 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. MAKE THE FOLLOWING CORRECTIONS TO THE TREE
 DISPOSITION PLAN:
 ? SATISFIED. THE TREE DISPOSITION PLAN NEEDS TO MATCH
 THE LOCATIONS SHOWN ON THE SURVEY AND USE THE SAME
 REFERENCE NUMBERS.
 ? SATISFIED. TREE SPECIES ARE MISIDENTIFIED ON THE
 LIST. CORRECT THE SPECIES.
 TREE #24 IS A WASHINGTONIA ROBUSTA
 ? SATISFIED. TREES AND PALMS CANOPY SQUARE FOOTAGE TO
 BE MITIGATED BASED ON CATEGORY. ANY TREES 20 FEET OR
 MORE CANOPY DIAMETER TO BE MITIGATED BY ACTUAL SQUARE
 FOOTAGE.
 ONLY TREE #1 IS 20 FEET OR MORE CANOPY DIAMETER.
 MITIGATION IS 380 SQ FT.
 #22 AND 23 ARE DOUBLE WASHINGTONIA PALMS. CATEGORY 4
 ARE 50 SQ FT EACH, SO EACH DOUBLE IS 100 SQ FT CANOPY
 REMOVED.
 ALL OAKS AND 2 REMAINING BLACK OLIVE TREES ARE CATEGORY
 1 TREES AT 300 SQ FT EACH CANOPY REMOVED.
 EAST PALATKA HOLLIES #2, 3, 5, AND 6 AND SILVER TRUMPET
 #7 ARE CATEGORY 2 AND ARE EACH 150 SQ FT CANOPY
 REMOVED.
  
 ? SATISFIED. PROVIDE THE TOTAL SQUARE FOOTAGE OF
 MITIGATION FOR ALL TREES AND PALMS PROPOSED TO BE
 REMOVED.
 CORRECT ALL MITIGATION VALUES FOR THE ABOVE COMMENTS
 AND ADD TOTAL FOR MITIGATION DUE.
 ? SATISFIED. PROVIDE THE MITIGATION VALUES BY CATEGORY
 FOR THE PROPOSED TREES AND PALMS.
 REMOVE NOTE FOR TREE MITIGATION CALCULATED AT
 PERMITTING. MITIGATION IS BASED ON CATEGORY LIST
 PROVIDED. LIST EACH SPECIES AND CATEGORY AND TOTAL
 MITIGATION VALUE.
  
 2. PARTIALLY SATISFIED. THE STREETSCAPE CAN BE IMPROVED
 TO ACCOMPLISH THE INTENT OF THE CODE SECTION 94-113.
 THE ROYAL PALMS MAY BE USED, BUT NOT AS COUNTING TOWARD
 THE TREE REQUIREMENT AT THE MAXIMUM 30 FOOT SPACING.
 ADD CANOPY TREES AS REQUIRED.
 CALCULATE TREE REQUIREMENT ON S DIXIE (4) AND MEET
 REQUIREMENTS WITHIN THE RIGHT OF WAY. OPEN SPACE TREE
 CANOPY ADJACENT TO THIS AREA NEEDS TO BE DESIGNED TO
 COMPLEMENT REQUIRED STREET TREE CANOPY COVERAGE.
 THE EXISTING HOLLIES ARE NOT IN GOOD CONDITION AND
 SHOULD BE REMOVED AND REPLACED WITH LIVE OAKS TO MATCH
 THE STREET PATTERN TO THE SOUTH. TWO TREES TO THE NORTH
 OF THE PARKING SPACES AND TWO TREES TO THE SOUTH WITH
 THE PUBLIC SPACE LIVE OAK TREES PROVIDING THE CANOPY TO
 THE CENTER PORTION.
  
 3. SATISFIED. REQUIRED STREET TREES MUST MEET THE 20
 FOOT HEIGHT REQUIREMENT AT INSTALLATION. LIST OVERALL
 HEIGHT ON PLANT LIST.
  
 4. PARTIALLY SATISFIED. SECTION 94-448 (D)(3) REQUIRES
 NATIVE TREES IN GOOD CONDITION TO BE PRESERVED ON SITE
 OR RELOCATED. SUBMIT THE REASON EXISTING LIVE OAK TREES
 CANNOT BE RELOCATED OR USED IN THE PROPOSED LANDSCAPE.
 EAST PALATKA HOLLIES #2, 3, 5, AND 6 ARE NOT IN GOOD
 CONDITION AND ARE TO BE REMOVED.
 LIVE OAK TREES #4, #20 AND 21 MAY BE RELOCATED TO THE
 WEST SIDE OF QUADRILLE ROW TO REPLACE MISSING LIVE OAK
 TREES.
 THIS COMMENT TO BE RESOLVED WITH COMMENT #2 FOR
 STREETSCAPE DESIGN.
 CITY STAFF WILL EVALUATE LIVE OAK TREES FOR POSSIBLE
 RELOCATION TO WEST SIDE OF QUADRILLE BLVD.
  
