 PLEASE PROVIDE A WRITTEN RESPONSE TO THE FOLLOWING
 REVIEW COMMENTS:
  
 1. PURSUANT TO SECTION 94-332 OF THE CITY?S ZONING AND
 LAND DEVELOPMENT REGULATIONS, THERE IS A RANKING
 PREFERENCE REGARDING LOCATION AND TYPE OF WIRELESS
 FACILITIES. THE PROPOSED NON-CONCEALED FREESTANDING
 TOWER ON PRIVATE PROPERTY IS IDENTIFIED AS THE LOWEST
 RANKED ALTERNATIVE. WHERE A LOWER RANKED ALTERNATIVE IS
 PROPOSED, THE APPLICANT SHALL PROVIDE JUSTIFICATION AND
 DEMONSTRATE WHY THE HIGHER RANKED OPTIONS, INCLUDING A
 CONCEALED FREESTANDING TOWER, ARE NOT TECHNICALLY
 FEASIBLE, PRACTICAL, OR JUSTIFIED.
  
 A. IT IS IMPORTANT TO NOTE THAT A CONCEALED
 FREESTANDING TOWER WOULD BE PROCESSED AS A LEVEL III
 APPLICATION, AS OPPOSED TO THE CURRENT LEVEL IV
 APPLICATION.
  
 2. PURSUANT TO SECTION 94-337(G) OF THE CITY?S ZLDRS,
 ANTENNA MOUNTS SHALL BE FLUSH-MOUNTED UNLESS IT IS
 DEMONSTRATED THAT SUCH ANTENNAS WILL NOT MEET THE
 NETWORK OBJECTIVES.
  
 3. PLEASE NOTE THAT PRIOR TO ANY PUBLIC HEARING, A
 BALLOON TEST SHALL BE COMPLETED IN ACCORDANCE WITH
 SECTION 94-337(H) OF THE CITY?S ZLDRS. PLEASE NOTE THE
 ADVERTISING REQUIREMENTS OF SUCH TEST, AND ENSURE THAT
 CITY STAFF AND CITYSCAPE CONSULTANTS, INC. ARE NOTIFIED
 WELL IN ADVANCE OF SUCH TEST.
  
 4. PURSUANT TO SECTION 94-337(J) OF THE CITY?S ZLDRS,
 THE EQUIPMENT COMPOUND SHALL BE ENCLOSED WITH AN OPAQUE
 FENCE. WHILE THE FENCE DETAIL ON SHEET C3.20 INDICATES
 A CEDAR SLAT FENCE ON A STEEL FRAME, SHEET C2.00
 REFERENCES AN ?OPAQUE CHAINLINK FENCE WITH SECURITY?,
 AND SHEET E1.00 INDICATES A PROPOSED ?CHAINLINK FENCE
 W/ OVERHEAD SECURITY?. ADDITIONALLY, THE NOTE ON SHEET
 C2.00 APPEARS TO POINT TO THE PROPERTY LINE AND NOT THE
 FENCING SURROUNDING THE EQUIPMENT COMPOUND. PLEASE
 CLARIFY ALL ASPECTS.
  
 5. NOTE THAT THE AREA SHOWN ON SHEET C2.10 TO BE SAWCUT
 AND REMOVED NEEDS TO BE SUFFICIENT ENOUGH TO
 ACCOMMODATE THE PROPOSED LANDSCAPING. THE PLANS WILL
 NEED TO BE ADJUSTED ACCORDINGLY.
  
 6. PURSUANT TO SECTION 94-337(R) OF THE CITY?S ZLDRS,
 ONE PARKING SPACE IS REQUIRED FOR EACH DEVELOPMENT
 AREA. THE SPACE SHALL BE PROVIDED WITHIN THE LEASED
 AREA, OR EQUIPMENT COMPOUND, OR DEVELOPMENT AREA.
 PLEASE CLARIFY AS TO THE LOCATION WHERE MAINTENANCE
 VEHICLES WILL BE PERMITTED TO PARK ON THE PROPERTY.
  
 7. TO REDUCE THE VISUAL IMPACT, AN ALTERNATIVE TO THE
 PROPOSED GALVANIZED EXTERIOR FINISH SHALL BE
 CONSIDERED.
  
 8. PLANS INDICATE THAT LANDSCAPING WILL BE INSTALLED IN
 VARIOUS EASEMENTS. IF THE EASEMENTS BELONG TO ANYONE
 OTHER THAN THE APPLICANT, PLEASE PROVIDE CONSENT FROM
 EACH EASEMENT HOLDER INDICATING THAT THEY HAVE NO
 OBJECTION TO THE IMPROVEMENTS.
  
 9. IN ADDITION TO THE COMMENTS PRESENTED ABOVE BY CITY
 STAFF, PLEASE NOTE ALL COMMENTS ISSUED BY CITYSCAPE
 CONSULTANTS, INC., AS OUTLINED IN THEIR SITE REVIEW
 REPORT DATED AUGUST 11, 2015.

 A) WRITTEN RESPONSES TO COMMENTS MADE BY ALL
 DEPARTMENTS SHALL BE PROVIDED UPON RESUBMISSION.
  
 B) 15 SETS OF REVISED PLANS AND/OR DOCUMENTS SHALL BE
 PROVIDED, ALONG WITH ONE (1) REDUCED COPY (11IN X
 17IN), AND AN ELECTRONIC COPY OF ALL PLANS.
  
 C) PLEASE NOTE THAT RE-SUBMITTALS MAY BE SUBJECT TO
 ADDITIONAL COMMENTS.
  
 D) IF NO RESPONSE IS RECEIVED WITHIN 60 DAYS OF THE
 ISSUANCE OF THESE COMMENTS, THE APPLICATION WILL BE
 CONSIDERED WITHDRAWN AND ANY FURTHER ACTION WILL
 REQUIRE SUBMISSION OF A NEW DEVELOPMENT APPLICATION.
  
 E) PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ACCESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE.
  
 F) IN ORDER TO BE CONSIDERED FOR THE SEPTEMBER 16,
 2015, PLANNING BOARD AGENDA, ALL COMMENTS SHALL BE
 SATISFACTORILY ADDRESSED. PLEASE SUBMIT ALL REVISED
 DOCUMENTS/PLANS NO LATER THAN FRIDAY, MARCH 15, 2013.
  
 G) TO BE PLACED ON THE SEPTEMBER 16, 2015, PLANNING
 BOARD AGENDA, SIGNS SHALL BE POSTED ON THE PROPERTY NO
 LATER THAN MARCH 31, 2013. SIGNAGE SHALL CONFORM AND BE
 INSTALLED WITH THE REQUIREMENTS OF THE CITY?S ZONING
 AND LAND DEVELOPMENT REGULATIONS. A SIGNED AND
 NOTARIZED AFFIDAVIT SHALL BE PROVIDED BY THE DEADLINE
 REFERENCED ABOVE.
