 OCTOBER 11, 2019
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. MAKE THE FOLLOWING CORRECTIONS TO THE TREE
 DISPOSITION PLAN:
 ? SATISFIED. IDENTIFY SPECIES OF ALL TREES AND PALMS ON
 THE TREE DISPOSITION LIST.
 ? SATISFIED. TREES AND PALMS CANOPY SQUARE FOOTAGE TO
 BE MITIGATED BASED ON CATEGORY. ANY TREES 20 FEET OR
 MORE CANOPY DIAMETER TO BE MITIGATED BY ACTUAL SQUARE
 FOOTAGE.
 ? SATISFIED. PROVIDE THE TOTAL SQUARE FOOTAGE OF
 MITIGATION FOR ALL TREES AND PALMS PROPOSED TO BE
 REMOVED.
 ? SATISFIED. PROVIDE THE REPLACEMENT MITIGATION VALUES
 BY CATEGORY FOR THE PROPOSED TREES AND PALMS.
 THE CHART NECESSARY IS TO SHOW THE TOTAL SQUARE FOOTAGE
 REQUIRED FOR MITIGATION BY ADDING ALL THE REMOVALS
 TOGETHER. THE NEW TREES ADDED IN THE PLANT LIST ARE TO
 BE GIVEN VALUES BY CATEGORY, THEN SUBTOTAL FOR EACH
 SPECIES, THEN ADD THE TOTAL PROVIDED. STAFF
 CALCULATIONS ARE 8971 SQ FT MITIGATION DUE, 4950
 PROVIDED NEW, AND TOTAL DIFFERENCE IS 4021 SQ FT TO
 CALCULATE PAYMENT INTO TREE MITIGATION FUND. THIS COULD
 BE REDUCED BY RELOCATING THE 2 LARGE LIVE OAK TREES.
 RECALCULATE ALL MITIGATION DUE BASED ON COMMENT 2
 BELOW, AND IF PAYMENT IN LIEU IS REQUIRED, CALCULATE
 THE AMOUNT DUE BY USING THE AVERAGE PRICE BY SPECIES
 FOR A 12 FOOT GRADE ONE REPLACEMENT TREE AND MULTIPLY
 BY TWO FOR INSTALLATION, PER SECTION 94-448(E)(2).
  
 2. SATISFIED. SECTION 94-448 (D)(3) REQUIRES NATIVE
 TREES IN GOOD CONDITION TO BE PRESERVED ON SITE OR
 RELOCATED. ONCE ALL THE TREES AND PALMS ARE CORRECTLY
 IDENTIFIED, THE NUMBER OF TREES AND PALMS REQUIRED TO
 BE RELOCATED CAN BE DETERMINED.
 THE APPLICANT WILL PROVIDE WRITTEN VERIFICATION FROM A
 TREE RELOCATION CONTRACTOR IF THE LIVE OAK TREES #530,
 #529 AND #535 AND SOUTHERN MAGNOLIA #538 LISTED IN GOOD
 CONDITION CANNOT BE RELOCATED FOR ANY REASON. ANY
 INFORMATION PROVIDED MUST BE IN REFERENCE TO ANSI A300
 (PART 5)-2005 STANDARDS ANNEX A.
  
  
  
