 343 SOUTHERN CHASE TRAFFIC LETTER (DATED FEBRUARY 9,
 2018) COMMENTS:
 - USE ITE LUC 946 "GASOLINE/SERVICE STATION WITH
 CONVENIENCE MARKET AND CAR WASH" AND ITE LUC 942
 AUTOMOBILE CARE CENTER FOR THE TRIP GENERATION OF THE
 EXISTING LAND USES. USE PROCEDURES IN THE ITE TRIP
 GENERATION HANDBOOK FOR TRIP INTERNALIZATION, IF
 APPLICABLE, OR PROVIDE SUPPORTING TRIP INTERNALIZATION
 DATA
 - NOTE THAT RECEIPT OF A PALM BEACH CONCURRENCY
 APPROVAL LETTER DOES NOT ALLEVIATE THE NEED TO MEET
 TRAFFIC STUDY AND LEVEL OF SERVICE STANDARDS CONTAINED
 IN THE CITY OF WEST PALM BEACH CODE OF ORDINANCES. PALM
 BEACH COUNTY CONCURRENCY APPROVAL IS ONLY ROADS
 IDENTIFIED ON THE COUNTY THOROUGHFARE MAP.
 SITE PLAN (RECEIVED ON MAY 9, 2018) COMMENTS:
 - CITY ORDINANCE 94-312 "THE NUMBER OF ACCESS POINTS TO
 SERVE A SITE SHALL BE KEPT AT A MINIMUM". THE CURRENT
 SITE PLAN WILL FUNCTION WITH A SINGLE ACCESS POINT ON
 SOUTHERN BOULEVARD. THE SECOND ACCESS POINT ON S. DIXIE
 IS NOT NECESSARY AND THE TRANSPORTATION DIVISION WILL
 NOT APPROVE A SITE PLAN WITH A SECOND ACCESS POINT ON
 S. DIXIE.
 - CURRENT DESIGN HAS THE POTENTIAL FOR VEHICLE CONFLICT
 AND VEHICLE BLOCKAGE AT THE SOUTHERN BOULEVARD DRIVEWAY
 AND ALSO REQUIRES DRIVERS IN A SHORT TIME PERIOD TO
 PROCESS THAT THEY MUST TURN LEFT. WE REQUEST EITHER:
 O REVERSING THE DIRECTION OF THE DRIVE-THROUGH LANES.
 O AN OPERATIONAL AND QUEUING ANALYSIS AT THE SOUTHERN
 BOULEVARD DRIVEWAY TO DETERMINE WHETHER THE SHORT
 DRIVEWAY LENGTH WOULD CREATE INGRESS AND EGRESS VEHICLE
 BLOCKAGE
 - THE EXIT OF THE DRIVE-THROUGH FACILITY IS WIDE ENOUGH
 TO ACCOMMODATE 2 CARS, WHICH COULD POTENTIALLY INCREASE
 VEHICULAR CONFLICT AT THE SOUTHERN BOULEVARD DRIVEWAY.
 CONSIDER STRIPING OUT THE EXTRA SPACE TO NARROW THE
 EXIT.
 - THE SITE IS PROVIDING MORE PARKING THAN WHAT IS
 REQUIRED IN THE CODE, REFERENCE SHEET C7,15 SPACES
 REQUIRED AND 19 PROVIDED. THERE ARE PARKING SPACES NEAR
 THE STOP BAR AT THE SOUTHERN BOULEVARD ENTRANCE WHICH
 WOULD REQUIRE PARKING MANEUVERING WITHIN THE DRIVEWAY
 QUEUEING AREA. ELIMINATE EXCESS PARKING SPACES NEAR THE
 SOUTHERN BOULEVARD DRIVEWAY.
 - THE TRASH RECEPTACLE MAY LIMIT SIGHT DISTANCE FOR
 VEHICLES EXITING THE DRIVE-THROUGH FACILITY. REVERSING
 DIRECTION OF DRIVE THRU WOULD ELIMINATE THE POTENTIAL
 SIGHT LINE ISSUE.
 - WE PREVIOUSLY REQUESTED 2 SEPARATE CURB RAMPS BE
 PROVIDED AT THE NORTHEAST CORNER OF SOUTHERN
 BOULEVARD/DIXIE HIGHWAY. IT MAY BE POSSIBLE TO
 CONSTRUCT A SIDEWALK ALONG THE CHAMFERED CORNER OF THE
 SAFE SIGHT TRIANGLE BEHIND THE EXISTING SIDEWALK. THIS
 WOULD ALLOW FOR TWO SEPARATE CURB RAMPS AND PERHAPS A
 LANDSCAPE PLANTER SEPARATING THE TWO CURB RAMPS. A
 SIDEWALK COULD BE CONSTRUCTED WITH A SIDEWALK EASEMENT
 IN THE SAFE SITE TRIANGLE. A WIDER SIDEWALK AT THE
 CORNER WOULD IMPROVE THE AESTHETICS OF THE SITE AND
 IMPROVE PEDESTRIAN COMFORT AT THE INTERSECTION.
 - CONDITION OF APPROVAL - A FDOT PERMIT WILL BE
 REQUIRED FOR THE DRIVEWAY.
 - CONSIDER REDUCING THE WIDTH OF THE DRIVEWAY ON
 SOUTHERN BOULEVARD. IT APPEARS THAT THE PASSENGER CAR
 SCENARIO IS THE CONTROLLING SCENARIO. HOWEVER, THERE
 APPEARS THAT SOME REDUCTION IN WIDTH IS POSSIBLE. NOTE,
 THAT THE AASHTO PASSENGER CAR IS VERY CONSERVATIVE
 DESIGN VEHICLE AS IT THE SIZE OF A CHEVROLET SUBURBAN.
