 I HAVE REVIEWED THE ABOVE REFERENCED PETITION, AND
 PROVIDE THE FOLLOWING COMMENTS:
  
 1. SATISFIED. PLEASE PROVIDE A TREE SURVEY AND A TREE
 DISPOSITION CHART FOR THE AREA WITHIN THE PROPERTY
 BOUNDARY AND STREET TREES ADJACENT TO THE SITE. ALSO
 PROVIDE A TREE MITIGATION CHART IDENTIFYING EXISTING
 TREES THAT WILL BE REMOVED AND MITIGATION PROVIDED PER
 SECTION 94-448.
 PLEASE MAKE THE FOLLOWING CORRECTIONS TO THE TREE
 MITIGATION CHART:
 ? GREEN BUTTONWOOD IS A CATEGORY 1 TREE
 ? BOTTLEBRUSH IS A CATEGORY 2 TREE
 ? CALCULATION FOR CANOPY SQUARE FOOTAGE IS PI (3.14) X
 R (RADIUS) SQUARED
 STAFF NEEDS TO EVALUATE THE TREES ON SITE TO CONSIDER
 WHETHER THE LIVE OAK TREES ARE OF HEALTH AND QUALITY TO
 BE RELOCATED TO OTHER CITY PROPERTY.
  
 2. SATISFIED. PLEASE PROVIDE AN OPEN SPACE DIAGRAM AND
 CALCULATIONS TO SHOW THE REQUIRED 25% PRIVATE OPEN
 SPACE AND 5% PUBLIC OPEN SPACE TO MEET THE REQUIREMENTS
 FOR FWD-5-8. QUALIFYING OPEN SPACE MUST MEET THE
 DEFINITIONS FOUND IN SECTION 94-109, AND SHOW THAT IT
 MEETS THE REQUIRED VEGETATED AND CANOPY AREAS FOR EACH
 CATEGORY.
  
 EACH SPACE MUST MEET THE DEFINED REQUIREMENTS FOR THE
 OPEN SPACE TYPE SPECIFIED.
 REQUIRED TREE CANOPY CALCULATION MUST USE SQUARE
 FOOTAGE CREDITS PER SECTION 94-109 TABLE IV-8. THE
 SPECIES LIST MUST SHOW THE APPROPRIATE CREDIT FOR EACH
 TREE AND SHOW THE TOTAL.
  
 3. SATISFIED. PLEASE PROVIDE A LANDSCAPE PLAN FOR THE
 SITE AND ALL STREET TREES AND RIGHT OF WAY PLANTINGS
 SHOWING COMPLIANCE WITH APPLICABLE LANDSCAPE CODES.
  
 LANDSCAPE PLAN WAS SUBMITTED, REVIEW COMMENTS WILL
 CONTINUE UNTIL SATISFIED.
  
 4. SATISFIED. PLEASE PROVIDE STREET TREES WITH A
 MAXIMUM SPACING OF 30 FEET ALONG ALL ADJACENT STREETS
 TO THE PROJECT. THERE ARE SEVERAL GAPS WITH MISSING
 TREES.
  
 5. SATISFIED. PLEASE PROVIDE DETAILS ON HOW THE SITE
 LANDSCAPE AND HARDSCAPE WILL BE DESIGNED TO COMPENSATE
 FOR THE GRADE DIFFERENCE BETWEEN NARCISSUS AND FLAGLER.
  
