 COMMENTS.
  
 - THE PPRC COMMENTS SHALL BE SUFFICIENTLY ADDRESSED AND
 SUBMITTED TO THE PLANNING DIVISION BY 5 PM ON FRIDAY,
 MARCH 29, 2019 TO BE ELIGIBLE TO BE SCHEDULED FOR THE
 MAY 21, 2019 PLANNING BOARD MEETING.
  
 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THE COMMENTS WITHIN 60 DAYS FROM
 THE DATE OF THESE COMMENTS (BY MAY 1, 2019), THE CASE
 SHALL BE CONSIDERED WITHDRAWN. ANY FURTHER ACTION SHALL
 REQUIRE A NEW DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT PREVIOUSLY-ISSUED COMMENTS WERE NOT
 SUFFICIENTLY ADDRESSED, SO THE APPLICANTION IS ASSESSED
 A RESUBMITTAL FEE. SUCH FEE IS 20% OF THE ORIGINAL
 APPLICATION FEE ($600).
  
 - PUBLIC HEARING NOTIFICATION SIGNAGE SHALL BE POSTED
 IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION
 94-39(I)(5) OF THE ZONING AND LAND DEVELOPMENT
 REGULATIONS.
  
 1) REPEAT COMMENT: PROVIDE THE PALM BEACH COUNTY
 TRAFFIC APPROVAL LETTER.
  
 2) REPEAT COMMENT: THE SURVEY PROVIDED WITH THE
 APPLICATION DOES NOT REFLECT THE BOUNDARY OF THE WEST
 PALM BEACH HOSPITAL COMMUNITY SERVICE PLANNED
 DEVELOPMENT AS DESCRIBED IN ORDINANCE NO. 4503-14.
  
 3) REVISED COMMENT: SHEET C002
  
 A. THE OVERALL SITE PLAN THAT WAS PROVIDED FAILS TO
 PROVIDE ANY DIMENSIONAL INFORMATION, SUCH AS SETBACKS,
 LANDSCAPE AREAS, BUFFER WIDTHS, WALK WAY AND DRIVE
 AISLE WIDTHS, PARKING STALL WIDTH AND DEPTH, AND
 BUILDING DIMENSIONS (IF THE PLANS NEED TO BE ON
 MULTIPLE SHEETS FOR THE INFORMATION TO BE LEGIBLE, THIS
 MUST BE DONE). ADDITIONALLY, THE LOCATIONS OF
 FREESTANDING SIGNS, INTERNAL DIRECTIONAL SIGNS,
 MECHANICAL EQUIPMENT, FENCES/WALLS, GAZEBOS AND OTHER
 SITE FEATURES NEED TO BE SHOWN AND LABELED.
  
 B. THE APPLICATION IS BEING REVISED TO EXPAND THE CSPD
 BOUNDARY, BASED ON THE STATED DESIRE TO SELL PORTIONS
 OF THE PROPERTY. THE JUSTIFICATION STATEMENT IS
 REQUESTING WAIVERS TO ALLOW THE REMOVAL OF THE UNITY OF
 TITLE AND THEN THE FUTURE SALE OF PROPERTY WITHOUT THE
 NEED FOR A FUTURE MAJOR PLANNED DEVELOPMENT AMENDMENT.
 IN ORDER TO INCORPORATE THE WAIVERS IN THE CURRENT
 DEVELOPMENT REGULATIONS, YOU WILL NEED TO PROVIDE A
 TABLE SHOWING ALL OF THE ZONING INFORMATION ON THE
 PLANS SO THAT STAFF CAN DETERMINE WHAT WAIVERS ARE
 REQUIRED. THIS INCLUDES WHERE THE PROPOSED PROPERTY
 LINES WILL BE (A SUBDIVISION MAY BE REQUIRED), SETBACKS
 TO NEW INTERNAL PROPERTY LINES, FUTURE PARCEL SQUARE
 FOOTAGE, FAR, LANDSCAPE COVERAGE, PERVIOUS SURFACE,
 ETC.
  
