 REVIEW THE TRAFFIC IMPACT STATEMENT. OUR PRELIMINARY
 COMMENTS FOLLOW:
  
 TPS ANALYSIS
 THE ANALYSIS IS FOR PCN 74-43-43-28-10-011-0010, WHICH
 IS 3.1901 ACRES PER THE PROPERTY APPRAISER INFORMATION
 PROVIDED IN THE STUDY. 3.0191 * 32.27 DU/ACRE (WHICH IS
 REQUESTED) = 103 UNITS NOT 173 UNITS. PLEASE PROVIDE
 JUSTIFICATION FOR THE USE OF 173 DWELLING UNITS.
  
 SITE SPECIFIC TIS
 IT APPEARS THAT THE COMMITTED DEVELOPMENT TRIPS USED
 FOR THE ANALYSIS WHERE ONLY OBTAINED FROM THE PALM
 BEACH COUNTY DATABASE. COMMITTED DEVELOPMENT STUDIES
 SHOULD BE OBTAINED FROM THE CITY AND INCLUDED IN THE
 ANALYSIS.
  
 THE DISTRIBUTION OF TRAFFIC ASSUMES THAT NO TRAFFIC
 WILL USE OKEECHOBEE ROAD TO ENTER OR EXIT THE SITE.
 GIVEN EXISTING PATTERNS AND THE CONNECTION OF
 OKEECHOBEE ROAD TO PARKER AVENUE FURTHER NORTH THAN
 CAROLINE STREET, A PORTION OF THE TRAFFIC WILL MOST
 LIKELY USE OKEECHOBEE ROAD TO ENTER AND EXIT THE SITE
 IF DESTINED TO/FROM THE NORTH. THEREFORE, THE ANALYSIS
 SHOULD BE REVISED ACCORDINGLY.
  
 COMPREHENSIVE PLAN AMENDMENT TRAFFIC ANALYSIS
 INTERSECTION CAPACITY ANALYSIS SHOULD BE PROVIDED FOR
 THE INTERSECTIONS OF PARKER AVENUE AT CAROLINE STREET
 AND AT THE INTERSECTION OF PARKER AVENUE AT OKEECHOBEE
 ROAD ASSUMING THE FULL BUILDOUT OF THE PARCELS WITH THE
 ADOPTION OF THE COMPREHENSIVE PLAN AMENDMENT. THIS WILL
 HELP IDENTIFY THE IMPACTS OF THE FULL DEVELOPMENT ON
 THOSE NEARBY INTERSECTIONS.
  
  
 WE ANTICIPATE PROVIDING ADDITIONAL COMMENTS NEXT WEEK.
  
