 - THE PPRC COMMENTS SHALL BE SUFFICIENTLY ADDRESSED AND
 SUBMITTED TO THE PLANNING DIVISION BY 5 PM ON FRIDAY,
 MAY 26, 2017, TO BE ELIGIBLE TO BE SCHEDULED FOR THE

 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THE PPRC COMMENTS WITHIN 60 DAYS
 FROM THE DATE OF THE PPRC MEETING (BY JULY 10, 2017),
 THE CASE SHALL BE CONSIDERED WITHDRAWN. ANY FURTHER
 ACTION SHALL REQUIRE A NEW DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ACCESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($600).
  
 - PUBLIC HEARING NOTIFICATION SIGNAGE SHALL BE POSTED
 IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION
 94-39(I)(5) OF THE ZONING AND LAND DEVELOPMENT
 REGULATIONS.
  
 1) THE SURVEY NEEDS TO SHOW THE PROTRUDING FINGER OF
 PROPERTY ALL THE WAY TO MILITARY TRAIL, INCLUDING ANY
 EASEMENTS, ENCUMBRANCES AND IMPROVEMENTS.
  
 2) PLEASE PROVIDE AN UPDATE ON THE STATUS OF THE ROAD
 EASEMENT TO DALE ALEXANDER. CAN THIS BE ABANDONED?
  
 3) PROVIDE WRITTEN VERIFICATION FROM PALM BEACH COUNTY
 THAT THEY APPROVE OF THE PROPOSED IMPROVEMENTS WITHIN
 THE DRAINAGE AND UTILITY EASEMENT AREA RECORDED IN ORB
 4723 PG 1643.
  
 4) PROVIDE WRITTEN VERIFICATION FROM THE FLORIDA
 DEPARTMENT OF TRANSPORTATION (FDOT) THAT THE
 IMPROVEMENTS SHOWN WITHIN THE FDOT TRANSFER OF
 RESERVATION PARCEL NO. 801 DO NOT INTERFERE WITH THEIR
 FUTURE NEED OF THE PARCEL.
  
 5) PROVIDE PRELIMINARY ENGINEERING PLANS, TO INCLUDE
 PAVING AND DRAINAGE AND WATER AND SEWER PLANS.
  
 SITE PLAN
  
 6) THE PLAN SHOWN ON SHEET PSP.1 SHALL BE PROVIDED AT A
 LARGER SCALE THAN 1 INCH = 80 FEET.
  
 7) IN ACCORDANCE WITH RESOLUTION NO. 2-12, THE REQUIRED
 PARKING FOR THE CAMPUS NEEDS TO BE PROVIDED. THE
 SUBMITTED PLANS DO NOT MEET THIS REQUIREMENT. WHILE THE
 PARKING TABLE LISTS THE NUMBER OF REQUIRED PARKING
 SPACES, IT FAILS TO LIST THE NUMBER OF PROVIDED PARKING
 SPACES, TO INCLUDE THE NUMBER OF REQUIRED AND PROVIDED
 ADA PARKING SPACES. ADDITIONALLY, THE MASTER PLAN DOES
 NOT SHOW THE EXISTING PARKING OR THE ADDITIONAL PARKING
 TO VERIFY COMPLIANCE WITH THE CONDITION OF RESOLUTION
 NO. 2-12.
  
 8) THE DATA TABLES MUST BE UPDATED TO SHOW THE NUMBER
 OF DORMS ON CAMPUS AND HOW MANY SEATS ARE IN THE
 STADIUM.
  
 9) PROVIDE THE DIMENSION OF THE RECONFIGURED DRIVEWAY
 BETWEEN THE DORM PARKING LOT AND THE STADIUM DRIVEWAY.
  
