 -THE ABANDONMENT/CLOSING OFF OF THE UTILITY AND
 DRAINAGE EASEMENT/ ACCESS EASEMENT INVOLVED WITH THE
 RECONFIGURATION OF PARKING ON THE SOUTH PORTION OF THE
 LOT HAS BEEN DISCUSSED BEFORE WITH STAFF AND THE
 FOLLOWING REQUIREMENT HAS STILL NOT BEEN MET FROM ERIC
 SCHNEIDER IN 2018 ADDRESSED BELOW:
  
 -THE PALM BEACH COUNTY TRAFFIC DIVISION REVIEWS
 PROJECTS PURSUANT TO THE TRAFFIC PERFORMANCE STANDARDS
 RELATING TO COUNTY-WIDE TRAFFICE CONCURRENCY. THE CITY
 WANTS TO MAKE SURE THAT THE ACCESS EASMENT WAS NOT
 REQUIRED AS A PART OF THE TRAFFIC DIVISION MODELING FOR
 CARS ON OKEECHOBEE BOULEVARD (TO ENSURE THE ROADWAY WAS
 NOT REQUIRED AS A CONDITION OF APPROVAL FOR TRIP
 GENERATION/CONCURRENCY, ETC.) FOR EXAMPLE, THE ACCESS
 EASEMENT PERMITS USERS OF THE GOLDEN LAKES PLAZA TO
 ACCESS THE LIGHT AT GOLDEN LAKES BOULEVARD INSTEAD OF
 HAVING TO U-TURN ON OKEECHOBEE BOULEVARD TO GO WEST,
 WHICH MAY HAVE BEEN A REASON FOR THE ACCESS EASEMENT.
 (ALSO SEE COMMENTS FROM ENGINEERING, SURVEYING AND
 TRAFFIC AS IT PERTAINS TO THIS ISSUE.)
