 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. PARTIALLY SATISFIED. THE SURVEY, SITE PLAN AND
 LANDSCAPE PLAN SHOW INCONSISTENCIES WITH THE OVERALL
 LANDSCAPE REQUIREMENTS . THESE NEED TO BE CORRECTED TO
 DO AN ACCURATE AND COMPLETE LANDSCAPE REVIEW. SITE
 CALCULATIONS MUST BE BASED ON THE TOTAL LOT PER SECTION
 94-442, AND DESIGN GUIDELINES MUST DEFINE HOW EACH SITE
 PLAN WILL MEET THE REQUIREMENTS AND HOW THE OVERALL
 REQUIREMENTS WILL BE ADDRESSED AS EACH SITE PLAN IS
 SUBMITTED.
 ? PROVIDE A PLANT LIST WITH SPECIES AND SIZES FOR THE
 LANDSCAPE DEVELOPMENT PLAN.
 ? PROVIDE THE SEGMENT MEASUREMENT AND REQUIRED TREES
 INCLUDING PORTIONS OF THE 30 FOOT CALCULATION (ROUND
 UP) FOR ALL BUFFER SEGMENTS. SHOW PROVIDED NUMBER FOR
 EACH SEGMENT.
 ? DESIGN GUIDELINES DO NOT ADDRESS HOW THE CALCULATION
 OF REQUIREMENTS FOR EACH AREA WILL BE HANDLED. DEFINE
 WHEN THE BUFFER SEGMENTS WILL BE INSTALLED THAT ARE
 INCLUDED IN EACH AFFECTED AREA.
  
 2. PARTIALLY SATISFIED. PROVIDE A TREE DISPOSITION PLAN
 BASED ON THE TREE SURVEY AND SHOW ALL EXISTING TREES TO
 BE PRESERVED, RELOCATED OR REMOVED. SOME TREES HAVE
 BEEN REMOVED FROM AREAS OF THE SITE WITHOUT A PERMIT.
 THIS NEEDS TO BE ADDRESSED.
 ? IDENTIFY TREES ALREADY REMOVED AS SUCH ON THE CHART.
 ? PROVIDE THE TREE CANOPY DIAMETER FOR ALL TREES.
 ? PROVIDE THE CATEGORY SQUARE FOOTAGE FOR TREES LESS
 THAN 20 FEET IN DIAMETER AND PALMS FOR ANY REMOVALS FOR
 MITIGATION DUE.
 ? PROVIDE THE ACTUAL SQUARE FOOTAGE FOR ANY TREES 20
 FEET OR MORE IN CANOPY DIAMETER.
 ? INDIVIDUAL IDENTIFYING NUMBERS ON THE TREE
 DISPOSITION PLAN ARE VERY DIFFICULT TO READ. REVISE TO
 MAKE THEM CLEAR.
 ? IDENTIFY WHETHER FICUS BENJAMINAS ARE PART OF AN
 UNMAINTAINED HEDGE, OR ARE INDIVIDUAL TREES.
  
 3. PARTIALLY SATISFIED. PROVIDE THE TOTAL TREE CANOPY
 SQUARE FOOTAGE PROVIDED WITH THE PROPOSED LANDSCAPE
 PLAN ON THE TREE DISPOSITION PLAN, AS WELL AS THE TOTAL
 PROPOSED TO BE REMOVED.
 SHOW TOTAL PROPOSED FOR REMOVAL AND CALCULATE CANOPY
 CREDITS FOR TREES BEING ADDED FOR THE PROPOSED AFFECTED
 AREA. DEFINE WHEN THE TREES WILL BE REMOVED AND WHEN
 MITIGATION WILL BE PROVIDED.
  
 4. PARTIALLY SATISFIED. SECTION 94-448 (D)(3) REQUIRES
 NATIVE TREES IN GOOD CONDITION TO BE PRESERVED ON SITE
 OR RELOCATED. ANSI A 300 (PART 5) STANDARDS SPECIFY
 EXAMPLES OF SUITABILITY RATINGS OF GOOD, MODERATE, OR
 POOR FOR RELOCATION. PROVIDE CONDITION FOR ALL EXISTING
 TREES AND PALMS AND RELOCATION POTENTIAL FOR THE NATIVE
 TREES AND PALMS.
  
 PROVIDE AN ARBORISTS REPORT ON THE CONDITION AND REASON
 THAT THE TREES PROPOSED TO BE REMOVED CANNOT BE
 RELOCATED.
  
 5. PARTIALLY SATISFIED. THERE ARE EXISTING LIVE OAK
 TREES IN THE NORTH BUFFER AND ADJACENT TO THE CELL
 TOWER COMPOUND. THESE ARE BASED ON AN APPROVED
 LANDSCAPE PLAN THAT MEETS THE SCREENING REQUIREMENTS
 FOR THE TOWER AND EQUIPMENT. ANY CHANGES PROPOSED TO
 THE APPROVED LANDSCAPE PLAN NEED TO BE SHOWN AND
 INCLUDED ON THE MASTER PLAN.
  
