 1.) REPEAT COMMENT: THE APPLICANT STILL HAS NOT
 PROVIDED SUFFICIENT JUSTIFICATION FOR EACH WAIVER
 REQUEST. AS NOTED IN STAFF?S PREVIOUS COMMENTS, EACH
 WAIVER REQUEST MUST INCLUDE WHAT LAND PLANNING AND
 DEVELOPMENT TECHNIQUES ARE BEING USED TO MITIGATE THE
 WAIVER REQUESTS (I.E. WHAT WILL BE DONE TO MITIGATE THE
 IMPACTS OF THE LOSS OF LANDSCAPING (INCREASE IN
 ASPHALT) FROM THE WAIVER TO THE INTERIOR LANDSCAPE
 BUFFER REQUIREMENTS, ETC.). THIS INFORMATION HAS NOT
 BEEN PROVIDED FOR ANY OF THE WAIVERS IN THE REVISED
 JUSTIFICATION STATEMENT. THE APPLICANT IS SEEKING A PD
 AMENDMENT WHICH "ENCOURAGES THE USE OF INNOVATIVE LAND
 PLANNING AND DEVELOPMENT TECHNIQUES TO CREATE MORE
 EFFICIENT, DESIRABLE AND ATTRACTIVE DEVELOPMENT WITHIN
 THE CITY"; HOWEVER, STAFF DOES NOT BELIEVE THIS HAS
 BEEN ADEQUATELY ADDRESS IN THE JUSTIFICATION STATEMENT
 OR DEMONSTRATED IN THE REVISED PLANS.DUE TO THIS
 MISSING INFORMATION, STAFF CANNOT ASSESS IF THE WAIVERS
 CAN BE SUPPORTED.
  
 2.) THE LIST OF WAIVERS MAY BE INCOMPLETE. STAFF HAS
 DETECTED A POSSIBLE WAIVER FOR THE LOCATION OF THE
 LIGHT FIXTURES APPROVED ON THE WAWA SITE WITH THE
 ESTABLISHMENT OF THE PROPERTY LINES FOR THE PROPOSED
 SUBDIVISION. IT SEEMS THE LIGHT FIXTURES DOES NOT MEET
 THE SETBACK REQUIREMENT FOR THE WAWA SITE (NO
 DIMENSIONS PROVIDED; SCALE MEASUREMENT INDICATES LESS
 THAN 5 FT.). EITHER THE LIGHT FIXTURES MUST BE PUSHED
 BACK FROM THE PROPOSED PROPERTY LINE OR A WAIVER MUST
 BE SOUGHT FOR THE SETBACK, AS LAND CANNOT BE SUBDIVIDED
 IF THERE ARE NON-CONFORMITIES WITH THE ZLDRS.
  
  
 MASTER DEVELOPMENT PLAN: (SHEET MP-1)
  
 1.) THE ZONING OF THE PARCELS ADJACENT TO THE NORTH AND
 EAST ARE NOW ZONED GENERAL COMMERCIAL (GC). PLEASE
 CORRECT.
  
 2.) THE FIVE (5) FOOT WIDE LANDSCAPE BUFFER ALONG THE
 EDGE OF THE ENTIRE CPD OVERLAP AT ACCESS POINTS "A" AND
 "B". PLEASE CORRECT.
  
 3.) THERE ARE TWO INTERNAL CROSS ACCESS POINTS THAT
 CONNECT TRACTS #3 AND #4; HOWEVER, THESE ACCESS POINTS
 SEEM TO LEAD INTO AN EXISTING DETENTION POND ON TRACT
 #3. PLEASE ADDRESS.
  
 4.) A WAIVER IS REQUIRED FOR THE LANDSCAPE BUFFER
 REQUIREMENT ALONG THE PROPOSED WEST PROPERTY LINE FOR
 TRACT #2.
  
 5.) FOR THE DATA PROVIDED FOR TRACT #2, PLEASE CLARIFY
 THE FOOTNOTE "THE PROPOSED FAST FOOD RESTAURANT W/DRIVE

 SITE PLAN:
  
 1.) REVISED COMMENT: REVISE PLANS TO SHOW BETTER
 VEHICULAR CROSS ACCESS BETWEEN THE WAWA SITE AND THE
 FUTURE DEVELOPMENT IMMEDIATELY EAST OF THE WAWA SITE.
 THE PLAN WAS NOT CHANGED TO REFLECT THE STAFF MARK-UP.
 IN THE APPLICANT'S 11/30/16 RESPONSE LETTER, IT WAS
 NOTED THAT THE POSSIBILITY OF ADDING AN ACCESS POINT
 FOR BETTER VEHICULAR CROSS ACCESS BETWEEN THE TWO SITES
 WAS NOT FEASIBLE. PLEASE PROVIDE AN EXPLANATION.
  
 2.) REVISED COMMENT: THE DETAIL OF THE DUMPSTER
 ENCLOSURE ON SHEET A1.6 MUST MATCH THE DETAILS
 SPECIFIED IN THE SITE PLAN. THE STOP BAR SPECIFICATIONS
 MUST ALSO BE INCLUDED IN THE DETAIL.
  
 3.) REVISED COMMENT: THE BICYCLE PAD DETAIL ON SHEET
 C-10 SHALL MATCH THE SINGLE RACK PAD ILLUSTRATED IN THE
 SITE PLAN. INCLUDE ANY APPLICABLE DIMENSIONS IN THE
 DETAIL. ALSO, THE DETAIL ON SHEET C-10 SHOWS A WALL ON
 THE RACK PAD; THE WALL MUST BE REMOVED FROM THE DETAIL
 IF IT IS NOT APPLICABLE, AS IT DOES NOT MATCH THE PAD
 ILLUSTRATED IN THE SITE PLAN.
  
 4.) THERE IS NO ANGLED PARKING PROVIDED IN THE SITE
 PLAN. PLEASE REMOVE THE ANGLED PARKING DETAIL IN SHEET
