 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)

 - PUBLIC HEARING NOTIFICATION SIGNAGE SHALL BE POSTED

 CONDITIONS THAT WILL BE INCLUDED WITH THE APPROVING
 LEGISLATION
  
 1) PRIOR TO BUILDING PERMIT APPROVAL, THE APPLICANT
 SHALL PROVIDE EVIDENCE THAT THE "COVENANT TO MAINTAIN
 DRAINAGE" RECORDED IN ORB 2474 PG 687 HAS BEEN
 TERMINATED.
  
 2) THE PEDESTRIAN GATE WILL REQUIRE ACCESS FOR STUDENTS
 AND EMPLOYEES ALL THE TIME. ON GAME DAYS, A STAFF
 MEMBER IS REQUIRED TO ATTEND THE GATE TO PROVIDE ACCESS
 TO FANS.
  
 3) THE FUTURE INSTALLATION OF CONCESSION AND
 MERCHANDISE STANDS OR BUILDINGS WILL REQUIRE THE PRIOR
 APPROVAL BY THE ZONING DIVISION AS A MINOR PLANNED
 DEVELOPMENT AMENDMENT AND/OR FORMAL SITE PLAN REVIEW,
 DEPENDING ON THE SQUARE FOOTAGE, IN ACCORDANCE WITH THE
 APPROVED DEVELOPMENT REGULATIONS.
  
 4) ALL PARKING SPACES WITHIN ANY PARKING ROW WHICH HAS
 ANY RESTRIPING OR OTHER MODIFICATION MUST BE RESTRIPED
 TO COMPLY WITH CITY STANDARDS AT THE TIME OF RESTRIPING
 OR MODIFICATION. IN ANY EVENT, ALL PARKING SPACES NEED
 TO BE STRIPED TO MEET CITY STANDARDS BY DECEMBER 31,
 2020.
  
 5) STAFF RECOMMENDS REDESIGNING SOME OF THE SPEED HUMPS
 TO SPEED TABLES THAT CAN DOUBLE AS ADA COMPLIANT
 CROSSINGS OF THE MAIN ENTRY ROAD.
  
 CHANGES TO THE RES. NO. 2-12 DEVELOPMENT REGULATIONS
  
 1) PARKING PROVISION REQUIREMENT TO BE BASED ON
 ENROLLMENT NUMBERS, NOT MAXIMUM ENROLLMENT. ANNUAL
 VERIFICATION IS REQUIRED FROM KEISER UNIVERSITY.
 SPECIFIC LANGUAGE IS STILL TO BE DRAFTED. THE PROPOSAL
 FROM APPLICANT WILL BE USED AS A STARTING POINT.
  
 2) STAFF HAS DONE SOME RESEARCH ON ADJUNCT FACULTY AND
 WILL AGREE TO SPECIFICALLY PERMIT ADJUNCT FACULTY TO BE
 COUNTED AT A 1:2 RATIO. THIS NUMBER WILL NEED TO BE
 INCLUDED ON THE ANNUAL VERIFICATIONS.
  
 OUTSTANDING PLAN COMMENTS
  
 1) REVISED SHEET MP.1 INCORRECTLY LISTS THE NUMBER OF
 ADA PARKING SPACES LOCATED IN THE NEW NORTHERN PARKING
 FIELD. THREE ADA PARKING SPACES WERE ADDED BUT IT STILL
 LISTS ONLY TWO ADA PARKING SPACES IN THE PARKING FIELD.
  
 2) THE THREE NEW ADA PARKING SPACES ARE REQUIRED TO
 HAVE AN ADA COMPLIANT WALKWAY INSTALLED AT THE HEAD OF
 THE SPACES FROM THE ACCESS AISLE TO THE EXISTING
 WALKWAY NETWORK (COMMENT VERIFIED BY SAMANTHA HILL,
 CHIEF PLANS EXAMINER).
  