 ADDITIONAL COMMENTS 1-29-2018
 1) PEDESTRIAN CIRCULATION
 94-207-B-13. - PLANNED DEVELOPMENT (PD) DISTRICT - THE
 APPLICANT SHALL DEMONSTRATE THAT THE PROJECT REQUIRING
 SUCH A WAIVER (PARKING) SHALL CONFORM TO THE CONCEPTS
 OF NEW URBANISM.
 THE PEDESTRIAN CIRCULATION NETWORK IS LACKING THE
 CONCEPTS OF NEW URBANISM. THE FOLLOWING IMPROVEMENTS
 WILL ASSIST IN THE PROJECT CONFORMING TO THE CONCEPTS
 OF NEW URBANISM:
 - REDUCE PEDESTRIAN CROSSING DISTANCE AT ALL
 INTERSECTIONS. THERE MAY BE OPPORTUNITIES TO SQUARE UP
 OR ADD CHANNELIZING ISLANDS AT THE INTERSECTIONS OF
 ELIZABETH / WILKINS AND WILKINS / CLARE AND TO ALSO ADD
 LANDSCAPE BULB OUTS ON THE OPPOSITE SIDE OF THE STREET
 FROM THE SITE.
 - CLARE AVENUE ? BLOCK IS EXTREMELY LONG. ADD MIDBLOCK
 CROSSING.
 - ADD CROSSWALKS AND CURB RAMPS ON OTHER SIDE OF STREET
 FROM SITE TO ALLOW PEDESTRIANS TO WALK TO THE SITE.
 - THERE A SIGNIFICANT NUMBER OF PARALLEL PARKING SPACES
 WITHOUT A LANDSCAPING BREAK. HOW WILL SHADE BE PROVIDED
 FOR PEDESTRIANS TO HAVE A COMFORTABLE WALK? THERE ARE
 NO SHADE TREES PROPOSED ALONG THE SIDEWALK. CONSIDER
 THE ADDITION OF SHADE TREES IN THE SIDEWALK AT THE END
 OF EACH PARKING SPACE AND IN THE LANDSCAPE STREET
 BULBOUTS. SIDEWALK COULD BE WIDENED INTO BUFFER TO
 ALLOW PASSING DISTANCE AT EACH TREE.
 - CONSIDER UNDERGROUND STORAGE OF STORMWATER ON THE
 WEST END OF THE SITE INSTEAD OF THE PROPOSED DRY
 RETENTION. THIS WOULD ALLOW THE AREA TO USED AS A
 PLAZA. IF DRY DETENTION IS RETAINED THEN CONSIDER
 PROVIDING A WIDER SIDEWALK ALONG WILKINS AND
 INTEGRATING IT INTO THE DRY DETENTION AREA.
 2) SITE PLAN
 - SHEET FSP-2 THE SIDEWALK IS SHOWN FLARING OUT AT THE
 GARAGE ENTRANCE ON CLARE AVENUE. THE SIDEWALK SHALL
 REMAIN INLINE AND AT THE SAME LEVEL AS THE REST OF THE
 SIDEWALK AT THE GARAGE ENTRANCE.
 - PARALLEL PARKING SPACES ON BLANCHE STREET DO NOT MEET
 THE MINIMUM MUTCD PARKING RESTRICTIONS FROM A CROSSWALK
 LINE.
 - A LANDSCAPE BULBOUT IS MISSING FROM THE CORNER OF
 CLARE AND BLANCHE.
 - REDUCE PROPOSED ON STREET TRAVEL LANES TO 10?. USE
 LANE REDUCTION TO WIDEN SIDEWALK.
 - SOME OF THE ON STREET PARKING EXCEEDS AN 8?WIDTH. USE
 8? WIDE PARALLEL PARKING ON STREET.
 - FSP-2. A 12? THROAT IS INSUFFICIENT AT GARAGE GATE AS
 IT WILL CAUSE CARS TO BLOCK A PORTION OF THE SIDEWALK
 WHEN THE SIDEWALK IS IN LINE WITH THE REST OF THE
 SIDEWALK.
 3) TRAFFIC IMPACT ANALYSIS (T.I.A.)
 - INTERSECTION ANALYSES DO NOT ACCOUNT FOR THE DELAY
 AND OPERATION ISSUES THAT OCCUR TO DUE SFRT TRAIN
 CROSSING. REVISE ANALYSIS TO ACCOUNT FOR SFRT
 CROSSINGS.
 - TRAFFIC IMPACT ANALYSIS STATES THAT THE ANALYSIS WAS
 PERFORMED IN ACCORDANCE WITH PALM BEACH COUNTY
 STANDARDS. IN ADDITION TO PALM BEACH COUNTY STANDARDS,
 THE ANALYSIS MUST BE REVISED TO BE ACCORDANCE WITH THE
 REQUIREMENTS OF CITY OF WEST PALM BEACH ORDINANCE
 94-311 TRAFFIC PERFORMANCE STANDARDS.
 - TRIP ASSIGNMENT IS NOT CONSISTENT BETWEEN
 COMPREHENSIVE PLAN AND SITE ANALYSIS.
 - SITE PLAN TRIP ASSIGNMENT DID NOT ASSIGN ANY TRIPS TO
 AUSTRALIAN SOUTH OF THE SITE. THIS IS NOT LOGICAL.
 - INTERSECTION OF AUSTRALIAN AND MERCER WAS NOT
 ANALYZED. PROVIDE INTERSECTION ANALYSIS.
 - SITE T.I.A. TABLE 1 PASS BY. CHECK TABLE AS THERE
 APPEARS TO BE AN ARITHMETIC ERROR.
 - SITE T.I.A. PAGE 10, PROVIDE BACKGROUND INFORMATION
 ON HOW THE 2.31 % GROWTH RATE WAS CALCULATED.
 - PASS BY HAS BEEN INCORRECTLY CALCULATED. PASS BY HAS
 INCORRECTLY BEEN REMOVED FROM THE INTERSECTION TURNING
 MOVEMENTS INTO THE SITE. PASS BY CAN ONLY BE REMOVED
 FROM THE THROUGH MOVEMENTS THAT ARE DIVERTING FROM
 THEIR THROUGH TRIP TO ACCESS THE SITE.
 - PARKING STUDY ? PROVIDE ADDITIONAL BACKGROUND ON THE
 TEXAS SITES USED IN THE STUDY AND HOW THEY ARE
 CORRELATED TO THE SITE.
  
 UPDATE 2/14/2018 - MET WITH CHRIS HEGGEN AND MICHELLE
 CUETARA. INFORMED THEM THAT ELIZABETH AVENUE IS ON THE
 BICYCLE MASTER PLAN.STAFF REQUESTED THAT A BIKE LANE BE
 CONSTRUCTED ALONG THE APPLICANT'S FRONTAGE. ADDITIONAL
 ON-STREET PARKING WOULD HAVE TO BE CONSTRUCTED OUTSIDE
 OF THE RIGHT OF WAY.
