 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. MAKE THE FOLLOWING CORRECTIONS TO THE TREE
 DISPOSITION PLAN:
 ? SATISFIED. TREES AND PALMS CANOPY SQUARE FOOTAGE TO
 BE MITIGATED BASED ON CATEGORY. ANY TREES 20 FEET OR
 MORE CANOPY DIAMETER TO BE MITIGATED BY ACTUAL SQUARE
 FOOTAGE. 1:1 MITIGATION IS EQUAL TO THE CATEGORY VALUE.
 MANGO CATEGORY 1 EQUALS 300 SQ FT, SABAL PALM CATEGORY
 3 EQUALS 100 SQ FT.
 THERE ARE MULTIPLE TREES THAT ARE 20 FEET OR MORE
 CANOPY DIAMETER THAT DO NOT SHOW THE ACTUAL SQUARE
 FOOTAGE OF CANOPY THAT MUST BE MITIGATED. #1, 2, 3, 13,
 17, 30, 36, 38, 74, 77, 95, 108, 110. REVISE.
 #52 AND 64 FICUS NITIDA, #94 SAPODILLA ARE NOT LISTED
 AS PROHIBITED INVASIVE IN WPB CODE. MUST BE MITIGATED.
 ? SATISFIED. INCLUDE EXISTING STREET TREES TO BE
 REMOVED AND REPLACED ON ROSEMARY AVE.
 ? SATISFIED. REVISE THE TOTAL SQUARE FOOTAGE OF
 MITIGATION FOR ALL TREES AND PALMS PROPOSED TO BE
 REMOVED AFTER MAKING CORRECTIONS.
 ? SATISFIED. PROVIDE THE MITIGATION VALUES BY CATEGORY
 FOR THE PROPOSED TREES AND PALMS.
 SILVER BUTTONWOOD IS CATEGORY 2, FOR 150 SQ FT CREDIT.
  
 2. SATISFIED. SECTION 94-448 (D)(3) REQUIRES NATIVE
 TREES IN GOOD CONDITION TO BE PRESERVED ON SITE OR
 RELOCATED. DESCRIBE THE METHODOLOGY USED TO DETERMINE
 CONDITION. ANSI A 300 (PART 5) STANDARDS SPECIFY
 EXAMPLES OF SUITABILITY RATINGS OF GOOD, MODERATE, OR
 POOR. THERE APPEAR TO BE SEVERAL SABAL PALMS THAT ARE
 IN GOOD CONDITION THAT CAN BE RELOCATED.
  
 3. SATISFIED. THE STREETSCAPE CAN BE IMPROVED TO
 ACCOMPLISH THE INTENT OF THE CODE SECTION 94-113. THE
 PALMS MAY BE USED, BUT NOT AS COUNTING TOWARD THE TREE
 REQUIREMENT AT THE MAXIMUM 30 FOOT SPACING. ADD CANOPY
 TREES AS REQUIRED. TREE GRATES ARE NOT PREFERRED IF THE
 SIDEWALK MEETS THE MINIMUM 8 FOOT WIDTH REQUIREMENT,
 AND PLANTING AREAS SHALL BE USED INSTEAD. BANYAN
 STREETSCAPE NEEDS TO BE COORDINATED WITH THE CITY
 CAPITAL IMPROVEMENT PROJECT.
  
  
 4. SATISFIED. CALCULATIONS FOR NUMBER OF REQUIRED
 STREET TREES NEED TO BE PROVIDED. TOTAL LENGTH OF
 STREETSCAPE FROM ONE PROPERTY LINE TO THE OTHER END,
 DIVIDE BY 30, THEN INDICATE THE NUMBER OF TREES
 REQUIRED AND PROVIDED, ROUNDING UP FOR ANY PORTION
 LEFT.
 PROVIDE THE CALCULATIONS ON THE LANDSCAPE PLAN FOR EACH
 PROPERTY LINE LENGTH ADJACENT TO A STREET, THE REQUIRED
 NUMBER OF TREES AND THE NUMBER PROVIDED. PROVIDE THE
 PROPERTY LINE LENGTH FOR THE BUFFER REQUIREMENT ON THE
 WEST SIDE NOT ADJACENT TO A STREET AND PROVIDE THE
 NUMBER OF TREES REQUIRED AND PROVIDED.
  
