 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 RESUBMITTAL AT NO ADDITIONAL COST. IF PREVIOUSLY-ISSUED
 COMMENTS CONTINUE TO NOT BE SUFFICIENTLY ADDRESSED, THE
 APPLICANT WILL BE ACCESSED A RESUBMITTAL FEE. SUCH FEE
 WILL BE 20% OF THE ORIGINAL APPLICATION FEE ($600).
  
 - PUBLIC HEARING NOTIFICATION SIGNAGE SHALL BE POSTED
 IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION
 94-39(I)(5) OF THE ZONING AND LAND DEVELOPMENT

 GENERAL
  
 1) WHAT INNOVATIVE FEATURES OF THE PROJECT WHICH MAKE
 THIS PROJECT MORE DESIRABLE AND ATTRACTIVE THAN AN AUTO
 DEALERSHIP THAT MEETS ALL CODE REQUIREMENTS? AT A
 MINIMUM THE PROPOSED DEVELOPMENT REQUIRES WAIVERS TO
 THE SIGNAGE, INTERNAL SETBACKS AND LANDSCAPE, AND
 NUMBER OF ACCESS POINTS.
  
 2) PROVIDE FULL PLANS FOR THE ENTIRE AREA COVERED BY
 THE PROPOSED BRAMAN CPD. THIS INCLUDES SITE, LANDSCAPE,
 ELEVATIONS AND LIGHTING.
  
 3) THE JUSTIFICATION STATEMENT INDICATES THAT THE
 OWNERS DO NOT WANT TO PLAT OR UNIFY ANY OF THE NEW
 PARCELS EITHER AMONG THEMSELVES OR WITH THE EXISTING
 BRAMAN DSI PARCELS. AT A MINIMUM, THE EASTERN PARCELS
 WILL NEED TO BE JOINED SINCE THE PROPOSED DEVELOPMENT
 PLAN HAS THE NEW BUILDING STRADDLING MULTIPLE PARCEL
 LINES UNDER THE CURRENT PARCEL CONFIGURATION.
  
 4) THE PROPOSED DEVELOPMENT PLAN DOES NOT COMPLY WITH
 THE SETBACK AND LANDSCAPE REQUIREMENTS FOR THE INTERIOR
 LOT LINES WITH THE EXISTING BRAMAN MOTORCARS DSI. ANY
 NON-COMPLAINANT AREAS WOULD NEED TO BE SPECIFICALLY
 APPROVED AS WAIVERS WITHIN THE CPD.
  
 5) ALL OVERHEAD UTILITY LINES IN THE AREAS WHERE ANY
 DEMOLITION OR CONSTRUCTION IS BEING DONE SHALL BE
 BURIED.
  
 6) PLEASE PROVIDE VERIFICATION OF THE UTILITY EASEMENTS
 BEING ABANDONED. STAFF CANNOT APPROVED A BUILDING
 CONSTRUCTED ON TOP OF A UTILITY EASEMENT.
  
 7) PARKING AND LANDSCAPE COMPLIANCE SHALL BE SHOWN AND
 INSTALLED TO COMPLY WITH THE ZLDR FOR EACH PHASE OF THE
 DEVELOPMENT.
  
 8) THE SITE HAS AN EXPIRED IRRIGATION PERMIT AND
 MISCELLANEOUS PERMIT THAT NEED TO BE RECTIFIED -
 09010281 AND 10080754.
  
 TRAFFIC
  
 9) PROVIDE THE PALM BEACH COUNTY TRAFFIC CONCURRENCY
 APPROVAL LETTER.
  
 10) THE JUSTIFICATION STATEMENT LISTS SEVEN CURB CUTS
 BEING USED WHILE THE LATEST STREET VIEW SHOWS ONLY SIX
 BEING USED. PLEASE BE AWARE THE SITE EXCEEDS THE NUMBER
 OF PERMITTED ACCESS POINTS TO THE STREET NETWORK.
 OPENINGS ALONG BOTH OKEECHOBEE BOULEVARD AND EXCHANGE
 COURT NEED TO BE REDUCED.
  
 11) PROVIDE A DRIVEWAY PREDETERMINATION LETTER OF
 APPROVAL FROM FDOT FOR THE WORK WITHIN THE OKEECHOBEE
 BOULEVARD RIGHT-OF-WAY.
  
