 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 LANDSCAPE PERMIT 18110731:
  
  
 1. SATISFIED. SUBMIT THE TREE DISPOSITION PLAN AND
 CHART AND THE LANDSCAPE PLANS FOR REVIEW WITH THE MINOR
 AMENDMENT.
  
 2. SATISFIED. PROVIDE THE ARBORIST REPORT ON THE
 CHANGES FROM RELOCATE TO REMOVAL AS DISCUSSED.
  
  
 3. SATISFIED. UPDATE THE TREE DISPOSITION PLAN SHOWING
 THE CHANGES PROPOSED CLOUDED, AND FILL ALL TO MEET

 5. SATISFIED. PLEASE PROVIDE REQUIRED SHADE TREE,
 FLOWERING TREE AND SHRUB QUANTITIES FOR THE SITE PER
 CURRENT CODE SECTION 94-442 (B)(2). ADJUST SUBSTITUTION
 OF PALMS TO CURRENT CODE REQUIREMENT OF 3:1 FOR COCONUT
 PALMS FOR REQUIRED TREES, UNLESS AN EXCEPTION PER THE
 DESIGN GUIDELINES.
  
 6. SATISFIED. PLEASE UPDATE THE FLORIDA FRIENDLY
 REQUIREMENTS CHART TO CURRENT CODE AND PROVIDE 40
 POINTS AS REQUIRED.
  
 7. SATISFIED. PLEASE INDICATE THE WIDTH OF ALL
 INDIVIDUAL LANDSCAPE BUFFERS ON THE LANDSCAPE PLAN, AND
 SHOW COMPLIANCE WITH BUFFER REQUIREMENTS OF SECTION XI-
 D. OF THE DESIGN GUIDELINES. SHOW CALCULATIONS FOR EACH
 BUFFER AND INCLUDE ANY APPLICATION OF PALM SUBSTITUTION
 PER XII G.
  
 8. SATISFIED. PLEASE PROVIDE THE LIST OF SHRUBS BY
 SPECIES, QUANTITY AND SIZE. INCLUDE DROUGHT TOLERANCE
 LEVEL FOR EACH PLANT SPECIES ON THE PLANT LIST AND IF
 NATIVE.
  
 9. SATISFIED. PLEASE PROVIDE THE CALCULATION FOR PBA #2
 AND PBA #3 SEPARATELY FOR XII E. FOUNDATION PLANTING.
  
 10. SATISFIED. THE PROMENADE IS VERY PLAIN. PLEASE
 REVISE THE PLAN TO INCORPORATE MORE INTEREST PER THE
 DESIGN GUIDELINES SUCH AS A MEANDERING WALKWAY WITH
 LANDSCAPING AND RESTING SPACES INTERACTING WITH THE
 WALKWAY.
  
 11. SATISFIED. PLEASE SHOW LOCATIONS OF ALL GROUND
 MOUNTED EQUIPMENT INCLUDING FPL TRANSFORMERS, A/C
 UNITS, ETC., AND PROVIDE SCREENING FOR ALL GROUND
 MOUNTED EQUIPMENT AND UTILITIES. WATER BACKFLOW
 PREVENTERS ARE NOT CLEARLY SHOWN IN FINAL LOCATIONS.
  
 12. SATISFIED. PLEASE SHOW LOCATIONS OF ALL WATER,
 SEWER AND DRAINAGE LINES ON THE LANDSCAPE PLANS AND
 RESOLVE ANY CONFLICTS WITH LANDSCAPING.
  
 13. SATISFIED. PLEASE SHOW LOCATIONS OF ROOT BARRIERS
 TO PROTECT INFRASTRUCTURE AND TREES FROM CONFLICTS.
 THIS INCLUDES WATER, SEWER, DRAINAGE, SIDEWALKS AND
 CURBS, AND ANY FIELD STRUCTURES THAT COULD BE IMPACTED
 BY TREE ROOTS.
 COMMENTS 11, 12, AND 13. THERE ARE MULTIPLE CONFLICTS
 WITH TREES AND NEW UTILITIES, AND MANY TREES HAVE BEEN
 REMOVED FROM THE PLAN ALONG THE CENTER BUFFER OF THE
 FRONTAGE ROAD TO ACCOMMODATE UTILITY VALVES REDUCING
 THE BUFFERING INTENDED IN THE DESIGN GUIDELINES. THERE
 ARE MULTIPLE TREES THAT DO NOT HAVE ADEQUATE SPACING OR
 ROOT BARRIER TO PROTECT UTILITIES. THE ROOT BARRIER
 PLAN L1-120 AND DETAILS L5-110 ARE FOR SIDEWALKS ONLY,
 NOT UTILITIES.
  
 ADDITIONAL COMMENTS 4/26/18:
 14. SATISFIED. THE ADJUSTMENT TO THE DESIGN GUIDELINES
 REDUCING THE REQUIRED ADDITIONAL TREES PER UNIT FROM
 THE CODE REQUIREMENT MAY NOT BE SUPPORTED BY STAFF.
 SUPPLEMENT 33 TO THE ZLDR?S SECTION 94-443(D) APPROVED
 THROUGH ORDINANCE 4493-13 REQUIRES ONE ADDITIONAL TREE
 PER DWELLING UNIT. THE APPLICANT IS PROPOSING ONE
 ADDITIONAL TREE PER 4 UNITS RESULTING IN 300 LESS TREES
 THAN REQUIRED BY CODE, SO REQUIRES A WAIVER REQUEST.
 THIS WOULD AFFECT ALL FUTURE PBA?S WITH MULTIPLE
 RESIDENTIAL UNITS.
 ADDITIONAL COMMENTS 8/10/20:
 15. SUBMIT THE ARBORIST REPORT ON THE CHANGES FROM
 RELOCATE TO REMOVAL AS DISCUSSED.
  
 16. SUBMIT CLOUDED COPIES OF THE LANDSCAPE PLANS
 MATCHING THE PERMIT SUBMITTALS.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
  
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
  
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION ADJACENT TO THE
 PROPERTY. THIS WILL BE THROUGH A SEPARATE MAINTENANCE
 AGREEMENT WITH THE CITY.
