 1.) PROVIDE WRITTEN CONFIRMATION FROM THE FOLLOWING
 PUBLIC UTILITIES THAT THE PROPOSED PROJECT DOES NOT
 ENCROACH INTO THEIR EASEMENTS OR OTHERWISE INTERFERE
 WITH THE PROVISIONS OF THEIR SERVICES: AT&T, FPU, FPL
 AND COMCAST. PLEASE NOTE THAT THE SITE PLAN WILL NOT BE
 APPROVED UNTIL ALL UTILITY LETTERS HAVE BEEN RECEIVED

 SITE PLAN COMMENTS:
  
 1.) PROVIDE A TRAFFIC LETTER FROM PALM BEACH COUNTY
 DEPARTMENT OF ENGINEERING AND PUBLIC WORKS CONFIRMING
 THAT THE PROPOSED PROJECT MEETS THE TRAFFIC PERFORMANCE
 STANDARDS (TPS) OF THE COUNTY. PLEASE NOTE THAT STAFF
 WILL NOT CONSIDER APPROVAL OF THE APPLICATION UNTIL THE
 TSP LETTER FROM THE COUNTY IS RECEIVED. [REPEAT COMMENT

 2.) PURSUANT TO ZLDR S.94-109, "ACTIVE USE" IS DEFINED
 AS A USE THAT IS VISIBLE TO ADJACENT STREETS AND
 ATTRACTS PEDESTRIAN ACTIVITY AND PROVIDES ACCESS TO THE
 GENERAL PUBLIC. THE CURRENT PLANS SEEM TO MASK THE
 GROUND FLOOR USE. A PRIMARY PEDESTRIAN ACCESS POINT
 FROM THE SIDE WALK TO THE CORNER OF THE BUILDING OR
 DIRECTLY TO A FRONT ENTRANCE ROSEMARY AVENUE SHOULD BE
 ADDED TO ENGAGE THE BUILDING WITH THE STREET AND TO
 PROVIDE ACCESS FOR PEDESTRIANS. [REPEAT COMMENT FROM

 3.) PURSUANT TO ZLDR S.94-128, TABLE IV-6, THE MINIMUM
 PERCENTAGE OF GROUND FLOOR ACTIVE USE ALONG 2ND STREET
 IS 30 PERCENT. THE PROJECT DOES NOT SEEM TO MEET THIS
 MINIMUM REQUIREMENT. ACTIVE USE IS REGULATED AS A
 PERCENTAGE OF THE ENTIRE BUILDABLE LOT FRONTAGE. ACCESS
 INTO THE COVERED PARKING AREA IS NOT CONSIDERED AN

 4.) THE MINIMUM TRANSPARENCY FOR ACTIVE USES ON THE
 GROUND FLOOR ALONG ROSEMARY AVENUE IS 50 PERCENT. THE
 CURRENT PLANS AND ELEVATIONS DO NOT SEEM TO MEET THIS
 REQUIREMENT. PROPOSED LANDSCAPING SEEMS TO MASK THE
 TRANSPARENCY OF THE GROUND FLOOR ACTIVE USE. [ZLDR

 5.) HOW WIDE IS THE TERMINUS AT THE END OF THE DRIVE
 AISLE? A MINIMUM 3 FT. WIDE BACK UP AREA SHALL BE
 PROVIDED AT THE TERMINUS OF ANY DEAD-END DRIVE AISLE TO
 ALLOW FOR VEHICLES TO SAFELY PULL OUT OF THE END
 PARKING SPACES. PLEASE NOTATE THE DIMENSION IN THE SITE
 PLAN. IN ADDITION, THE EQUIVALENT OF ONE (1) PARKING
 SPACE AT THE TERMINUS OF THE DEAD END AISLE SHALL BE
 STRIPED AS A DEDICATED PULL-IN AREA FOR TURNING AROUND.

 6.) THE PROPOSED VEHICULAR DROP OFF/PICK UP AREA ALONG
 2ND STREET IS NOT PERMITTED. THE INTENT OF THE DOWNTOWN
 MASTER PLAN (DMP) IS TO PROVIDE PEDESTRIAN
 USES/ACTIVITY ALONG STREET FRONTAGES. THE APPLICANT
 SHOULD CONSIDER REDESIGNING THE DROP OFF/PICK UP AREA
 INTO A PEDESTRIAN COURTYARD IN ORDER TO MEET THE INTENT
 OF THE DMP. THE BOLLARDS SHOULD ALSO BE REMOVED AND
 REPLACED WITH PLANTER(S) TO CREATE A MORE
 PEDESTRIAN-FRIENDLY ENVIRONMENT.
  
