 TRAFFIC STUDY COMMENTS:
 - IN TABLE 5, PLEASE ALSO SUMMARIZE THE EB THROUGH AND
 RIGHT-TURN VEHICLE QUEUE LENGTHS. THE 95TH-PERCENTILE
 EB RIGHT-TURN QUEUE IS EXPECTED TO BE LONGER THAN THE
 EXISTING STORAGE LENGTH. THE QUEUE SPILLBACK WILL ADD
 TO THE EB THROUGH VEHICLE QUEUE WHICH WILL FURTHER
 AFFECT VEHICLES EXITING THE DRIVEWAYS. ALSO, THE WB
 LEFT-TURN QUEUE IS SHOWN AS GREATER THAN 2,000 FEET
 DURING PM PEAK HOUR. PLEASE VERIFY AND REVISE.
 - INDICATE THE SOURCE OF THE CRASH DATA.
 - ON PAGE 12 UNDER CRASH DATA REVIEW, SOME OF THE
 CRASHES ON THE WEST LEG OF 45TH STREET APPROACHING THE
 INTERSECTION ARE NOT INCLUDED IN THE SUMMARY. FOR
 EXAMPLE, THE "NORTH LEFT REAR" AND "NORTH-EAST RIGHT
 ANGLE" CRASHES APPEARED TO INVOLVE VEHICLES EXITING THE
 EXISTING SITE DRIVEWAY, BUT ARE NOT INCLUDED IN THE
 SUMMARY. PLEASE VERIFY AND REVISE.
 - IN THE VOLUME DEVELOPMENT SHEET FOR 45TH
 STREET/MEDIAN OPENING DRIVEWAY AND 45TH STREET/MILITARY
 TRAIL, THE BACKGROUND GROWTH FOR AM PEAK HOUR IS NOT
 THE MAXIMUM OF "COMMITTED + 1% GROWTH" OR "HISTORIC
 GROWTH". PLEASE REVISE.
 - IN THE VOLUME DEVELOPMENT SHEET FOR 45TH
 STREET/MEDIAN OPENING DRIVEWAY, INCLUDE VEHICULAR
 PASS-BY TRIP REDUCTION FOR THROUGH VOLUMES ALONG 45TH
 STREET.
 - IN THE ATTACHMENTS, THE HCM ANALYSES WITH PROPOSED
 SECOND NB RIGHT-TURN LANE AT 45TH STREET/MILITARY TRAIL
 ARE INCLUDED. PLEASE CLARIFY IF THE DEVELOPER PROPOSES
 TO MAKE THIS IMPROVEMENT. IF SO, PLEASE DISCUSS IN THE
 REPORT.
 - THE GREEN TIMES USED IN THE HCM ANALYSIS AT 45TH
 STREET/MILITARY TRAIL DURING PM PEAK HOUR ARE NOT
 CONSISTENT WITH THE TIMING SHEET. FOR EXAMPLE, A GREEN
 TIME OF 40 SECONDS WAS USED FOR THE EB LEFT-TURN
 MOVEMENT WHILE THE TIMING SHEET SHOWS 17 SECONDS; A
 GREEN TIME OF 17 SECONDS WAS USED FOR THE WB LEFT-TURN
 MOVEMENT WHILE THE TIMING SHEET SHOWS 40 SECONDS.
 PLEASE REVISE. PLEASE ALSO REVISE THE QUEUING ANALYSIS
 WITH THE REVISED GREEN TIMES.
 - ALTHOUGH THE CRASH FREQUENCY AT THE EXISTING
 DRIVEWAYS IS NOT HIGHER THAN OTHER FACILITIES OF
 SIMILAR TYPE BASED ON HISTORICAL CRASH DATA, THE
 VEHICULAR VOLUMES AT THE DRIVEWAYS ARE EXPECTED TO
 INCREASE OVER 31% WITH THE PROPOSED DEVELOPMENT. THE
 CRASH FREQUENCY MAY CHANGE WITH THE PROPOSED
 DEVELOPMENT.
 - COORDINATE WITH FDOT AND CONSTRUCT A DIRECTIONAL
 MEDIAN OPENING AT THE SOUTHERNMOST DRIVEWAY ON MILITARY
 TRAIL. THIS WILL ELIMINATE APPROXIMATELY 70 NB U-TURN
 VEHICLES PER HOUR AT 45TH STREET/MILITARY TRAIL AND
 IMPROVE INTERSECTION OPERATIONS. PROVIDE FDOT DRIVEWAY
 PERMIT/PRE-APPLICATION APPROVAL ASSOCIATED WITH THIS
 IMPROVEMENT.
 - THE NB LEFT-TURN MOVEMENT AT 45TH STREET/MEDIAN
 OPENING DRIVEWAY IS EXPECTED TO HAVE A DELAY OF OVER
 3.5 MINUTES PER THE ANALYSES. DRIVERS MAY BECOME
 IMPATIENT AND TAKE SMALLER GAPS TO MAKE THAT MANEUVER,
 CAUSING SAFETY CONCERN. PLEASE CONDUCT A TRAFFIC SIGNAL
 WARRANT ANALYSIS AT 45TH STREET/MEDIAN OPENING DRIVEWAY
 FOR BOTH SCENARIOS WITH AND WITHOUT THE EASTERNMOST
 DRIVEWAY. FOR THE SCENARIO WITHOUT THE EASTERNMOST
 DRIVEWAY, THE VEHICULAR TRAFFIC VOLUMES USING THE
 EASTERNMOST DRIVEWAY WOULD BE REDIRECTED TO THE MAIN
 DRIVEWAY. THIS SHOULD BE REFLECTED IN THE SIGNAL
 WARRANT ANALYSIS. SHOULD PALM BEACH COUNTY DETERMINE
 THAT A TRAFFIC SIGNAL IS WARRANTED, THE DEVELOPER MAY
 BE REQUIRED TO REMOVE THE EASTERNMOST DRIVEWAY.
 SITE PLAN COMMENTS:
 - PROVIDE DIRECT ACCESSIBLE PEDESTRIAN CONNECTION
 BETWEEN THE FAST FOOD RESTAURANT AND THE EXISTING
 RETAIL BUILDING, BETWEEN THE EXISTING BANK AND EXISTING
 RETAIL BUILDING, AND BETWEEN THE PROPOSED BUS STOP AND
 THE EXISTING RETAIL BUILDING. NARROW THE INTERNAL
 ROADWAY CONNECTING TO THE EASTERNMOST DRIVEWAY AND
 PROVIDE WIDER SIDEWALK FOR THE PEDESTRIAN CONNECTION
 FROM/TO THE PROPOSED BUS STOP.
 - PROVIDE CROSS ACCESS EASEMENT FOR FUTURE VEHICLE
 CONNECTION POINT TO THE PROPERTY TO THE WEST PER CODE
 SECTION 94-312(2)C, AND INDICATE ON THE SITE PLAN THE
 LOCATION OF THE PROPOSED CROSS ACCESS EASEMENT.
