 1.) HAS THE APPLICANT PROVIDED THE PROPOSED SITE PLAN
 TO THE LAKE WORTH DRAINAGE DISTRICT (LWDD) FOR REVIEW?
 WRITTEN APPROVAL AND A LEASE AGREEMENT FROM THE LWDD
 WILL BE REQUIRED AS ONE OF THE PREREQUISITES FOR SITE
 PLAN APPROVAL.
  
 2.) A CLASS B SPECIAL USE PERMIT WILL BE REQUIRED FOR
 THE OFF-SITE PARKING LOCATED IN THE LWDD ROW. [ZLDR
 S.94-485(B)]
  
 3.) THE APPLICANT SHALL BE REQUIRED TO EXECUTE A LEASE
 WITH THE LWDD FOR THE REQUIRED OFF-SITE PARKING WITH
 THE CITY AS A THIRD PARTY TO THE AGREEMENT. CONTRACTUAL
 AGREEMENTS OF THIS NATURE MUST BE APPROVED BY THE CITY
 COMMISSION FOLLOWING ACTION BY THE ZONING BOARD OF
 APPEALS FOR THE CLASS B SPECIAL USE PERMIT AND PRIOR TO
 THE ISSUANCE OF ANY BUILDING PERMIT OR CERTIFICATE OF
 OCCUPANCY. PLEASE NOTE THAT THE CONTRACT BETWEEN THE
 PARTIES SHALL ONLY EXPIRE AFTER 25 YEARS OR UPON
 TERMINATION OF THE USE REQUIRING THE PROVISION OF
 PARKING. [ZLDR S.94-485(C)]
  
 4.) THE APPLICANT SHALL DEMONSTRATE THE ABILITY TO
 ACCOMMODATE ALL REQUIRED PARKING, BUILDING SETBACKS AND
 LANDSCAPING ON THE DEVELOPER'S PROPERTY SHOULD THE
 LEASE AGREEMENT BETWEEN THE DEVELOPER AND THE LWDD
 EXPIRE (OR IS TERMINATED).
  
 5.) A TPS LETTER STATING THAT THE PROPOSED COMMERCIAL
 PROJECT MEETS THE TRAFFIC PERFORMANCE STANDARDS (TPS)
 OF THE COUNTY WILL BE REQUIRED PRIOR TO SITE PLAN
 APPROVAL.
  
 6.) A PRE-DETERMINATION LETTER FROM FDOT IS REQUIRED
 FOR THE ACCESS POINT ON OKEECHOBEE ROAD.
  
 7.) A SURVEY WAS NOT PROVIDED WITH THE APPLICATION
 SUBMITTAL. PLEASE PROVIDE A SIGNED AND SEALED SURVEY
 (<1 YEAR OLD) OF THE PROPERTY.
  
 8.) PROVIDE WRITTEN CONFIRMATION THAT THE PUBLIC
 UTILITIES DEPARTMENT HAS REVIEWED THE PROPOSAL FOR
 WATER, SEWAGE TREATMENT, STORM DRAINAGE AND GARBAGE
 COLLECTION SERVICES.
  
 9.) PROVIDE LETTERS FROM THE FOLLOWING PUBLIC UTILITIES
 CONFIRMING THAT THE PROPOSED PROJECT DOES NOT ENCROACH
 INTO THEIR EASEMENTS OR OTHERWISE INTERFERE WITH THE
 PROVISIONS OF THEIR SERVICES: AT&T, FPU, FP&L AND
 COMCAST.
  
  
 SITE PLAN COMMENTS:
  
 1.) PER ZLDR S.94-273(D)(66)B., A RESTAURANT WITH A
 DRIVE-THRU FACILITY SHALL BE LOCATED A MINIMUM OF 100
 FT. FROM A RESIDENTIAL ZONING DISTRICT. STAFF'S
 MEASUREMENT OF THE PROPOSED DRIVE-THRU RESTAURANT FROM
 THE ABUTTING RESIDENTIAL ZONING DISTRICT IS ONLY 90
 FT., WHICH DOES NOT MEET THE MINIMUM DISTANCE
 SEPARATION FROM A RESIDENTIAL ZONING DISTRICT. THE
 APPLICANT WILL BE REQUIRED TO EITHER REDESIGN THE SITE
 IN ORDER TO MEET THE MINIMUM DISTANCE REQUIREMENT OR
 SEEK A WAIVER BY THE ZONING BOARD OF APPEALS THROUGH
 THE CLASS B SPECIAL USE PROCESS.
  