 C. YOU WILL NEED TO CLARIFY HOW PARKING WILL FUNCTION
 AMONG THE PROPOSED PARCELS - EX. STAND ALONE OR SHARED.
  
 D. THE SETBACK TABLE IS FOR THE ENTIRE CSPD, NOT THE
 PROPOSED BUILDINGS.
  
 4) REQUIRES SURVEY TO VERIFY: THE SITE AND LANDSCAPE
 PLANS NEED TO SHOW THE ACCURATE CSPD BOUNDARIES AND
 THIS NEEDS TO BE REFLECTED ON THE SITE DATA TABLES FOR
 BOTH THE SITE AND LANDSCAPE PLANS.
  
 5) REPEAT COMMENT: EACH BUILDING ON SHEET C002 NEEDS TO
 BE LABELED. THE SITE DATA TABLE ON SHEET C002 NEEDS TO
 LIST THE SQUARE FOOTAGE FOR EACH BUILDING AND ITS USE.
 IF A BUILDING CONTAINS BEDS, THE NUMBER OF BEDS WITHIN
 THE BUILDING NEEDS TO BE LISTED AS WELL. THE TWO
 MEDICAL OFFICE BUILDINGS WILL NEED TO PROVIDE THE TOTAL
 SQUARE FOOTAGE OF THE BUILDINGS.
  
 6) PARKING TABLE:
  
 A. REPEAT COMMENT: THE PARKING COUNT IS INCORRECT FOR
 THE ENTIRE SITE (PROPOSED CSPD). STAFF HAS COUNTED 783
 REGULAR AND 34 ADA PARKING SPACES FOR THE ENTIRE SITE.
 PLEASE NOTE THAT THIS NUMBER WILL BE REDUCED WHEN THE
 PARKING ROW WITH 12 PARKING SPACES IS CORRECTED.
  
 B. REPEAT COMMENT: THE PARKING TABLE NEEDS TO LIST ONLY
 THE PARKING COUNTS AFTER THE PROJECT IS COMPLETED. THE
 EXISTING CONDITIONS NEED TO BE STATED IN THE
 JUSTIFICATION STATEMENT. ---- DO NOT INCLUDE THE
 EXISTING PARKING COUNTS ON THE PARKING TABLE.
  
 C. NEW COMMENT: ALL OF THE PARKING SPACES SHOWN ON
 SHEET C002 NEED TO BE STRIPED AND COUNTED. THERE ARE
 THREE PARKING BAYS ON THE WEST SIDE OF THE SITE THAT DO
 NOT SHOW THE REQUIRED STRIPING AND THERE IS A PARKING
 BAY THAT DOES NOT LABEL THE TWO EXISTING PARKING
 SPACES. THERE ARE PARKING SPACES IN THE PARKING AREAS
 AT THE SOUTHEAST CORNER OF THE SITE THAT DO NOT SHOW
 THE REQUIRED STRIPING.
  
 7) SHEET C300 - REVISED COMMENT: I SPOKE WITH THE
 SAMANTHA HILL IN THE BUILDING DIVISION REGARDING ADA
 PARKING SPACES IN THE PARKING FIELD TO THE NORTH OF
 THIS PROPOSED BUILDING. YOU NEED TO SHOW THE LOCATIONS
 OF THE ENTRANCES TO THE BUILDING FOR BOTH PUBLIC AND
 EMPLOYEES AND THE ROUTE OF TRAVEL TO THE ENTRANCES. THE
 CLOSEST PARKING SPACES ALONG THE ROUTE NEED TO BE THE
 ADA PARKING SPACES.
  
 8) SHEET C301
  
 A. REVISED COMMENT: THANK YOU FOR PROVIDING DIMENSION
 LINES FOR ALL THE NEWLY STRIPED PARKING ROWS, BOTH
 WIDTH AND DEPTH; HOWEVER, THERE ARE INSTANCES WHERE THE
 DIMENSION TAG DOES NOT GO FROM CURB FACE TO CURB FACE
 TO SHOW THE PROPER BAY DIMENSION.
  
 B. REPEAT COMMENT: ONE OF THE RE-STRIPED PARKING ROWS
 SHOWS A PARKING STALL DEPTH DIMENSION OF ONLY 15 FEET.
 THIS NEEDS TO BE A MINIMUM OF 18 FEET. ---- THE
 COMMENTS STATE THAT DIMENSION LINES WERE ADDED FOR THIS
 PARKING BAY, BUT THEY WERE NOT.
  