 EXPLAIN THE REASON FOR REMOVAL OF LIVE OAK TREE QV-13.
  
 6. SATISFIED. THE PROPERTY LINE CHANGE FOR RIGHT OF WAY
 DEDICATION NEEDS TO BE FINALIZED TO DETERMINE THE
 LOCATION OF OVERHEAD POWER LINES, AS THIS WILL DIRECTLY
 AFFECT THE RIGHT TREE RIGHT PLACE CONDITIONS AND
 LOCATIONS FOR THE LANDSCAPE BUFFERS. UNDERGROUNDING OF
 POWER LINES THAT WILL BE RELOCATED NEEDS TO BE
 ADDRESSED.
 7. SATISFIED. LOCATIONS OF FPL TRANSFORMERS AND
 LOCATIONS OF UNDERGROUND LINES MUST BE SHOWN, AS THE
 TRANSFORMERS MUST BE SCREENED, AND LOCATIONS CANNOT
 DISPLACE REQUIRED LANDSCAPING. THIS SHOULD ALSO BE
 ADDRESSED IN THE DESIGN GUIDELINES.
 8. SATISFIED. PLEASE CORRECT THE FLORIDA FRIENDLY
 LANDSCAPE CHART TO REFLECT CURRENT CODE REQUIREMENT OF
 50 POINTS USING THE DESIGN OPTIONS CONSISTENT WITH
 CURRENT CODE 94-442(G).
  
 WAWA LANDSCAPE PLAN:
  
 9. SATISFIED. ALL REFERENCES TO LOT NEED TO BE CHANGED
 TO AFFECTED SITE PLAN AREA OR SIMILAR, AS THE APPLICANT
 HAS INDICATED THIS WILL NOT BE SUBDIVIDED INTO A
 SEPARATE LOT.
  
 10. PARTIALLY SATISFIED. THERE IS NO WAY OF TELLING THE
 PARKING AND LOADING AREAS ADJACENT TO THE INTERNAL
 ROAD, RESULTING IN LARGE CONTINUOUS AREAS OF PAVEMENT.
 SHOW HOW THESE AREAS WILL BE SEPARATED IF A LANDSCAPE
 STRIP IS NOT PROVIDED.
  
 THE LANDSCAPE STRIP HAS BEEN PROVIDED BUT STOPS SHORT
 OF THE FULL LENGTH OF THE LOADING AREA. STAFF WOULD
 LIKE TO SEE PAVED AREA MINIMIZED.
  
  
  
 11. PARTIALLY SATISFIED. SHOW THE PARKING LANDSCAPE
 AREAS COUNTED TOWARD COMPLIANCE WITH SECTION
 94-443(C)(3) AND (4) FOR THE AREAS WITHIN THE PARKING
 FIELD, AND MATCH THE TOTAL SHOWN ON THE REQUIREMENT
 CHART TO MEETING THE TOTAL OF BOTH SECTIONS ADDED
 TOGETHER.
 PROVIDE AN EXHIBIT IDENTIFYING THE PARKING SPACES,
 OTHER VEHICULAR USE AREAS AND SHOWING THE AREAS COUNTED
 TOWARD INTERIOR LANDSCAPING. SEE FIGURE XIV-1 IN
 SECTION 94-443 TO IDENTIFY AREAS.
 PROVIDE A SEPARATE EXHIBIT SHOWING THE AREAS AND SQUARE
 FOOTAGES.
  
 12. SATISFIED. UTILITY VALVES AND STRUCTURES INCLUDING
 SIGNS MAY NOT BE PLACED IN THE REQUIRED LANDSCAPE AREA
 IN PARKING LOT ISLANDS. THIS AREA IS MEANT TO SUPPORT
 THE REQUIRED TREE. ISLANDS SHOULD BE EXPANDED TO
 PROVIDE SEPARATE AREAS FOR THE UTILITIES.
  
  
 13. SATISFIED. SHOW THE REQUIRED TREE IN THE TERMINAL
 ISLAND AT THE NORTHWEST CORNER OF THE BUILDING AND IN
 THE TERMINAL ISLAND ADJACENT TO THE SIGN.
  
 14. SATISFIED. SHOW THAT THE REQUIRED PARKING LOT TREES
 MEET THE 75% CATEGORY ONE SHADE TREE REQUIREMENT.
 REQUIRED TREES INCLUDE ALL TERMINAL ISLAND AND INTERIOR
 ISLANDS ADJACENT TO PARKING SPACES.
  
