 - THE RESUBMITTAL REVIEW COMMENTS SHALL BE SUFFICIENTLY

 PM ON FRIDAY, OCTOBER 6, 2017, TO BE ELIGIBLE TO BE
 SCHEDULED FOR THE NOVEMBER 21, 2017 PLANNING BOARD
 MEETING.
  
 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THE COMMENTS WITHIN 60 DAYS FROM
 THE DATE OF THE COMMENTS (BY NOVEMBER 26, 2017), THE
 CASE SHALL BE CONSIDERED WITHDRAWN. ANY FURTHER ACTION
 SHALL REQUIRE A NEW DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ASSESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($600).
  
 - PUBLIC HEARING NOTIFICATION SIGNAGE SHALL BE POSTED
 IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION
 94-39(I)(5) OF THE ZONING AND LAND DEVELOPMENT
 REGULATIONS.
  
 1) CONDITION: PRIOR TO BUILDING PERMIT APPROVAL, THE
 APPLICANT SHALL PROVIDE EVIDENCE THAT THE "COVENANT TO
 MAINTAIN DRAINAGE" RECORDED IN ORB 2474 PG 687 HAS BEEN
 TERMINATED.
  
 SITE/MASTER PLANS
  
 2) ALL THE PLANS INCORRECTLY CALL OUT CECEILE AVENUE AS
 CECIL AVENUE.
  
 3) REPEAT COMMENT: THE NEW PARKING AREA ON THE NORTH
 SIDE OF THE SITE IS REQUIRED PARKING. NO SURVEY, CIVIL
 PLAN OR LANDSCAPE PLAN WAS PROVIDED FOR THE NEW PARKING
 AREA ON THE NORTH SIDE OF THE SITE. THE 117 PARKING
 SPACES WITHIN THIS PARKING FIELD ARE REQUIRED TO MEET
 THE MINIMUM 803 REQUIRED PARKING SPACES AFTER THE 30%
 DISCOUNT IS FACTORED IN FROM THE PROPOSED TEXT
 AMENDMENT. THE MEETING HELD PRIOR TO THE RESUBMITTAL
 DISCUSSED THAT THIS SUBMITTAL WOULD BE DONE AS IF THE
 PARKING TEXT AMENDMENT WAS APPROVED, SO SINCE THIS IS
 REQUIRED PARKING, IT NEEDS TO HAVE INFORMATION
 PRESENTED WITH THIS APPLICATION.
  
 4) PROVIDE THE SETBACK DIMENSIONS OF THE NEW PARKING
 AREA, BUS PARKING AND TURN-AROUND FROM THE PROPERTY
 LINES. PROVIDE THE WIDTH OF THE TURN-AROUND SPACE ON
 THE PLAN.
  
 5) SHOW THE POWERLINE POLES AND THE SPEED HUMPS ON THE
 MASTER PLAN.
  
 6) CONNECT THE WESTERN SIDE OF THE VILLAGE COMMONS
 PEDESTRIAN ACCESS TO THE INTERNAL SIDEWALK NETWORK
 INSTEAD OF HAVING IT DEAD-END INTO A PARKING LOT. ONE
 OF THE AERIALS SHOWS A WEAR PATTERN IN THE GRASS TO
 SUPPORT THE SIDEWALK CONTINUATION.
  
 7) STAFF RECOMMENDS REDESIGNING SOME OF THE SPEED HUMPS
 TO SPEED TABLES THAT CAN DOUBLE AS ADA COMPLIANT
 WALKWAYS.
  
 8) THE LIGHT POLES ARE REQUIRED TO HAVE A 15 FOOT
 SETBACK FROM THE SIDE PROPERTY LINES UNLESS THE CITY
 COMMISSION GRANTS A WAIVER TO PERMIT THEM TO BE CLOSER.
 NO SETBACK DIMENSIONS ARE PROVIDED ON THE PLANS;
 HOWEVER, THE TWO POLES ON THE NORTH SIDE OF CECEILE
 AVENUE SCALE AT 9 AND 13 FEET. THE CITY COMMISSION
 WOULD NEED TO GRANT A WAIVER FOR THESE POLE LOCATIONS.
  
 9) CONDITION: THE PEDESTRIAN GATE WILL REQUIRE ACCESS
 FOR STUDENTS AND EMPLOYEES ALL THE TIME. ON GAME DAYS,
 A STAFF MEMBER IS REQUIRED TO ATTEND THE GATE TO
 PROVIDE ACCESS TO FANS.
  
 10) REVISED COMMENT: THANK YOU FOR REVISING THE
 DETENTION WITHIN THE AREA THAT IS PART OF THE REQUESTED
 100 FOOT WAIVER. IN THE LAST MEETING BETWEEN THE
 APPLICANT AND STAFF, THIS AREA WAS NOT ONLY TO HAVE THE
 ONE ADDITIONAL OAK TREE PRESERVED, BUT ALSO SOME
 ADDITIONAL LANDSCAPE INSTALLED TO CREATE A SOLID
 VEGETATIVE BARRIER TO THE RESIDENTIALLY ZONED PROPERTY
 TO THE SOUTH. STAFF HAS NOTED THAT THERE ARE
 DISCREPANCIES BETWEEN THE TREE SURVEY AND WHAT IS
 LABELED AS EXISTING TREES ON THE LANDSCAPE PLAN. ALL
 EXISTING AND PROPOSED LANDSCAPE MUST BE ACCURATELY
 SHOWN. A MORE SUBSTANTIAL BUFFER PLANTING IS REQUIRED
 FOR STAFF TO SUPPORT THE WAIVER REQUEST.
  
