 2. IN ADDITION TO BEING A TAXI/RIDESHARING
 PICKUP/DROPOFF, PLEASE CLARIFY WHEN THE VALET STATION
 IN THE INTERNAL DRIVE AISLE WILL BE USED AND BY WHICH
 TYPES OF USERS.
 3. WOULD TAXI/RIDESHARING PICKUP/DROPOFF FOR HOTEL
 GUESTS BE LOCATED AT THE INTERNAL DRIVE AISLE VALET
 STATION, AND THE 4TH STREET VALET STATION WOULD NOT
 ALLOW TAXI/RIDESHARING PICKUP/DROPOFF? IF SO,
 WAYFINDING SIGNAGE WOULD BE NEEDED TO PROVIDE CLEAR
 DIRECTIONS TO HOTEL GUESTS.
 4. THE TRAFFIC STUDY INDICATES THAT 5 VALET ATTENDANTS
 ARE NEEDED AT THE 4TH STREET VALET STATION, BUT THE
 PARKING MANAGEMENT PLAN INDICATES THAT A MAXIMUM OF 6
 VALET ATTENDANTS ARE NEEDED FOR THE ENTIRE SITE. THIS
 LEAVES 1 VALET ATTENDANT FOR THE OTHER 3 VALET
 STATIONS. PLEASE CLARIFY THE NUMBER OF VALET ATTENDANTS
 NEEDED.
 5. IN THE PARKING MANAGEMENT PLAN, THE PARKING
 ACCUMULATION CALCULATION REPRESENTS THE NUMBER OF
 OCCUPIED PARKING SPACES AT ANY GIVEN TIME, WHICH DOES
 NOT REPRESENT THE NUMBER OF VEHICLE ARRIVALS AND
 DEPARTURES. THE NUMBER OF VEHICLE ARRIVALS AND
 DEPARTURES ARE DOCUMENTED IN THE VEHICULAR TRIP
 GENERATION IN THE TRAFFIC STUDY, WHICH SHOWS AN AM PEAK
 HOUR TRIPS OF 395 (258 IN / 137 OUT) AND PM PEAK HOUR
 TRIPS OF 437 (163 IN / 275 OUT).
 6. THE PARKING MANAGEMENT PLAN INDICATES THAT RESIDENTS
 AND OFFICE TENANTS COULD CHOOSE TO PICK UP THEIR
 VEHICLES EITHER INSIDE THE GARAGE OR AT THE 4TH STREET
 VALET STATION. COULD RESIDENTS AND OFFICE TENANTS BE
 RESTRICTED (THROUGH THE PROPOSED EMAIL/TEXT MESSAGE
 SYSTEM) TO PICK UP THEIR VEHICLES AT VALET STATIONS
 INSIDE THE GARAGE DURING PEAK HOUR OR DYNAMICALLY BASED
 ON THE DEMAND AND CONGESTION LEVEL AT THE 4TH STREET
 VALET STATION?
 7. CLARIFY IF THE ASSUMED 2.5-MINUTE VALET RUNNING TIME
 IS REASONABLE, GIVEN 33% OF PARKING SPACES ARE TANDEM
 PARKING SPACES, 31% OF PARKING SPACES ARE PARKING LIFTS
 WITH SOME BEING TANDEM PARKING LIFTS, AND THE POTENTIAL
 FOR VALET ATTENDANTS TO DRIVE 5 FLOORS DOWN THE GARAGE.
 8. WHAT BACKUP PLANS ARE IN PLACE SHOULD THE PARKING
 LIFT MALFUNCTION AND THE VALET ATTENDANTS ARE UNABLE TO
 RETRIEVE VEHICLES ON THE PARKING LIFTS?
 9. WHAT MEASURES ARE IN PLACE TO DIFFERENTIATE BETWEEN
 COMMERCIAL PATRONS, HOTEL GUESTS, OFFICE TENANTS AND
 RESIDENTS TO MAKE SURE THEY DROP OFF VEHICLES AT THE
 APPROPRIATE VALET STATIONS?
 10. ARE COMMERCIAL PATRONS AND HOTEL GUESTS ALLOWED TO
 SELF PARK?
 11. PROVIDE VALET PICK-UP/DROP-OFF CIRCULATION ROUTES
 FOR EACH VALET STATION, AS WELL AS THE UBER/LYFT
 CIRCULATION ROUTES. ALSO, PROVIDE AUTOTURN EXHIBITS AT
 LOCATIONS WITH LIMITED CURB RADII SUCH AS AROUND THE
 4TH STREET VALET STATION AND THE EASTERN GARAGE
 ENTRANCE.
 12. THE RESPONSE TO COMMENTS IN THE PARKING MANAGEMENT
 PLAN INDICATED THAT A SMALL NUMBER OF RESIDENTIAL
 TENANTS WILL BE OFFERED TWO-TANDEM SPACES AS PART OF
 THEIR RENTAL AGREEMENT. SINCE THE CURRENT PARKING
 SUPPLY IS AT THE MINIMUM REQUIRED BY CITY CODE WITH
 SHARED PARKING, ANY RESERVED PARKING SPACES WOULD
 RESULT IN CODE VIOLATION AS THOSE RESERVED PARKING
 SPACES WOULD BE EXCLUDED FROM THE SHARED PARKING
 CALCULATION.
 13. CONSIDERING MOVING ALL OR PART OF THE OUTDOOR BIKE
 RACKS AND BIKE SHARING STATIONS TO BE UNDER THE CANOPY
 OR COVER.
