 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. PLEASE PROVIDE PRINTED COPIES OF THE TREE
 DISPOSITION CHART AND TREE MITIGATION CHART.
  
 2. SATISFIED. PLEASE PROVIDE TREE SURVEY AND TREE
 DISPOSITION PLAN FOR THE CECIL RD. ACCESS ROAD.
  
 3. PARTIALLY SATISFIED. PLEASE PROVIDE CURBS OR WHEEL
 STOPS IN PARKING AREAS ADJACENT TO LANDSCAPE AREAS.
 PLEASE SHADE OR INDICATE THE PROPOSED SPACES TO BE
 GRASS ON THE SITE PLAN AND LANDSCAPE PLAN. THE
 LANDSCAPE PLAN SUBMITTED SHOWS CURBS AROUND THE
 LANDSCAPE AREAS.
  
 4. NOT SATISFIED. THE WAIVER FOR THE BUFFER REDUCTION
 HAS SEVERAL ITEMS THAT NEED TO BE ADDRESSED:
 ? THE DETENTION AREA PROPOSED WILL RESULT IN THE
 REMOVAL OF EXISTING TREES PROVIDING BUFFERING. IT
 SHOULD BE RELOCATED TO A DIFFERENT LOCATION.
 THE PROPOSED LOCATION NEEDS TO BE ADJUSTED TO AVOID THE
 NARROW AREA IN THE BUFFER, AND SHOULD AVOID REMOVING
 ANY EXISTING TREES. DETENTION AREA ADDED ALONG CECIL
 ROAD WILL ALSO RESULT IN REMOVAL OF EXISTING TREES.
 ? ADDITIONAL TREES SHOULD BE ADDED TO PROVIDE MAXIMUM
 BUFFERING IN ORDER TO JUSTIFY THE REDUCED BUFFER.
 ADDITIONAL TREES PROPOSED ON THE SOUTH BUFFER ARE NOT
 SUFFICIENT TO JUSTIFY THE REDUCED BUFFER, RELOCATE
 DRAINAGE AREA AND ADD TREES.
  
  
 5. SATISFIED. PLEASE PROVIDE PRINTED COPIES OF THE
 STATEMENT REGARDING INVASIVE EXOTIC VEGETATION
 (SUBSECTION 18?).
  
 6. SATISFIED. THE BUFFER REFERRED TO IN THE NARRATIVE
 BETWEEN THE PARKING TO THE NORTH AND THE SPORTS ARE
 DOES NOT HAVE A HEDGE EXISTING. PLEASE INDICATE IF IT
 WILL BE REPLACED ON THE PARKING LOT SIDE OR THE SPORTS
 FIELD SIDE.
  
 7. SATISFIED. PLEASE PROVIDE THE REQUIRED LANDSCAPE
 BUFFERS ALONG THE NORTH AND SOUTH SIDES OF THE CECIL
 RD. ACCESS.
  
 8. PARTIALLY SATISFIED. THE GRASS PARKING AREAS
 INDICATED MAY NOT BE ALLOWED BY CODE. PLEASE PROVIDE
 PARKING LANDSCAPE TO MEET REQUIREMENTS.
 PLEASE SHADE OR INDICATE THE PROPOSED SPACES TO BE
 GRASS ON THE SITE PLAN AND LANDSCAPE PLAN. THE
 LANDSCAPE PLAN SUBMITTED SHOWS CURBS AROUND THE
 LANDSCAPE AREAS.
  
 9. SATISFIED. PLEASE PROVIDE LOCATIONS OF LIGHTING ON
 THE LANDSCAPE PLAN TO AVOID CONFLICTS WITH LANDSCAPING.
  
 10. SATISFIED. PLEASE SHOW LOCATIONS AND PROVIDE
 SCREENING FOR ALL GROUND MOUNTED EQUIPMENT AND
 UTILITIES INCLUDING FPL.
  
 11. SATISFIED. PLEASE CORRECT ITEM C IN THE FLORIDA
 FRIENDLY DESIGN OPTIONS CHART TO REFER TO TREES, NOT
 GRASS.
  
 12. SATISFIED. PLEASE ADD THE WATER USE LEVEL TO THE
 PLANT LIST FOR EACH SPECIES, AND INDICATE NATIVE
 SPECIES.
  
 13. SATISFIED. PLEASE ADDRESS HOW THE SPORTS FIELD
 ARTIFICIAL TURF WILL MEET THE REQUIREMENTS OF SECTION
 94-451.
  
 14. SATISFIED. DUMPSTER ENCLOSURE DETAIL IS PROVIDED,
 BUT LOCATION IS NOT SHOWN ON THE SITE OR LANDSCAPE
 PLAN.
  
 ADDITIONAL COMMENTS 7/21/17:
  
 15. THE ADA SPACES AND SIDEWALK THAT EXIST ON THE NORTH
 SIDE OF THE PRACTICE FIELD CONNECTING THE FACILITY TO
 THE MAIN WALKWAY NEAR THE STUDENT HOUSING WAS
 CONSTRUCTED LAST YEAR TO MEET ADA REQUIREMENTS AND
 AVOID DISTURBANCE OF EXISTING TREES. PLEASE EXPLAIN THE
 NEED TO RELOCATE THE ACCESS, POTENTIALLY NEGATIVELY
 AFFECTING EXISTING TREES AND UNDOING THE PREVIOUS
 ACCOMPLISHED SOLUTION.
  
 16. THE TREE MITIGATION CHART NEEDS TO BE CORRECTED TO
 REMOVE ANY MITIGATION REQUIREMENT FOR CARROTWOOD OR
 ALBIZIA, DUE TO THEM BEING CLASSIFIED AS INVASIVE
 EXOTICS.
  
 17. THE TREE PAYMENT IN LIEU CALCULATIONS NEED TO BE
 CORRECTED TO REFLECT THE ADDITION OF THE INSTALLATION
 COST FOR EACH TREE EQUAL TO THE TREE COST. (COST TIMES
 TWO). THE ADDITION OF MORE TREES ON SITE TO MITIGATE
 AND PROVIDE JUSTIFICATION FOR THE REDUCED BUFFER WIDTH
 WAIVER FOR THE USE AND PARKING IS PREFERRED BY STAFF
  
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