 5. REGULATIONS HAVE CHANGED INVALIDATING THIS COMMENT.
 REQUIRED OPEN SPACE TYPES AND SQUARE FOOTAGE CANNOT BE
 DETERMINED AT THIS TIME, AS THERE IS NOT ONE CONSISTENT
 ZONING DESIGNATION FOR ALL THE PARCELS INCLUDED IN THE
 PROPOSED PROJECT.
  
 6. SATISFIED. FLORIDA FRIENDLY DESIGN OPTIONS POINTS
 CANNOT BE COUNTED MORE THAN ONCE IN EACH CATEGORY FOR
 THE SAME PLANTS. EXAMPLE: IF 51% TREES CLAIMED AS
 NATIVE, THE REMAINDER CAN ONLY BE COUNTED TOWARD
 DROUGHT TOLERANT FOR 25-50%.
  
 7. PARTIALLY SATISFIED. SHOW LOCATIONS OF UTILITY LINES
 ON LANDSCAPE PLAN, ALSO LOCATIONS OF VALVES AND
 BACKFLOW PREVENTERS AND FPL TRANSFORMERS. SCREENING
 MUST BE PROVIDED.
 ADJUST LOCATIONS ON LANDSCAPE PLANS TO MATCH CIVIL
 DRAWINGS. FDC IS SHOWN IN CONFLICT WITH THE SIDEWALK.
 GAS AND WATER MAIN ON 2ND ST ARE IN CONFLICT WITH THE
 STREET TREE LOCATIONS, PROVIDE INFORMATION ON HOW THIS
 WILL BE RESOLVED.
 MEETING FROM 12/14 REGARDING UTILITIES AND TREE
 CONFLICTS RESULTED IN SOME POSSIBLE SOLUTIONS. SUBMIT
 REVISED PLANS.
 PLANS WERE NOT UPDATED.
  
 8. SATISFIED. SHOW LOCATIONS OF REQUIRED STRUCTURAL
 SOIL UNDER HARDSCAPE ADJACENT TO STREET TREES. PROVIDE
 A TYPICAL FOR THE INSTALLATION OF THE STRUCTURAL SOIL
 AND A SEPARATE PLAN SHOWING THE LOCATIONS. AREA FOR
 STRUCTURAL SOIL AND PLANTING AREA SHOULD BE
 APPROXIMATELY 14 FEET IN LENGTH AND 9 FEET IN WIDTH
 RELATIVE TO THE BACK OF CURB. STRUCTURAL SOIL DETAIL IS
 TO SHOW THE CONSTRUCTION CROSS SECTION FOR DEPTH OF 36
 INCHES, AND PLANTING SOIL IN THE PLANTING AREA.
  
 9. SATISFIED. SHOW COMPLIANCE WITH SECTION 94-445 L.
 PLANT SPECIES. A MINIMUM OF 60 PERCENT OF PLANT
 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES.
 PROVIDE THE ACTUAL PERCENTAGE OF DROUGHT TOLERANT AND
 NATIVE SPECIES ADDED BASED ON THE PROPOSED PLANT LIST.
 2418/4814 IS 50% AND DOES NOT MEET THE REQUIREMENT.
 CHANGE SOME SPECIES TO NATIVE OR DROUGHT TOLERANT TO
 ACHIEVE THE MINIMUM 60%. GREEN ISLAND FICUS IS ACCEPTED
 AS LOW WATER USAGE.
  
 ADDITIONAL COMMENTS 10/20/20:
  
 10. SATISFIED. REMOVE GRAVEL FROM PLAN SHOWN ON WEST
 SIDE OF BUILDING. UNLESS IT IS GROUNDCOVER OR GRASS,
 PLANTING AREAS ARE REQUIRED TO HAVE 3 INCHES OF
 COMPACTED ORGANIC, NON-CYPRESS MULCH PER SECTION
 94-446(1)D.
  