 14. PROVIDE ADDITIONAL TDM MEASURES INCLUDING THE TDM
 MEASURES LISTED BELOW, IN ADDITION TO DESIGNATED
 CAR-SHARING PARKING SPACES, BIKE SHARING STATION,
 TROLLEY STOP ON DIXIE HIGHWAY AND CONTRIBUTION TO CITY
 TROLLEY FUND. DETAILS OF THE TDM MEASURES WILL BE
 DETERMINED BY THE CITY. MONITORING OF THESE TDM
 MEASURES WILL ALSO BE REQUIRED.

 THE FOLLOWING ITEMS RELATED TO COMMENTS PROVIDED

 1. PROVIDE LANDSCAPED RAISED MEDIAN BETWEEN 4TH STREET
 AND DIXIE HIGHWAY ON QUADRILLE BOULEVARD. THE MEDIAN
 DESIGN SHOULD PREVENT WESTBOUND VEHICLES FROM MAKING
 LEFT-TURNS FROM THE DRIVEWAY. COORDINATE WITH FDOT ON
 THE TURN LANE REQUIREMENTS AT QUADRILLE BOULEVARD/4TH
 STREET, THE SITE DRIVEWAY, AND EASTBOUND LEFT-TURN AT
 QUADRILLE BOULEVARD/DIXIE HIGHWAY.
 2. PURSUE WITH FDOT ON ELIMINATING THE EXCLUSIVE
 RIGHT-TURN LANE REQUIREMENT ON QUADRILLE BOULEVARD. THE
 CITY WILL PROVIDE A LETTER OF SUPPORT TO THE APPLICANT.
 3. CONDUCT TRAFFIC SIGNAL WARRANT ANALYSES AT QUADRILLE
 BOULEVARD/4TH STREET EVERY YEAR FOR 2 YEARS WHEN THE
 FOLLOWING CONDITIONS ARE MET:
 O CO IS ISSUED FOR AT LEAST 50% OF THE PROPOSED
 RESIDENTIAL UNITS, HOTEL OR GENERAL OFFICE USES, AND
 THE WESTBOUND APPROACH AT QUADRILLE BOULEVARD/4TH
 STREET IS OPERATING AT LOS F DURING WEEKDAY AM OR PM
 PEAK HOUR WHEN ANALYZED USING THE LATEST HIGHWAY
 CAPACITY MANUAL METHODOLOGY.
 O CO IS ISSUED FOR AT LEAST 85% OF THE PROPOSED
 RESIDENTIAL UNITS, HOTEL OR GENERAL OFFICE USES, AND
 THE WESTBOUND APPROACH AT QUADRILLE BOULEVARD/4TH
 STREET IS OPERATING AT LOS F DURING WEEKDAY AM OR PM
 PEAK HOUR WHEN ANALYZED USING THE LATEST HIGHWAY
 CAPACITY MANUAL METHODOLOGY.
 O THE LAST CO IS ISSUED FOR THE PROPOSED DEVELOPMENT.
 4. THE TRAFFIC SIGNAL ANALYSES SHOULD INCLUDE, AT A
 MINIMUM, WARRANT 1 EIGHT-HOUR VEHICULAR VOLUME, WARRANT
 2 FOUR-HOUR VEHICULAR VOLUME, WARRANT 4 PEDESTRIAN
 VOLUME, AND WARRANT 7 CRASH EXPERIENCE DOCUMENTED IN
 THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD).
 THE NECESSARY TRAFFIC AND SAFETY DATA SHOULD BE
 COLLECTED FOR THE ANALYSES.
 5. SHOULD THE REQUEST FOR TRAFFIC SIGNAL BE DENIED, THE
 DEVELOPMENT SHOULD IMPLEMENT ALTERNATIVE MEASURES TO
 MITIGATE TRAFFIC CONGESTION AT QUADRILLE BOULEVARD/4TH
 STREET, INCLUDING BUT NOT LIMITED TO ADDITIONAL TDM
 MEASURES, WAYFINDING SIGNS TO DIVERT TRIPS TO THE
 QUADRILLE BOULEVARD/3RD STREET INTERSECTIONS, ETC. IN
 ADDITION, THE DEVELOPMENT SHOULD, ON CITY?S REQUEST,
 CONDUCT AN ENGINEERING STUDY FOR A POTENTIAL ENHANCED
 PEDESTRIAN CROSSWALK CROSSING QUADRILLE BOULEVARD AT
 4TH STREET, AND PURSUE SUCH A CROSSWALK APPROVAL WITH
 FDOT, AND IF APPROVED, CONSTRUCT SUCH ENHANCED
 CROSSWALK AT THE DEVELOPER?S OWN EXPENSES.
 6. PROVIDE SURETY FOR THE CONSTRUCTION OF A TRAFFIC
 SIGNAL AT QUADRILLE BOULEVARD/4TH STREET UNTIL THE
 OBLIGATIONS RELATED TO TRAFFIC SIGNAL WARRANT ANALYSES
 OR SIGNAL CONSTRUCTION (#3, #4 AND #5 ABOVE) ARE FULLY
 MET.
 7. PROVIDE SIDEWALK EASEMENT FOR THE PORTION OF
 SIDEWALK OUTSIDE RIGHT-OF-WAY.
 8. PLEASE REPLACE OR RESET THE PAVERS AT THE DIXIE
 HIGHWAY/4TH STREET INTERSECTION AS THE PAVERS WILL BE
 IMPACTED DURING MILLING AND RESURFACING.
 9. A TROLLEY STOP ALONG DIXIE HIGHWAY WILL BE REQUIRED
 AS PART OF THE TDM MEASURES. THE EXACT LOCATION WILL BE
 DETERMINED BY THE CITY.