 12) A RIGHT-OF-WAY PERMIT WILL BE REQUIRED FOR ANY WORK
 WITHIN THE FDOT OR THE CITY RIGHT-OF-WAY.
  
 13) ALL CURB CUTS THAT ARE NOT BEING USED SHALL BE
 REMOVED AND THE SIDEWALK MADE FLUSH WITH THE ADJACENT
 SIDEWALK.
  
 14) THE PROPOSAL TO PLANT IN THE EXCHANGE COURT
 RIGHT-OF-WAY REQUIRES THE APPROVAL OF THE ENGINEERING
 SERVICES DIVISION. IRRIGATION SHALL BE SUPPLIED TO
 THESE TREES. A RECORDED AGREEMENT TO MAINTAIN AND
 REPLACE THE TREES AND IRRIGATION IS REQUIRED FROM
 BRAMAN.
  
 SITE
  
 15) PROVIDE THE SITE PLAN AT A LARGER SCALE.
  
 16) PROVIDE THE SETBACK DIMENSIONS FOR THE NEW MINI
 SERVICE DROP OFF BUILDING.
  
 17) ALL MECHANICAL EQUIPMENT, WHETHER GROUND OR ROOF
 MOUNTED, UTILITY EQUIPMENT, GENERATORS, TRANSFORMERS,
 ETC. SHALL BE SCREENED FROM VIEW OF THE PUBLIC.
  
 18) PROVIDE PLANS (ROOF, SITE, ETC.) SHOWING WHERE THE
 A/C AND OTHER MECHANICAL EQUIPMENT (TO INCLUDE
 GENERATORS) WILL BE LOCATED.
  
 19) THE EAST SIDE SETBACK IS REQUIRED TO BE 27 FEET,
 NOT 13 FEET, SINCE THE BUILDING THAT IS BEING
 CONSTRUCTED IS 75 FEET 8 INCHES TALL.
  
 20) HOW TALL ARE THE GATES?
  
 21) PROVIDE A CONTINUOUS CONNECTION FOR THE FRONT
 PARKING LOT BETWEEN THE BMW AND THE FUTURE BENTLEY
 DEALERSHIPS.
  
 22) WHY IS THE DRIVEWAY LEADING TO THE PORSCHE SERVICE
 DROP-OFF 40 FEET WIDE WHEN THERE ARE ONLY TWO 10 FOOT
 WIDE DOORWAYS INTO THE SERVICE BAY? THE PAVEMENT SHALL
 BE REDUCED AT THIS LOCATION AND A WIDER LANDSCAPE
 BUFFER INSTALLED.
  
 23) WHY IS THE DRIVEWAY LEADING OUT OF THE PORSCHE
 SERVICE DROP-OFF 35 TO 39 FEET WIDE, WHEN ONLY TWO CARS
 CAN EXIT AT THE SAME TIME? THE PAVEMENT SHALL BE
 REDUCED AT THIS LOCATION AND A WIDER LANDSCAPE BUFFER
 INSTALLED.
  
 24) THE SITE AND CIVIL PLANS DO NOT MATCH IN THE DEPTH
 OF THE PARKING SPACES AND THE DRIVE AISLES IN FRONT OF
 THE NEW BUILDINGS. EX. 18.5 FEET VS 18 FEET AND 24 FEET
 VS 24.5 FEET.
  
 25) THE SITE PLAN NEEDS TO SHOW THE AREA BEHIND THE
 TWO-STORY SALES AND SERVICE BUILDING IN ACCORDANCE WITH
 APPROVED PERMIT NO. 13060158, TO INCLUDE THE REQUIRED
 DIMENSIONS OF THE DRIVE AISLES AND PARKING SPACES.
 THESE SHALL BE INSTALLED AND REMAIN PER PLAN.
  
 PARKING
  
 26) STAFF IS UNABLE TO VERIFY THE PARKING REQUIRED FOR
 THE SITE DUE THE DIFFERING PLANS SHOWING SQUARE FOOTAGE
 THAT IN SOME INSTANCES DOUBLE COUNTS AREAS (EX. LISTS
 SQ. FT. OF ENTIRE SERVICE AREA TO INCLUDE THE SERVICE
 BAYS) OR DOES NOT LIST ALL THE INTERIOR AREA (EX.
 HALLWAYS ON THE ARCHITECTURAL FLOOR PLANS). PROVIDE A
 COLOR CODED FLOOR PLAN THAT DEMARCATES THE INTERIOR
 SQUARE FOOTAGE, THE SERVICE BAY AREAS AND INTERNAL
 VEHICLE CIRCULATION AREAS. THE SQUARE FOOTAGES OF EACH
 AREA SHALL BE PROVIDED SO THAT STAFF CAN CALCULATE THE
 PARKING REQUIREMENTS.
  
