 REVISE.
 - PROVIDE APPROVAL LETTER FROM PALM BEACH COUNTY ON
 TRAFFIC ANALYSIS
 1701 CLARE SITE-SPECIFIC TRAFFIC ANALYSIS (DATED MARCH
 2, 2018) COMMENTS:
 - REPORT CRITICAL MOVEMENT (NOT APPROACH) DELAY AND LOS
 FOR THE TWO-WAY STOP-CONTROLLED INTERSECTIONS.
 - PROVIDE MITIGATION MEASURES FOR INTERSECTIONS WHICH
 FAIL TO MEET THE LOS REQUIREMENTS (LOS E ON CITY
 THOROUGHFARE STREETS AND LOS D FOR OTHER STREETS). PER
 CITY?S COMP PLAN, PLEASE IDENTIFY TRANSPORTATION SYSTEM

 SITE PLAN (RECEIVED ON MARCH 5, 2018) COMMENTS:
 - THE SUBMITTAL DOES NOT INCLUDE RESPONSES TO THE SITE
 PLAN AND PEDESTRIAN CIRCULATION COMMENTS FROM TRAFFIC.
 - A SIGNING AND PAVEMENT MARKING PLAN, PREPARED, SIGNED
 AND SEALED BY A P.E., MUST BE PROVIDED IN ORDER FOR US
 TO REVIEW THE SITE PLAN FOR PEDESTRIAN AND BICYCLE
 CONNECTIVITY.
 - THE PREVIOUS COMMENTS ON PEDESTRIAN CIRCULATION
 94-207-B-13 WERE NOT ADDRESSED. - PLANNED DEVELOPMENT
 (PD) DISTRICT - THE APPLICANT SHALL DEMONSTRATE THAT
 THE PROJECT REQUIRING SUCH A WAIVER (PARKING) SHALL
 CONFORM TO THE CONCEPTS OF NEW URBANISM. THE PEDESTRIAN
 CIRCULATION NETWORK IS LACKING THE CONCEPTS OF NEW
 URBANISM. THE FOLLOWING IMPROVEMENTS WILL ASSIST IN THE
 PROJECT CONFORMING TO THE CONCEPTS OF NEW URBANISM:
 - REDUCE PEDESTRIAN CROSSING DISTANCE AT ALL
 INTERSECTIONS. THERE MAY BE OPPORTUNITIES TO SQUARE UP
 OR ADD CHANNELIZING ISLANDS AT THE INTERSECTIONS OF
 ELIZABETH / WILKINS AND WILKINS / CLARE AND TO ALSO ADD
 LANDSCAPE BULB OUTS ON THE OPPOSITE SIDE OF THE STREET
 FROM THE SITE. CONSIDER MOVE THE CROSSWALK CLOSER TO
 THE BULB-OUT. ALSO, CONSIDER REALIGNING CLARE AVENUE
 (WITH CURB) TO COME IN PERPENDICULAR TO WILKINS AVENUE
 TO REDUCE PEDESTRIAN CROSSING DISTANCE AND EXPOSURE OF
 BICYCLES TO VEHICULAR TRAFFIC. THESE ARE ALL IMPORTANT
 ELEMENTS IN PROVIDING FAVORABLE MULTI-MODAL FACILITIES
 TO ENCOURAGE ALTERNATE MODE OF TRANSPORTATION.
 - ADD MIDBLOCK CROSSING ON CLARE AVENUE.
 - ADD CROSSWALKS AND CURB RAMPS ON OTHER SIDE OF STREET
 FROM SITE TO ALLOW PEDESTRIANS TO WALK TO THE SITE.
 - PROVIDE SHADE TREES ALONG THE SIDEWALK. CONSIDER THE
 ADDITION OF SHADE TREES IN THE SIDEWALK AT THE END OF
 EACH PARKING SPACE AND IN THE LANDSCAPE STREET
 BULBOUTS. SIDEWALK COULD BE WIDENED INTO BUFFER TO
 ALLOW PASSING DISTANCE AT EACH TREE.
 - CONSIDER UNDERGROUND STORAGE OF STORMWATER ON THE
 WEST END OF THE SITE INSTEAD OF THE PROPOSED DRY
 RETENTION. THIS WOULD ALLOW THE AREA TO USED AS A
 PLAZA. IF DRY DETENTION IS RETAINED THEN CONSIDER
 PROVIDING A WIDER SIDEWALK ALONG WILKINS AND
 INTEGRATING IT INTO THE DRY DETENTION AREA.
