 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
  
 1. SATISFIED. PROVIDE A TREE DISPOSITION PLAN FOR THE
 SITE AND SHOW TREE CANOPY MITIGATION REQUIRED AND
 PROVIDED WITH THIS PETITION.
 ADDRESS THE FOLLOWING:
 ? SATISFIED. IDENTIFY TREE #5
 ? SATISFIED. REMOVE ERM REFERENCES FORM MULTIPLE
 LOCATIONS ON SHEET TD-1 AND REMOVE UNNECESSARY COLUMNS.
 ? SATISFIED. PROVIDE THE FOLLOWING COLUMNS ON THE
 DISPOSITION CHART: CANOPY DIAMETER, TREE CATEGORY, TREE
 CONDITION, AND SQUARE FOOTAGE MITIGATION DUE, AND
 PROVIDE THE INFORMATION FOR EACH TREE IN EACH COLUMN.
 ? SATISFIED. PROVIDE THE MITIGATION DUE TOTAL AT THE
 BOTTOM OF THE CHART.

 2. PARTIALLY SATISFIED. SUBMIT A LANDSCAPE PERMIT PLAN
 FOR 309 BARCELONA MEETING THE MINIMUM CODE REQUIREMENTS
 FOR RESIDENTIAL LANDSCAPING AND MITIGATING FOR TREES
 REMOVED.
 A TREE ALTERATION PERMIT APPLICATION WAS SUBMITTED FOR
 THE ADDITIONAL TREES REMOVED, AND THE PERMIT WAS ISSUED
 WITH CONDITIONS. MITIGATION IS DUE FOR ALL THE TREES
 REMOVED AND MUST BE ADDRESSED WITH REPLACEMENT OF TREES
 ON SITE OR PAYMENT IN LIEU. THE MINIMUM LANDSCAPE
 REQUIREMENTS MUST BE MET ON SITE WITH A LANDSCAPE
 PERMIT PLAN TO BE SUBMITTED. NO MITIGATION HAS BEEN
 PROVIDED TO DATE FOR ANY TREES REMOVED FROM THE SITE.
  
 THIS IS THE FIRST REVIEW OF THE LANDSCAPE PLAN FOR 309
 BARCELONA. PER SECTION 94-448, ALL TREE REPLACEMENT
 MUST BE ON THE SUBJECT SITE TO BE COUNTED TOWARD
 MITIGATION DUE. THE 2 LIVE OAK TREES PROPOSED IN THE
 RIGHT OF WAY CANNOT BE COUNTED UNLESS THEY ARE WITHIN
 THE PROPERTY LINE, AS THIS PROPERTY IS SEPARATE FROM
 THE CPD.
  
 THE TREE ALTERATION PERMIT TP19-1785 THAT REPLACED
 PERMIT TP 17-1618 EXPIRED ON APRIL 30, 2020.THE
 LANDSCAPE PLAN SHEET LP-4 AND TREE DISPOSITION PLAN
 SHEET TD-2 MUST BE SUBMITTED UNDER LANDSCAPE PERMIT
 18030706 IN ORDER FOR THIS COMMENT TO BE SATISFIED.
  
 3. SATISFIED. PROVIDE A LANDSCAPE PLAN FOR THE AMENITY
 DECKS IF INTENDED AS JUSTIFICATION FOR THE WAIVER
 REQUESTS.
  
 4. SATISFIED. PROVIDE AN OPEN SPACE DIAGRAM TO
 DEMONSTRATE THE AREAS PROVIDED AS OPEN SPACE AND
 LANDSCAPE AREAS ON SITE WITHIN THE PROPERTY LINES TO
 PROVIDE REFERENCE FOR THE WAIVER REQUESTS.
  
 5. SATISFIED. WAIVER REQUESTS #7 AND 8 NEED TO BE
 REVISED TO SHOW THAT 15% LANDSCAPE AREA IS REQUIRED PER
 THE CURRENT CODE.
 THERE IS AN ERROR ON THE CODE CHART THAT WILL BE
 CORRECTED. MAXIMUM IMPERVIOUS AREA IS 85%, THEREFORE
 MINIMUM LANDSCAPE AREA IS 15%.
 THE SITE PLAN NEEDS TO BE CORRECTED TO 15% PROPOSED
 LANDSCAPE AREA IN THE SITE DATA CHART. THE PLAN OS-1
 COUNTS AREAS THAT ARE OVER THE PARKING GARAGE AS
 PERVIOUS AREA, WHICH THEY DO NOT QUALIFY AS PERVIOUS
 AREA. ADJUST THE PLAN AND THE NUMBERS IN THE WAIVER.
  
