 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. PROVIDE THE FOLLOWING CORRECTIONS TO TREE
 DISPOSITION CHART:
 ? PROVIDE REASON WHY MAHOGANY #15 IN GOOD CONDITION
 CANNOT BE RELOCATED.
 ? CORRECT NOTE AT BOTTOM OF DISPOSITION CHART TO REMOVE
 WAWA.
 ? CORRECT SHEET L-01 TO IDENTIFY REMOVALS WITH AN X AND
 RELOCATES WITH AN R SO THEY ARE CLEARLY IDENTIFIABLE.
 ? REVISE THE PROVIDED MITIGATION AFTER THE PLAN IS
 REVISED FOR THE COMMENTS BELOW.
  
  
 2. PROVIDE THE REQUIRED TERMINAL LANDSCAPE ISLAND WITH
 8 FEET LANDSCAPE WIDTH AT THE END OF EACH ROW OF
 PARKING ALONG THE WEST BUFFER. THE 5 FEET OF REQUIRED
 LANDSCAPE BUFFER CAN BE A PART OF THE TERMINAL ISLAND,
 BUT THE 8 FEET INSIDE CURB MUST BE PROVIDED. THE
 REQUIRED TREE MUST BE PROVIDED IN ADDITION TO THE
 BUFFER TREE REQUIREMENT.
  
 3. PROVIDE THE REQUIRED TERMINAL LANDSCAPE ISLAND AND
 REQUIRED TREE AT THE NORTH END OF THE ROW OF PARKING ON
 THE WEST SIDE OF BUILDING C.
  
 4. SHOW THAT THE SQUARE FOOTAGE OF LANDSCAPE AREA
 ADJACENT TO THE PARKING SPACE IS AT LEAST 140 SQ FT FOR
 THE LANDSCAPE ISLANDS THAT HAVE A MODIFIED RADIUS.
  
 5. PROVIDE THE REQUIRED WEST LANDSCAPE BUFFER AT THIS
 TIME IF THE PROPOSED CROSS ACCESS LANE IS NOT GOING TO
 BE CONSTRUCTED WITH THE SITE. IF IT IS TO BE A LATER
 DATE, PROVIDE AN ALTERNATE PLAN FOR THE AREA FOR WHEN
 THE ACCESS WILL BE CONSTRUCTED.
  
  
 6. SECTION 94-443(C)(3) REQUIRES THAT A MINIMUM OF 75
 PERCENT OF ALL TREES THAT ARE REQUIRED TO BE PLANTED
 WITHIN THE INTERIOR OF AN OFF STREET PARKING AREA SHALL
 BE CATEGORY 1 SHADE TREES. SHOW THE PERCENTAGE OF
 CATEGORY 1 TREES PROVIDED FOR THE REQUIRED LANDSCAPE
 AREAS AS REQUIRED BY SECTION 94-443(C)(3) FOR TERMINAL
 AND INTERIOR ISLANDS. THERE ARE 17 REQUIRED ISLANDS AND
 TREES, MEANING 13 MUST BE CATEGORY 1.
  
  
 7. THE PARKING SPACES APPEAR TO BE 18 FEET IN LENGTH
 WITH A CURB AND OVERHANG INTO LANDSCAPE AREAS. STAFF
 SUGGESTS REDUCING THE PAVED AREAS FOR PARKING SPACES
 AND PLACING THE CURBS AT 16 FEET TO ALLOW FOR
 ADDITIONAL PERVIOUS LANDSCAPE AREA AT THE OVERHANG.
 THIS ALSO ALLOWS MORE LANDSCAPE AREA FOR SUPPORTING THE
 ROOT ZONES OF THE TREES.
  
 8. LANDSCAPE BUFFERS:
  
 ? WEST BUFFER REQUIRES 8 TREES, IF ALEXANDER PALMS ARE
 TRIPLE TRUNK, THEY CAN COUNT FOR 1 TREE EACH. IF TREE
 #27 IS COUNTED TOWARD NORTH BUFFER REQUIREMENT, THEN
 THE PLAN ONLY PROVIDES 5 BUFFER TREES.
 ? SOUTH BUFFER LENGTH REQUIRES 11 TREES, AND PROVIDES
 11 TREES.
 ? NORTH BUFFER REQUIRES 11 TREES, 11 TREES PROVIDED IF
 #27 IS COUNTED.
 ? EAST BUFFER REQUIRES 8 TREES. FOR THE VARIANCE, THE
 NARRATIVE STATES THERE ARE 8 ADDITIONAL TREES PROVIDED
 ON SITE TO COMPENSATE. THESE MUST BE IDENTIFIED IN SOME
 WAY ON THE PLAN.
  
 9. THE PROPOSED PLAN COUNTS EXISTING TREES IN THE
 LANDSCAPE BUFFER REQUIREMENTS. THESE TREES ARE IN
 LOCATIONS WHERE CONSTRUCTION OF PAVEMENT, CURBS AND
 UTILITIES WILL BE IN CLOSE PROXIMITY. INSTRUCTIONS NEED
 TO BE INCLUDED ON HOW THE CONTRACTOR IS TO HAVE A
 QUALIFIED CERTIFIED ARBORIST AVAILABLE AS NEEDED TO
 ASSURE THE TREE ROOT SYSTEMS ARE PROTECTED AND NOT
 DAMAGED.
  
 10. PROVIDE A DETAIL AND LOCATIONS OF ROOT BARRIERS TO
 SEPARATE LANDSCAPING FROM UTILITY LINES.
  
 11. SHOW THE LOCATIONS OF ALL SITE LIGHTING ON THE
 LANDSCAPE PLAN AND REDESIGN THE LOCATIONS OF THE
 LIGHTING ON SHORTER POLES TO RESOLVE ANY CONFLICTS WITH
 TREES IN THE PARKING AREA LANDSCAPE ISLANDS.
  
 12. PER SECTION 94-452 ROADWAY BEAUTIFICATION, PROVIDE
 A PLAN FOR THE REPLACEMENT OF THE ROYAL PALMS IN THE
 RIGHT OF WAY, AND PROVIDE A SEPARATE SECTION ON THE
 PLANT LIST FOR THEM. PALM BEACH LAKES BOULEVARD IS PB
 COUNTY RIGHT OF WAY, AND THE CITY HAS A LANDSCAPE
 MAINTENANCE AGREEMENT WITH THE COUNTY. IRRIGATION MAY
 NOT BE WORKING IN THE RIGHT OF WAY, SO IRRIGATION
 SHOULD BE PROVIDED FROM THE SITE. A MAINTENANCE
 AGREEMENT SHOULD BE WORKED OUT, AS THE LANDSCAPE
 MAINTENANCE PROVIDED BY THE CITY MAY NOT BE ADEQUATE TO
 ENHANCE THE PROJECT.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
