 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. PROVIDE THE AMOUNT OF REQUIRED AND
 PROVIDED OPEN SPACE AND LANDSCAPE AREA ON THE LANDSCAPE
 PLAN MEETING THE REQUIREMENTS OF 50 PERCENT FOR CSPD
 ZONING PER SECTION 94-203.
  
 2. SATISFIED. SHOW THE CALCULATIONS FOR MINIMUM SHADE
 TREE AND FLOWERING TREE REQUIREMENTS PER SECTION
 94-443(C)(2)B. BASED ON THE 50 PERCENT REQUIRED FOR
 CSPD ZONING.
 CALCULATIONS ARE TO BE ROUNDED UP FOR EACH REQUIREMENT,
 SO 81 SHADE TREES REQUIRED, 21 FLOWERING TREES REQUIRED
 FOR A TOTAL OF 102. CHART INDICATES 125 TREES PROVIDED,
 AND PLANT LIST ONLY SHOWS 111.
  
  
 3. SATISFIED. SHOW ALL CALCULATIONS FOR THE REQUIRED
 TREES FOR BUFFER SEGMENTS ON A PERIMETER BUFFER
 REQUIREMENT CHART INCLUDING LINEAR FOOTAGE OF ALL
 PROPERTY LINE SEGMENTS.
 BUFFER SEGMENTS NEED TO BE DIVIDED AND SHOWN AS SOUTH
 (VILLAGE BLVD.), WEST (ADJACENT TO CANAL), NORTH (ALL
 SEGMENTS), AND EAST (PARKING LOT SIDE). SHOW TOTAL
 BUFFER LENGTH AND DIVIDE BY 30, ROUND UP TO THE NEXT
 FULL TREE AND SHOW THE REQUIRED NUMBER OF TREES, THE
 NUMBER PROVIDED, AND THE NUMBER REQUESTED TO BE WAIVED
 FOR THAT SEGMENT.
  
 4. SATISFIED. PROVIDE CALCULATIONS FOR THE BUFFER ALONG
 VILLAGE BOULEVARD WITH ACCESS DRIVEWAYS TO SHOW THEY DO
 NOT EXCEED 25% INTERRUPTION FOR VEHICULAR ACCESS AS
 REQUIRED BY SECTION 94-443(B)(2).
  
 5. SATISFIED. PROVIDE THE REQUIRED 5 FOOT LANDSCAPE
 BUFFER PLANTINGS ALONG ALL PROPERTY LINES WITH THE
 REQUIRED TREES OR NUMBER OF SUBSTITUTE PALMS PER
 CURRENT CODE REQUIREMENTS OF SECTION 94-443(D).
 INDICATE THE LANDSCAPE BUFFER LOCATIONS ON THE SITE
 PLAN AND LANDSCAPE PLAN.
 SEE COMMENT #3 ABOVE. PLACE A DOTTED LINE ON PLANS 5
 FEET FROM PROPERTY LINE AND LABEL AS LANDSCAPE BUFFER.
  
 6. SATISFIED. ALL MISSING OR DEAD SHRUBS MUST BE
 REPLACED IN ALL BUFFER HEDGES AS REQUIRED. ADD A NOTE
 TO THE PLAN.
  
 7. SATISFIED. MODIFY THE PLANT LIST TO ADD COLUMNS FOR
 NATIVE PLANT AND DROUGHT TOLERANCE LEVELS TO PROVIDE
 EASIER REFERENCE.
  
 8. PARTIALLY SATISFIED. ADD RELOCATED TREES TO THE
 PLANT LIST AND COUNT THEM TOWARD THE REQUIRED TREES.
 PROVIDE THE EXACT BREAKDOWN OF PALMS AND TREES ON THE
 PLANT LIST.
 SPLIT OAKS AND SABALS INTO 2 LINES.
  
 9. SATISFIED. CORRECT THE REQUIRED FOUNDATION PLANTING
 TO 30 PERCENT REQUIRED PER SECTION 94-443(E)(1).
  
 10. SATISFIED. SHOW ALL REQUIRED CURBS ADJACENT TO
 LANDSCAPE AREAS PER SECTION 94-443 (C)(5). THERE APPEAR
 TO BE AREAS THAT ARE NOT CURBED. LANDSCAPE DIVIDER
 STRIPS CAN HAVE CURBS INSTEAD OF WHEEL STOPS TO
 INCREASE THE LANDSCAPE AREA FOR THE TREES. IF DRAINAGE
 IS A CONCERN, THEY CAN BE DESIGNED TO ROUTE WATER INTO
 THE LANDSCAPE AREAS.
 THERE ARE AREAS WITH EXISTING TREES THAT APPEAR TO HAVE
 THE PAVEMENT AND CURBS TOO CLOSE TO THE BASE OF TREES.
  
