FOR PARKING SPACES AND USING CURBS INSTEAD OF WHEEL
 STOPS TO ALLOW FOR PERVIOUS LANDSCAPE AREA AT THE
 OVERHANG. THIS ALSO ALLOWS MORE LANDSCAPE AREA FOR
 SUPPORTING THE ROOT ZONES OF THE TREES.
 12. SATISFIED. ADD A COLUMN TO THE PLANT LIST FOR
 DROUGHT TOLERANT LEVELS OF EACH SPECIES AND WHETHER
 FLORIDA NATIVE.
  
 13. SATISFIED. REVISE THE SECTION IN THE LANDSCAPE DATA
 CHART TO COMPLY WITH SECTION 94-445 L. PLANT SPECIES. A
 MINIMUM OF 60 PERCENT OF PLANT MATERIAL ADDED SHALL BE
 FLORIDA NATIVE OR DROUGHT TOLERANT SPECIES SELECTED
 FROM THE CITY LIST OR THE LIST OF SPECIES IN THE MOST
 RECENT EDITION OF SOUTH FLORIDA WATER MANAGEMENT
 DISTRICT WATERWISE SOUTH FLORIDA LANDSCAPES.
 PROVIDE THE TOTAL PERCENTAGE OF NATIVE AND DROUGHT
 TOLERANT PLANTS BASED ON FINAL PLANT LIST.
  
 14. PARTIALLY SATISFIED. SHOW LOCATIONS OF FPL
 TRANSFORMERS ON THE LANDSCAPE PLAN AND RESOLVE
 CONFLICTS WITH LANDSCAPING.
 THERE APPEARS TO BE A DIRECT CONFLICT WITH A TREE AT
 THE NORTHWEST CORNER OF THE EXISTING BUILDING WITH A
 TRANSFORMER. ADDRESS THIS ISSUE. THE TRANSFORMER AT THE
 NORTHWEST CORNER DOES NOT HAVE SCREENING, AND THE
 REQUIRE TREE IS DISPLACED.
  
 15. PARTIALLY SATISFIED. THERE ARE MULTIPLE CONFLICTS
 BETWEEN REQUIRED TREES AND THE PROPOSED WATER LINES,
 HYDRANTS AND BACKFLOW PREVENTERS ON THE PRELIMINARY
 ENGINEERING PLANS. THESE WILL CONFLICT WITH REQUIRED
 TREES IN THE LANDSCAPE AREAS. ALL CHANGES PROPOSED TO
 PALM BEACH COUNTY WATER UTILITY LOCATIONS MUST BE FIRST
 REVIEWED AND APPROVED BY THE CITY TO VERIFY THERE WILL
 NOT BE CHANGES TO THE LANDSCAPE OR SITE PLAN THAT WILL
 CREATE NONCONFORMITIES.
 HYDRANT PROPOSED AT SOUTH END OF EXISTING BUILDING IS
 PLACED SO AS TO LIMIT THE LOCATION OF REQUIRED TREES.
  
 16. SATISFIED. PROVIDE SCREENING FOR ALL GROUND MOUNTED
 VALVES AND EQUIPMENT.
  
 17. SATISFIED. INDICATE HOW LAKE WORTH DRAINAGE
 DISTRICT WILL ACCESS AREAS OF THE CANAL FOR
 MAINTENANCE. IF THE PREVIOUS GAPS IN THE SOUTH BUFFER
 ARE NO LONGER REQUIRED FOR ACCESS, THE REQUIRED
 PLANTINGS ARE TO BE RESTORED. PROVIDE DISTRICT APPROVAL
 OF ALL LANDSCAPING PROPOSED WITHIN THEIR EASEMENT.
  
 ADDITIONAL COMMENTS 10/20/20:
  
 18. ALONG THE EAST SIDE OF THE PROPERTY, A FENCE IS
 INDICATED RUNNING THROUGH AN EXISTING TREE. ADJUST TO
 AVOID CONFLICT.
  
 19. THE LANDSCAPE DIVIDER ISLAND WEST OF THE DUMPSTER
 IS REQUIRED TO HAVE A TREE EVERY 30 FEET PER SECTION
 94-443(C)(3)C.
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