 2.) THE PEDESTRIAN CONNECTION FROM THE RESIDENTIAL
 DEVELOPMENT TO THE COMMERCIAL PARCEL AT THE SOUTH END
 OF THE PROPERTY IS ILLUSTRATED IN THE LANDSCAPE PLAN
 BUT NOT IN THE SITE PLAN. ADDITIONALLY, THERE SEEMS TO
 BE A CONFLICT THE WITH THE 6 FT. HIGH WALL ON THE
 RESIDENTIAL PARCEL AND THE PROPOSED ACCESS POINT TO THE
 COMMERCIAL PARCEL (I.E. WALL; NO GATE). PLEASE ADDRESS.
  
 3.) WILL CUSTOMERS HAVE ACCESS FROM BOTH THE FRONT AND
 REAR OF THE BUILDING? SHOW INTERIOR SIDEWALKS WITH
 DIMENSIONS TO ILLUSTRATE THE PEDESTRIAN PATH TO THE
 PROPOSED USES.
  
 4.) CLEARLY IDENTIFY THE 5 FT. WIDE SIDEWALK ALONG
 SKEES ROAD.
  
 5.) CONSIDER INCORPORATING A PEDESTRIAN CONNECTION FROM
 THE SIDEWALK TO THE PROPOSED COMMERCIAL BUILDING FROM
 SKEES ROAD.
  
 6.) THE PLAN SHOWS A 5 FT. WIDE STRIP (QUIT CLAIM) ON
 THE NORTH SIDE OF THE PROPERTY LINE ABUTTING THE LWDD
 LATERAL CANAL ROW. PLEASE PROVIDE STAFF WITH
 INFORMATION/DOCUMENTATION ON THIS PROPOSED STRIP.
  
 7.) IDENTIFY THE LOCATION OF ANY MECHANICAL EQUIPMENT
 (INCLUDING A/C UNITS). PLEASE NOTE THAT ANY MECHANICAL
 EQUIPMENT MAY NOT PROJECT MORE THAN 4 FT. INTO A
 SETBACK (IF LOCATED ON THE GROUND). ANY ROOFTOP
 EQUIPMENT SHALL BE SCREENED FROM VIEW BY THE BUILDING'S
 PARAPET. [ZLDR S.94-305(A)(4)]
  
 8.) HOW FAR DO THE CANOPIES PROJECT FROM THE BUILDING?
 BUILDING CANOPIES CANNOT PROJECT MORE THAN 4 FT. INTO
 ANY SETBACK. [ZLDR S.94-305(A)(5)]
  
 9.) STEPS, UNCOVERED PORCHES SHALL NOT ENCROACH MORE
 THAN 2 FT. INTO ANY REQUIRED SETBACK. [ZLDR
 S.94-305(A)(7)]
  
 10.) ONE (1) 10 FT. BY 25 FT. LOADING SPACE SHALL BE
 PROVIDED FOR THE PROJECT. PLEASE PROVIDE LOADING SPACE
 CALCULATIONS IN THE SITE DATA TABULAR AND PROVIDE
 DIMENSIONS IN THE PLAN.
  
 11.) A MINIMUM OF SEVEN (7) BICYCLE PARKING SPACES IS
 REQUIRED FOR THE PROJECT. PLEASE PROVIDE BICYCLE
 PARKING AND A DETAIL THAT MATCHES THE PLAN. [ZLDR

 12.)A BACK OUT SPACE IS REQUIRED FOR PARKING AT THE
 NORTHEAST CORNER OF THE PROJECT.
  
 13.) PLEASE CHECK THE PARKING COUNT. THERE ARE SOME
 INCONSISTENCIES WITH THE NUMBER OF PARKING SPACES IN
 THE PLAN.
  