 10) THE JUSTIFICATION STATEMENT MENTIONS THAT THERE IS
 PEDESTRIAN CIRCULATION WHICH IS SEPARATED FROM THE
 VEHICULAR CIRCULATION SYSTEM. THIS IS NOT REFLECTED ON
 THE SITE PLAN. PROVIDE A CONTINUOUS PEDESTRIAN SIDEWALK
 NETWORK THAT DOES NOT FORCE THE USER TO CUT DIAGONALLY
 ACROSS THE DRIVE AISLE (AS IT CURRENTLY DOES TO ACCESS
 THE GOLF AREA. ADDITIONALLY A SIDEWALK IS REQUIRED TO
 CONNECT TO THE MILITARY TRAIL BUS ROUTE(S).
  
 11) PROVIDE DETAILS OF THE PROPOSED FIELD LIGHTS AND
 SCOREBOARD, TO INCLUDE THE HEIGHT. PLEASE NOTE THAT THE
 CSPD DISTRICT PERMITS A MAXIMUM HEIGHT OF 80 FEET.
 NOTE: THE LIGHT POLES MAY BE ATTRACTIVE TO CELLULAR
 COMPANIES AS ANTENNA SITES.
  
 12) THE PLANS CALL OUT FIELD LIGHTS. THIS IMPLIES THAT
 THERE WILL BE EVENING AND NIGHT GAMES. SHOW HOW THERE
 WILL BE ILLUMINATION OF THE PARKING AREAS AND CECEILE
 AVENUE FOR THE SAFETY OF FANS LEAVING THE GAME.
  
 13) PROVIDE THE PHOTOMETRIC PLANS FOR THE BOUNDARIES OF
 THE SITE ADJACENT TO THE RESIDENTIAL DISTRICTS AND THE
 MILITARY TRAIL ROW TO VERIFY THAT THE LIGHT FIXTURES DO
 NOT CREATE GLARE (NO MORE THAN 0.5 FOOTCANDLES IN
 RESIDENTIAL DISTRICTS) ONTO THOSE PROPERTIES.
  
 14) THE PROPOSED DUMPSTER ENCLOSURE DOES NOT MEET CITY
 MINIMUM SIZE REQUIREMENTS.
  
 15) THE APPLICATION IS REQUESTING A WAIVER FROM THE
 REQUIREMENT THAT, "ALL SITES SHALL CONTAIN AT LEAST A
 100-FOOT WIDE LANDSCAPED, OPEN SPACE BUFFER ADJACENT TO
 ALL RESIDENTIAL ZONING DISTRICTS." THE JUSTIFICATION
 STATEMENT CLAIMS THAT THE REDUCED AREA INCLUDES
 LANDSCAPING AND AN EXISTING FENCE TO SCREEN, BUFFER AND
 ABSORB SOUNDS AND LIGHT FROM THE STADIUM. THE EXISTING
 SIX FOOT HIGH FENCE IS CHAIN LINK, WHICH WILL PROVIDE
 NO SOUND OR LIGHT BUFFERING. THE LANDSCAPE INCLUDES A
 35 FOOT WIDE DRY DETENTION AREA WITH THE PHYSICAL
 LANDSCAPE BUFFER CONSISTING OF A FEW RECENTLY PLANTED
 OAK TREES AND SABLE PALM GROUPINGS. THIS IS
 INSUFFICIENT LANDSCAPE TO MITIGATE THE BUFFER
 REDUCTION.
  
 16) NO JUSTIFICATION WAS SHOWN FOR THE FOLLOWING
 STANDARD THAT REQUIRES A WAIVER, "ALL OUTDOOR ACTIVITY
 AREAS: 100 FEET FROM ANY PROPERTY LINE."
  
 17) PROVIDE DETAILS FOR THE BLEACHERS, TO INCLUDE
 HEIGHT AND ELEVATIONS.
  
 18) WHERE ARE THE CONCESSION AND MERCHANDISE STANDS?
  
 LANDSCAPE PLAN
  
 19) THE TREE SURVEY WAS NOT PROVIDED IN PAPER FORM. THE
 REVIEW OF THE ELECTRONIC VERSION OF THE TREE SURVEY
 DOES NOT SHOW THE ENTIRE LIMITS OF WORK.
  