 5. SATISFIED. PUBLIC AND PRIVATE OPEN SPACE AREAS SHOWN
 ON SHEET MUST BE BROKEN DOWN TO SHOW THE REQUIRED
 VEGETATED AREA AND ANY TREE CANOPY REQUIREMENT FOR EACH
 AREA AS THE ALLOWED OPEN SPACE TYPE. TERRACE REQUIRES
 20% MINIMUM VEGETATED AREA. ROOFTOP GARDEN REQUIRES 30%
 VEGETATED AREA AND 20% TREE CANOPY. TREE CANOPY VALUES
 CAN BE FOUND IN SECTION 94-109 TABLE IV-8.
 AREAS ON THE GROUND LEVEL ARE NOT NAMED FOR OPEN SPACE
 TYPE, AND REQUIREMENTS ARE NOT PROVIDED. TREE CANOPY
 SQUARE FOOTAGE CREDITS ARE TO MATCH TABLE IV-8 FOR OPEN
 SPACE.
  
 6. SATISFIED. AREA LISTED AS POOL DECK ON LEVEL 5 IS
 NOT AN OPEN SPACE TYPE. CLASSIFY AS A PERMITTED PRIVATE
 OPEN SPACE TYPE (ROOFTOP GARDEN?) AND SHOW
 REQUIREMENTS.
 7. SATISFIED. SHOW LOCATIONS OF UTILITY LINES ON
 LANDSCAPE PLAN, ALSO LOCATIONS OF VALVES AND BACKFLOW
 PREVENTERS AND FPL TRANSFORMERS.
  
 8. SATISFIED. SHOW LOCATIONS OF ANY ROOT BARRIERS
 REQUIRED TO PROTECT UTILITY LINES.
  
 9. PARTIALLY SATISFIED. SHOW LOCATIONS OF REQUIRED
 STRUCTURAL SOIL UNDER HARDSCAPE ADJACENT TO TREES.
 PROVIDE A TYPICAL FOR THE INSTALLATION OF THE
 STRUCTURAL SOIL.
 VERTICAL DETAIL IS CORRECT, OVERHEAD TYPICAL IS
 INCORRECT AND MUST MATCH THE VERTICAL DETAIL. PLANTING
 AREAS AROUND STREET TREES MAY BE EXPANDED AS LONG AS
 THE 8 FOOT SIDEWALK WIDTH IS MAINTAINED. THIS WILL
 MINIMIZE THE AREAS OF STRUCTURAL SOIL REQUIRED UNDER
 THE ADJACENT PAVED AREA. PROVIDING A SEPARATE EXHIBIT
 CLEARLY SHOWING THE LOCATIONS OF THE PLANTING AREAS AND
 STRUCTURAL SOIL IS REQUIRED FOR STAFF TO VERIFY
 ADEQUATE PLACEMENT, AND IS HELPFUL LATER IN
 CONSTRUCTION FOR BIDDING AND INSTALLATION PURPOSES.
  
 10. PARTIALLY SATISFIED. SHOW COMPLIANCE WITH SECTION
 94-445 L. PLANT SPECIES. A MINIMUM OF 60 PERCENT OF
 PLANT MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES.
 PROVIDE THE ACTUAL PERCENTAGE OF DROUGHT TOLERANT AND
 NATIVE SPECIES ADDED BASED ON THE PROPOSED PLANT LIST.
 MUST INCLUDE ADDED PLANT MATERIAL NOT JUST REQUIRED.
 RECALCULATE AFTER ADJUSTMENTS FROM OTHER COMMENTS.
  
 ADDITIONAL COMMENTS 9/6/19:
  
 11. NOT SATISFIED. ARTIFICIAL TURF DOG WALKING AREA
 CANNOT BE VIEWABLE FROM THE ROAD OR STREET PER SECTION
 94-451, SO MUST BE FENCED TO BLOCK VIEW.
 ADDITIONAL COMMENT 10/28/19:
 12. THE PLACEMENT OF THE DRAINAGE FIELD BENEATH THE
 TREES IN THE PUBLIC OPEN SPACE HAS TO BE ACCEPTABLE TO
 THE STORMWATER ENGINEER FOR THE CITY.
  
 13. THE SOUTHERN OAK TREE AT THE CORNER OF QUADRILLE
 AND DATURA IS WITHIN THE FDOT SIGHTLINE. CONFIRM THAT
 THIS WILL BE ALLOWED BY FDOT.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