 11. SATISFIED. SHEET A0.3 NEEDS TO IDENTIFY THE
 PRIVATE OPEN SPACE TYPE AND PROVIDE THE CALCULATIONS
 FOR THE REQUIREMENTS AS FOUND IN SECTION 94-109 TABLE
 IV-7 FOR VEGETATED AREA AND TREE CANOPY PER TABLE IV-8.
 THE LANDSCAPE PLAN SHOULD ALSO INCLUDE THE SAME
 INFORMATION.
  
 12. SATISFIED. ADD THE RELOCATED SABAL PALMS TO THE
 PLANT LIST.
  
 13. SATISFIED. STREET TREE SIZE REQUIREMENT IS 20 FEET
 HEIGHT, FLORIDA GRADE #1 OR BETTER PER SECTION 94-113.
 MAGNOLIA WILL NOT WORK TO MEET THE CANOPY REQUIREMENT
 FOR REQUIRED STREET TREE. THE ARRANGEMENT WITH THE LIVE
 OAKS CLOSER TO THE BUILDING AND GUMBO LIMBO IN THE
 STREET BULB OUTS IS ACCEPTABLE. THE CONCERN IS THAT THE
 GUMBO LIMBOS WILL TAKE SOME PRUNING MAINTENANCE TO MAKE
 SURE THE BRANCHES DEVELOP ABOVE THE 14 FOOT CLEARANCE
 NEEDED FOR THE TRAVEL LANE AND 8 FOOT CLEARANCE NEEDED
 FOR THE SIDEWALK.
  
 ADDITIONAL COMMENTS 12/14/20:
  
  
 14. PARTIALLY SATISFIED. WEST BUFFER TREES CANNOT COUNT
 OFFSITE EXISTING TREES. SEE COMMENT #15. CALCULATIONS
 FOR THE ENTIRE BUFFER LENGTH NEED TO BE USED TO
 DETERMINE THE NUMBER OF REQUIRED TREES. 12 PALMS
 PROVIDED EQUAL 4 TREES, THE 2 MAHOGANY TREES MAY BE
 COUNTED, SO CURRENTLY 6 TREES ARE PROVIDED. PROVIDE THE
 CALCULATION AND ADD TREES OR PALMS AS NEEDED.
 TOTAL PER THE SURVEY IS 70? + 57.5? +127.5 = 255 FEET.
 9 TREES ARE NEEDED.
  
 15. PARTIALLY SATISFIED. OFFSITE TREES #15 AND #17 NEED
 TO BE EVALUATED BY A CERTIFIED ARBORIST FOR THE
 REDUCTION IN CANOPY AND ROOT SYSTEM THAT WILL BE
 REQUIRED TO CONSTRUCT THE BUILDING TO ASSURE THEY WILL
 NOT DESTABILIZE OR CAUSE DECLINE IN THE TREES. THE
 OWNERSHIP OF THE TREES ALSO NEEDS TO BE DETERMINED
 RELATIVE TO THE PROPERTY LINE.
  
 ARBORIST REPORT WAS NOT SUBMITTED WITH THE 3/22/21
 RESUBMITTAL. THIS COMMENT NEEDS TO BE RESOLVED PRIOR TO
 ISSUING THE TREE ALTERATION PERMIT FOR MITIGATION
 PURPOSES AND TO ADD REQUIRED TREES TO THE BUFFER.
  
 16. SATISFIED. STREET TREE REQUIREMENTS APPLY FOR THE N
 SAPODILLA PROPERTY LINE LENGTH FOR 2 STREET TREES, BUT
 THEY NEED TO BE IN THE RIGHT OF WAY.
  
 17. PARTIALLY SATISFIED. THERE IS TREE CANOPY
 MITIGATION DUE OF 8072 SQ FT. INDICATE IF THIS WILL BE
 ADDRESSED THROUGH PAYMENT IN LIEU OF $13453.00.
  
 ADDITIONAL MITIGATION WILL BE REQUIRED IF #15 AND #17
 ARE REMOVED. MITIGATION WILL BE PROVIDED WITH
 ADDITIONAL TREES PER COMMENT #14.
 NOTE THAT THE 3/22/21 SUBMITTAL CONTAINED THE SAME
 LANDSCAPE AND TREE MITIGATION PLANS FROM 12/23/20.
 PLEASE SUBMIT UPDATED PLANS.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