 20) THE ZONING AND LAND DEVELOPMENT REGULATIONS REQUIRE
 THAT, "ALL SITES SHALL CONTAIN AT LEAST A 100-FOOT WIDE
 LANDSCAPED, OPEN SPACE BUFFER ADJACENT TO ALL
 RESIDENTIAL ZONING DISTRICTS." THE ONE ROW OF 49 BUFFER
 TREES, SPACED 30 FEET APART, DO NOT MEET THE STANDARD
 OF A 100 FOOT WIDE LANDSCAPE BUFFER TO SERVE AS
 SCREENING.
  
 21) THE PROPERTY LINES ALONG THE NORTH, SOUTH AND WEST
 SIDES OF THE FINGER PROTRUDING TO MILITARY TRAIL (AREA
 CONTAINING CECEILE AVENUE) ARE REQUIRED TO COMPLY WITH
 THE BUFFER REQUIREMENTS OF THE CITY'S LANDSCAPE
 REGULATIONS. THE LANDSCAPE PLAN SHOWS NO LANDSCAPE IN
 THESE AREAS. THE DRY RETENTION AREA AND SOD DO NOT MEET
 THE LANDSCAPE BUFFER REQUIREMENTS.
  
 22) THE PROVIDED PLANS DO NOT CLEARLY SHOW THAT THE
 LANDSCAPE AREAS PROTECTED FROM VEHICULAR ENCROACHMENT
 BY A D-CURB.
  
 23) THE LANDSCAPE PLAN FAILS TO SHOW THE REQUIRED
 LANDSCAPE AROUND THE DUMPSTER ENCLOSURE.
  
 24) NO TREES ARE SHOWN IN THE TERMINAL ISLANDS AT
 EITHER SIDE OF THE REVISED DRIVEWAY BETWEEN THE DORM
 PARKING LOT AND THE STADIUM DRIVEWAY.
  
 25) THE GRASS PARKING IS REQUIRED TO HAVE INTERIOR AND
 TERMINAL TREES IN CONFORMANCE WITH THE CITY'S PARKING
 STANDARDS.
  
 PARKING
  
 26) THE JUSTIFICATION STATEMENT STATES THAT THE REQUEST
 IS TO RECALCULATE THE PARKING REQUIREMENTS. THE PARKING
 TABLE LOCATED IN ARTICLE XV OF THE ZONING AND LAND
 DEVELOPMENT REGULATIONS DICTATES THE PARKING REQUIRED
 FOR A USE. BASED ON THE MAXIMUM 1,800 STUDENT COUNT,
 THE FACULTY COUNT AND THE NUMBER OF ASSEMBLY SEATS
 PROVIDED TO THE CITY AS PART OF THE LAST MAJOR
 AMENDMENT, THE REQUIRED PARKING IS 2,615 PARKING
 SPACES. STAFF HAS REVIEWED THE INFORMATION PROVIDED AS
 PART OF THE PARKING STUDY; HOWEVER, PARKING
 REQUIREMENTS ARE NOT BASED ON OBSERVATION OF CURRENT
 CONDITIONS OR THE ITE PARKING MANUAL, BUT THE CITY'S
 PARKING REQUIREMENTS. IF YOU DO NOT AGREE WITH THE
 PARKING REQUIREMENTS OUTLINED IN THE ZONING AND LAND
 DEVELOPMENT REGULATIONS, YOU ARE WELCOME TO APPLY FOR A
 CODE TEXT AMENDMENT, WHICH IF APPROVED, WOULD APPLY TO
 ALL SCHOOLS, COLLEGES, AND UNIVERSITIES: PUBLIC/PRIVATE
 WITHIN THE CITY. THE ZONING AND LAND DEVELOPMENT
 REGULATIONS DO NOT PERMIT THE REDUCTION OF PARKING AT
 THIS LOCATION; THEREFORE, THE CITY CANNOT ADOPT A
 PARKING STUDY THAT DOES NOT MEET THE MINIMUM
 REQUIREMENTS OF THE ZONING AND LAND DEVELOPMENT
 REGULATIONS. PLEASE NOTE THAT THE ARGUMENTS YOU MAKE IN
 FAVOR OF THE PARKING RECALCULATION ARE ONES THAT YOU
 MAY INCLUDE WITH A CODE TEXT AMENDMENT.
  