 11) CONDITION: PLEASE NOTE THAT THE FUTURE INSTALLATION
 OF CONCESSION AND MERCHANDISE STANDS OR BUILDINGS WILL
 REQUIRE THE PRIOR APPROVAL BY THE ZONING DIVISION IN
 ACCORDANCE WITH THE APPROVED DEVELOPMENT REGULATIONS.
  
 LANDSCAPE PLAN
  
 12) A D-CURB IS REQUIRED TO PROTECT THE LANDSCAPE TO
 THE WEST OF THE NEW DUMPSTER ENCLOSURE.
  
 13) REPEAT COMMENT: THE LANDSCAPE PLAN AND THE
 PRELIMINARY ENGINEERING PLAN SHOW DIFFERING CONDITIONS
 FOR THE INTERIOR LANDSCAPE ISLANDS ADJACENT TO THE
 GRASS PARKING SPACES. THE PRELIMINARY ENGINEERING PLAN
 DOES NOT CLEARLY SHOW THAT THE INTERIOR LANDSCAPE
 ISLANDS ARE PROTECTED FROM VEHICULAR ENCROACHMENT BY A
 D-CURB. WHEEL STOPS ARE PERMITTED TO BE USED AT THE
 HEAD OF THE SPACES AS DISCUSSED.
  
 14) REPEAT COMMENT: THE TREE SURVEY, TO INCLUDE THE
 TREE MITIGATION PLAN, NEEDS TO INCLUDE THE AREAS
 SUBJECT TO THE NEW PARKING FIELD ON THE NORTH SIDE OF
 THE CAMPUS.
  
 15) THE NEW BUS PARKING AND BUS TURN AROUND APPEARS TO
 REQUIRE THE REMOVAL OF TREES. PLEASE SHOW THE TREE
 SURVEY FOR THIS AREA.
  
 16) THERE ARE NUMEROUS CONFLICTS BETWEEN PROPOSED LIGHT
 POLES AND TREES IN THE NEW PARKING ISLANDS NORTH OF THE
 ATHLETIC BUILDING. THE POLES MUST BE LOCATED AWAY FROM
 THE TREES. THEY MAY BE ABLE TO MOVE TO THE GAPS IN THE
 EXISTING BUFFER.
  
 PARKING
  
 17) CONDITION AMENDMENT FROM RES. NO. 2-12: PARKING
 PROVISION REQUIREMENT TO BE BASED ON ENROLLMENT
 NUMBERS, NOT MAXIMUM ENROLLMENT. ANNUAL VERIFICATION IS
 REQUIRED FROM KEISER UNIVERSITY. SPECIFIC LANGUAGE IS
 STILL TO BE DRAFTED.
  
 18) CONDITION AMENDMENT FROM RES. NO. 2-12: STAFF HAS
 DONE SOME RESEARCH ON ADJUNCT FACULTY AND WILL AGREE TO
 SPECIFICALLY PERMIT ADJUNCT FACULTY TO BE COUNTED AT A
 1:2 RATIO. THIS NUMBER WILL NEED TO BE INCLUDED ON THE
 ANNUAL VERIFICATIONS.
  
 19) REPEAT COMMENT: THE REQUIRED INTERIOR AND TERMINAL
 ISLAND LANDSCAPE (TREES) NEEDS TO BE SHOWN FOR EXISTING
 PARKING AREAS AND INSTALLED IF MISSING. NO LANDSCAPE
 PLAN WAS PROVIDED FOR THE EXISTING INTERIOR OR TERMINAL
 ISLANDS.
  
 20) THANK YOU FOR RESTRIPING THE ADA SPACES TO INCLUDE
 ACCESS AISLES ADJACENT TO EACH PARKING SPACE. AFTER
 DISCUSSION WITH THE CITY'S CONSTRUCTION SERVICES
 DIVISION, THERE ARE STILL SOME ITEMS THAT NEED BE
 CORRECTED TO BRING THE EXISTING ADA SPACES INTO
 COMPLIANCE.
  
