 (ISPR NO. 17-01)
  
 THIS IS AN INITIAL LEVEL REVIEW. CONSTRUCTION LEVEL
 DETAILS, DESIGN CALCULATIONS, AND THE POLLUTION
 PREVENTION PLAN WILL BE REVIEWED AS PART OF THE
 ENGINEERING DEVELOPMENT APPROVAL AND BUILDING PERMIT
 APPLICATION PROCESSES.
  
 NO CIVIL ENGINEERING PLANS WERE SUBMITTED IN THE
 INITIAL SITE PLAN PACKAGE INDICATING STORMWATER CONTROL
 AND PLANS FOR WATER AND SEWER SERVICES/CONNECTIONS FOR
 THE PROPOSED DEVELOPMENT. FOLLOWING COMMENTS NEED TO BE
 ADDRESSED PRIOR TO SITE PLAN APPROVAL:
  
 1. A TRAFFIC IMPACT STATEMENT WILL BE REQUIRED TO
 DEMONSTRATE THAT THE PROPOSED DEVELOPMENT WOULD NOT
 IMPACT THE TRAFFIC PATTERN IN THE VICINITY OF THE
 DEVELOPMENT ADVERSELY. PLEASE CONTACT UYEN DANG, CITY'S
 TRANSPORTATION ENGINEER AT (561) 494-1087;
  
 2. SURVEY AND SITE PLAN HAVE LOT DIMENSIONS THAT ARE
 NOT CONSISTENT. PLEASE REVISE SITE PLAN TO CORRECT
 DISCREPANCIES DURING NEXT REVIEW/RE-SUBMITTAL. PARKING
 SHOWN ON THE 27TH ST. CANNOT BE PRIVATE. ONLY PUBLIC
 PARKING WITH METER WILL BE ALLOWED ON CITY'S
 RIGHT-OF-WAY. PLEASE CONTACT UYEN DANG, CITY'S
 TRANSPORTATION ENGINEER AT (561) 494-1087 FOR APPROVAL;
  
 3. PLEASE SHOW ON THE PLANS, IN THE NEXT REVIEW LEVEL,
 HOW WILL THE SITE/BUILDING BE SERVED FOR WATER, SEWER
 AND FIRE PROTECTION. SHOW ALL EXISTING UTILITIES WITHIN
 THE VICINITY OF THE PROPOSED SITE AS WELL AS PROPOSED
 UTILITIES TO SERVE THE DEVELOPMENT (LABEL SIZE AND
 MATERIAL OF ALL PIPES AND CONDUITS ETC.);
  
 4. SUBMIT ESTIMATES FOR WATER AND FIRE DEMAND, BOTH
 AVERAGE AND PEAK FLOW WITH PEAKING FACTOR. ALSO SUBMIT
 ESTIMATES OF SANITARY SEWER FLOW FOR THE PROPOSED
 DEVELOPMENT;
  
 5. THE AVAILABLE WATER PRESSURE IN THIS PORTION OF THE
 CITY MAY NOT BE ACCEPTABLE AT ELEVATIONS HIGHER THAN
 THE 2ND FLOOR. WE RECOMMEND A LONG-TERM PRESSURE STUDY
 BE PERFORMED PRIOR TO FINALIZATION OF THE UTILITY
 DESIGN;
  
 6. ON THE LANDSCAPING PLAN, WHEN SUBMITTED IN THE NEXT
 REVIEW PHASE, SHOW LOCATIONS OF ALL WATER METERS,
 VALVES, CLEAN-OUTS, LIGHT POLES, ETC. ROOT BARRIERS MAY
 BE REQUIRED WHERE PLANTINGS ARE NEAR UNDERGROUND
 STORMWATER, SANITARY, OR POTABLE WATER LINES. ALSO
 CLEARLY INDICATE ALL EXISTING AND PROPOSED EASEMENTS ON
 THE LANDSCAPE PLAN;
  
 7. PLEASE ALSO SHOW ON THE LANDSCAPE PLAN, WHEN
 SUBMITTED IN THE NEXT REVIEW PHASE, SHOW THE SIGHT
 TRIANGLES FOR THE ALL VEHICULAR EXITS FROM THE SITE.
 (SECTION 94-305E, CODE OF ORDINANCES);
  
 8. A MAINTENANCE AGREEMENT WILL BE REQUIRED FOR THE
 NON-STANDARD ELEMENTS (TREES AND TREE GRATES; PAVERS,
 ETC.) PROPOSED WITHIN POINSETTIA AVENUE AND 27TH STREET
 RIGHT-OF-WAYS;
  
