 PROJECT: SOUTHWIND PLAZA CPD Z17080017
 SEPTEMBER 7, 2017
 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
  
 1. STAFF HAS CONCERNS ABOUT THE MAINTENANCE OF THE
 PARKING LOT LIVE OAK TREES. THEY HAVE BEEN IMPROPERLY
 TOPPED RECENTLY AFTER CITY STAFF ADVISED OWNERSHIP OF
 PROPER PRUNING TECHNIQUES THAT WOULD BE PERFORMED BY A
 CERTIFIED ARBORIST PER CITY CODE REQUIREMENTS. ONE
 ISSUE APPEARS TO BE LIGHTING CONFLICTS AND STAFF
 RECOMMENDS LOOKING AT OPTIONS TO UPDATE AND ADJUST THE
 LOCATIONS OF LIGHTING IN CONCERT WITH THE LANDSCAPE
 PLAN TO PREVENT CONFLICTS WITH REQUIRED TREES, AND
 MAINTAIN THE TREES WITH PROPER PRUNING PER SECTION
 94-446(2).
  
 2. THE PROPOSED LANDSCAPE PLAN INDICATES REPLACING
 MISSING LARGE CANOPY TREES WITH SMALL SCALE SPECIES
 THAT DO NOT PROVIDE SHADE FOR THE PARKING SPACES. THIS
 DOES NOT MEET THE INTENT OF THE CODE OR THE APPROVED
 LANDSCAPE PLAN AND THE APPLICANT NEEDS TO EXAMINE
 SOLUTIONS TO ADJUST THE PLANTING AREAS TO ACCOMMODATE
 THE APPROVED SPECIES OR EQUIVALENT.
  
 3. THERE ARE MANY MISSING REQUIRED TREES THAT APPEAR ON
 THE APPROVED LANDSCAPE PLAN, ESPECIALLY ALONG THE SOUTH
 BUFFER. ALL TREES THAT APPEAR ON THE APPROVED PLAN MUST
 BE SHOWN AS EXISTING ON THE AMENDED PLAN, OR EQUIVALENT
 REPLACEMENT SPECIES SPECIFIED.
  
 4. THE SABAL PALMS PLANTED IN THE BUFFERS ALONG 45TH
 STREET AND N. MILITARY TRAIL DO NOT MATCH THE APPROVED
 PLAN, AND THIS MUST BE RECORDED ON THE UPDATED PLAN.
 ANY MISSING PALMS MUST BE INDICTED ON THE PLAN AND THEN
 REPLACED.
  
 5. CARS ARE CURRENTLY BEING PARKED ON UNPAVED SURFACES
 AT THE SOUTHEAST CORNER OF THE PROPERTY UNDER EXISTING
 TREES. CURBING AND LANDSCAPE AREAS MUST BE ACCURATELY
 DEPICTED ON THE PLAN AND RESTORED ON SITE TO MATCH.
  
 6. PLEASE PROVIDE A PLANT LIST THAT INCLUDES ALL
 EXISTING AND PROPOSED TREES AND SHRUBS ON SITE WITH THE
 PROPOSED SPECIES TO GIVE A COMPREHENSIVE QUANTITY OF
 TREES AND PALMS PROVIDED IN ORDER TO ASSESS THE
 COMPLIANCE LEVEL FOR REQUIRED TREES AND 35 PERCENT
 LIMIT ON SUBSTITUTION OF PALMS PER SECTION 94-442(D).
  
 7. PLEASE INDICATE THE LOCATION OF WHEEL STOPS OR
 PARKING OVERHANG INTO LANDSCAPE AREAS ACCORDING TO THE
 LENGTH OF THE PROPOSED PARKING SPACES.
  
 8. PLEASE PROVIDE AN UPDATED CHART SHOWING COMPLIANCE
 WITH FLORIDA FRIENDLY LANDSCAPING PER SECTION 94-442
 (G). THIS INCLUDES SHOWING DROUGHT TOLERANCE LEVEL AND
 NATIVE SPECIES ON THE PLANT LIST AND PROVIDING THE
 REQUIRED 40 POINTS.
  
 9. PLEASE INDICATE LOCATIONS OF ACCESS SIDEWALKS ON THE
 REAR OF THE PROPOSED BUILDING.
  
 10. PLEASE ADJUST THE NOTE REGARDING INVASIVE EXOTIC
 PLANT SPECIES ON SHEET LP-1 TO REFLECT THE PROHIBITED
 TREE SPECIES REFERENCED IN CODE SECTION 94-445(4)I.
 THAT WILL BE REQUIRED TO BE REMOVED FROM THE ENTIRE
 SITE PRIOR TO ISSUANCE OF A CERTIFICATE OF OCCUPANCY
 FOR THE PROPOSED BUILDING.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
