2018-02-13 17:56:051 - FDOT HAS A FOUR TO THREE LANE ROADWAY LANE
 REPURPOSING PROJECT PROGRAMMED FOR S. DIXIE HIGHWAY.
 ENGINEERING STAFF WILL PROVIDE PROPOSED FDOT TYPICAL
 SECTION TO ALLOW PROPOSED IMPROVEMENTS TO BE
 CONSTRUCTED IN ACCORDANCE WITH FDOT LANE ELIMINATION
 DESIGN.
 2 - S. DIXIE IS A FDOT ROADWAY AND WILL REQUIRE FDOT
 PERMITS FOR THE DRIVEWAYS AND WORK IN THE FDOT RIGHT OF
 WAY.
 3 - CONCEPTUAL CIVIL ENGINEERING PLANS. ADD TYPICAL
 SECTION WITH WIDTHS FOR HAMPTON ROAD. IN ACCORDANCE
 WITH FLORIDA GREENBOOK, A 6' WIDE SIDEWALK MUST BE
 PROVIDED WHEN THE SIDEWALK IS BEHIND A CURB.
 4 - THE ARCHITECTURAL RENDERINGS FOR S. DIXIE HIGHWAY
 DO NOT SHOW OVERHEAD ELECTRICAL LINES. WILL THE
 ELECTRIC BE UNDERGROUNDED?
 5 - AN EASEMENT WILL BE REQUIRED FOR SIDEWALK ALONG S.
 DIXIE THAT IS OUTSIDE OF RIGHT OF WAY.
 6 - SITE PLAN - LABEL OVERALL S. DIXIE RIGHT OF WAY
 WIDTH AND DISTANCE FROM CENTERLINE OF RIGHT OF WAY.
 7 - PARALLEL PARKING ON S. DIXIE NEAR RETAIL PARKING
 DOES NOT MEET FDOT PARKING RESTRICTIONS. SOME PARALLEL
 PARKING WILL HAVE TO BE ELIMINATED.
 7B - S. DIXIE RETAIL PARKING LOT. IT IS ILLEGAL FOR A
 VEHICLE TO CROSS THE GORE OUT CENTER TURN LANE TAPER. A
 PLANTED RAISED MEDIAN WOULD ELIMINATE ILLEGAL TURNS
 INTO THE RETAIL PARKING LOT.
 8 - PROVIDE AN EXHIBIT OF PEDESTRIAN CIRCULATION ROUTE
 FROM RESIDENTIAL UNITS TO BUS STOP AND SKY BIKE
 STATION.
 9 - WILL ELECTRIC BE UNDERGROUNDED ON HAMPTON? WILL
 EXISTING POLES INTERFERE WITH SIDEWALK, TREES, AND
 ON-STREET PARKING?
 10 - THE ENTRANCE PROPOSED ON HAMPTON IS TOO CLOSE TO
 THE RAILROAD GATE AND IS NOT SAFE. THE ENTRANCE NEEDS
 TO BE MOVED OUTSIDE OF THE FUNCTIONAL AREA OF THE RAIL
 CROSSING AND TO ALLOW OPERATION OF THE DRIVEWAY WHEN
 CARS ARE QUEUED DURING RAIL CLOSINGS.
 11 - THE PROPOSED ENTRANCE ON HAMPTON IS SHOWN AS
 GATED. A TURNAROUND MUST BE PROVIDED AND QUEUING
 ANALYSIS MUST BE PROVIDED.
 12 - THE PROPOSED SHARED PARKING WITH THE RETAIL LOT
 WILL NOT BE EFFECTIVE AS THE LOT DOESN'T CONNECT TO THE
 RESIDENTIAL.
 13 - SITE DESIGN REQUIRES RESIDENTIAL USERS THAT ARE
 UTILIZING RETAIL LOT TO REENTER S. DIXIE TO ACCESS
 THEIR RESIDENTIAL PARKING. FORCING INTERNAL TRIPS TO
 REENTER S. DIXIE IS NOT CONSISTENT WITH THE
 COMPREHENSIVE PLAN TRANSPORTATION ELEMENT.
 14 - TRAFFIC STUDY NEEDS TO BE REVISED TO BE IN
 ACCORDANCE WITH CITY OF WEST PALM ORDINANCES ARTICLE
 94-311. TRAFFIC STUDY HAS NOT BEEN REVIEWED AND WILL BE
 REVIEWED AGAIN WITH RESUBMITTAL.
 15 - THE PROPOSED TRAFFIC CIRCULATION IS NOT CONSISTENT
 WITH THE COMPREHENSIVE PLAN TRANSPORTATION ELEMENT. AN
 INTERNAL ROAD PARALLEL TO S. DIXIE AND OPEN TO THE
 PUBLIC SHOULD BE PROVIDED ON THE SITE. IN ADDITION THE
 INTERNAL ROAD SHOULD ALLOW FOR A FUTURE CONNECTION TO
 THE PARCEL TO THE NORTH. THE APPLICABLE SECTIONS OF THE
 COMPREHENSIVE PLAN TRANSPORTATION ELEMENT REGARDING
 INTERCONNECTIVITY OF STREETS ARE:
  
 POLICY 2.3.2(A): THE CITY SHALL REDUCE THE NEED FOR
 WIDENING MAJOR AND MINOR THOROUGHFARES BY ENCOURAGING
 THE PLACEMENT OF A WELL INTER-CONNECTED SYSTEM OF
 STREETS. WHERE AN INTERCONNECTED SYSTEM BECOMES
 POSSIBLE, CARE SHOULD BE GIVEN TO A COMMUNITY'S QUALITY
 OF LIFE, THE AMOUNT OF THROUGH-TRAFFIC, THE IMPACTS ON
 SAFETY, AND OVERALL SECURITY.
  
 POLICY 2.3.2(B): THE CITY SHALL DISCOURAGE THE USE OF
 DEAD-END STREETS, LOOP STREETS, AND OVERSIZED BLOCKS IN
 FAVOR OF THROUGH-STREETS AND SHORTER BLOCKS; PROVIDE
 CUT-THROUGHS FOR PEDESTRIAN ACCESS TO TRANSIT; AND
 PROMOTE LANDSCAPING OF RIGHTS-OF-WAY.
  
 POLICY 2.3.2(C): THE CITY SHALL ENCOURAGE NEW
 DEVELOPMENTS TO INCLUDE: 1) AN INTERCONNECTED SYSTEM OF
 STREETS IN THEIR DEVELOPMENT PLANS WHICH CONSIDER
 APPROPRIATE ADJACENT PARCELS WITH POTENTIAL FOR FUTURE
 COMPATIBLE DEVELOPMENTS; 2) STUB STREETS THAT CONNECT
 TO ADJACENT UNDEVELOPED PARCELS WITH A POTENTIAL FOR
 FUTURE DEVELOPMENTS; AND 3) STUB STREETS THAT TIE INTO
 EXISTING ADJACENT STUB STREETS.
  
 16 - SUGGEST HAVING BUILDINGS FRONT HAMPTON ROAD
 INSTEAD OF PARKING LOT
