 FEBRUARY 21, 2019
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. STAFF WILL MEET WITH THE APPLICANT TO
 DISCUSS CORRECTIONS TO THE TREE DISPOSITION LIST.
 A SITE VISIT IS NECESSARY TO POSITIVELY IDENTIFY THE
 TREE SPECIES. ALL INVASIVE EXOTIC PLANTS SUCH AS JAVA
 PLUM MUST BE IDENTIFIED TO BE REMOVED. THE SEAGRAPE
 TREE #13 IS IN AN AWKWARD LOCATION FOR THE PROPOSED
 SITE PLAN AND SHOULD BE RELOCATED. SABAL PALMS THAT ARE
 IN A POOR LOCATION THAT ARE LESS THAN 10 FOOT CLEAR
 TRUNK SHOULD BE REMOVED AND MITIGATED.
  
 2. SATISFIED. SHOW COMPLIANCE WITH THE FLORIDA FRIENDLY
 LANDSCAPE SECTION 94-446 (G) AND PROVIDE 50 POINTS FROM
 THE DESIGN OPTIONS CHART.
  
 3. SATISFIED. PROVIDE A COLUMN FOR NATIVE PLANT SPECIES
 IDENTIFICATION IN THE PLANT LIST.
  
 4. SATISFIED. MONTGOMERY PALM IS LISTED AS MEDIUM WATER
 USAGE, PLEASE CORRECT.
  
 5. SATISFIED. THE ROSEMARY STREETSCAPE DESIGN NEEDS TO
 BE LOOKED AT MORE CLOSELY TO ASSURE THE TREES HAVE
 ADEQUATE ROOT SPACE WITH STRUCTURAL SOIL OR LARGER
 PLANTING AREAS.
  
 6. SATISFIED. PLEASE PROVIDE THE CALCULATIONS FOR THE
 REQUIRED AND PROVIDED TREES THE LANDSCAPE BUFFERS
 ADJACENT TO PARKING AREAS, AND THE STREET TREES ALONG
 AREAS NOT ADJACENT TO PARKING.
  
 7. SATISFIED. PROVIDE CALCULATIONS FOR PROVIDED TOTAL
 OPEN SPACE AND REQUIRED TREE COUNTS.
  
 8. SATISFIED. THE OAK TREES PROPOSED FOR THE ROSEMARY
 LANDSCAPE BUFFER ARE NOT POSSIBLE WITH THE OVERHEAD
 POWER LINES. PLEASE INDICATE IF THE POWER LINES WILL BE
 MOVED OR RELOCATED UNDERGROUND.
  
 9. SATISFIED. ON THE SITE PLAN AND LANDSCAPE PLAN, SHOW
 LOCATIONS OF STRUCTURAL SOIL UNDER SIDEWALK AREAS
 ADJACENT TO TREE PLANTING AREAS, PROVIDING A MINIMUM14
 BY 9 FOOT ROOT ZONE FOR ALL STREET TREES AND PROVIDE A
 TYPICAL DETAIL FOR STRUCTURAL SOIL.
  
 10. SATISFIED. IDENTIFY THE TYPE OF PRIVATE OPEN SPACE
 PROVIDED, AND SUPPLY CALCULATIONS FOR ANY REQUIRED
 VEGETATED AREA AND TREE CANOPY.
  
 11. SATISFIED. ALL TERMINAL LANDSCAPE ISLANDS FOR ROWS
 OF PARKING MUST BE THE FULL LENGTH OF THE ADJACENT
 PARKING SPACE.
  
 12. SATISFIED. PROVIDE MORE SUBSTANTIAL PLANTINGS
 INCLUDING HEDGES AND MID-RANGE TREES FOR THE REAR OF
 THE BUILDING.
  
 13. SATISFIED. THE GREEN ISLAND FICUS PLANTING ALONG
 THE CURB ON 9TH ST. MUST CONTAIN BREAKS ADJACENT TO THE
 PARKING SPACES TO ALLOW ACCESS.
  
 14. NOT SATISFIED. SHOW COMPLIANCE WITH SECTION 94-445
 L. PLANT SPECIES. A MINIMUM OF 60 PERCENT OF PLANT
 MATERIAL ADDED SHALL BE FLORIDA NATIVE OR DROUGHT
 TOLERANT SPECIES SELECTED FROM THE CITY LIST OR THE
 LIST OF SPECIES IN THE MOST RECENT EDITION OF SOUTH
 FLORIDA WATER MANAGEMENT DISTRICT WATERWISE SOUTH
 FLORIDA LANDSCAPES.
 THE INFORMATION PROVIDED DOES NOT MEET THE CODE
 REQUIREMENT. ALL ADDED PLANT MATERIAL FROM THE PLANT
 LIST NEEDS TO BE INCLUDED, AND PERCENTAGE OF PLANTS
 THAT ARE DROUGHT TOLERANT OR NATIVE MUST MEET OR EXCEED
 60% OF THE TOTAL PLANTS.
  
 15. SATISFIED. CORRECT THE CAD OVERLAY EXTENDING INTO
 THE TOP OF THE PLANT LIST ON SHEET LP-1.
 ADDITIONAL COMMENTS 2/20/19:
 16. THE OPEN SPACE ADJACENT TO THE BUILDING BEING
 COUNTED TOWARD THE PRIVATE OPEN SPACE IS BEING
 CLASSIFIED AS SEMI-PUBLIC COURTYARD. PROVIDE THE
 CALCULATIONS FOR 25% MIN. VEGETATED AREA AND 30% MIN.
 TREE CANOPY.
  
 17. SHOW LOCATIONS OF WATER AND SEWER LINES ON THE
 LANDSCAPE PLAN AND RESOLVE CONFLICTS WITH LANDSCAPING.
 SHOW LOCATIONS OF ANY ROOT BARRIERS REQUIRED TO PROTECT
 UTILITY LINES AND LABEL THEM ON THE PLAN. CIVIL
 ENGINEERING PLANS ALREADY SHOW CONFLICTS.
  
 18. CORRECT THE PLANT LIST TO SHOW SHELL GINGER AS
 NON-NATIVE.
  
 19. ADD WHEEL STOPS PARKING SPACES IN THE CENTER WITH
 OVERHANGS ADJACENT TO THE CENTER SIDEWALK. THE OVERHANG
 CANNOT BE OVER THE SIDEWALK.
  
 20. PROVIDE SCREENING HEDGES FOR ABOVE GROUND UTILITY
 VALVES AS SHOWN ON THE CIVIL PLANS.
 21. LANDSCAPE PLAN AND SITE PLAN HAVE DIFFERENCES THAT
 NEED TO BE CORRECTED TO BE CONSISTENT.
 22. LANDSCAPE ISLAND MID ROW WHERE THE SEA GRAPE WAS
 LOCATED SHOULD BE MOVED TO PROVIDE THE AREA ADJACENT TO
 THE DUMPSTER NOW THAT THE SEAGRAPE IS NOT BEING
 PRESERVED.
 23. THE 5 FOOT LANDSCAPE ISLAND ALONG THE NORTH ROW OF
 PARKING SHOULD ALSO BE SHIFTED TO THE TERMINAL ISLAND.
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