 3) STAFF UNDERSTANDS THAT YOU DO NOT WISH TO FULLY
 DESIGN THE PLANS FOR THE NEW NORTHERN PARKING FIELD
 UNTIL THE CITY COMMISSION APPROVES THE CODE TEXT TO
 PERMIT THE PARKING WAIVER. STAFF HAS SCHEDULED THE CODE
 AMENDMENT FOR FIRST READING ON NOVEMBER 20, 2017, WITH
 THE SECOND READING ON DECEMBER 4, 2017. BOTH STAFF AND
 THE PLANNING BOARD RECOMMENDED APPROVAL OF THIS
 REQUEST.
 PLEASE REMEMBER THAT CITY COMMISSION APPROVAL OF THE
 CODE AMENDMENT DOES NOT APPROVE YOUR PARKING REDUCTION,
 IT ALLOWS YOU TO HAVE THE ABILITY TO REQUEST THE
 REDUCTION AS PART OF A MAJOR PLANNED DEVELOPMENT
 AMENDMENT. THE CITY COMMISSION WILL APPROVE OR NOT
 APPROVE YOUR SPECIFIC PARKING WAIVER REQUEST, AFTER A
 RECOMMENDATION FROM THE PLANNING BOARD, WHEN THEY HEAR
 THE MAJOR AMENDMENT FOR THE STADIUM.
  
 4) IN ORDER FOR STAFF TO BRING THE PLANS, INCLUDING THE
 PARKING WAIVER, BEFORE THE PLANNING BOARD AND THEN THE
 CITY COMMISSION, THE PLANS NEED TO SHOW COMPLIANCE WITH
 ALL APPLICABLE CODE REQUIREMENTS. THE FOLLOWING ITEMS
 RELATING TO PARKING ARE STILL DEFICIENT:
  
