 PROJECT: SHOPS AT THE PRESS Z19090006
 OCTOBER 7, 2019
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. IDENTIFY THE TREES WITHIN THE AFFECTED AREA ON THE
 TREE DISPOSITION TABULAR LIST TO DISCERN THEM FROM THE
 REST OF THE AREAS.
  
 2. SECTION 94-448 (D)(3) REQUIRES NATIVE TREES IN GOOD
 CONDITION TO BE PRESERVED ON SITE OR RELOCATED. LIVE
 OAK TREES #529 AND #530 ARE STILL LISTED AS GOOD
 CONDITION, SO MUST BE RELOCATED. LIVE OAK TREES #567
 AND #568 ARE ALSO LISTED IN GOOD CONDITION. IF THEY
 CANNOT BE RELOCATED FOR ANY REASON, OR THE CONDITION
 HAS CHANGED, INDICATE THIS ON THE CHART.
  
 3. STAFF DOES NOT SUPPORT REMOVAL OF THE MATURE BUFFER
 TREES ALONG THE NORTH PROPERTY LINE THAT ARE PROVIDING
 SHADE FOR THE EXISTING SIDEWALK AND PROVIDE ALL THE
 BENEFITS OF A MATURE TREE CANOPY. THE APPLICANT SHOULD
 LOOK AT PARKING REQUIREMENTS AND ADJUST THE PROPOSED
 NORTH CURB LINE TO FIT THE EXISTING CURB LINE IN ORDER
 TO PRESERVE THE EXISTING TREES AND MEET THE INTENT OF
 SECTION 94-448.
  
 4. THE SITE DATA DOES NOT SHOW THE LANDSCAPE AREA FOR
 THE SITE WITH THE PROPOSED CHANGES. THIS WAS BELOW THE
 REQUIRED 15% ON THE PREVIOUS APPLICATION AND MUST BE
 CORRECTED TO MEET THE CODE REQUIREMENTS.
  
 5. PROPOSED LOCATIONS OF FPL TRANSFORMERS MUST BE SHOWN
 ON THE SITE AND LANDSCAPE PLANS.
  
 6. WATER BACKFLOW AND FIRE VALVES ARE PROPOSED IN THE
 SOUTHEAST TERMINAL LANDSCAPE ISLAND ON THE ENGINEERING
 PLANS. REQUIRED TREES MUST BE INSTALLED IN TERMINAL
 ISLANDS, SO UTILITIES CANNOT BE LOCATED IN POSITIONS
 THAT WOULD DISPLACE REQUIRED TREES. THE TERMINAL ISLAND
 IS BEING AFFECTED BY UTILITIES AND IS WITHIN THE
 AFFECTED AREA, SO MUST MEET CURRENT CODE REQUIREMENTS.
 THE EXISTING TRIANGLE PALMS SHOULD BE REPLACED WITH THE
 REQUIRED TREE, AND THE WATER LINE PLACED TO AVOID THE
 TREES IN THE LANDSCAPE AREAS.
  
 7. SECTION 94-443(C)(3) REQUIRES THAT A MINIMUM OF 75
 PERCENT OF ALL TREES THAT ARE REQUIRED TO BE PLANTED
 WITHIN THE INTERIOR OF AN OFF STREET PARKING AREA SHALL
 BE CATEGORY 1 SHADE TREES. AS PROPOSED, THE AFFECTED
 AREA DOES NOT MEET THIS REQUIREMENT. SUGGESTIONS
 INCLUDE TO REMOVE THE PHOENIX CANARIENSIS AND REPLACE
 WITH A CATEGORY 1 SHADE TREE.
 8. THE LANDSCAPE INTERIOR ISLAND ON THE EAST SIDE OF
 BUILDING 2 DOES NOT MEET THE MINIMUM LANDSCAPE WIDTH OF
 8 FEET WITHIN THE CURB.
  
 9. SHOW LOCATIONS OF ANY ROOT BARRIERS REQUIRED TO
 PROTECT UTILITY LINES.
  
 10. THE EXHIBIT SHOWING THE PARKING AREA SURFACE
 CALCULATIONS, PARKING SPACE AREAS AND LANDSCAPE AREAS
 PROVIDED TO DEMONSTRATE COMPLIANCE WITH SECTIONS 94-443
 (C)(3) AND (4) INCLUDES AREAS THAT CROSS THE AFFECTED
 AREA LINE
  
 11. SHOW ALL REQUIRED CURBS ADJACENT TO LANDSCAPE AREAS
 PER SECTION 94-443 (C)(5).
  
 12. STAFF SUGGEST AN ADDITIONAL SPECIES BE USED FOR THE
 WEST BUFFER AS THE GEIGER TREES ARE NOT THE BEST
 PERFORMING SPECIES FOR THIS AREA AND LOOK BAD FOR A
 MAJOR PORTION OF THE YEAR.
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