 7.) THE PROPOSED 7 FT. HIGH WALL ALONG 2ND STREET
 CANNOT EXCEED 4 FT. IN HEIGHT WITHIN THE SETBACK OF THE
 STREET FRONTAGE. ALSO MOVE THE WALL BACK TO THE 12 FT.
 BUILDING SETBACK TO CREATE ADDITIONAL OPEN GREEN SPACE
 ALONG 2ND STREET. THIS WILL ALSO CREATE A SPACE THAT IS
 MORE OPEN AND PEDESTRIAN-FRIENDLY.[ZLDR S.94- 109]
  
 8.) THE SIDEWALK ALONG ROSEMARY AVENUE SHALL HAVE A
 MINIMUM CLEARANCE OF 6 FT. AND THE STREET PLANTERS
 ALONG ROSEMARY AVENUE SHALL BE 4 FT. BY 4 FT. (SIDEWALK
 WIDTH TOTAL, INCLUDING PLANTER AND SIDEWALK CLEARANCE
 SHALL BE 10 FT. WIDE)
  
 9.) THE SIDEWALK ALONG 2ND STREET, AS MEASURED FROM THE
 BACK OF THE CURB SHALL BE EXPANDED TO 6 FT. WIDE.
  
 10.) REMOVE THE TRIANGULAR SEGMENT OF GREEN SPACE ALONG
 ROSEMARY AVENUE IN ORDER TO REDESIGN THE PEDESTRIAN
 ENTRANCE/COURTYARD AREA.
  
 11.) THE PREP AREA/JUICE BAR THAT WAS PROVIDED IN THE
 PREVIOUS PLANS RECEIVED BY STAFF ON 11/17/15 SEEMS TO
 BE REPLACED BY A MASSAGE AREA, WHICH DOES NOT SEEM TO
 BE AN APPROPRIATE ACTIVE USE ALONG ROSEMARY AVENUE WITH
 THE TRANSPARENCY/ACTIVE USE REQUIREMENTS PER THE DMP. A
 SECONDARY ENTRANCE INTO THE JUICE BAR/PREP AREA FOR
 EXTERNAL CUSTOMERS SHOULD BE RECONSIDERED TO INCREASE
 PEDESTRIAN ACTIVITY ALONG ROSEMARY AVENUE.
  
 12.) PROVIDE A DETAIL OF THE PROPOSED BICYCLE RACK. THE
 RACK SHOULD COMPLY WITH THE STANDARDS OF THE CITY'S
 BICYCLE PARKING GUIDELINES.
  
 13.) #22 IS NOT IDENTIFIED IN THE "NOTES".
  
 14.) MORE INFORMATION IS NEEDED ON THE LOGISTICS FOR
 TRASH PICKUP (I.E. WILL THE BINS BE PLACED IN THE ALLEY
 FOR TRASH REMOVAL OR ARE THE TRUCKS SUPPOSED TO PULL
 INTO THE DELIVERY SERVICE AREA?). PLEASE NOTE THAT
 FERDINAND RIVERA, PUBLIC WORKS OPERATIONS MANAGER, HAS
 BEEN CONTACTED FOR ADDITIONAL INPUT TO WHETHER OR NOT
 THE PROPOSED SIX (6) TRASH BINS ARE SUFFICIENT FOR THE
 USE/ACCESS TO TRASH REMOVAL.
  
 ARCHITECTURAL COMMENTS:
  
 1.) BLANK WALLS VISIBLE FROM ADJACENT STREETS AND
 PUBLIC AREAS ARE PROHIBITED. A MINIMUM FACADE
 ARTICULATION OF 20 PERCENT IS REQUIRED FOR BOTH THE
 NORTH AND SOUTH FACADES. PLEASE PROVIDE THE BLANK WALL
 CALCULATIONS FOR BOTH THE NORTH AND SOUTH FACADES TO
 ENSURE THAT THE MINIMUM 20 PERCENT IS BEING MET. [ZLDR

 LANDSCAPING:
  
 1.) THE PROPOSED HEDGE ALONG ROSEMARY AVENUE SHALL NOT
 EXCEED 4 FT. IN HEIGHT. PLEASE WORK WITH THE CITY'S
 LANDSCAPE PLANNER, RAY CARANCI (561-822-1462), TO
 IDENTIFY A PLANT MATERIAL THAT WOULD BE SUITABLE ALONG
 ROSEMARY AVENUE.
  
 SIGNAGE:
  
 1.) CONSIDER MOVING THE WALL SIGN TO FACE THE PRIMARY
 PEDESTRIAN ENTRANCE OF THE BUILDING. THE SIGN SHALL NOT
 BE INTERNALLY ILLUMINATED AND SHALL NOT EXCEED A TOTAL
 SIGN FACE OF 40 SQ. FT. EXTERIOR ILLUMINATION IS
 PERMITTED. PROVIDE DETAILS AND DIMENSIONS ON THE
 PROPOSED SIGNAGE TO ENSURE THAT THE REQUIREMENTS ARE

 PHOTOMETRIC PLAN:
  
 1.) STAND-ALONE LIGHT FIXTURE SHOULD ALIGN WITH THE
 STREET TREES ALONG ROSEMARY AVENUE.
  
 2.) STAFF HAS A PREFERENCE FOR LIGHT POLES AS OPPOSED
 TO BOLLARDS ALONG ROSEMARY AVENUE AND 2ND STREET. IS
 THERE A REASON TO WHY BOLLARDS ARE BEING USED?

 1.) ADDITIONAL UTILITY AND CIVIL COMMENTS HAVE BEEN
 IDENTIFIED ON THE REVISED PLANS BY THE ENGINEERING

 PLANS. PLEASE NOTE THAT CHANGES ON THE RESUBMITTED
 PLANS MAY RESULT IN ADDITIONAL COMMENTS.