 6. SATISFIED. WAIVER REQUEST #9 NEEDS TO REFERENCE
 SECTION 94-443(A) BUFFERING OF NON-RESIDENTIAL USES
 ADJACENT TO RESIDENTIAL PROPERTY FOR THE EAST BUFFERS
 AND 94-443(D) ADDITIONAL LANDSCAPING REQUIREMENTS FOR
 MULTIFAMILY RESIDENTIAL USES FOR THE BUFFERS ADJACENT
 TO PUBLIC THOROUGHFARES THAT ARE REQUIRED TO BE 10 FEET
 IN WIDTH.
  
 7. SATISFIED. PROVIDE MEASUREMENTS AND CALCULATIONS FOR
 THE BUFFER TREES REQUIRED FOR ALL BUFFER LENGTHS PER
 SECTION 94-443 B. AND INDICATE HOW THIS WILL BE
 AFFECTED THROUGH THE WAIVER REQUESTS. INDICATE THE
 WIDTH OF ALL LANDSCAPE BUFFERS PROVIDED ON THE
 LANDSCAPE PLAN. THE STREET TREES THAT ARE NOT AFFECTED
 BY OVERHEAD UTILITIES NEED TO BE UPGRADED TO CATEGORY 1
 SHADE TREES IF USED AS A JUSTIFICATION FOR WAIVERS.
  
 WAIVER IS FOR WIDTH OF BUFFER PROVIDED, PROVIDE A
 REFERENCE OF THE NUMBER OF TREES THAT WOULD BE REQUIRED
 ALONG EACH BUFFER SEGMENT AND COMPARE TO THE NUMBER
 PROVIDED WITHIN EACH BUFFER AND ADJACENT RIGHT OF WAY.
 OAKS CANNOT BE USED ON DIXIE, AS THERE ARE OVERHEAD
 ELECTRIC LINES.
  
 LIVE OAKS ARE CATEGORY 1 TREES. PROVIDE THE REQUESTED
 INFORMATION ON REQUIRED, PROVIDED AND THE DIFFERENCE
 FOR THE NUMBER OF TREES AND THE AREA OF LANDSCAPING.
  
  
 8. SATISFIED. PROVIDE LOCATIONS OF LIGHTING ON THE
 LANDSCAPE PLAN TO AVOID CONFLICTS WITH LANDSCAPING.
  
 9. SATISFIED. SHOW LOCATIONS OF ROOT BARRIERS TO
 PROTECT INFRASTRUCTURE AND TREES FROM CONFLICTS. THIS
 INCLUDES WATER, SEWER, DRAINAGE, SIDEWALKS AND CURBS,
 AND ANY FIELD STRUCTURES THAT COULD BE IMPACTED BY TREE
 ROOTS.
 SOME ROOT BARRIERS ARE SHOWN, BUT THERE ARE SEVERAL
 SANITARY SEWER LINES SHOWN UNDER TREES ALONG DIXIE
 CONNECTING FROM THE SEWER MAIN TO THE BUILDING.
  
 10. PARTIALLY SATISFIED. SHOW LOCATIONS OF ALL GROUND
 MOUNTED EQUIPMENT INCLUDING FPL TRANSFORMERS, A/C
 UNITS, ETC., AND PROVIDE SCREENING FOR ALL GROUND
 MOUNTED EQUIPMENT AND UTILITIES.
 LOCATIONS TO BE PROVIDED OR AREAS INDICATED ON THE PLAN
 TO ACCOMMODATE REQUIRED EQUIPMENT.
 GIVEN THE REQUEST FOR WAIVERS FOR LANDSCAPE AREA AND
 JUSTIFICATION PROVIDED, THESE AREAS NEED TO BE PLANNED
 FOR, AS SPACE IS LIMITED AND CANNOT BE CHANGED AFTER
 APPROVAL OF WAIVERS.
  
 ADDITIONAL COMMENTS 10/30/19:
 11. SATISFIED. SECTION 94-448 (D)(3) REQUIRES NATIVE
 TREES IN GOOD CONDITION TO BE PRESERVED ON SITE OR
 RELOCATED. ONCE TREE#5 IS CORRECTLY IDENTIFIED, AND THE
 CONDITION OF EACH TREE AND PALM ADDED, THE NUMBER OF
 TREES AND PALMS REQUIRED TO BE RELOCATED CAN BE
 DETERMINED.
  
 12. SATISFIED. PROVIDE JUSTIFICATION FOR ALL LANDSCAPE
 WAIVERS.
  
 ADDITIONAL COMMENTS 8/17/20:
 13. TOTAL TREES REQUIRED OF 118 AS SHOWN ON SHEET LP-5
 MUST HAVE THE PROVIDED TREE COUNT BROKEN DOWN INTO THE
 DIFFERENT AREAS. EACH PARCEL FOR ONSITE TREES, ROOFTOP
 AND RIGHT OF WAY TREES. THIS WILL PROVIDE AN EASILY
 REFERENCED CHART TO DEMONSTRATE WHERE THE TREES ARE
 PROVIDED.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
