 1. PROVIDE COUNTY TPS LETTER.
 2. THE TRAFFIC COUNTS AT QUADRILLE BOULEVARD/DIXIE
 HIGHWAY WERE FROM YEAR 2012, WHICH IS MORE THAN 6 YEARS
 AGO. PLEASE COLLECT NEW COUNTS.
 3. PLEASE GROW HISTORICAL TURNING MOVEMENT COUNTS TO
 YEAR 2018 BASED ON HISTORICAL GROWTH RATES.
 4. CLARIFY IF THESE APPROVED PROJECTS ARE INCLUDED IN
 THE COMMITTED TRIP CALCULATION: 360 ROSEMARY TOWER,
 BANYAN PLACE, AND FLAGLER BANYAN SQUARE (OLD CITY HALL
 SITE). IF NOT, PLEASE INCLUDE THEM.
 5. THE LAND USE INTENSITIES ARE NOT CONSISTENT WITH THE
 PROPOSED SITE PLAN. PLEASE VERIFY AND REVISE.
 6. USE ITE METHODOLOGY FOR INTERNAL TRIP CALCULATION.
 SOME OF THE INTERNAL TRIP REDUCTION ARE HIGHER THAN THE
 PERCENTAGE INDICATED. PLEASE VERIFY AND REVISE.
 7. PROVIDE SOURCE OF THE 20% MULTIMODAL REDUCTION. THE
 NON-VEHICLE MODE SHARE FOR PALM BEACH COUNTY IS
 CURRENTLY AT APPROXIMATELY 10%. MULTIMODAL REDUCTION,
 IF PROPOSED, SHOULD BE APPLIED AFTER INTERNAL TRIPS ARE
 ACCOUNTED FOR.
 8. PROPOSE TDM MEASURES TO SUPPORT MULTIMODAL
 REDUCTION.
 9. THE TRIP ASSIGNMENT IN FIGURE 4 ASSUMES SOME OF THE
 TRIPS ARE TAKING LONGER ROUTES TO ACCESS THE GARAGE,
 WHILE THERE ARE MORE DIRECT ROUTES ACCESSING THE GARAGE
 VIA DIXIE HIGHWAY AND 4TH STREET. PLEASE REVIEW AND
 REVISE.
 10. PLEASE SHOW THE PROPOSED VALET CIRCULATION ROUTE.
 IT APPEARS THAT THE TRIP ASSIGNMENT IN FIGURE 4 ASSUMES
 VALET VEHICLES WOULD ACCESS THE GARAGE VIA QUADRILLE
 BOULEVARD. PLEASE HAVE THE VALET VEHICLES USE THE
 DRIVEWAY ON 4TH STREET INSTEAD.
 11. IN FIGURE 2 PROJECT DISTRIBUTION, A TRIP
 DISTRIBUTION OF 5% IS ASSUMED ON DIXIE HIGHWAY BETWEEN
 4TH STREET AND BANYAN BOULEVARD, BUT 10% IS ASSUMED
 SOUTH OF BANYAN BOULEVARD, WHICH SEEMS UNREASONABLE.
 PLEASE VERIFY AND REVISE.
 12. PLEASE REPORT HCM 2010 RESULTS BUT NOT HCM 2000
 RESULTS.
 13. DIXIE HIGHWAY/QUADRILLE BOULEVARD SHOULD BE
 ANALYZED WITH ACTUATED-COORDINATED CONTROL TYPE BUT NOT
 ACTUATED-UNCOORDINATED CONTROL TYPE. PLEASE REVISE.
 14. THE TWO-WAY STOP CONTROL ANALYSIS AT QUADRILLE
 BOULEVARD/4TH STREET ASSUMES STORAGE SPACE OF 2
 VEHICLES AT THE MEDIAN ON QUADRILLE BOULEVARD, BUT IT
 APPEARS THAT STORAGE SPACE FOR AT MOST 1 VEHICLE IS
 PROVIDED. PLEASE REVISE.
 15. THE WESTBOUND MOVEMENT AT QUADRILLE BOULEVARD/4TH
 STREET IS EXPECTED TO OPERATE AT LOS F DURING PM PEAK
 HOUR UNDER YEAR 2022 TOTAL CONDITIONS, AND THE QUEUE IS
 EXPECTED TO BLOCK VEHICLE ACCESS TO THE HOTEL/OFFICE
 DROP OFF. CONSIDER PROVIDING WAYFINDING SIGNS TO
 REROUTE LEFT-TURNING VEHICLES TO THE QUADRILLE
 BOULEVARD/3RD STREET INTERSECTION VIA DIXIE HIGHWAY.
 VERIFY SUFFICIENT CAPACITIES ARE AVAILABLE AT ALL
 IMPACTED INTERSECTIONS.
 16. INSTALL SPEED TABLES ALONG 3RD STREET WEST OF
 QUADRILLE BOULEVARD TO PREVENT VEHICLES FROM CUTTING
 THROUGH 3RD STREET TO GET TO BANYAN BOULEVARD WEST.
 COORDINATE WITH ENGINEERING DEPARTMENT ON THE LOCATIONS
 OF THE SPEED TABLES.
 17. MONITOR TRAFFIC VOLUMES AND OPERATIONS AS WELL AS
 SAFETY DATA AT QUADRILLE BOULEVARD/4TH STREET AND
 QUADRILLE BOULEVARD DRIVEWAY, AND CONDUCT SIGNAL
 WARRANT ANALYSIS AT THE QUADRILLE BOULEVARD DRIVEWAY
 EVERY YEAR FOR 24 MONTHS AFTER THE LAST CO IS ISSUED.
 THE SIGNAL WARRANT ANALYSIS WILL ASSUME OUTBOUND
 VEHICLES AT QUADRILLE BOULEVARD/4TH STREET WOULD USE
 THE QUADRILLE BOULEVARD DRIVEWAY. IF A SIGNAL IS
 WARRANTED, CONSTRUCT A SIGNAL AT THE QUADRILLE
 BOULEVARD DRIVEWAY.
 18. PROVIDE SURETY FOR THE CONSTRUCTION OF THE SIGNAL
 AT THE QUADRILLE BOULEVARD DRIVEWAY, UNTIL 24 MONTHS
 AFTER THE LAST CO IS ISSUED.
 19. SOUTHBOUND LEFT-TURN AT QUADRILLE BOULEVARD/4TH
 STREET HAS ONLY 10 AND 3 VEHICLES PER HOUR DURING AM
 AND PM PEAK HOUR PER THE TRAFFIC STUDY. CLARIFY IF AN
 EXCLUSIVE LEFT-TURN LANE IS WARRANTED. CONSIDER
 EXTENDING THE RAISED MEDIAN TO 4TH STREET AND PROVIDE A
 PEDESTRIAN REFUGE ISLAND TO FACILITATE PEDESTRIAN
 CROSSING ACROSS QUADRILLE BOULEVARD TO ACCESS THE BUS
 STOP. PROVIDE PEDESTRIAN CURB RAMP ON THE WEST SIDE OF
 QUADRILLE BOULEVARD/4TH STREET.
 20. PROVIDE QUEUING ANALYSIS FOR VALET VEHICLES AT THE
 DROP-OFF, AND VERIFY THAT THE VEHICLE QUEUES WOULD NOT
 SPILL BACK ONTO 4TH STREET.
 SITE PLAN COMMENTS:
 21. PROVIDE FDOT DRIVEWAY LETTER OR PERMIT.
 22. INCLUDE DESIGN FOR THE PROPOSED RAISED MEDIAN ALONG
 QUADRILLE BOULEVARD IN THE CIVIL PLAN. THE MEDIAN
 DESIGN SHOULD PREVENT WESTBOUND VEHICLES FROM MAKING
 LEFT-TURNS FROM THE DRIVEWAY. THE MEDIAN DESIGN AS
 CURRENTLY SHOWN ON THE SITE PLAN DOES NOT RESTRICT
 WESTBOUND LEFT-TURN MOVEMENT. PROVIDE 10-FOOT
 LANDSCAPED RAISED MEDIAN.
 23. SHEET A0.06 - UP TO EIGHT MOTORCYCLE PARKING SPACES
 MAY BE PERMITTED IN LIEU OF FOUR STANDARD PARKING
 SPACES PER CITY CODE SECTION 94-111. PLEASE REVISE THE
 PARKING COUNT. ALSO, WHAT ARE THE ?LIFTS? PARKING
 SPACE? THE SITE PLAN DOES NOT INDICATE ?LIFTS? PARKING

 24. SOME OF THE TANDEM PARKING SPACES ARE SHOWN TO HAVE

 25. SHEET A1.04 - A BUILDING COLUMN ENCROACHES ONE OF
 THE TANDEM PARKING SPACES ON THE EAST SIDE OF THE
 GARAGE. PLEASE REVISE.
 26. PROVIDE THE EQUIVALENT OF ONE PARKING SPACE AT THE
 TERMINUS OF A DEAD-END AISLE AS A DEDICATED PULL-IN
 AREA FOR TURNING AROUND PER CITY CODE SECTION 94-111.
 27. SHEETS A1.04 AND A1.05 - CLARIFY HOW VEHICLES WILL
 SAFELY PULL OUT FROM THE TWO DEAD-END PARKING SPACES ON
 THE WEST SIDE OF THE GARAGE. PROVIDE AUTOTURN PATH FOR
 VEHICLE PULL OUT FOR PASSENGER CARS.
 28. THE TWO DRIVEWAYS ON DIXIE HIGHWAY DOES NOT MEET
 THE MINIMUM DRIVEWAY SEPARATION OF 125 FEET PER CITY
 CODE 94-312. PLEASE REVISE.
 29. THE DOOR OF THE FENCED BICYCLE PARKING AREA NEAR
 QUADRILLE BOULEVARD OPENS ONTO THE INTERNAL ROADWAY
 WITHOUT ANY BUFFER AREA. CONSIDER PROVIDING A RAISED
 AREA AT THE CORNER OF THE ROADWAY CURVE, AND PROVIDE A
 RECESSED ENTRANCE TO PROVIDE BIGGER PROTECTED AREA
 OUTSIDE THE BICYCLE PARKING AREA FOR CYCLISTS TO GO IN
 AND OUT WITH THEIR BICYCLES.
 30. INDICATE ON THE PLAN THE LOCATION OF SHOWER
 FACILITY FOR EMPLOYEES. DOES THE CHANGING FACILITY
 SHOWN ON SHEET A1.02 INCLUDES SHOWER?
 31. SHEET A0.05 - THE AERIAL DOES NOT ALIGN WITH THE
 SITE RENDERING. PLEASE REVISE.
 32. COORDINATE WITH PALM TRAN ON THE EXISTING BUS STOP
 ON QUADRILLE BOULEVARD, WHICH MAY BE IN CONFLICT WITH
 THE PROPOSED RIGHT-TURN LANE AND SIDEWALK.
 33. A DROP OFF LANE IS SHOWN NEAR THE DRIVEWAY ON
 QUADRILLE BOULEVARD IN THE CIVIL PLAN (E.G. SHEET 4)
 BUT NOT ON THE SITE PLAN (E.G. A1.01). PLEASE REVISE TO
 REMOVE THE INCONSISTENCY.
 34. PROVIDE AUTOTURN PATHS FOR DELIVERY AND GARBAGE
 TRUCKS.
 35. PROVIDE AUTOTURN PATHS FOR THE INTERNAL CIRCULATION
 ROADWAYS AND THE GARAGE ENTRANCE/EXIT NEAR THE
 QUADRILLE BOULEVARD DRIVEWAY, AS WELL AS THE DROP OFF
 AREA ON 4TH STREET. SOME OF THE TURNING RADII APPEAR TO
 BE VERY SMALL. MODIFY THE EXIT OF THE PORTE COCHERE TO
 FACILITY VALET VEHICLES TO USE THE DRIVEWAY ON 4TH
 STREET.
 36. PROVIDE STOP CONTROL ON ALL THREE RAMP APPROACHES
 AT THE SECOND STORY RAMPED T-INTERSECTION.
 37. CLARIFY IF TWO LANES ARE NEEDED FOR THE
 SOUTHWEST-BOUND INTERNAL ROADWAY NEAR THE DIXIE HIGHWAY
 DRIVEWAY. THE SUBMITTED TRAFFIC CIRCULATION STUDY SHOWS
 ONLY 9 AND 6 VEHICLES PER HOUR WOULD USE THIS ROADWAY
 DURING AM AND PM PEAK HOUR RESPECTIVELY.
 38. PROTECTED BIKE LANE WITH LANE ELIMINATION ON
 QUADRILLE BOULEVARD IS IDENTIFIED IN THE CITY?S
 DOWNTOWN MOBILITY PLAN. INSTALL 6-FOOT ELEVATED BIKE
 LANE WITH ASPHALT PAVEMENT, AS WELL AS LANDSCAPED
 BUFFER WITH TREES BETWEEN THE BIKE LANE AND SIDEWALK
 ALONG THE SITE FRONTAGE.
 39. QUADRILLE BOULEVARD HAS EXCESS CAPACITY, AND THE
 PROPOSED RIGHT-TURN LANE DOES NOT FIT IN THE CONTEXT OF
 QUADRILLE BOULEVARD IN A DOWNTOWN ENVIRONMENT. THE CITY
 DOES NOT SUPPORT THE EXCLUSIVE RIGHT-TURN LANE. AS A
 CONDITION OF APPROVAL, PURSUE WITH FDOT ON ELIMINATING
 THE EXCLUSIVE RIGHT-TURN LANE REQUIREMENT.
 40. SHOW THE CURB CUTS AND DRIVEWAYS ON THE OPPOSITE
 SIDE OF 4TH STREET. PROVIDE PAVEMENT MARKING FOR
 PARKING SPACES ON THE SOUTH SIDE OF 4TH STREET AS THESE
 SPACES WILL BE METERED.
 41. SHEET 5 - SPECIAL EMPHASIS PAVEMENT MARKINGS ARE
 SHOWN ACROSS THE CROSSWALK AT DIXIE HIGHWAY/4TH STREET,
 BUT THE EXISTING CROSSWALK HAS PAVERS. PLEASE REVISE TO
 MATCH EXISTING INTERSECTION HARDSCAPE.
 42. USE STAMPED ASPHALT CROSSWALKS FOR THE CROSSWALKS
 ALONG QUADRILLE BOULEVARD, MATCHING OTHER STAMPED
 CROSSWALKS ON QUADRILLE BOULEVARD.