 11. SATISFIED. PROVIDE AN EXHIBIT SHOWING THE PARKING
 AREA SURFACE CALCULATIONS, PARKING SPACE AREAS AND
 LANDSCAPE AREAS PROVIDED TO DEMONSTRATE COMPLIANCE WITH
 SECTIONS 94-443 (C)(3) AND (4).
 NEW PAVED AREAS NEED TO MEET CODE REQUIREMENTS, SEE
 FIGURE XIV-1 LANDSCAPE AREAS FOR PARKING LOTS IN
 SECTION 94-443(C)(3) FOR THE AREAS THAT QUALIFY AS
 INTERIOR LANDSCAPING FOR VEHICULAR USE AREA.
 PROVIDE AS A LARGER 1:20 SCALE PLAN FOR REVIEW.
  
 12. PARTIALLY SATISFIED. ALL NEW OR ALTERED ROWS OF
 PARKING MUST HAVE TERMINAL LANDSCAPE ISLANDS MEETING
 THE REQUIREMENTS OF SECTION 94-443(C)(3)A. FOR
 LANDSCAPE AREA WIDTH OF 8 FEET INSIDE CURB FOR THE FULL
 LENGTH OF THE PARKING SPACE. THE REQUIRED TERMINAL
 ISLANDS SHADE TREES ARE MISSING WHERE THE EXISTING
 PARKING AREA IS BEING ABBREVIATED, AND SOME ARE NOT
 CLEAR TO IDENTIFY THE QUALIFYING TREE. REVISE PLAN TO
 MEET REQUIREMENTS.
 REQUEST A WAIVER IF REQUIREMENTS CANNOT BE MET AND
 PROVIDE JUSTIFICATION.
 THERE IS ONE TERMINAL ISLAND LACKING THE REQUIRED TREE.
 SMALL SPACE CAN BE MET WITH PALMS.
  
 13. SATISFIED. UPDATE THE FLORIDA FRIENDLY LANDSCAPE
 CHART TO THE CURRENT CODE AND PROVIDE THE MINIMUM 50
 POINTS PER SECTION 94-442(G) BASED ON THE PLANT LIST
 AND ITEMS THAT QUALIFY. SOME WORDING AND PERCENTAGES
 ARE NOT CORRECT.
  
 14. SATISFIED. PROVIDE LOCATIONS OF LIGHTING ON THE
 LANDSCAPE PLAN TO AVOID CONFLICTS WITH LANDSCAPING.
 LIGHTING LOCATIONS SHOWN MAY CONFLICT WITH EXISTING
 TREE CANOPY, CONSIDERATION SHOULD BE MADE TO ADJUST
 POLE HEIGHTS TO BELOW THE TREE CANOPY TO BE MORE
 EFFICIENT WITH LIGHTING AND AVOID ADDING MAINTENANCE
 COSTS FOR TREE PRUNING.
  
 15. PARTIALLY SATISFIED. THERE APPEAR TO BE CONFLICTS
 IN MANY LOCATIONS BETWEEN TREES AND DRAINAGE LINES,
 WATER AND SEWER LINES ON THE LANDSCAPE PLAN. ADJUST
 LOCATIONS OF TREES OR UTILITY LINES TO RESOLVE
 CONFLICTS WITH LANDSCAPING.
 THERE ARE STILL SOME CONFLICTS WHERE WATER LINES ARE IN
 DIRECT CONFLICT WITH NEW TREE PLACEMENT AND EXISTING
 TREES.
 THERE IS ONE NEW OAK TREE TO THE RIGHT OF THE FRONT
 ENTRANCE OF THE BUILDING THAT IS PLACED ON TOP OF FIRE
 LINE.

 16. SATISFIED. PROVIDE LOCATIONS AND SCREENING FOR ALL
 ABOVE GROUND UTILITY VALVES, BACKFLOW PREVENTERS, A/C
 UNITS, AND FPL TRANSFORMERS.
  
 17. SATISFIED. SHOW LOCATIONS OF ANY ROOT BARRIERS
 REQUIRED TO PROTECT UTILITY LINES AND PROVIDE A ROOT
 BARRIER DETAIL.
  
 18. PARTIALLY SATISFIED. SHOW COMPLIANCE WITH SECTION
 94-445 L. PLANT SPECIES. A MINIMUM OF 60 PERCENT OF
 PLANT MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES.
 PROVIDE THE ACTUAL PERCENTAGE.
 ADDITIONAL COMMENTS 12/5/19:
 19. SATISFIED. CORRECT THE TREE DISPOSITION PLAN TO
 SHOW TREE #216 FINAL LOCATION, AS TREE #53 IS LABELED
 IN TWO LOCATIONS.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
