 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. PROVIDE THE FOLLOWING CORRECTIONS TO TREE
 DISPOSITION CHART:
 ? PROVIDE THE CANOPY DIAMETERS FOR THE LIVE OAK TREES
 #17 AND #19-23. IF THEY ARE LESS THAN 20 FEET DIAMETER
 DUE TO FPL PRUNING, THEN THEY WILL REQUIRE 300 SQ FT
 MITIGATION. IF THEY ARE 20 FEET OR MORE, CALCULATE THE
 ACTUAL SQUARE FOOTAGE AND ENTER INTO THE MITIGATION DUE
 COLUMN.
 ? QUEEN PALMS #24 AND 27 ARE CATEGORY 4 , REQUIRING 50
 SQ FT MITIGATION.

 SUBSTITUTIONS PROPOSED.
  
 4. SECTION 94-443(C)(3) REQUIRES THAT A MINIMUM OF 75
 PERCENT OF ALL TREES THAT ARE REQUIRED TO BE PLANTED
 WITHIN THE INTERIOR OF AN OFF STREET PARKING AREA SHALL
 BE CATEGORY 1 SHADE TREES. REMOVE LANGUAGE REFERRING TO
 ONE TREE PER 100 SQ FT., AS THIS WAS REMOVED FROM THE
 CODE IN 2018. SHOW THE PERCENTAGE OF CATEGORY 1 TREES
 PROVIDED FOR THE REQUIRED LANDSCAPE AREAS AS REQUIRED
 BY SECTION 94-443(C)(3) FOR TERMINAL AND INTERIOR
 ISLANDS. THERE ARE 11 REQUIRED TREES.
  
 5. PROVIDE A PLAN SHOWING THE PARKING LANDSCAPE AREAS
 COUNTED TOWARD COMPLIANCE WITH SECTION 94-443(C)(3) AND
 (4) AND PROVIDE CALCULATIONS. PROVIDE THE TOTAL
 REQUIRED AND PROVIDED AS ONE TOTAL FOR BOTH SECTIONS.
  
 6. STAFF SUGGESTS REDUCING THE PAVED AREAS FOR PARKING
 SPACES AND USING CURBS INSTEAD OF WHEEL STOPS TO ALLOW
 FOR PERVIOUS LANDSCAPE AREA AT THE OVERHANG. THIS ALSO
 ALLOWS MORE LANDSCAPE AREA FOR SUPPORTING THE ROOT
 ZONES OF THE TREES.
  
 7. BUFFER LENGTHS REQUIRE ONE TREE PER 30 FEET OR
 PORTION THEREOF. EAST BUFFER REQUIRES 7 TREES, SOUTH
 BUFFER REQUIRES 11 TREES, NORTH BUFFER REQUIRES 12
 TREES, WEST BUFFER REQUIRES 6 TREES. MAKE CORRECTIONS.
  
 8. ADJUST TREE SIZES TO MINIMUM OF 12 FEET IN HEIGHT.
 MOVE SPECIES THAT ARE NOT TREES TO THE SHRUB SECTION.
  
 9. ADD A COLUMN TO THE PLANT LIST FOR DROUGHT TOLERANT
 LEVELS OF EACH SPECIES.
  
 10. UPDATE THE DESIGN OPTIONS CHART FOR FLORIDA
 FRIENDLY LANDSCAPE REQUIREMENTS PER SECTION 94-442(G)
 TO THE CURRENT CODE AND PROVIDE THE REQUIRED 50 POINTS.
  
 11. THE DIVERSITY OF THE TREE SPECIES PROPOSED ARE VERY
 LIMITED AND ARE MOSTLY SMALLER SPECIES. STAFF SUGGESTS
 AT LEAST 2 SPECIES FOR THE TREES ON THE EAST AND SOUTH
 BUFFER UNDER THE FPL LINES, AND AT LEAST 2 SPECIES ON
 THE NORTH AND WEST BUFFERS, USING CATEGORY 1 SHADE
 TREES TO PROVIDE SHADE FOR THE PARKING AND PEDESTRIAN
 AREAS. GREEN BUTTONWOOD AND SEAGRAPE ARE POSSIBLE
 ADDITIONS.
  
  
 12. REVISE THE SECTION IN THE LANDSCAPE DATA CHART TO
 COMPLY WITH SECTION 94-445 L. PLANT SPECIES. A MINIMUM
 OF 60 PERCENT OF PLANT MATERIAL ADDED SHALL BE FLORIDA
 NATIVE OR DROUGHT TOLERANT SPECIES SELECTED FROM THE
 CITY LIST OR THE LIST OF SPECIES IN THE MOST RECENT
 EDITION OF SOUTH FLORIDA WATER MANAGEMENT DISTRICT
 WATERWISE SOUTH FLORIDA LANDSCAPES.
 PROVIDE THE TOTAL PERCENTAGE OF NATIVE AND DROUGHT
 TOLERANT PLANTS BASED ON FINAL PLANT LIST.
  
 13. SHOW LOCATIONS OF FPL TRANSFORMERS ON THE LANDSCAPE
 PLAN AND RESOLVE CONFLICTS WITH LANDSCAPING.
  
 14. SHOW LOCATIONS OF ALL PROPOSED WATER, SEWER AND
 DRAINAGE LINES ON THE LANDSCAPE PLAN. ENGINEERING PLANS
 WERE NOT SUBMITTED.
  
 15. PROVIDE A DETAIL AND LOCATIONS OF ROOT BARRIERS TO
 SEPARATE LANDSCAPING FROM UTILITY LINES.
  
 16. PROVIDE SCREENING FOR ALL GROUND MOUNTED VALVES AND
 EQUIPMENT.
  
 17. SHOW THE LOCATIONS OF ALL SITE LIGHTING ON THE
 LANDSCAPE PLAN AND RESOLVE ANY CONFLICTS WITH TREES.
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