 C. NEW COMMENT: THE REVISED PARKING FIELD SHOWS A ROW
 WITH 12 PARKING SPACES (EXCEEDS THE 10 IN A ROW
 PERMITTED BY THE ZLDR) AND A ROW THAT HAS 8 PARKING
 SPACES, YET IS LABELED AS 7 PARKING SPACES. BOTH OF
 THESE NEED TO BE CORRECTED.
  
 D. STAFF RECOMMENDATION: DO NOT USE BOTH WHEEL STOPS
 AND CURBS AT THE HEAD OF A PARKING SPACE. FOR SPACES
 THAT HAVE CURBS, THE CURB SHOULD BE MOVED TO CREATE A
 TWO (2) FOOT OVERHANG (REPLACE THE WHEEL STOP WITH THE
 CURB AND THE CAR HANGS OVER TWO FEET OF WIDENED
 SIDEWALK OR LANDSCAPE).
  
 E. REVISED COMMENT: THANK YOU FOR PROVIDING THE 22 FOOT
 WIDE AISLE WIDTH DIMENSION IN THE WESTERN PARKING FIELD
 THAT IS BEING RECONSTRUCTED AND RE-STRIPED. THIS
 DIMENSION DOES NOT COMPLY WITH THE REQUIRED MINIMUM 24
 FOOT AISLE WIDTH FOR PARKING LOTS THAT HAVE 90 DEGREE
 PARKING, SO IT MUST BE CORRECTED.
  
 F. REVISED COMMENT: I SPOKE WITH THE SAMANTHA HILL IN
 THE BUILDING DIVISION REGARDING ADA PARKING SPACES FOR
 THE REVISED PARKING FIELD. YOU NEED TO SHOW THE
 LOCATIONS OF THE ENTRANCES TO THE BUILDING FOR BOTH
 PUBLIC AND EMPLOYEES AND THE ROUTE OF TRAVEL TO THE
 ENTRANCES. THE CLOSEST PARKING SPACES ALONG THE ROUTE
 NEED TO BE THE ADA PARKING SPACES. THIS MIRRORS HOW TO
 VERIFY THE SIMILAR BUILDING DIVISION COMMENT FROM PPRC
 .
  
 9) REPEAT COMMENT: THE SITE PLANS SHOW THAT THE SITE IS
 DEFICIENT IN BICYCLE PARKING SO CODE COMPLIANT BICYCLE
 PARKING MUST BE PROVIDED THROUGHOUT THE CAMPUS AND THE
 DATA TABLES AND SITE DETAILS UPDATED ACCORDINGLY.
  
 A. THE DATA TABLES WERE NOT UPDATED TO REFLECT THE
 REQUIRED OR PROVIDED BICYCLE PARKING COUNTS. NO BICYCLE
 PARKING IS SHOWN FOR THE TWO MEDICAL OFFICE BUILDINGS.
 EXISTING OR ADDING BICYCLE PARKING TO THESE TWO
 LOCATIONS WILL INCREASE THE "PROVIDED" COUNTS.
  
 B. THE PROPOSED 8 SPACE BICYCLE RACK NEEDS TO HAVE THE
 DIMENSIONS INCLUDED ON THE SITE PLAN AS WELL AS A
 BICYCLE RACK DETAIL. THE ZLDR REQUIRE THAT BICYCLE
 PARKING BE LOCATED AS NEAR THE PRINCIPAL ENTRANCE OF
 THE BUILDING AS PRACTICABLE, SO STAFF WILL USE THE
 ENTRANCE PLANS REQUIRED BY COMMENTS 7 AND 8F TO
 EVALUATE THE LOCATION OF THIS PROPOSED BICYCLE RACK.
  
 10) REPEAT COMMENT: PROVIDE THE UTILITY RELEASE
 LETTERS.
  
 11) REPEAT COMMENT: SHEET C101 STATES THAT THERE IS
 STRIPING BEING REMOVED FROM THE WESTERN PORTION OF THE
 PARKING AREA, YET SHEET C301 DOES NOT CALL OUT THAT
 THIS AREA IS BEING RE-STRIPED (INDICATES THAT THE
 STRIPING IS EXISTING). THE COMMENT RESPONSE STATES THAT
 THERE IS NO CURRENT STRIPING IN THIS PARKING AREA,
 WHICH MEANS THAT SHEET C301 DEFINITELY NEEDS TO SHOW
 NEW, CODE COMPLIANT STRIPING WITH DIMENSIONS.
