 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. NOT SATISFIED. PLEASE REFER TO THE PREVIOUSLY
 APPROVED PLAN FOR REFERENCE ON THE TREE DISPOSITION,
 MITIGATION AND OPEN SPACE REQUIREMENTS.
 THE QUALITY OF THE PLANTINGS USING THE SABAL PALMS
 APPEARS TO BE A DOWNGRADE FROM THE APPROVED PLAN. THE
 SABAL PALMS DO NOT HAVE TO BE USED ON SITE, THEY CAN BE
 RELOCATED TO ANOTHER LOCATION WITHIN THE CITY,
 INCLUDING PUBLIC SPACES.
 THE QUANTITY AND QUALITY OF THE LANDSCAPING IS REDUCED
 FOR THE PROPOSED LANDSCAPE PLAN. STAFF REQUESTS THAT
 QUANTITIES OF STREET TREES BE MAINTAINED AS APPROVED,
 AND PUBLIC OPEN SPACE AREAS PROVIDE COMPARABLE TREE
 CANOPY AREA AS THE APPROVED PLAN.
 STAFF IS AVAILABLE TO REVIEW THE PLANS WITH THE
 LANDSCAPE ARCHITECT TO DISCUSS THESE COMMENTS AND
 CLARIFY WHAT IS REQUESTED.
  
  
  
 2. PARTIALLY SATISFIED. PLEASE PROVIDE A DIAGRAM AND
 CALCULATIONS TO SHOW THE OPEN SPACE AREAS BY CATEGORY,
 AND PERCENTAGE OF VEGETATED AREA AND TREE CANOPY TO
 MEET THE REQUIREMENTS OF SECTION 94-109 TABLE IV-7.
 EACH OPEN SPACE AREA NEEDS TO BE DEFINED. TREE CANOPY
 FROM AREAS OUTSIDE THE DESIGNATED OPEN SPACE AREA
 CANNOT BE COUNTED. ALL TREE CANOPY CREDITS FOR OPEN
 SPACE REQUIREMENTS CAN BE FOUND IN TABLE IV-8.
  
 THE LIMITS OF THE PUBLIC OPEN SPACE AREA ARE SHOWN
 BEYOND THE FUNCTIONAL QUALIFYING SPACE. (SEE APPROVED
 PLANS).
 THE PRIVATE OPEN SPACE AREAS AND CALCULATIONS NEED TO
 BE SEPARATED BY EACH AREA AND IDENTIFIED BY TYPE, AND
 EACH HAVE INDIVIDUAL QUALIFYING PERCENTAGES SHOWN.
 EACH AREA MUST MEET THE CODE REQUIREMENTS ON ITS OWN,
 NOT COMBINED OR INCLUDING TREE CANOPY FROM OUTSIDE THE
 AREA.
 STAFF IS AVAILABLE TO REVIEW THE PLANS WITH THE
 LANDSCAPE ARCHITECT TO DISCUSS THESE COMMENTS AND
 CLARIFY WHAT IS REQUESTED.
  
 3. NOT SATISFIED. PLEASE IDENTIFY EACH PUBLIC AND
 PRIVATE OPEN SPACE AREA BY TYPE ACCORDING TO THE
 DEFINITIONS FOUND IN SECTION 94-109.
 THERE ARE THREE OPTIONS FROM TABLE IV-6 FOR QGD10 FOR
 PUBLIC OPEN SPACE. GARDEN PLAZA, GARDEN COURTYARD OR
 PASSAGEWAY. IDENTIFY WHAT THE TYPE IS FOR EACH PUBLIC
 OPEN SPACE AREA. PLAZA IS NOT AN OPTION.
  
 4. PARTIALLY SATISFIED. PLEASE SHOW THE CALCULATIONS
 FOR TREE CANOPY BY SPECIES FOR THE OPEN SPACE
 CATEGORIES PER SECTION 94-109 TABLE IV-8.
 TREES AND CANOPY CREDITS MUST BE LISTED AND LABELED FOR
 EACH INDIVIDUAL SPACE.
 STAFF IS AVAILABLE TO REVIEW THE PLANS WITH THE
 LANDSCAPE ARCHITECT TO DISCUSS THESE COMMENTS AND
 CLARIFY WHAT IS REQUESTED.
  
  
 5. SATISFIED. PLEASE PROVIDE INFORMATION ON HOW THE
 TREES PROPOSED TO BE RELOCATED WILL BE STORED DURING
 CONSTRUCTION. THE LOCATION ON SITE IS NOT FEASIBLE
 DURING CONSTRUCTION OF THE BUILDING. QUALITY OF THE
 EXISTING TREES AND PALMS IS NOT GOOD, AND THE
 SURVIVABILITY MAY BE LOW WITH POTENTIALLY MOVING THEM
 TWICE. SEE COMMENT 1.
  
 6. SATISFIED. PLEASE PROVIDE A STRUCTURAL SOIL DETAIL
 AND SHOW THE LOCATIONS OF STRUCTURAL SOIL ON THE
 LANDSCAPE PLAN.
 LOCATIONS FOR STRUCTURAL SOIL UNDER SIDEWALKS ADJACENT
 TO STREET TREES MUST BE SHOWN CLEARLY ON THE LANDSCAPE
 PLAN. AREAS ARE INCOMPLETE ON S DIXIE SIDE, AND THERE
 ARE NONE SHOWN ON THE 4TH STREET SIDE.
  
 7. SATISFIED. STREET TREES LOCATED IN A SIDEWALK THAT
 IS ADJACENT TO A PERVIOUS LANDSCAPE AREA SHALL HAVE THE
 STRUCTURAL SOIL EXTENDED UNDER THE SIDEWALK TO MEET THE
 LANDSCAPE AREA IF THE DISTANCE BETWEEN THE 5 FOOT
 REQUIRED STRUCTURAL SOIL AND THE LANDSCAPE AREA IS LESS
 THAN 4 FEET. PLEASE SHOW THESE AREAS ON THE LANDSCAPE
 PLAN.

 8. SATISFIED. PLEASE SHOW SAFE SIGHT TRIANGLE AT
 VEHICLE ENTRANCES AND EXITS. THE ENTRANCES NEED TO BE
 ENGINEERED TO ALLOW ANY TREES AND SHRUBS AND
 GROUNDCOVER TO BE PLANTED IN ANY LANDSCAPE AREAS
 LOCATED ADJACENT TO THEM, AND STILL ALLOW SAFE SIGHT
 TRIANGLES TO BE CLEAR.
  
 9. SATISFIED. PISCIDIA PISCIPULA IS NOT COLD HARDY TO
 THIS ZONE. PLEASE PROPOSE A MORE APPROPRIATE SPECIES.
  
 10. SATISFIED. STRANGLER FIG IS NOT RECOMMENDED DUE TO
 WHITEFLY ISSUES IN THIS AREA. PLEASE PROPOSE A MORE
 APPROPRIATE SPECIES.
  
 11. SATISFIED. QUERCUS VIRGINIANA ?CATHEDRAL? OAKS ARE
 TO BE USED AS STREET TREES. PLEASE REVISE.
 PLEASE CORRECT THE PLANT LIST TO READ QUERCUS

 ADDITIONAL COMMENTS 11/16/18:
 12. PARTIALLY SATISFIED. UPDATE THE FLORIDA FRIENDLY
 LANDSCAPE CHART TO CURRENT CODE.
 PLANTS IN EACH CATEGORY CANNOT BE COUNTED TWICE PER THE
 CODE. IF TAKING 51% OR MORE NATIVE CREDIT, THERE IS
 ONLY THE DIFFERENCE FROM 100% LEFT TO CLAIM ANOTHER
 CATEGORY. REVISE.
  
 13. NOT SATISFIED. WATER, SEWER AND FIRE LINE LOCATIONS
 ARE IN CONFLICT WITH STREET TREES IN SEVERAL LOCATIONS.
 ADJUST LINE LOCATIONS TO AVOID CONFLICT AND SHOW ROOT
 BARRIER LOCATIONS.
 SHOW THE LOCATIONS OF THE UTILITIES ON THE LANDSCAPE
 PLAN.
 THE LANDSCAPE PLAN DOES NOT SHOW THE UTILITIES AS SHOWN
 ON THE CIVIL PLANS, AND CONFLICTS STILL EXIST.
  
 14. SATISFIED. PROVIDE A PLANT LIST OF SHRUB SPECIES
 AND SIZES. MUST IDENTIFY DROUGHT TOLERANCE LEVELS AND
 IF NATIVE PLANTS.
  
 15. SATISFIED. UPDATE THE TREE DISPOSITION PLAN TO
 REFLECT THE SUBMITTAL FOR THE TREE ALTERATION PERMIT.
  
 16. PARTIALLY SATISFIED. STREET TREES NEED TO BE SHOWN
 ON 5TH STREET AND N DIXIE AS APPROVED ADJACENT TO THE
 PUBLIC OPEN SPACE.
 STREET TREES (OAKS) ON 5TH ST NEED TO BE LOCATED
 ADJACENT TO THE CURB. THE PUBLIC OPEN SPACE MAY BE
 EXPANDED TO THE BACK OF CURB
  
 17. PARTIALLY SATISFIED. STREET TREES PROPOSED ALONG
 QUADRILLE APPEAR TO BE LOCATED IN EASEMENTS THAT WILL
 NOT ALLOW THEM. THE APPROVED PLAN SHOWS THE TREES
 OUTSIDE OF THE EASEMENTS AND SHOULD BE FOLLOWED.
 PROVIDE FPL RELEASE ACCEPTING THE PROPOSED LANDSCAPING
 IN THEIR EASEMENT.
 ADDITIONAL COMMENTS 2/21/19:
  
 18. THE STRUCTURAL SOIL LOCATIONS CONFLICT WITH
 EXFILTRATION TRENCHES. THESE ARE INCOMPATIBLE, AS ONE
 IS INTENDED TO PROMOTE TREE ROOT GROWTH, AND THE OTHER
 IS NOT INTENDED FOR ROOT INTRUSION. EXFILTRATION IS NOT
 SUSTAINABLE.
  
 19. A NEW FPL POLE WAS RECENTLY INSTALLED AT THE
 CORNER OF 4TH ST AND QUADRILLE THAT WILL NOT ALLOW THE
 LIVE OAKS TO BE PLANTED WITHIN 30 FEET OF THE LINES.
 INDICATE IF THIS POLE WILL BE REMOVED AND LINES
 RELOCATED TO ALLOW THE PLANTING OF THE STREET TREES.
  
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