 3. SATISFIED. THE SITE DATA SHOWS THE LANDSCAPE AREA
 FOR THE SITE WITH THE PROPOSED CHANGES BEING REDUCED TO
 11.5%. THIS IS BELOW THE REQUIRED 15% AND MUST BE
 CORRECTED TO MEET THE CODE REQUIREMENTS TO BE APPROVED
 AS A MINOR AMENDMENT.
 4. SATISFIED. PROPOSED LOCATIONS OF FPL TRANSFORMERS
 AND SUPPLY LINES ALONG S DIXIE MAY NOT BE POSSIBLE TO
 INSTALL WITHOUT DISTURBING EXISTING PALM TREES. ALSO,
 LOCATIONS WILL LIMIT FUTURE OPTIONS FOR REQUIRED TREE
 INSTALLATION. REVISE TO KEEP ALL EQUIPMENT OUTSIDE THE
 REQUIRED 5 FOOT LANDSCAPE BUFFER. THIS AREA OF THE
 BUFFER IS NON-CONFORMING AND SHOULD BE BROUGHT INTO
 COMPLIANCE PROVIDING THE REQUIRED BUFFER TREES TO
 PRODUCE SHADE FOR THE PUBLIC SIDEWALK.
 5. SATISFIED. HYDRANT AND OTHER VALVES ARE PROPOSED IN
 LANDSCAPE ISLANDS ON THE ENGINEERING PLANS. REQUIRED
 TREES MUST BE INSTALLED IN TERMINAL ISLANDS, SO
 UTILITIES CANNOT BE LOCATED IN POSITIONS THAT WOULD
 DISPLACE REQUIRED TREES.
 6. SATISFIED. THE LANDSCAPE AREAS IN THE PROPOSED
 PARKING ARE DO NOT MEET THE REQUIREMENTS OF CODE
 SECTION 94-443(C)(3) A. FOR THE REQUIRED SHADE OR
 FLOWERING TREE.
 7. SATISFIED. THERE ARE LANDSCAPE ISLANDS SHOWN ON
 SHEET LA-3 AND LA-7 THAT ARE NOT SHOWING REPLACEMENT OF
 MISSING TREES. REVISE TO INCLUDE REPLACEMENTS.
 8. SATISFIED. SECTION 94-443(C)(3) REQUIRES THAT A
 MINIMUM OF 75 PERCENT OF ALL TREES THAT ARE REQUIRED TO
 BE PLANTED WITHIN THE INTERIOR OF AN OFF STREET PARKING
 AREA SHALL BE CATEGORY 1 SHADE TREES. ROYAL PALMS DO
 NOT MEET THE INTENT OF PROVIDING SHADE FOR PARKING
 SPACES.
  
 9. SATISFIED. SHOW LOCATIONS OF ANY ROOT BARRIERS
 REQUIRED TO PROTECT UTILITY LINES.
  
 10. SATISFIED. PROVIDE AN EXHIBIT SHOWING THE PARKING
 AREA SURFACE CALCULATIONS, PARKING SPACE AREAS AND
 LANDSCAPE AREAS PROVIDED TO DEMONSTRATE COMPLIANCE WITH
 SECTIONS 94-443 (C)(3) AND (4).
  
 11. SATISFIED. SHOW ALL REQUIRED CURBS ADJACENT TO
 LANDSCAPE AREAS. THE AREA AT THE SOUTHEAST CORNER OF
 THE PARKING DECK IS NOT DEFINED.
  
 12. SATISFIED. PROVIDE THE AMOUNT OF LINEAR FEET OF
 BUILDING PERIMETER LANDSCAPE PROPOSED TO MEET THE
 REQUIREMENT OF 30% FOR COMMERCIAL USE FOR THE SOUTH
 BUILDING.
  
 13. SATISFIED. SHOW COMPLIANCE WITH SECTION 94-445 L.
 PLANT SPECIES. A MINIMUM OF 60 PERCENT OF PLANT
 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES.
 PROVIDE THE ACTUAL PERCENTAGE OF DROUGHT TOLERANT AND
 NATIVE SPECIES ADDED BASED ON THE PROPOSED PLANT LIST.
 CHANGE ?REQUIRED? TO ?ADDED?.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION. UPDATED TREE
 DISPOSITION PLAN WITH CALCULATIONS FOR PAYMENT IN LIEU
 IS TO BE SUBMITTED FOR TREE ALTERATION PERMIT
 APPLICATION TP19-1778, AND PAYMENT SUBMITTED FOR THE
 AMOUNT DUE WITHIN 10 DAYS OF THE APPROVAL OF THIS
 PETITION.
  
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
