 THE BACK EDGE OF THE CURB AND ONE FOOT ABOVE THE
 SIDEWALK. THIS MEASUREMENT SHALL INCLUDE LIGHT
 EMANATING FROM PUBLIC AND PRIVATE SOURCES. UNSHIELDED
 LIGHT FIXTURES SHALL BE PROHIBITED. THE MAXIMUM MEASURE
 SHALL BE NO MORE THAN 1.0 FOOTCANDLE.