 9. SHOW ON THE SITE PLANS ADA ACCESSIBLE RAMPS ON THE
 SIDEWALK AT EACH ENTRANCE AND EXIT /DRIVEWAY APPROACH;
  
 10. PLEASE SUBMIT ESTIMATES FOR THE SOLID WASTE
 COLLECTION YARDAGE AT THE CONCEPTUAL STAGE. AS PART OF
 THE FINAL DESIGN, THIS SOLID WASTE ESTIMATE WILL NEED
 TO BE VERIFIED TO VALIDATE APPROPRIATE NUMBER AND SIZE
 OF DUMPSTERS/GARBAGE RECEPTACLES. PLEASE SHOW ON THE
 PLAN IF A COMPACTOR IS
 PROPOSED TO REDUCE THE YARDAGE OF WASTE THAT WILL NEED
 TO BE COLLECTED;
  
 11. THE TRASH DUMPSTER/COMPACTORS MUST LOCATED IN AREAS
 EASILY SERVICED BY THE CITY SANITATION EQUIPMENT AND
 MANPOWER PER SECTION 74-35(A)(5) OF THE CODE OF
 ORDINANCES. A 'TRASH ROOM' IS SHOWN ON THE SUBMITTED
 SITE PLAN WHICH IS INSIDE THE BUILDING ENCLOSURE;
  
 12. IF ROLL OUT TYPE DUMPSTER IS PROPOSED, PLEASE NOTE
 ON THE PLANS THAT: "OWNER IS RESPONSIBLE TO ROLL OUT
 THE DUMPSTER OUTSIDE THE ENCLOSURE TO THE OPEN SPACE
 PRIOR TO CITY'S SANITATION CREW PICK UP GARBAGE".
 CITY'S FRONT LOADING SANITATION/GARBAGE TRUCKS NEED AT
 LEAST 25-FEET VERTICAL CLEARANCE FOR TIPPING THE
 GARBAGE RECEPTACLES/BINS OVER IT;
  
 13. FOR SANITATION/GARBAGE COLLECTION CONTACT THE
 CITY'S PUBLIC WORKS DEPARTMENT. FINAL APPROVED SITE
 PLANS NEED TO SHOW PROPOSED SANITATION COLLECTION PLANS
 AND DETAILS; AND WILL NEED APPROVAL FROM PETER BIENIEK,
 PUBLIC WORKS DIRECTOR. IF A SEPARATE ON-SITE LOCATION
 IS CHOSEN FOR STANDARD DUMPSTER, PLEASE INCLUDE THE
 CITY OF WEST PALM BEACH STANDARD DETAIL FOR THE
 DUMPSTER ENCLOSURE ON THE PLANS. MINIMUM DIMENSIONAL
 (E.G. THE GATE WIDTH MUST BE A MINIMUM OF 12.5 FEET)
 REQUIREMENTS FOR THE ENCLOSURE ARE LISTED IN CODE OF
 ORDINANCES, SECTION 94-444(B) OF THE CODE OF
 ORDINANCES. CITY STANDARD DETAIL GC-8 MAY BE DOWNLOADED

 14. PLEASE PROVIDE AN AUTOTURN ANALYSIS DEMONSTRATING
 THE SOLID WASTE COLLECTION VEHICLE CAN ACCESS AND
 MANEUVER WITHIN THE PROPOSED DEVELOPMENT.
 AFTER THE SITE PLAN IS APPROVED, IN THE NEXT PHASE, THE
 FOLLOWING GENERAL COMMENTS MUST BE ADDRESSED PRIOR TO
 ISSUANCE OF CONSTRUCTION AUTHORIZATION INCLUDING
 BUILDING PERMITS AND ENGINEERING DEVELOPMENT APPROVAL:
  
 15. AN ENGINEERING DEVELOPMENT APPROVAL APPLICATION
 WILL BE REQUIRED FROM THE ENGINEERING SERVICES
 DEPARTMENT. THE ENGINEERING DEVELOPMENT APPROVAL
 APPLICATION FORMS CAN BE DOWNLOADED FROM THE FOLLOWING

 16. PLEASE SUBMIT THE LATEST VERSION OF THE 'AUTO-CALC
 CERTIFIED COST ESTIMATE FORM' FOR SUBMISSION TO CITY OF
 WEST PALM BEACH PUBLIC WORKS DEPARTMENT FOR ADDITIONAL
 WORK PROPOSED. THIS FORM CAN BE DOWNLOADED FROM THE
 FOLLOWING LINK:

 17. SUBMIT WITH THE ENGINEERING DEVELOPMENT APPROVAL
 APPLICATION SIGNED & SEALED ENGINEER/MEP WATER AND
 SANITARY SEWER CALCULATION (IN DETAIL I.E. AVERAGE AND
 PEAK WITH PEAKING FACTOR). SUBMIT CALCULATIONS TO
 VALIDATE METER SIZE SELECTION. SHOW THESE CALCULATIONS
 ON THE UTILITY PLAN SHEET AS WELL;
  
 18. SHOW ON THE FINAL PLANS WHERE ARE THE PROPOSED
 WATER AND SANITARY SEWER LINES ARE CONNECTED TO
 EXISTING WATER AND SEWER MAINS ON THE PRESIDENTIAL WAY;
  
 19. SHOW THE NEAREST FIRE HYDRANT TO THIS SITE ON THE
 FINAL UTILITY PLAN. FIRE HYDRANT FLOW TEST DATA FROM
 EXISTING FIRE HYDRANT WILL BE REQUIRED PART OF THE PLAN
 SUBMITTAL;
  
 20. PLEASE INCLUDE THE LATEST VERSION OF THE APPLICABLE
 CITY OF WEST PALM BEACH STANDARD UTILITY DETAILS TO THE
 DETAIL SHEET/S DURING SUBMISSION OF THE FINAL
 ENGINEERING PLANS. CONTACT THE ENGINEERING SERVICES
 DEPARTMENT FOR THE LATEST REVISED DETAILS IN CAD
 FORMAT. CITY'S STANDARD DETAILS (IN PDF FILE FORMAT)

 21. PLACEMENT OF THE ANY PROPOSED METER, BACKFLOW
 PREVENTER, DCDA ETC. SHALL BE INSTALLED PER THE CITY'S
 STANDARD DETAILS. WATER METER SHOULD BE WITHIN THE
 RIGHT-OF-WAY OR INSIDE AN 'UTILITY EASEMENT' JUST
 INSIDE THE PROPERTY NEAR THE RIGHT-OF-WAY AND
 ACCESSIBLE;
  
 22. IN THE FINAL PLANS, SHOW CONFLICT INFORMATION
 (BOTTOM AND TOP OF CROSSING PIPES) AT THE CONFLICT
 POINTS OF ALL WATER, STORM AND SANITARY SEWER PIPES AS
 WELL AS OTHER FRANCHISE UTILITIES. EXISTING UTILITIES
 WITHIN THE PROPOSED SANITARY SEWER LATERAL ARE TO BE
 VERIFIED VIA SOFTDIGS AND PROVIDE ALL UTILITY CROSSING
 INFORMATION;
  
 23. IN THE FINAL PLANS, SHOW DIRECTION OF FLOW FOR THE
 EXISTING SANITARY SEWER. SHOW INVERT AT CONNECTION
 POINTS AND INCLUDE A PROFILE FOR THE PROPOSED SERVICE
 LATERAL WITH GROUND ELEVATIONS ABOVE THE PIPE;
  
 24. PAVEMENT RESTORATION FOR OPEN CUT/TRENCH FOR
 UTILITY CONNECTION WORKS WILL NEED TO BE IN ACCORDANCE
 WITH CITY STANDARD DETAIL GC-9. THE ROAD SHALL BE
 MILLED/RESURFACED FOR FULL LANE WIDTH OF THE TRAVEL
 LANE(S) ENCROACHED BY THE TRENCH AREA, INCLUDING A
 TRANSITION AREA OF 50 FEET ON EACH SIDE OF THE TRENCH.
 PLEASE SHOW ON THE FINAL PLANS THE EXTENT OF THE
 MILLING AND RESURFACING;
  
 25. SHOW ON THE FINAL PLANS SIZE AND MATERIAL OF ALL
 EXISTING UTILITIES ON POINSETTIA AVENUE AND 27TH STREET
 INCLUDING BUT NOT LIMITED TO WATER, SEWER, GAS,
 UNDERGROUND ELECTRIC CONDUITS ETC. PLEASE IDENTIFY THE
 SOURCE OF THE AS-BUILT INFORMATION UTILIZED FOR THE
 POTABLE WATER, SANITARY SEWER, AND STORM SEWER DESIGN;
  
 26. FOR THE FINAL WATER AND SEWER PLANS, INCLUDE A NOTE
 THAT: AS OF DECEMBER 20, 2015 THE CITY OF WEST PALM
 BEACH CROSS-CONNECTION CONTROL MANUAL HAS BEEN REVISED,
 MAKING KNOWN THAT "ALL BACKFLOW DEVICES MUST BE LEAD
 FREE." FOR MORE INFORMATION REFER TO THE LINK BELOW:
