 JUNE 26, 2018
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
  
 1. SATISFIED. STAFF HAS CONCERNS ABOUT THE MAINTENANCE
 OF THE EXISTING TO BE PRESERVED PARKING LOT LIVE OAK
 TREES AND NEW PROPOSED LIVE OAK TREES. THERE ARE STILL
 MAJOR LIGHTING CONFLICTS AND STAFF RECOMMENDS LOOKING
 AT OPTIONS TO UPDATE AND ADJUST THE LOCATIONS OF
 LIGHTING IN CONCERT WITH THE LANDSCAPE PLAN TO PREVENT
 CONFLICTS WITH REQUIRED TREES, AND ASSURE THE ABILITY
 TO MAINTAIN THE TREES WITH PROPER PRUNING PER SECTION
 94-446(2).
 THE PROPOSED LANDSCAPE PLAN INDICATES REPLACING LARGE
 CANOPY TREES WITH PALMS THAT DO NOT PROVIDE SHADE FOR
 THE PARKING SPACES. THIS DOES NOT MEET THE INTENT OF
 THE CODE OR THE APPROVED LANDSCAPE PLAN. AND THE
 APPLICANT NEEDS TO EXAMINE SOLUTIONS TO ADJUST THE
 LIGHTING PLACEMENT TO ACCOMMODATE THE APPROVED SPECIES
 OR EQUIVALENT.
  
 THE PLAN SUBMITTED IS MUCH IMPROVED AND PROVIDES NEW
 SUSTAINABLE POTENTIAL TREE CANOPY FOR THE PARKING
 AREAS, HOWEVER THERE ARE THREE AREAS THAT NEED FURTHER
 IMPROVEMENT:
  
 ? A REQUIRED TREE MUST BE PLACED IN THE LANDSCAPE
 TERMINAL ISLAND AT THE SOUTH END OF THE THIRD ROW OF
 PARKING WEST OF THE BANK BUILDING.
  
 ? THE SECOND ROW OF PARKING EAST OF THE PROPOSED ONE
 STORY BUILDING CANNOT EXCEED 10 SPACES IN A ROW WITHOUT
 A LANDSCAPE ISLAND OF AT LEAST 10 FEET INSIDE CURB, OR
 12 SPACES IN A ROW IF THE LANDSCAPE ISLANDS ARE 10 OR
 MORE FEET WIDE INSIDE CURB. THE NO PARKING AREA DOES
 NOT QUALIFY. THE ISLAND SHOULD BE PLACED SO THAT ROWS
 ONE AND TWO ARE SIMILAR TO ROWS THREE AND FOUR.
  
 ? ROWS FIVE AND SIX EAST OF PROPOSED ONE STORY
 BUILDING MEET THE PARKING SPACE SPACING REQUIREMENTS,
 BUT LEAVE A LARGE GAP IN THE TREE CANOPY. STAFF
 REQUESTS A SEPARATE PLAN SHOWING THE POTENTIAL TREE
 CANOPY AT MATURITY FOR EACH TREE INDICATED WITH A RED
 CIRCLE TO SHOW THE EVENTUAL CANOPY COVERAGE. THIS WILL
 BE USED TO SHOW THE PLANNING BOARD AND CITY COMMISSION
 HOW WELL THE FUTURE TREE CANOPY WILL MINIMIZE THE HEAT
 ISLAND EFFECTS FROM THE PAVED AREAS.
  
 2. SATISFIED. THE NEW DUMPSTER ENCLOSURE ADDED EAST OF
 TRACT C MUST MEET THE REQUIREMENT FOR A HEDGE ON 3 NON
 ACCESS SIDES.
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