 A. THE LANDSCAPE PLANS DO NOT SHOW A CODE COMPLIANT
 LANDSCAPE BUFFER BETWEEN THE NEW NORTHERN PARKING FIELD
 AND THE NORTHERN PROPERTY LINE.
 B. NO TREE SURVEY WAS PROVIDED TO VERIFY MITIGATION FOR
 THE TREES REMOVED FOR THE NEW NORTHERN PARKING FIELD,
 THE NEW TURN AROUND AREAS AND OTHER NEW PAVING AND
 WALKWAYS TO BRING THE SITE INTO COMPLIANCE WITH THE
 PARKING REQUIREMENTS FOR THE NEW STADIUM AND EXISTING
 CAMPUS ENROLLMENT/SQUARE FOOTAGE/FACULTY. STAFF VISITED
 THE SITE AND IT CLEARLY LOOKS LIKE TREES WILL NEED TO
 BE REMOVED FOR THE BUS PARKING AND TURN AROUND. THE
 TREE SURVEY WOULD VERIFY THE STATEMENT THAT FEATURES
 HAVE BEEN DESIGNED TO AVOID THE TREES.
 C. NO SURVEY OR CIVIL PLANS WERE PROVIDED FOR STAFF TO
 VERIFY THAT THE NEW NORTHERN PARKING FIELD, AS SHOWN ON
 THE SITE AND LANDSCAPE PLANS, DOES NOT HAVE CONFLICTS
 WITH SITE CONDITIONS.
 D. THE LANDSCAPE PLANS DO NOT VERIFY THAT THE EXISTING
 PARKING AREAS COMPLY WITH PARKING LOT TREE REQUIREMENTS
 EITHER UNDER CURRENT CODE OR EARLIER APPROVED PLANS.
 STAFF HAS LOCATED A 1991 VERSION OF THE MASTER PLAN
 WHICH SHOWS TREE LOCATIONS, BUT NOT THE SPECIFIC
 SPECIES FOR THE LOWER PORTION OF THE CAMPUS PARKING AND
 A LANDSCAPE PLAN FOR THE EXISTING NORTHERN PARKING
 FIELD FROM 2002. THE CURRENT LANDSCAPE PLAN NEEDS TO BE
 UPDATED TO REFLECT THE REQUIRED LANDSCAPE AND THE
 LANDSCAPE WILL NEED TO BE INSTALLED AS PART OF THE
 FOOTBALL STADIUM PROJECT.
 E. EVEN THOUGH THE RESTRIPED ADA PARKING SPACES BY
 BUILDING NOS. 8 AND 9 NOW HAVE AN ACCESSIBLE ROUTE,
 THEY ARE NOT THE CLOSEST TO ONES TO THE BUILDING
 ENTRANCE. STAFF VISITED THE SITE AND NOTED A SEVERE
 GRADE CHANGE IN THE AREA OF THE PROPOSED WALKWAY.
 PLEASE PROVIDE CIVIL PLANS TO VERIFY THAT THE PROPOSED
 LAYOUT MEETS ADA REQUIREMENTS. IF IT DOES NOT, THEN AN
 ALTERNATIVE DESIGN WILL NEED TO BE PRESENTED. (COMMENT
 VERIFIED BY SAMANTHA HILL).
 F. THE PROPOSED ACCESSIBLE ROUTE FOR THE TWO ADA
 PARKING SPACES ADJACENT TO THE SOFTBALL FIELD DOES NOT
 COMPLY WITH THE ADA REQUIREMENTS SINCE THE ADA ACCESS
 AISLE DOES NOT CONNECT TO THE NEW WALKWAY. STAFF
 VISITED THE SITE AND CONFIRMED THAT THERE ARE LARGE
 PINE TREES LOCATED WHERE THE PATH WOULD NEED TO BE
 INSTALLED. STAFF DOES NOT SUPPORT THE REMOVAL OF THE
 TREES FOR THE WALKWAY. THE PROPOSED ADA ACCESS NEEDS TO
 BE DESIGNED TO AVOID THE TREES, SIMILAR TO THE
 ACCESSIBLE WALKWAY THAT WAS INSTALLED AS PART OF THE
 GOLF RANGE PROJECT.
 G. THE ADDITIONAL PARKING SPACE IN THE NORTHERN ROW OF
 PARKING WAS NOT REFLECTED ON THE PARKING FILED TOTAL
 NUMBER ON SHEET MP.1, NOR WAS THE PARKING TABLE
 UPDATED.
 H. ON OCTOBER 25, 2017, STAFF DROVE THROUGH THE SITE TO
 VERIFY THE BICYCLE PARKING AND ADA PARKING ITEMS AND
 NOTED THAT THERE ARE APPROXIMATELY 15-20 PARKING SPACES
 THAT ARE NOT USABLE DUE TO PORTABLE STORAGE CONTAINERS
 (PODS), DUMPSTERS, NO PARKING STRIPING AND KEISER
 UNIVERSITY BUSSES LOCATED WHERE PARKING SPACES ARE TO
 BE. THE ALREADY DEFICIENT PARKING FOR THE CAMPUS IS
 REDUCED EVEN MORE BY THE FEATURES. THE PODS AND
 DUMPSTERS NEED TO BE REMOVED FROM PARKING SPACES. THE
 SCHOOL VEHICLES NEED TO BE STORED IN THEIR OWN AREA
 THAT IS NOT PART OF THE PROVIDED PARKING COUNT. THE
 PLANS NEED TO BE UPDATED ACCORDINGLY.
  
 LANDSCAPE
  
 5) THE LANDSCAPE AREA ALONG THE RESIDENTIALLY ZONED
 PROPERTY TO THE SOUTH NEEDS ONE MORE OAK TREE TO FILL
 IN THE 63 FOOT GAP BETWEEN EXISTING OAK #95 AND THE NEW
 OAK. THIS WILL SATISFY THE ZONING COMMENT REGARDING THE
 BUFFER REQUIRED TO SUPPORT THE WAIVER TO THE REQUIRED
 100 FOOT SETBACK.
  
 6) SHOW THE POWERLINE POLES ON THE LANDSCAPE PLAN TO
 VERIFY THAT THERE ARE NOT CONFLICTS WITH THE REQUIRED
 PARKING LOT LANDSCAPE.
  
 7) THE EASTERNMOST PARKING BAY ALONG THE SOUTH SIDE OF
 CECIL AVENUE DOES NOT SHOW THE RELOCATION OF THE TREES
 AWAY FROM THE LIGHT POLES.
  
 BICYCLE PARKING
  
 8) STAFF PERFORMED A SITE VISIT TO CONFIRM THE BICYCLE
 PARKING AND DISCOVERED A NUMBER OF DEFICIENCIES.
  