 A. THE EXISTING NORTHERN PARKING FIELD NEEDS TO HAVE AN
 ADA COMPLIANT PEDESTRIAN CONNECTION FROM THE SIDEWALK
 IN FRONT OF THE ADA PARKING SPACES, ACROSS THE DRIVE
 AISLE, DIRECTLY TO BUILDING NO. 2.
 B. THE RESTRIPED ADA PARKING SPACES BY BUILDING NOS. 8
 AND 9 ARE REQUIRED TO HAVE AN ACCESSIBLE ROUTE TO THE
 BUILDINGS. PLEASE NOTE THAT THERE CURRENTLY EXISTS A
 SIDEWALK THAT IS NOT SHOWN ON THE MASTER PLAN THAT
 ALLOWS TIE IN.
 C. THE TWO ADA PARKING SPACES TO THE EAST OF THE DORMS
 NEED AN ACCESSIBLE ROUTE TO THE EAST SIDE OF THE
 BUILDING.
 D. THE TWO ADA PARKING SPACES ADJACENT TO THE SOFTBALL
 FIELD NEED TO PROVIDE AN ACCESSIBLE ROUTE TO THE
 SOFTBALL AND BASEBALL SEATING AS WELL AS THE SIDEWALK
 ON THE WEST SIDE OF THE DORMS.
  
 21) PLEASE EXPLAIN WHO PARKS IN THE 3 PARKING SPACES
 NEXT TO BUILDING NO. 1. THESE ARE THE CLOSEST SPACES TO
 THE BUILDING, SO IF THEY ARE USED FOR OPEN PARKING,
 THEY NEED TO INCLUDE AN ADA PARKING SPACE.
  
 22) THE NORTHERN ROW OF PARKING SPACES AT THE EXISTING
 MAIN PARKING AREA CURRENTLY CONTAINS 20 PARKING SPACES
 AS SHOWN ON THE AERIAL. THE PLANS SHOW THIS AS 19
 PARKING SPACES AT 9 FEET IN WIDTH. STAFF SUGGESTS
 KEEPING IT AT 20 PARKING SPACES (8.5 FEET IN WIDTH).
 THERE IS ONE FOOT LEFT OVER THAT CAN BE ABSORBED IN THE
 20 SPACES.
  
 23) PLEASE EXPLAIN WHY THE NEW NORTHERN PARKING AREA IS
 BEING PROPOSED WITH 26 FOOT WIDE DRIVE AISLES. THE CITY
 ONLY REQUIRES 24 FEET WIDTH. REDUCING PAVEMENT IS
 BENEFICIAL TO THE SITE.
  
 24) THE NEW NORTHERN PARKING FIELD IS CONSIDERED A
 SEPARATE PARKING AREA AND NEEDS TO MEET THE ADA PARKING
 REQUIREMENT FOR 117 SPACES, WHICH REQUIRES 5 ADA
 PARKING SPACES. PLEASE NOTE THAT THESE THREE ADDITIONAL
 SPACES CAN BE NEW OR RELOCATED FROM THE EXISTING
 NORTHERN LOT (ONE EXTRA SPACE SHOWN) AND THE SPACES
 WEST OF BUILDING NOS. 8 AND 9 (TWO EXTRA SPACES SHOWN)
  
 25) THE PARKING BAY IMMEDIATELY NORTHEAST OF THE NEW
 ATHLETIC BUILDING IS MISLABELED AS ONLY HAVING 8 AND
 NOT 10 PARKING SPACES ON SHEET MP.5.
  
 26) THE LANDSCAPE AREAS ADJACENT TO THE NEW NORTHERN
 PARKING AREA, THE BUS PARKING AND THE BUS TURN AROUND
 AREAS MUST BE SEPARATED FROM TYPE D CURBS. THIS IS NOT
 CLEARLY SHOWN ON THE PLANS, AND IN SOME INSTANCES LOOKS
 AS IF THERE IS NO CURBING PROVIDED.
  
 27) CONDITION: ALL PARKING SPACES WITHIN ANY PARKING
 ROW WHICH HAS ANY RESTRIPING OR OTHER MODIFICATION MUST
 BE RESTRIPED TO COMPLY WITH CITY STANDARDS AT THE TIME
 OF RESTRIPING OR MODIFICATION. IN ANY EVENT, ALL
 PARKING SPACES NEED TO BE STRIPED TO MEET CITY
 STANDARDS BY DECEMBER 31, 2020.
  
 BICYCLE PARKING
  
 28) REPEAT COMMENT: THE PLANS SHALL CLEARLY SHOW THE
 BICYCLE PAD DIMENSIONS AND RACKS IN CONFORMANCE WITH
 CITY STANDARDS AS WELL AS PROVIDE A DETAIL SHEET
 SHOWING THE ACTUAL PAD AND RACK DIMENSIONS.
  
 A. THE PLANS DO NOT SHOW THE DIMENSIONS OF THE EXISTING
 BICYCLE RACKS NOR ARE DETAILS PROVIDED OF THE SPECIFIC
 RACKS TO ALLOW STAFF TO VERIFY THAT THERE ARE 60
 EXISTING SPACES.
 B. THE NEW BICYCLE DETAIL SHOWN ON SHEET RP.1 ONLY
 SHOWS THE RACK AND DOES NOT INCLUDE THE PAD THAT THE
 RACK WILL BE INSTALLED ON. THE DETAIL MUST SHOW THE
 PAD, WITH THE CORRECT DIMENSIONS FOR AN 8 BICYCLE RACK
 (WIDTH 11.5 FEET X DEPTH 6 FEET). THE PLANS MUST ALSO
 INCLUDE THE PAD TO SCALE WITH THE ACCURATE DIMENSIONS.
