 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. PLEASE PROVIDE A TREE DISPOSITION PLAN THAT INCLUDES
 THE FOLLOWING INFORMATION:
 ? SATISFIED. TREE SPECIES (OAK TREES ARE LAUREL OAK,
 NOT LIVE OAK) THE TWO TREES LOCATED ON OLIVE ARE
 HOLLIES, NOT BLACK OLIVES.
 ? SATISFIED. TREE CANOPY DIAMETER FOR EACH TREE
 ? SATISFIED. COLUMN FOR REMOVED OR PRESERVED IN PLACE.
 ? SATISFIED. REASON FOR REMOVAL. PLEASE PROVIDE
 DOCUMENTATION. NEED MORE INFORMATION.

 2. SATISFIED. PLEASE PROVIDE TREES FOR THE FOUNDATION
 PLANTING AS REQUIRED ALONG THE WEST SIDE OF THE
 BUILDING. STAFF SUGGESTS EXCHANGING THE GUMBO LIMBO
 TREES AND THE DAHOON HOLLIES TO PROVIDE A SMALL SCALE
 TREE NEXT TO THE BUILDING AND CANOPY TREES IN THE
 PARKING AREA.
  
 3. SATISFIED. STAFF SUGGESTS EXPLORING OPTIONS TO
 EXPAND THE PLANTING AREAS TO ACCOMMODATE LARGER SCALE
 SHADE TREES AND PROVIDE SHADE FOR PARKING SPACES. STAFF
 DOES NOT SUPPORT REMOVING EXISTING SHADE TREES AND
 REPLACING THEM WITH PALMS OR SMALLER SCALE TREES.
 RELOCATING THE CURBS BACK TO THE WHEEL STOP POSITION TO
 PROVIDE MORE PERVIOUS LANDSCAPE AREA IS ALSO SUGGESTED
 IF THE PAVEMENT IS BEING REPLACED. STAFF DOES NOT
 SUPPORT REMOVAL OF THE LARGE BLACK OLIVE TREE AT THE
 NORTHWEST CORNER OF THE PROPERTY AND WOULD LIKE TO
 DISCUSS OPTIONS TO MODIFY THE PARKING SPACE ROW DESIGN
 AND ROLLING GATE PLACEMENT IN ORDER TO PRESERVE THE
 TREE. ALSO SEE ABOVE COMMENT REGARDING SHADE TREES IN
 PARKING AREA.
  
 4. SATISFIED. THE GENERATOR PAD LOCATIONS PROPOSED
 RESTRICT THE CHOICE OF REQUIRED TREES, PLEASE RELOCATE
 TO PROVIDE MAXIMUM SPACE FOR ROOTS AND PROVIDE A SHADE
 TREE AS REQUIRED FOR THE TERMINAL ISLAND. STAFF
 SUGGESTS ADDING MORE PALMS AROUND THE DUMPSTER AND
 GENERATOR TO PROVIDE MORE SCREENING AND COME CLOSER TO
 ELIMINATING THE NONCONFORMING AREAS.
  
 5. CONDITIONALLY SATISFIED. PLEASE PROVIDE STREET TREES
 TO MEET THE 30 FOOT ON CENTER REQUIREMENT ALONG DATURA
 STREET AND OLIVE AVENUE ADJACENT TO THE PROPERTY PER
 SECTION 94-113 (D) (2). THE TREES NEED TO MEET THE
 MINIMUM HEIGHT OF 20 FEET. CATHEDRAL LIVE OAKS ARE TO
 BE SPECIFIED ON DATURA, NOT LAUREL OAKS. STAFF WOULD
 LIKE TO DISCUSS THE SPECIES PROPOSED.
  
 6. SATISFIED. THE EXISTING TWO BLACK OLIVE STREET TREES
 SHOULD BE REPLACED WITH NEW TREES TO PROVIDE
 CONSISTENCY ALONG THE BLOCK. THE COMMENT RESPONSE
 INDICATES REMOVAL, BUT TREE #9 IS SHOWN ON THE PLANS TO
 REMAIN. PLEASE CORRECT. THE BLACK OLIVE TREE IS
 INCORRECTLY IDENTIFIED AS A LAUREL OAK.
  
 7. CONDITIONALLY SATISFIED. PLEASE PROVIDE A TYPICAL
 SHOWING THE STRUCTURAL SOIL AND TREE GRATE
 INSTALLATION, AND SHOW THE LOCATIONS OF STRUCTURAL SOIL
 ON THE PLAN EXTENDING 5 FEET FROM THE REAR AND SIDES OF
 THE TREE GRATE. PLEASE PROVIDE THE TYPICAL DETAIL, AND
 SHOW THE LOCATIONS OF THE STRUCTURAL SOIL ON THE
 LANDSCAPE PLAN.
  
 8. SATISFIED. STREET TREES LOCATED IN A SIDEWALK THAT
 IS ADJACENT TO A PERVIOUS LANDSCAPE AREA SHALL HAVE THE
 STRUCTURAL SOIL EXTENDED UNDER THE SIDEWALK TO MEET THE
 LANDSCAPE AREA IF THE DISTANCE BETWEEN THE 5 FOOT
 REQUIRED STRUCTURAL SOIL AND THE LANDSCAPE AREA IS LESS
 THAN 4 FEET. PLEASE SHOW THESE AREAS ON THE LANDSCAPE
 PLAN, APPLICABLE TO THE STREET TREE ADJACENT TO THE
 CENTER ISLAND FOR THE PARKING AREA.
 ADDITIONAL COMMENTS 1/22/18:
 9. CONDITIONALLY SATISFIED. PLEASE ADD TREES OR PALMS
 IN THE WESTERN BUFFER TO MEET CODE REQUIREMENTS.
  
 10. SATISFIED. THE 4 FOOT FENCE PROPOSED ALONG THE
 ALLEY CANNOT BE INSTALLED WITHIN THE 5 FOOT LANDSCAPE
 BUFFER, PLEASE REVISE TO SHOW AT OR NEAR THE PROPERTY
 LINE.
  
 11. CONDITIONALLY SATISFIED. AFTER MAKING THE ABOVE
 CORRECTIONS, PLEASE UPDATE THE TREE DISPOSITION AND
 MITIGATION CHARTS.
  
 12. SATISFIED. PLEASE SHOW ANY LIGHTING LOCATIONS ON
 THE LANDSCAPE PLANS TO AVOID CONFLICTS WITH TREES AND
 LANDSCAPING.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION. THE TREE
 DISPOSITION CHART AND TREE MITIGATION SHALL BE REVISED
 TO MATCH THE LANDSCAPE PLAN.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION ADJACENT TO THE
 DEVELOPMENT. THIS WILL BE THROUGH A SEPARATE
 MAINTENANCE AGREEMENT WITH THE CITY.
 4. PRIOR TO THE ISSUANCE OF THE LANDSCAPE PERMIT, THE
 APPLICANT SHALL PROVIDE THE TYPICAL STRUCTURAL SOIL
 DETAIL, ADD PALMS TO THE WESTERN BUFFER TO MEET CODE
 REQUIREMENTS, ADD TWO PALMS TO THE PALM BOSQUE AREA,
 AND ADJUST THE STREET TREES ALONG DATURA BETWEEN OLIVE
 AND THE FIRST PARKING LOT ENTRANCE TO BE EVENLY SPACED
 WITH THE WESTERN MOST TREE CLOSER TO THE DRIVEWAY.