 THE ELEVATIONS ON THE LANDSCAPE PLAN, SURVEY AND SITE
 PLAN NEED TO BE CONSISTENT WITH EACH OTHER AND THERE
 MAY BE CHANGES REQUESTED THROUGH ENGINEERING.
 ADDITIONAL COMMENTS 4/24/17:
  
 6. NOT SATISFIED. THE CITY IS FOCUSING ON PROVIDING
 MORE SHADE IN PEDESTRIAN AND BIKE MOBILITY AREAS,
 ESPECIALLY DOWNTOWN, TO PROMOTE WALKABILITY AND A
 PLEASANT URBAN ENVIRONMENT.
 IN THIS SPIRIT, STAFF RECOMMENDS THE FOLLOWING:
 ? NOT SATISFIED. PROVIDE STREET TREES AT 20 FOOT
 OVERALL HEIGHT TO MEET THE NEW STREETSCAPE STANDARDS
 PASSED BY CITY COMMISSION ON APRIL 27, 2017.
 STREET TREES MUST AT LEAST MEET THE PREVIOUS CODE OF 14
 FEET, PLEASE REVISE.
 ? NOT SATISFIED. ADD DIFFERENT SPECIES IN THE MIX OF
 STREET TREES TO PROVIDE MORE CONTINUOUS SHADE CANOPY
 THAN THE GUMBO LIMBOS ALONE.
 PLEASE USE LARGE SHADE TREES SPECIES WHERE POSSIBLE TO
 PROVIDE MAXIMUM SHADE.
 ? NOT SATISFIED. ADD SHADE TREES ALONG FLAGLER IN
 ADDITION TO THE ROYAL PALMS, PLACING THEM IN BETWEEN
 THE ROYALS WITH TREE GRATES ADJACENT TO THE CURB. THIS
 WILL SUPPLY SHADE FOR THE SIDEWALK WHILE MAINTAINING
 THE THEME OF ROYAL PALMS.
 SOME HAVE BEEN ADDED, BUT GAPS EXIST, PLEASE EXPLAIN.
  
 7. SATISFIED. THE PLANTING AREAS WILL BE EXPANDED IN
 THE BULB OUTS ALONG BANYAN PER ENGINEERING COMMENTS.
 PLEASE REVISE STREET TREE PLACEMENT AND SHRUB PLANTING
 ACCORDINGLY.
  
 8. SATISFIED. PLEASE CONSIDER USING MORE NATIVE PLANT
 SPECIES WHERE POSSIBLE INCLUDING THATCH PALMS.
  
 ADDITIONAL COMMENTS 6/23/17:
 9. SHOW DETAIL AND LOCATIONS FOR STRUCTURAL SOIL FOR
 ALL STREET TREES EXTENDING 5 FEET OUT FROM TREE GRATES
 IN ALL DIRECTIONS EXCEPT THE CURB SIDE. STREET TREES
 LOCATED IN A SIDEWALK THAT IS ADJACENT TO A PERVIOUS
 LANDSCAPE AREA SHALL HAVE THE STRUCTURAL SOIL EXTENDED
 UNDER THE SIDEWALK TO MEET THE LANDSCAPE AREA IF THE
 DISTANCE BETWEEN THE 5 FOOT REQUIRED STRUCTURAL SOIL
 AND THE LANDSCAPE AREA IS LESS THAN 4 FEET. PLEASE SHOW
 THESE AREAS ON THE LANDSCAPE PLAN.
 CONDITIONS OF APPROVAL
 1. PRIOR TO THE REMOVAL OR RELOCATION OF ANY TREES ON
 THE PROPERTY, A TREE ALTERATION PERMIT SHALL BE
 SUBMITTED, REVIEWED AND APPROVED BY THE DEVELOPMENT
 SERVICES DEPARTMENT, PLANNING DIVISION.
 2. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE PERMITTING AND INSTALLATION OF THE
 STREET TREES AND RIGHT OF WAY LANDSCAPING AND
 IRRIGATION APPROVED WITH THIS PETITION.
 3. THE APPLICANT, SUCCESSORS AND ASSIGNS SHALL BE
 RESPONSIBLE FOR THE MAINTENANCE OF THE ROAD RIGHT OF
 WAY LANDSCAPING AND IRRIGATION. THIS WILL BE THROUGH A
 SEPARATE MAINTENANCE AGREEMENT WITH THE CITY.
