 PUBLIC WORKS DEPARTMENT
  
 THIS IS A CONCEPTUAL LEVEL REVIEW. CONSTRUCTION LEVEL
 DETAILS, DESIGN CALCULATIONS AND THE POLLUTION
 PREVENTION PLAN WILL BE REVIEWED AS PART OF THE
 ENGINEERING DEVELOPMENT APPROVAL AND BUILDING PERMIT
 APPLICATION PROCESSES. THE ENGINEERING DEVELOPMENT
 APPROVAL APPLICATION FORMS CAN BE DOWNLOADED AT
 HTTP://WPB.ORG/ENGINEERING/FORMS-AND-PUBLICATIONS/
  
 THE FOLLOWING COMMENTS MUST BE ADDRESSED PRIOR TO SITE
 PLAN APPROVAL.
  
 1. A DETAILED TRAFFIC ANALYSIS WILL BE REQUIRED FOR
 THIS PROJECT SHOWING HOW THE PROPOSED DEVELOPMENT WILL
 AFFECT THE TRAFFIC VOLUME AND SURROUNDING LOCAL
 ROADWAYS. INCLUDE TRAFFIC ACCIDENT DATA FOR AFFECTED
 STREET CORRIDORS. ESTIMATE INCREASED OR DECREASED
 POTENTIAL. SAFETY IMPROVEMENTS SHALL BE RECOMMENDED
 WHERE NECESSARY.
  
 2. REGARDING THE TRAFFIC IMPACT ANALYSIS:
  
 A. THE TRIP DISTRIBUTION OF 47% NORTH AND 53% SOUTH
 SEEMS TO BE COUNTER INTUITIVE. PLEASE JUSTIFY WHY MORE
 OF THE TRIPS ARE ASSUMED TO BE GOING SOUTH. BOTH
 DOWNTOWN AND I-95 (THROUGH BELVEDERE) ARE ACCESSIBLE TO
 THE NORTH OF THE PROJECT.
  
 B. THE ANALYSIS SHOWS OVER 1,070 DAILY TRIPS USE
 HAMPTON ROAD TO ENTER / EXIT THE PROJECT. HAMPTON IS A
 SMALL ROAD WITH AN UNSIGNALIZED INTERSECTION AT DIXIE.
 WE ARE CONCERNED THAT THIS INTERSECTION (AND HAMPTON IN
 GENERAL) MAY BE OVERBURDENED AS A RESULT OF THIS
 PROJECT.
  
 C. THE ANALYSIS INDICATES THE PERCENTAGE OF PEAK HOUR
 TRIPS FOR THIS PROJECT WILL BE LESS THAN 7.5% OF THE
 TOTAL DAILY TRIPS. THIS APPEARS TO BE VERY LOW FOR A
 PRIMARILY RESIDENTIAL PROJECT. PLEASE PROVIDE THE
 ASSUMPTIONS USED TO ARRIVE AT THE NUMBER OF DAILY
 TRIPS.
  
 3. PLEASE SUBMIT ESTIMATES FOR THE PEAK POTABLE WATER
 DEMAND, SANITARY SEWER FLOW, AND SOLID WASTE COLLECTION
 YARDAGE.
  
 4. A MAINTENANCE AGREEMENT WILL BE REQUIRED FOR THE
 NON-STANDARD ELEMENTS (TREES AND TREE GRATES; PAVERS,
 ETC.) PROPOSED WITHIN GARDENIA RIGHT-OF-WAY.
  
 5. PLEASE PROVIDE AN AUTOTURN ANALYSIS DEMONSTRATING
 THE SOLID WASTE COLLECTION VEHICLE CAN ACCESS THE
 PROPOSED DUMPSTER AND COMPACTOR LOCATIONS. THE TRASH
 DUMPSTER/COMPACTORS MUST LOCATED IN AREAS EASILY
 SERVICED BY THE CITY SANITATION EQUIPMENT AND MANPOWER
 PER SECTION 74-35(A)(5) OF THE CODE OF ORDINANCES. IF A
 ROLL-OFF COMPACTOR IS PROPOSED, PLEASE PROVIDE A LETTER
 FROM THE PRIVATE PROVIDER VERIFYING THAT THEY CAN
 PROVIDE SERVICE WITH THE CONFIGURATION SHOWN ON THE
 PLANS.
  
 6. PRIOR TO THE START OF CONSTRUCTION, APPROVAL IS
 REQUIRED FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION
 (FDOT) FOR THE DRAINAGE CONNECTION TO THE DIXIE SYSTEM.
  
 7. THE CITY WILL EVALUATE THE CONDITION OF THE EXISTING
 OFF-SITE UTILITIES WITHIN THE NEXT 30 DAYS. IT IS
 RECOMMENDED THAT THE RESULT OF THE EVALUATION BE
 INCORPORATED INTO FINAL POTABLE WATER AND SANITARY
 DESIGN.
  