 14.) PLEASE ADDRESS THE FOLLOWING IN THE SITE DATA
 TABULAR: INCLUDE BUILDING, OPEN SPACE, PERVIOUS AND
 IMPERVIOUS SITE CALCULATIONS FOR JUST THE CMSJR
 DEVELOPMENT GROUP PARCEL. THE APPLICANT MUST
 DEMONSTRATE THAT THE PROPERTY (MINUS THE LWDD ROW)
 MEETS THE MINIMUM DEVELOPMENT REGULATIONS OF THE ZONING
 AND LAND DEVELOPMENT REGULATIONS (ZLDRS); CHECK
 BUILDING CALCULATIONS. INCONSISTENCIES HAVE BEEN
 DETECTED WITH THE NUMBERS PROVIDED IN THE JUSTIFICATION
 STATEMENT, SITE AND LANDSCAPE PLANS; REFERENCE ZLDR
 SEC. 94-145(6) FOR THE MAXIMUM ALLOWABLE BUILDING
 HEIGHT; PARKING DATA: PLEASE ENSURE THE PARKING
 CALCULATIONS FOR THE RESTAURANT WITH DRIVE-THRU
 INCLUDES OUTDOOR SEATING (STAFF CALCULATIONS INDICATE
 THAT 195 SEATS WILL BE PROVIDED FOR THE RESTAURANT
 W/DRIVE-THROUGH USE); REQUIRED PARKING FOR A RESTAURANT
 (NO DRIVE THRU) IS 1 PARKING SPACE FOR EVERY 100 SQ.
 FT. (NOT 1 PARKING SPACE FOR EVERY 300 SQ. FT.);
 SETBACK MEASUREMENTS FROM THE BUILDING TO THE CMSJR
 PROPERTY LINES SHALL BE PROVIDED TO ENSURE THAT THE
 BUILDING MEETS THE MINIMUM SETBACK REQUIREMENTS.
  
 15.) CHECK DIMENSIONS IN THE PLAN (I.E. BUILDING
 SETBACKS). SOME DIMENSIONS PROVIDED IN THE PLAN ARE
 INACCURATE WHEN MEASURED WITH A SCALE. PLEASE ADDRESS
 FOR CONSISTENCY.
  
 16.) DETAIL OF THE DUMPSTER ENCLOSURE(S) SHALL MATCH
 THE DUMPSTER ENCLOSURE(S) ILLUSTRATED IN THE SITE PLAN.
  
 17.) LABEL THE FPL TRANSFORMER ON THE SOUTH SIDE OF THE
 PROPOSED COMMERCIAL BUILDING.
  
 18.) IDENTIFY THE APPROVED 6 FT. HIGH WALL ON THE
 RESIDENTIAL PARCEL THAT ABUTS THE COMMERCIAL PROPERTY.
  
  
 LANDSCAPE PLAN COMMENTS:
  
 1.) PLEASE CLARIFY THE SQUARE FOOTAGES FOR THE
 DIFFERENT USES IN THE PROPOSED BUILDING. THERE SEEMS TO
 BE A DISCREPANCY WITH THE SITE PLAN.
  
 2.) ONE (1) INTERIOR LANDSCAPE ISLAND SHALL BE PROVIDED
 FOR EVERY TEN (10) PARKING SPACES. [ZLDR
 S.94-443(C)(3)B.]
  
 3.) PROVIDE VISIBILITY TRIANGLES AT ALL ROAD
 INTERSECTIONS PER ZLDR S.94-305(E). VISIBILITY SHALL
 NOT BE OBSCURED BY PLANT MATERIAL BETWEEN 18 INCHES AND
 8 FT. IN HEIGHT WITHIN EACH VISIBILITY TRIANGLE.
  
  
 SITE LIGHTING:
  
 1.) PROVIDE A PHOTOMETRIC PLAN. ALL OUTDOOR LIGHTING
 SHALL BE SHIELDED TO REDUCE GLARE AND SHALL BE ARRANGED
 TO REFLECT LIGHT OR GLARE AWAY FROM THE ADJACENT
 RESIDENTIAL ZONING DISTRICT AND PUBLIC THOROUGHFARE.
 ANY GLARE SHALL BE CONDUCTED SO THAT DIRECT OR INDIRECT
 LIGHT FROM THE SOURCE SHALL NOT CAUSE ILLUMINATION IN
 EXCESS OF 0.5 FOOT CANDLES WHEN MEASURED IN A
 RESIDENTIAL DISTRICT. [ZLDR S.94-309(A) AND
 S.94-310(D)]
  
  
 SIGNAGE:
  
 1.) OFF PREMISE SIGNAGE IS NOT PERMITTED. [ZLDR
 S.94-402(B)]
  
 2.) PROVIDE DETAILS FOR THE PROPOSED PROJECT AND ENTRY
 SIGNS AND MENU BOARD (I.E. SIGN HEIGHT, CONTENT, ETC.).
  
 3.) CONSIDER THE SUBMISSION OF A MASTER SIGN PROGRAM
 FOR THE PROPOSED PROJECT.
  
 4.) WILL THERE BE ANY DIRECTIONAL SIGNAGE TO THE
 DRIVE-THROUGH FACILITY?

 11 INCHES AND ONE (1) SET IN 11 INCHES X 17 INCHES, AND
 AN ELECTRONIC COPY OF ALL PLANS. PLEASE NOTE THAT
 CHANGES ON THE RESUBMITTED PLANS MAY RESULT IN
 ADDITIONAL COMMENTS.

 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
