 MAY 21, 2018
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. PLEASE PROVIDE A TREE SURVEY AND TREE
 DISPOSITION PLAN FOR POD A. ANY CHANGES TO POD B WILL
 NEED TO ACCOUNT FOR EXISTING TREES.
  
 2. SATISFIED. PLEASE PROVIDE A LANDSCAPE PLAN FOR THE
 RIGHT OF WAY SHOWING REQUIRED ROADWAY BEAUTIFICATION
 PER SECTION 94-452. SHRUB AND TREE PLANTINGS CAN BE
 ADDED TO CONNECT THE ROADWAY LANDSCAPE TO SITE
 LANDSCAPING RESULTING IN AN ENHANCED PEDESTRIAN
 ENVIRONMENT.
 THE PLAN SUBMITTED LACKS ANY SHRUB OR GROUNDCOVER
 PLANTINGS TO CONNECT THE PROPOSED ROADWAY LANDSCAPE TO
 THE PROJECT LANDSCAPE. THERE ARE MANY PLANTING
 OPPORTUNITIES ALONG CLARE AVE AND BLANCHE ST. THAT CAN
 BE ENHANCED. THE PLANTING AREAS CAN ALSO HAVE
 APPROPRIATE SPECIES OF TREES OR PALMS ADDED WITH ROOT
 BARRIERS TO PROTECT UTILITY LINES.
  
 3. SATISFIED. PLEASE ADD TREES TO THE BUFFERS AND PLAZA
 AREA TO PROVIDE SHADE TO THE PEDESTRIANS ON THE
 SIDEWALKS OR PLAZAS.
  
 4. SATISFIED. PLEASE CORRECT THE CALCULATIONS FOR
 FLOWERING TREES TO SHOW 10 REQUIRED, AND PROVIDE 10
 FLOWERING TREES. ONE FOR EVERY 1500 SQ. FT. OF REQUIRED
 OPEN SPACE OR PORTION THEREOF.
  
 5. SATISFIED. PLEASE ADDRESS THE LIMITED DIVERSITY OF
 THE PLANT SPECIES PROPOSED. THERE ARE DIVERSE
 CONDITIONS WITHIN THE SITE THAT CAN BE CREATIVELY AND
 SUSTAINABLY DESIGNED.
  
 6. SATISFIED. PLEASE PROVIDE THE PERCENTAGE OF PALMS
 SUBSTITUTED FOR REQUIRED TREES.
  
 7. SATISFIED. PLEASE PROVIDE THE PLAN INDICATING LOW,
 MEDIUM AND HIGH WATER USE AREAS TO JUSTIFY POINTS TAKEN
 ON THE FLORIDA FRIENDLY LANDSCAPE DESIGN OPTIONS CHART.
  
 8. SATISFIED. PLEASE PROVIDE INFORMATION ON GROUNDCOVER
 OR GRASS AREAS TO JUSTIFY POINTS TAKEN ON THE FLORIDA
 FRIENDLY LANDSCAPE DESIGN OPTIONS CHART.
  
 9. SATISFIED. PLEASE PROVIDE A PLANT LIST INCLUDING ALL
 PERTINENT INFORMATION INCLUDING QUANTITIES.
  
 10. SATISFIED. PLEASE PROVIDE SCREENING FOR BACKFLOW
 VALVES AND SHOW LOCATIONS AND PROVIDE SCREENING FOR ANY
 A/C UNITS OR GROUND MOUNTED EQUIPMENT.
  
 11. SATISFIED. PLEASE PROVIDE LOCATIONS OF LIGHTING ON
 THE LANDSCAPE PLAN TO AVOID CONFLICTS WITH LANDSCAPING.
 LIGHTING ALONG THE STREETS ARE PLACED IN EVERY AREA
 WHERE LANDSCAPING COULD BE PLACED. LIGHTS NEED TO BE
 LOCATED AWAY FROM LANDSCAPED AREAS WHERE THEY WOULD
 CREATE CONFLICTS WITH ADDING TREES OR PALMS TO ENHANCE
 THE LANDSCAPE.
  
 12. PARTIALLY SATISFIED. PLEASE PROVIDE LANDSCAPE PLANS
 SHOWING PROPOSED PLANT MATERIAL FOR THE TERRACES AND
 BALCONIES AS SHOWN ON THE ARCHITECTURAL RENDERINGS.
  
 A LANDSCAPE PLAN WAS PROVIDED FOR ONE OF THE THIRD
 FLOOR TERRACES THAT DOES NOT HAVE ANY VERTICAL
 LANDSCAPE COMPONENT SUCH AS PALMS TO HAVE A VISUAL
 IMPACT FROM THE STREET.
 THERE ARE OTHER AREAS ON THE THIRD FLOOR THAT ALSO NEED
 TO HAVE A SIMILAR LANDSCAPE PLAN, INCLUDING THE
 RECREATION AMENITY AREA AND THE TERRACE ON THE
 NORTHWEST CORNER.
  
  
 13. SATISFIED. PLEASE SHOW LOCATIONS OF WATER AND SEWER
 LINES ON THE LANDSCAPE PLAN AND RESOLVE CONFLICTS WITH
 TREES. PROVIDE ROOT BARRIER LOCATIONS.
  
 ADDITIONAL COMMENTS 3/23/18:
  
 14. SATISFIED. THE TREE INVENTORY AND DISPOSITION PLAN
 SUBMITTED INDICATES RELOCATING EXISTING SABAL PALMS.
 NONE OF THE PALMS ARE OF SUFFICIENT SIZE TO BE GOOD
 CANDIDATES FOR RELOCATION. PLEASE INDICATE REMOVAL AND
 MITIGATE. THE LIVE OAK TREES ARE ALSO VERY POOR
 QUALITY, AND NEED FURTHER EVALUATION AS TO WHETHER THEY
 IT IS POSSIBLE TO MOVE THEM TO ANOTHER SITE.
  
 ADDITIONAL COMMENTS 5/21/18:
  
 15. CORRECT THE FLORIDA FRIENDLY DESIGN POINTS SO THAT
 NATIVE AND DROUGHT TOLERANT PLANTS ARE NOT COUNTED
 TWICE. IF 51% ARE NATIVE, THEN 25-50% CAN ONLY BE TAKEN
 FOR DROUGHT TOLERANT.
  
 16. CORRECT THE NORTH BUFFER TREE COUNT NOTE ON SHEET
 LP-3, AND LP-1 TO 8 REQUIRED.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
  
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 RIGHT OF WAY LANDSCAPING AND IRRIGATION APPROVED WITH
 THIS PETITION.
  
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION AS PERMITTED AND
 INSTALLED. THIS WILL BE THROUGH A SEPARATE MAINTENANCE
 AGREEMENT WITH THE CITY.
  
 4. ANY CHANGES TO THE LANDSCAPE PLAN FOR ANY PROPERTIES
 WITHIN POD B WILL REQUIRE AN AMENDMENT TO BRING THE NEW
 PLANS INTO THE PD RECORD.
