 - WHEN RESUBMITTING, PLEASE PROVIDE A MINIMUM OF FIVE
 (5) PAPER COPIES AND AN ELECTRONIC COPY IN .PNG/.PDF
 FORMAT OF ALL PLANS. PLEASE NOTE THAT CHANGES ON THE
 RESUBMITTED PLANS OR THE SUBMITTAL OF INFORMATION/PLANS
 TO ADDRESS THE COMMENTS MAY RESULT IN ADDITIONAL
 COMMENTS.
  
 - THE PPRC COMMENTS SHALL BE SUFFICIENTLY ADDRESSED AND
 SUBMITTED TO THE PLANNING DIVISION BY 5 PM ON FRIDAY,
 JUNE 26, 2020, TO BE ELIGIBLE TO BE SCHEDULED FOR THE
 AUGUST 18, 2020 PLANNING BOARD MEETING.
  
 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THE PPRC COMMENTS WITHIN 60 DAYS
 FROM THE DATE OF THESE COMMENTS/THE PPRC MEETING (BY
 AUGUST 11, 2020), THE CASE SHALL BE CONSIDERED
 WITHDRAWN. ANY FURTHER ACTION SHALL REQUIRE A NEW
 DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ASSESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($600).
  
 - PUBLIC HEARING NOTIFICATION SIGNAGE SHALL BE POSTED
 IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION
 94-39(I)(5) OF THE ZONING AND LAND DEVELOPMENT
 REGULATIONS.
  
 1) THE INFORMATION PROVIDED AS THE LIGHT MITIGATION
 STUDY IS JUST THE SPECIFICATION PAGES FOR THE SYSTEM
 THAT IS BEING INSTALLED. WHILE IT DOES INCLUDE
 PHOTOMETRIC AND CANDELA READINGS AT THE PROPERTY LINES,
 IT FAILS TO PROVIDE IN PLAIN TEXT HOW THE LIGHT OUTPUT
 AND GLARE DOES NOT CREATE A NEGATIVE IMPACT ON THE
 SURROUNDING PROPERTIES. OR IF IT HAS THE POTENTIAL TO
 CREATE A NEGATIVE IMPACT, HOW THE IMPACT IS MITIGATED
 (EX. THE PLACEMENT OF THE TREES IN THE BUFFER BLOCKS
 THE SIGHT LINES FROM THE NEIGHBORING PROPERTIES). NOTE:
 WHILE PRESENTING A MATHEMATICAL METHODOLOGY, THE NOISE
 ANALYSIS PRESENTS THE CONDITIONS AND CONCLUSION IN SUCH
 A WAY THAT A LAY PERSON CAN UNDERSTAND THAT THERE WILL
 BE MINIMAL SOUND IMPACT FROM THE PROPOSED STADIUM
 EXPANSION.
  
 2) THE SITE PLAN, SHEET C-1, SHOWS THE EASTERN FIELD
 LIGHT POLES IN A DIFFERENT LOCATION THAN THE PLANS
 INCLUDED WITH THE LIGHT MITIGATION STUDY. THE LANDSCAPE
 PLAN, SHEET L-3, SEEMS TO SHOW THE FIELD LIGHT POLES IN
 BOTH THE LOCATIONS SHOWN ON THE SITE PLAN AND THE LIGHT
 MITIGATION STUDY. ALL PLANS MUST SHOW THE SAME,
 ACCURATE CONDITIONS.
  
 3) THERE ARE SPELLING ERRORS AND STRAY LABELS ON THE
 MASTER PLAN.
  
 A. BUILDING MISSPELLED SOUTH OF NEW RESIDENCE HALL.
 B. EAST OF THE GUARDHOUSE THE EXISTING KEISER
 UNIVERSITY DRIVE INCLUDES A LABEL FOR FUTURE ROAD. THIS
 LABEL IS NOT NEEDED.
  
 4) STAFF MENTIONED IN PREVIOUS CORRESPONDENCE THAT IN
 ORDER TO PERMIT FUTURE FLEXIBILITY FOR CAMPUS
 DEVELOPMENT, THAT A DEVELOPMENT REGULATION IS ADDED
 THAT PERMITS THE RELOCATION OR CHANGING THE FUTURE
 BUILDING LABELS TO BE DONE AS A MINOR PLANNED
 DEVELOPMENT AMENDMENT AS LONG AS THERE ARE NO OTHER
 CHANGES OR WAIVERS REQUIRED BY THAT RELOCATION.
 CURRENTLY MODIFICATIONS TO THE MASTER PLAN REQUIRE CITY
 COMMISSION APPROVAL AS PART OF A MAJOR PLANNED
 DEVELOPMENT AMENDMENT (THIS OCCURRED WITH THE NEW
 DORMS). YOU WOULD STILL NEED TO DO A FORMAL SITE PLAN
 FOR THE SPECIFIC BUILD OUT OF THE AREA. AS PART OF THIS
 DEVELOPMENT REGULATION, STAFF FEELS THERE WOULD NEED TO
 BE A MODIFICATION TO THE USES PERMITTED BY RESOLUTION
 NO. 201-19 REGULATION 18. THIS COMMENT IS UP FOR
 FURTHER DISCUSSION, BUT WOULD NOT DELAY THE CURRENT
 APPLICATION IF KEISER UNIVERSITY DOES NOT WANT TO MOVE
 FORWARD WITH IT.
  
 A. CHANGE TO "THE USES PERMITTED SHALL BE THOSE USES
 PERMITTED IN THE "CS" ZONING DISTRICT SO LONG AS THEY
 ARE OPERATED BY OR IN PARTNERSHIP WITH KEISER
 UNIVERSITY". FOR EXAMPLE: THIS WOULD PERMIT PHYSICAL
 THERAPY OFFICE TO BE ADDED TO THE MASTER PLAN AS A
 MINOR AMENDMENT; HOWEVER, THE PHYSICAL THERAPY OFFICE
 WOULD NEED TO BE ASSOCIATED WITH YOUR HEALTH CARE
 PROGRAM.
  
 B. CURRENTLY, THE PERMITTED USES INCLUDE RECREATION,
 OUTDOOR, HIGH INTENSITY USES OPERATED BY OR IN
 PARTNERSHIP WITH KEISER UNIVERSITY. THE FOLLOWING ARE
 OUTDOOR HIGH INTENSITY USES IN THE CITY'S ZONING AND
 LAND DEVELOPMENT REGULATIONS:
  
 AMUSEMENT PARKS.
 DRIVE-IN THEATERS.
 GO-CART AND OTHER VEHICULAR TRACKS.
 GOLF COURSES.
 MINIATURE GOLF COURSES.
 SPORTS PARKS: TRAMPOLINES, BATTING CAGES, ETC.
 SPORTS AND RECREATION CAMPS.
 WATER SLIDES.
 WAVE POOLS.
  
 STAFF WOULD LIKE TO DISCUSS SCALING THIS BACK TO JUST
 THE SPECIFIC USES (SUCH AS SPORTS AND RECREATION CAMPS)
 THAT KEISER UNIVERSITY WOULD REASONABLY BE EXPECTED TO
 HAVE.
  
 C. THERE HAD BEEN DISCUSSION ABOUT THE POTENTIAL OF A
 PROFESSIONAL SPORTS TEAM UTILIZING THE ON CAMPUS
 STADIUM. THIS WOULD REQUIRE A FUTURE MAJOR PLANNED
 DEVELOPMENT AMENDMENT.