 27) THE STADIUM REQUIRES 305 PARKING SPACES, YET ONLY
 220 NEW PARKING SPACES ARE PROPOSED FOR THE STADIUM.
  
 28) THE PROPOSED GRASS PARKING REQUIRES CITY COMMISSION
 APPROVAL AS A WAIVER TO THE CSPD. PROVIDE COMPLIANCE
 WITH THE WAIVER STANDARDS.
  
 29) THE NEWLY PROPOSED PARKING ALONG CECEILE AVENUE
 DOES NOT COMPLY WITH THE FOLLOWING STADIUM ADDITIONAL
 STANDARD, "ALL PARKING, LOADING, AND VEHICULAR
 CIRCULATION AREAS: 100 FEET FROM ANY PROPERTY LINE."
  
 30) THE PARKING DETAIL ON SHEET PSP.1 DOES NOT MEET THE
 CITY STANDARD.
  
 31) NO PARKING DETAIL WAS PROVIDED FOR THE PARALLEL
 PARKING SPACES. PLEASE PROVIDE THE END OF EACH ROW WITH
 A 45 DEGREE ANGLE FOR EASE IN PARKING.
  
 32) THE EASTERN TEN PARALLEL SPACES DO NOT FUNCTION AS
 THERE IS NO TURN AROUND AT THE DEAD END FOR ANYONE
 WISHING TO USE THE PARKING SPACES.
  
 33) NO ADA PARKING SPACES WERE PROVIDED FOR THE
 STADIUM.
  
 34) BICYCLE PARKING IS REQUIRED.
  
 35) THE NEW ATHLETIC BUILDING REQUIRES ONE 10 FOOT BY
 25 FOOT LOADING SPACE.
  
 36) WHERE WILL THE TEAM BUSSES UNLOAD AND PARK? PROVIDE
 TURNING RADIUS DRAWINGS TO SHOW HOW THE BUSSES WILL
 NEGOTIATE ENTERING AND THEN LEAVING THE SITE.
  
 TRAFFIC
  
 37) WHILE THE TRAFFIC STATEMENT INDICATES THAT THERE
 WILL BE NO ADDITIONAL PEAK HOUR VEHICLE TRIPS BASED ON
 THE NEW STADIUM, YOU ARE REQUIRED TO SUBMIT A PALM
 BEACH COUNTY TRAFFIC APPROVAL LETTER WITH THE
 APPLICATION. PALM BEACH COUNTY MAKES THE DETERMINATION
 IF THE STADIUM IS INCLUDED IN THE APPROVAL OF THE 1,800
 STUDENT CAMPUS.
  
 38) THE JUSTIFICATION STATEMENT PROVIDES THAT THE SITE
 WILL BE DIRECTLY ACCESSED FROM MILITARY TRAIL VIA
 CECEILE AVENUE. PROVIDE A TRAFFIC IMPACT STUDY FOR THE
 ACCESS POINT AND DEMONSTRATE HOW THIS IS A SAFE ACCESS
 POINT FOR GAME DAY TRAFFIC, VERIFIED BY PALM BEACH
 COUNTY/FDOT, TO SHOW COMPLIANCE WITH THE STANDARD THAT,
 "ADEQUATE TRAFFIC FACILITIES, SUCH AS INTERSECTION
 IMPROVEMENTS, TURN LANES, ACCELERATION LANES,
 SIGNALIZATION, ETC., SHALL BE PROVIDED TO MINIMIZE THE
 IMPACTS OF THE FACILITY ON ADJACENT PUBLIC
 THOROUGHFARES." STAFF NOTES THAT THE PROPOSED
 WESTERNMOST GRASS PARKING SPACES WILL CREATE A BACKUP
 FOR ANYONE ENTERING THE SITE FROM MILITARY TRAIL.