 27) THE BICYCLE RACK SHOWN SOUTH OF THE BMW SERVICE
 ENTRANCE ON THE BRAMAN DSI PLAN DOES NOT APPEAR TO HAVE
 BEEN INSTALLED. THIS LOCATION DOES NOT ADHERE TO THE
 CITY'S BICYCLE PARKING LOCATIONAL REQUIREMENTS. THE PAD
 SHALL BE SHOWN IN COMPLIANCE WITH THE CITY'S
 REGULATIONS.
  
 28) STAFF IS UNABLE TO LOCATE THE SIX SPACES NOT CITED
 IN THE PREVIOUS COMMENT.
  
 29) NO BICYCLE PAD OR RACK DETAILS, WITH DIMENSIONS,
 WERE PROVIDED ON THE PLANS.
  
 30) THE AREA BEHIND THE FUTURE MINI DEALERSHIP (UNDER
 THE CANOPY) IS SHOWN AS HAVING A DOUBLE ROW OF PARKING.
 THIS AREA IS CURRENTLY A NINE SPACE PARKING AREA (TEN
 SPACES DO NOT FIT WITH THE WALKWAY ON THE SOUTH SIDE)
 WITH A DETAIL AREA ON THE NORTH SIDE. THE DIMENSION IS
 NOT WIDE ENOUGH FOR A DOUBLE ROW OF PARKING AS THE
 AISLE IS SHOWN ON THE PROPOSED PLAN AT 22.6 FEET IN
 WIDTH. PLEASE NOTE IF PARKING ALONG THE NORTH SIDE OF
 THIS AREA CAN BE ACHIEVED, THEN A TERMINAL ISLAND TREE
 IS REQUIRED ON THE EAST SIDE.
  
 31) PROVIDE DIMENSION TAGS FOR EACH NEW PARKING BAY -
 CURB FACE TO CURB FACE.
  
 32) PROVIDE FLOOR PLANS FOR ALL LEVELS OF THE PARKING
 STRUCTURE, TO INCLUDE THE ROOF DECK. THE FLOOR PLANS
 SHALL INDICATE THE AREAS OF VEHICLE STORAGE, GARAGE
 EMPLOYEE PARKING AND SERVICE PARKING. IF THERE WILL BE
 INVENTORY STORAGE ON THE ROOF, THEN THIS SHALL BE
 COUNTED IN THE OUTDOOR DISPLAY AREA REQUIREMENTS.
  
 33) VERIFY WITH THE CONSTRUCTION SERVICES DIVISION IF
 ADA OR VAN ACCESSIBLE SPACES ARE REQUIRED IN THE
 PARKING STRUCTURE FOR THE 20 GARAGE EMPLOYEE AND
 SERVICE PARKING.
  
 34) ONLY TWO FUNCTIONAL, NOT THREE LOADING ZONES ARE
 SHOWN ON THE PLAN. THE ONE BY THE BENTLEY PARTS CANNOT
 BE ACCESSED BY THE TRUCK ITS DESIGNED FOR.
  
 SIGNAGE
  
 35) THE ZONING AND LAND DEVELOPMENT REGULATIONS
 PROHIBIT THE USE OF THREE DIMENSIONAL SCULPTURAL
 FIGURES THAT REPRESENT PRODUCTS SOLD BY A BUSINESS. THE
 MINI MOUNTED TO THE WALL IS NOT PERMITTED.
  
 36) PLEASE NOTE THAT MINI IS ONLY PERMITTED THREE
 FACADE SIGNS BASED ON THE CURRENT LAYOUT OF BUILDING A.
 CHANGES TO CONNECT THIS BUILDING TO BUILDING B WOULD
 REDUCE THE NUMBER OF PERMITTED FACADE SIGNS. WITHOUT
 FURTHER INFORMATION, STAFF IS UNABLE TO VERIFY
 COMPLIANCE, BUT IT APPEARS THAT THE AT LEAST THE SOUTH
 ELEVATION SIGN IS TWICE AS LARGE AS PERMITTED.
  