 8. WHERE ARE THE GREASE TRAPS PROPOSED TO BE LOCATED
 FOR THE RESTAURANTS? THE DESIGN MUST COMPLY WITH CITY
 ENGINEERING DESIGN STANDARD GS-7 OR GS-7.1. SAMPLING
 PORTS MUST BE LOCATED ON THE EXTERIOR OF THE BUILDING.

 9. PLEASE INDICATE WHERE THE MASTER METER WILL BE
 LOCATED FOR THE PROJECT. THE METER WILL NEED TO BE
 LOCATED WITHIN THE CITY RIGHT-OF-WAY OR WITHIN AN
 EASEMENT IMMEDIATELY ADJACENT TO THE RIGHT-OF-WAY.
  
 10. THE CITY WILL NOT BE TAKING OWNERSHIP OF UTILITIES
 LOCATED WITHIN THE PARCEL WHICH SERVE ONLY THIS
 DEVELOPMENT.
  
 11. ARE THE OUTPARCEL PROPOSED TO BE LEASED OR FEE
 SIMPLE?
  
 12. PLEASE NOTE THAT THE AVAILABLE WATER PRESSURE
 WITHIN THE CITY MAY NOT BE ACCEPTABLE AT ELEVATIONS
 HIGHER THAN THE 2ND FLOOR. WE RECOMMEND THAT A
 LONG-TERM PRESSURE STUDY BE PERFORMED ON THE POTABLE
 WATER LINES PRIOR TO FINALIZATION OF THE DESIGN.
  
 13. VERIFY THAT THE PROPOSED SIZE AND QUANTITY OF TRASH
 BINS IS APPROPRIATE FOR THE WASTE YARDAGE ANTICIPATED
 TO BE GENERATED BY THE COMPLEX. CONSIDER USING A
 COMPACTOR TO REDUCE THE YARDAGE OF WASTE THAT WILL NEED
 TO BE COLLECTED. IF A COMPACTOR LARGER THAN 8 CUBIC
 YARDS IS PROPOSED, PLEASE PROVIDE A LETTER FROM THE
 APPROPRIATE PRIVATE SERVICE PROVIDER STATING THEY HAVE
 REVIEWED THE PROPOSED SITE PLAN AND WILL BE ABLE TO
 SERVICE THE COMPACTOR IN THE PROPOSED LOCATION.
  
 14. PER SECTION 2.21.2 OF THE CITY RIGHT OF WAY
 STANDARDS MANUAL, PROJECTS WHICH DISTURB 40% OR MORE OF
 A ROADWAY (LINEAR FOOTAGE) PER BLOCK WILL BE REQUIRED
 TO MILL AND RESURFACE THE ENTIRE BLOCK. PLEASE INCLUDE
 MILLING AND RESURFACING OF THE HAMPTON ROAD ON THE
 CONSTRUCTION PLANS.
  
 15. PLEASE REVISE THE DRIVEWAY APRONS ON THE ALLEY TO
 MEET THE CITY?S ENGINEERING DESIGN STANDARDS. HTTP://WP

 16. PLEASE SHOW THE SIGHT TRIANGLES ON THE GROUND FLOOR
 LANDSCAPING PLAN FOR THE INTERSECTIONS AND VEHICULAR
 EXITS. (SECTION 94-305E, CODE OF ORDINANCES)
  
 THE FOLLOWING COMMENTS MUST BE ADDRESSED IN THE PRIOR
 TO ISSUANCE OF CONSTRUCTION AUTHORIZATION INCLUDING
 BUILDING PERMITS AND ENGINEERING DEVELOPMENT APPROVAL.

 ENGINEERING DIVISION OF THE PUBLIC WORKS DEPARTMENT FOR
 ENGINEERING DEVELOPMENT APPROVAL. THE ENGINEERING

 2. A SEPARATE SUBMITTAL WILL BE REQUIRED TO THE

 3. SOLID WASTE YARDAGE WILL NEED TO BE ESTIMATED AS
 PART OF THE FINAL DESIGN TO VERIFY THAT THE DESIGN
 INCLUDES APPROPRIATE NUMBER AND SIZE OF TRASH BINS.
  
 4. THE PROPOSED NEW CONNECTIONS TO THE CITY?S EXISTING
 STORMWATER STRUCTURES MAY NECESSITATE REHABILITATION OF
 THE MANHOLES.
  
 5. INDICATE ON THE PLANS WHICH PORTIONS OF THE POTABLE
 WATER, SANITARY SEWER, AND STORMWATER SYSTEM WILL
 REMAIN PUBLICALLY OWNED AND WHICH SECTIONS WILL BE
 MAINTAINED BY THE APPLICANT. TYPICALLY, THE CITY'S
 OWNERSHIP STOPS AT THE RIGHT-OF-WAY LINE UNLESS
 EXTENUATING CIRCUMSTANCES REQUIRED THE OWNERSHIP
 DIVISION TO TAKE PLACE AT ANOTHER LOCATION.
  
 6. DETAILS SHEETS WILL NEED TO UTILIZE STANDARD CITY OF
 WEST PALM BEACH DETAILS WHICH MAY BE DOWNLOADED AT
