 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. PARTIALLY SATISFIED. SECTION 94-448 (D)(3) REQUIRES
 NATIVE TREES IN GOOD CONDITION TO BE PRESERVED ON SITE
 OR RELOCATED. ANSI A 300 (PART 5) STANDARDS SPECIFY
 EXAMPLES OF SUITABILITY RATINGS OF GOOD, MODERATE, OR
 POOR FOR RELOCATION. PROVIDE CONDITION AND RELOCATION
 POTENTIAL FOR THE SEVEN LIVE OAKS, ONE GUMBO LIMBO, AND
 ONE SILVER BUTTONWOOD LISTED IN THE TREE DISPOSITION
 PLAN.
 CONDITION NOT LISTED FOR THE REFERENCED NATIVE TREES.
 CONDITIONS OF TREES ARE LISTED BUT STAFF REQUESTS THE
 QUALIFIED ARBORISTS REPORT WITH THE REFERENCED ANSI A
 300 (PART 5) TREE RELOCATION STANDARDS USED.
  
 2. PARTIALLY SATISFIED. ON THE LANDSCAPE REQUIREMENTS
 CHART, CORRECT THE SITE LANDSCAPE CALCULATIONS TO SHOW
 THE SHADE TREE AND FLOWERING TREE CALCULATIONS BASED ON
 40 PERCENT REQUIRED OPEN SPACE PER CPD ZONING, AND THEN
 ADD THE MULTIFAMILY 220 TREES TO ACHIEVE THE TOTAL
 TREES REQUIRED. THEN SHOW PROVIDED NUMBER OF TREES ON
 SITE. ONCE ANY TREE PLANTING PLAN FOR THE POA PARCELS
 HAS BEEN FINALIZED AND SUBMITTED FOR REVIEW, THE FINAL
 COUNT OF DEFICIENT TREES SHALL BE DETERMINED.
 CORRECT CALCULATIONS AS REQUESTED TO ONLY SHOW REQUIRED
 TREE CALCULATIONS. IN THE PROVIDED SECTION SHOW TOTAL
 TREES AND QUALIFYING PALMS FOR ONSITE INCLUDING
 ROOFTOP. SHOW NUMBER OF TREES DEFICIENT AND TOTAL
 PROVIDED FOR STREETSCAPE AND OFFSITE PROVIDED TO OFFSET
 THE DEFICIENT NUMBER.
  
 CALCULATIONS CAN BE SIMPLIFIED TO BE CLEAR. REQUIRED
 SHADE TREE NUMBER IS 27, REQUIRED FLOWERING TREES IS 7,
 AND MULTIFAMILY IS 220. TOTAL REQUIRED IS 254.
 PROVIDED APPEARS TO BE ON SITE 66, ROOFTOP 6,
 STREETSCAPE 36, AND POA PROPERTY 19.
 TOTAL IS 127. THIS LEAVES A DEFICIT OF 127 TREES.
 THE OFFSITE PARKING LOT IS 6 NEW TREES, BUT THERE IS
 MITIGATION REQUIRED AND POSSIBLY MISSING REQUIRED TREES
 ON THAT PARCEL. ANY TREES ABOVE THE REQUIRED MAY BE
 COUNTED AS ?EXTRA? AND PROPOSED TO BE APPLIED TOWARD
 THE WAIVED NUMBER OF TREES.
 PAYMENT IN LIEU IS AN OPTION FOR THE WAIVED TREES.
  
 3. SATISFIED. SHOW COMPLIANCE WITH SECTION 94-445 L.
 PLANT SPECIES. A MINIMUM OF 60 PERCENT OF PLANT
 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES BY SHOWING THE ACTUAL PERCENTAGE.
 NUMBER OF QUALIFYING PLANTS SHOWN, BUT STILL NEED
 PERCENTAGE LISTED.
  
 4. PARTIALLY SATISFIED. PLEASE SHOW LOCATIONS OF WATER,
 SEWER, FIRE LINES, DRAINAGE LINES AND FPL TRANSFORMERS
 ON THE LANDSCAPE PLAN AND RESOLVE CONFLICTS WITH
 LANDSCAPING WHEN CIVIL DRAWINGS ARE FINALIZED.
 CONFLICTS WITH REQUIRED LANDSCAPING STILL EXIST.
  
 WILL VERIFY FINAL DESIGN LOCATIONS PRIOR TO FINAL
 APPROVAL.
  
 5. SATISFIED. GREEN BUTTONWOOD TREES AND ROYAL PALMS
 SHOWN IN THE PAVED PLAZA AREAS NEED TO HAVE STRUCTURAL
 SOIL OR SOIL CELLS UNDER THE PAVED AREA TO ALLOW FOR
 ROOT DEVELOPMENT. PROVIDE LOCATIONS AND CROSS SECTION
 DETAIL FOR THE TYPE SELECTED.
  
 6. SATISFIED. SHOW THE LOCATIONS OF ALL SITE LIGHTING
 ON THE LANDSCAPE PLAN AND RESOLVE ANY CONFLICTS WITH
 TREES.
  
 7. PARTIALLY SATISFIED. SHOW THE OFFSITE TREES RELATED
 TO THE RECONFIGURATION OF THE EXISTING PARKING AREA AS
 A SEPARATE PLAN AND PLANT LIST. ADDRESS ALL MISSING
 PARKING AREA TREES IN TERMINAL ISLANDS.
 THIS IS A SEPARATE PARCEL, SO WILL REQUIRE AND
 AMENDMENT TO THAT PARCEL?S APPROVED SITE PLAN AND
 LANDSCAPE PLAN. PLACEMENT OF UTILITY LINES FOR THE
 PROPOSED SITE WITHIN THIS PARKING AREA CREATES
 NONCONFORMING LANDSCAPE AREAS BY DISPLACING REQUIRED
 TREES.
 SEPARATE PLAN NEEDS TO BE SUBMITTED.
 THE FIRE AND WATER SUPPLY LINES AND BACKFLOWS ARE
 PROPOSED OFF SITE IN A REQUIRED PARKING LOT LANDSCAPE
 AREA. PROVIDE A SEPARATE PLAN SHOWING THE LANDSCAPING
 MEETING CODE REQUIREMENTS FOR THE OFFSITE PARKING AREA.
  
 SIDEWALKS ADDED THROUGH THE TERMINAL AND INTERIOR
 LANDSCAPE ISLANDS INCREASE OR CREATE NONCONFORMITIES.
 THESE AREAS MUST REMAIN UNALTERED OR BECOME MORE
 CONFORMING. THE DIFFERENCE IN LANDSCAPE AREA SQUARE
 FOOTAGE MUST ALSO BE SHOWN. IF IT STAYS THE SAME OR IS
 INCREASED EVEN SLIGHTLY, NO FURTHER ACTION WOULD BE
 REQUIRED.

 ARCHITECTURAL REVIEW BOARD MUST BE PROVIDED FOR THE
 LANDSCAPE AND IRRIGATION PROPOSED.

 IT MUST BE VERIFIED THAT THE POA WILL ACCEPT AND

 SOURCE FOR THE IRRIGATION SYSTEM TO MEET CONDITION #11
 REQUIRING USE OF SURFACE WATER FROM LAKES.
 COULD NOT LOCATE NOTE OR CALL OUT FOR IRRIGATION PUMP
 ON LANDSCAPE PLAN.

 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