 37) THE NEW BUILDING HAS 12 FACADE SIGNS. ONLY SIX
 FACADE SIGNS ARE PERMITTED.
  
 38) DIMENSIONS WERE NOT PROVIDED FOR STAFF TO DETERMINE
 HOW MUCH FACADE SIGN SQUARE FOOTAGE IS PERMITTED, NOR
 WAS INFORMATION PROVIDED ON HOW MUCH FACADE SIGN SQUARE
 FOOTAGE IS PROPOSED.
  
 39) PROVIDE THE SIGN SETBACKS ON THE SITE AND LANDSCAPE
 PLANS. THE SIGNS SHALL NOT INTERFERE WITH THE LONG TERM
 GROWTH OF THE ADJACENT TREES.
  
 40) PLEASE CONFIRM THAT THE PLANS SHOW THE
 REORIENTATION OF HF SIGN A.
  
 41) THE LOCATION FOR HF SIGN E WILL NOT BE SUPPORTED BY
 STAFF AS IT CREATES AN UNSAFE VISIBILITY SITUATION FOR
 CARS EXITING THE SITE ONTO OKEECHOBEE BOULEVARD.
  
 42) STAFF CALCULATES 1,640 SQ. FT. OF HIGH FREESTANDING
 SIGNAGE PROPOSED ALONG OKEECHOBEE BOULEVARD (HF SIGNS
 B, C, D1, D2 AND E). WHICH EXCEEDS THE PERMITTED 1,363
 SQ. FT. PERMITTED. USING LOW FREESTANDING SIGNS LIKE IN
 THE CONCEPT SKETCH COULD ALLEVIATE THIS SQUARE FOOTAGE
 EXCESS.
  
 43) PLEASE NOTE THAT HF SIGN A AND C HAVE EXPIRED
 PERMITS THAT NEED TO BE RECTIFIED FOR THOSE TWO SIGNS.
 PERMITS 08120414 AND 08120415.
  
 44) THERE ARE FREESTANDING SIGNS SHOWN ON THE PLAN THAT
 DETAILS ASSOCIATED WITH THEM IN FRONT OF THE NEW
 BUILDINGS.
  
 LIGHTING
  
 45) THE SOUTHWEST CORNER OF THE SUBMITTED PHOTOMETRIC
 BASE PLAN DIFFERS FROM THE SITE PLAN AT THE NUMBER OF
 PARKING SPACES. ALL PLANS SHALL SHOW THE SAME BASE
 CONDITIONS.
  
 46) PLEASE EXPLAIN THE DIFFERENCE BETWEEN THE SMALL
 NUMBERS AND THE LARGE NUMBERS ON THE PHOTOMETRIC PLAN.
  
 47) ILLUMINATION WITHIN A COMMERCIAL PLANNED
 DEVELOPMENT MAY NOT EXCEED ONE FOOTCANDLE AT OR BEYOND
 THE BOUNDARIES OF THE DEVELOPMENT. THE SOUTH, EAST AND
 NORTH PROPERTY LINES ALL HAVE VALUES EXCEEDING ONE
 FOOTCANDLE AT THE PROPERTY LINE. THE PHOTOMETRIC
 NUMBERS SHALL BE EXTENDED PAST THE PROPERTY LINE AND
 VERIFY THAT THE ONE FOOTCANDLE STANDARD IS NOT
 EXCEEDED.
  
 48) PLEASE PROVIDE HOW THE LIGHTING WILL BE SHIELDED TO
 REFLECT LIGHT OR GLARE AWAY FROM THE ADJACENT PUBLIC
 THOROUGHFARES?
  
 49) THE LIGHT POSTS SHALL MEET THE REQUIRED FIVE (5)
 FOOT SETBACK REQUIREMENT. PLEASE PROVIDE SETBACK
 DIMENSIONS FOR THE LIGHT POSTS ON THE PLANS.
  
 50) THERE ARE INCONSISTENCIES WITH THE LIGHT POLE
 LOCATIONS INDICATED AS REMAINING ON THE CIVIL PLANS AND
 THE LIGHT POLE LOCATIONS SHOWN ON THE LIGHTING PLAN.
 THIS INCONSISTENCY IS ON THE SITE PLAN AS WELL.