 A. NONE OF THE EXISTING BICYCLE RACKS ARE LOCATED WHERE
 THEY ARE SHOWN ON THE PLANS. THE PLANS MUST SHOW
 ACCURATE CONDITIONS.
 B. THE TYPE OF BICYCLE RACK THAT IS CURRENTLY LOCATED
 IN SIX LOCATIONS ON THE SITE DOES NOT CONFORM TO CITY
 STANDARDS. STAFF WILL PERMIT THESE TO CONTINUE TO BE
 USED PROVIDED THE FOLLOWING:
 I) ALL RACKS MUST BE SECURELY FASTENED TO THE GROUND ON
 A PAVED SURFACE (ONLY ONE RACK WAS BOLTED TO THE GROUND
 AND ONE WAS LOCATED IN A LANDSCAPE AREA).
 II) THE EXISTING RACKS ARE ONLY APPROVED TO SECURE
 EIGHT (8) NOT TEN (10) BICYCLES. THERE ARE ONLY 48, NOT
 60, BICYCLE PARKING SPACES CURRENTLY ON THE SITE. THERE
 ARE 12 ADDITIONAL BICYCLE PARKING SPACES REQUIRED.
 STAFF RECOMMENDS PLACING THEM BY THE FITNESS CENTER AND
 THE DEVOS-COOK ACADEMIC CENTER SO THAT MORE AREAS OF
 THE CAMPUS HAVE FACILITIES.
  
 9) THE NEW BICYCLE RACKS NEED TO CONFORM TO THE CITY
 STANDARDS. THE PROVIDED BIKE RACK DETAIL CORRECTLY
 SHOWS A BICYCLE RACK THAT SERVES EIGHT (8) BICYCLES
 (NOT FIVE AS STATED IN THE TITLE). YOU WILL NEED TO
 PROVIDE A DETAIL FOR THE ADDITIONAL RACKS THAT DO NOT
 HAVE EIGHT SPACES.
  
 10) THE BICYCLE RACK PAD PLAN SHOWS THE CORRECT
 DIMENSIONS FOR A RACK SERVING EIGHT BICYCLES THAT MEETS
 CITY STANDARDS; HOWEVER, IT DOES NOT SHOW THE ACCURATE
 LOCATION FOR A CITY COMPLIANT RACK. COMPLIANT RACKS ARE
 REQUIRED TO HAVE 24 INCHES FROM THE OUTSIDE ELEMENT TO
 THE EDGE OF THE PAD TO PROVIDE ROOM TO PARK THE OUTER
 BICYCLE. COMPLIANT RACKS ARE REQUIRED TO BE CENTERED IN
 THE MIDDLE OF THE PAD FROM FRONT TO BACK SO THAT THE
 FRAME IS LOCKED TO THE RACK.
  
 11) A SPECIFIC PAD DETAIL WILL NEED TO BE PROVIDED FOR
 THE EXISTING RACKS USING THEIR SPECIFIC WIDTH
 DIMENSIONS. DUE TO ALL THE BICYCLES BEING LOCKED WITHIN
 THE RACK, THEY DO NOT NEED AN OUTSIDE SEPARATION FROM
 THE PAD. THE DEPTH OF THESE PADS IS REQUIRED TO BE SIX
 (6) FEET FROM THE FRONT EDGE OF THE ELEMENT SINCE
 BICYCLES ARE PARKED WITH THE WHEEL LOCKED TO THE RACK,
 NOT THE FRAME.
  
 12) THE PLANS NEED TO CLEARLY SHOW THE PADS AND THEIR
 DIMENSIONS SO STAFF CAN VERIFY THAT THERE ARE NO
 OBSTRUCTIONS. PLEASE NOTE THAT THE NEW PAD BY THE
 STADIUM DOES NOT MEET THE MINIMUM DIMENSION FOR EIGHT
 PARKING SPACES.
  
 GENERAL
  
 13) THERE ARE STRAY ARROW LABELS POINTING TO LIGHT
 POLES ALONG CECIL AVENUE WHICH NO LONGER EXIST.
  
 14) PLEASE REVIEW THE LAST FIRE DEPARTMENT COMMENT
 REGARDING THE ACCESS PATH TO THE STADIUM SEATING.