 15. PARTIALLY SATISFIED. ALL LANDSCAPE ISLANDS MUST
 MEET THE REQUIRED LANDSCAPE WIDTH OF 8 FEET INSIDE D
 CURB AND BE THE FULL LENGTH OF THE PARKING SPACE
 INCLUDING THE 6 INCH D CURB.
  
 MUST EXTEND THE FULL LENGTH OF THE ADJACENT PARKING

 16. SATISFIED. ALL PARKING SPACES MUST CONTAIN A WHEEL
 STOP OR CURB. STAFF SUGGESTS A CURB AT 16 FEET LENGTH
 WITH OVERHANG TO INCREASE THE PERVIOUS AREA.

 LANDSCAPE AREAS MUST MEET THE CODE REQUIREMENT OF A

 STRENGTH AND DURABILITY. THE TOTAL 18 INCH PROFILE ALSO

 TREES ON THE 45TH STREET SIDE.

 BUILDING PERIMETER LANDSCAPE REQUIREMENT OF 30% FOR
 COMMERCIAL USE AND INCLUDE THE LINEAR FOOTAGE. CLARIFY
 WHERE THE 93 FEET CLAIMED CAN BE FOUND, AS ABOVE GROUND
 PLANTERS CANNOT BE COUNTED TOWARD PERIMETER LANDSCAPE
 REQUIREMENTS. AREAS MUST BE IN THE GROUND.
  
 PROVIDE MEASUREMENTS OF THE LINEAR SEGMENTS ADJACENT TO
 BUILDING FOUNDATION. STAFF COULD ONLY VERIFY 81 FEET
 THROUGH SCALE MEASUREMENT.
  
 21. PARTIALLY SATISFIED. PLEASE CORRECT THE FLORIDA
 FRIENDLY LANDSCAPE CHART TO REFLECT CURRENT CODE
 REQUIREMENT OF 50 POINTS USING THE DESIGN OPTIONS
 CONSISTENT WITH CURRENT CODE 94-442(G). THE SAME PLANTS
 CANNOT BE COUNTED MORE THAN ONCE IN THE SAME CATEGORY
 FOR NATIVE AND DROUGHT TOLERANT.

 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES. SHOW ACTUAL PERCENTAGE ON LANDSCAPE
 PLAN. INFORMATION INCLUDED IN LANDSCAPE DATA CHART IS
 NOT CONSISTENT WITH WPB CODE.
 23. SATISFIED. PLEASE PROVIDE SCREENING FOR ALL FPL
 TRANSFORMERS AND ABOVE GROUND UTILITY VALVES AND
 BACKFLOWS PREVENTERS AND SHOW ALL LOCATIONS OF GROUND
 MOUNTED EQUIPMENT.
 24. SATISFIED. SHOW LOCATIONS OF LIGHTING ON THE
 LANDSCAPE PLAN TO PREVENT CONFLICTS WITH LANDSCAPING.
  
 ADDITIONAL COMMENTS 8/11/20:
 25. DESIGN GUIDELINES.
 ? 6. LANDSCAPING. STAFF WILL NOT SUPPORT ANY REDUCTION
 IN THE NUMBER OF REQUIRED BUFFER TREES. THE CODE ALLOWS
 CLUSTERING OF TREES TO ADJUST FOR ANY CIRCUMSTANCES
 THAT WOULD INHIBIT PLACEMENT. THERE IS ALSO FLEXIBILITY
 THAT ALLOWS PLACEMENT OF BUFFER TREES ADJACENT INTERIOR
 TO THE 5 FOOT LANDSCAPE BUFFER IF SPACE IS AVAILABLE.
 ? FOUNDATION PLANTING. THE CODE REQUIREMENT FOR
 COMMERCIAL STRUCTURES IS 30 PERCENT, AND STAFF WOULD
 SUPPORT THE MINIMUM REQUIREMENT. ALL REQUIRED
 FOUNDATION PLANTING WOULD HAVE TO BE WITHIN 10 FEET OF
 THE FOUNDATION TO MEET THE INTENT, AND ALLOW FOR
 VARIATIONS SUCH AS SIDEWALK ACCESS.
 ? AS MENTIONED IN COMMENT #1, IT MUST BE ESTABLISHED
 WHEN THE CPD BUFFER SECTIONS WILL BE REQUIRED TO BE
 PLANTED. WILL IT BE AHEAD OF INTERNAL DEVELOPMENT OR AS
 EACH AFFECTED AREA COMES IN FOR APPROVAL?
 26. WAWA LANDSCAPE PLAN- HIGH RISE LIVE OAKS ARE NOT
 ACCEPTABLE IN THIS APPLICATION. PROVIDE CATHEDRAL OR
 SPECIES LIVE OAK FOR MEETING THE 25 FOOT TREE CANOPY
 REQUIREMENT OF THE CODE FOR SHADE TREE.
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
