 PLEASE PROVIDE A WRITTEN RESPONSE TO THE FOLLOWING
 REVIEW COMMENTS:
  
 1. PLEASE PROVIDE A COPY OF THE DEED FOR THE PROPERTY.
  
 2. PLEASE PROVIDE EVIDENCE THAT THE EAST CENTRAL
 REGIONAL WATER RECLAMATION BOARD HAS APPROVED THE
 PROPOSED IMPROVEMENTS.
  
 3. PLEASE PROVIDE COPIES OF ALL OUTSTANDING UTILITY
 LETTERS.
  
 4. PLEASE CLARIFY THE PROPOSED FPL POWER LINE THAT IS
 COMING FROM THE NORTH END OF THE PROPERTY. THE PLANS
 ARE UNCLEAR AS TO WHAT ROUTE THE LINE / EASEMENT IS
 PLANNED TO TAKE NORTH OF THE DEWATERING BUILDING. WILL
 THE CITY OF WEST PALM BEACH BE GRANTING AN EASEMENT TO
 FPL? IT APPEARS THAT THIS MAY BE CROSSING A PARCEL OF
 LAND OWNED BY THE CITY OF WEST PALM BEACH, WHICH HAS
 BEEN ZONED SF7 FOR POSSIBLE FUTURE DEVELOPMENT.
  
 5. PLEASE INDICATE THE EXISTING ECR BOUNDARY ON THE
 PLANS. IT IS UNCLEAR IF THIS BOUNDARY WILL NEED TO BE
 MODIFIED TO ACCOMMODATE THE PROPOSED FACILITY. IF SO,
 PLEASE INDICATE THE FUTURE / PROPOSED BOUNDARY AS WELL.
 IF THE BOUNDARY IS BEING EXPANDED TO THE NORTH, FURTHER
 REVIEW OF THE CITY?S ZONING AND FUTURE LAND USE MAPS
 SHOWS THAT THE LAND IMMEDIATELY NORTH OF THE EXISTING
 ECR BOUNDARY IS ZONED CONSERVATION. AS SUCH, HEAVY
 UTILITY FACILITIES ARE NOT PERMITTED IN THIS AREA.
 EXPANSION OF THE ECR BOUNDARY WOULD REQUIRE THAT
 ADDITIONAL LAND BE REZONED TO UTILITIES.
  
 6. REVIEW OF THE SITE PLAN AND SURVEY SHOWS THAT THERE
 A MULTIPLE PROPERTY LINES AND RIGHTS-OF-WAY THAT RUN
 THROUGH THE MIDDLE OF THE PROPERTY, AND THAT THERE IS
 NO CORRELATION BETWEEN PARCEL LINES, THE ECR BOUNDARY,
 ZONING DESIGNATIONS, ETC. IT WOULD BE STAFF?S
 RECOMMENDATION THAT THE ECR PROPERTY BE REPLATED SO
 THAT IT IS ALL ONE PARCEL WITH NO RIGHT-OF-WAY RUNNING
 THROUGH THE MIDDLE OF IT, AND THAT THE ECR BOUNDARY BE
 ITS OWN PARCEL INDEPENDENT FROM THE REST OF THE
 CITY-OWNED LAND.
  
 7. PLEASE DIMENSION THE SETBACKS TO THE ECR BOUNDARY
 LINE, NOT THE PARCEL LINE.
  
 8. AS COMMENTED ABOVE, THERE IS A PORTION OF CITY-OWNED
 LAND NORTH OF THE ECR THAT HAS BEEN ZONED SF7 FOR
 POTENTIAL FUTURE DEVELOPMENT. IF THIS WERE TO OCCUR,
 THE EXISTING VEGETATION AND / OR WETLANDS WOULD BE LOST
 AND THERE WOULD BE NO LANDSCAPE BUFFER BETWEEN THE
 BIOSOLIDS FACILITY AND THE RESIDENTIAL DEVELOPMENT.
 PURSUANT TO SECTION 94208(A)(6) OF THE CITY?S ZONING
 AND LAND DEVELOPMENT REGULATIONS, AN OPAQUE LANDSCAPE
 BUFFER IN ACCORDANCE WITH ARTICLE XIV, SUBSECTION
 94-443(2) SHALL BE PROVIDED. YOU WILL NEED TO CHECK
 WITH CITY ADMINISTRATION AS TO WHETHER OR NOT THIS
 SINGLE-FAMILY ZONED PARCEL WILL BE SOLD FOR
 DEVELOPMENT. IF SO, A LANDSCAPE PLAN WILL HAVE TO BE
 DEVELOPED FOR THE NORTH SIDE OF THE ECR TO ENSURE
 COMPLIANCE WITH THE MINIMUM LANDSCAPE REQUIREMENTS.
  
 9. THE PARKING DETAIL SHALL CONFORM TO THE CITY?S
 REQUIREMENTS, INCLUDING SIZE, DOUBLE-STRIPING, ETC.
 PLEASE CONTACT ME FOR AN ELECTRONIC COPY OF THE DETAIL
 THAT CAN BE INCLUDED IN THE PLANS.
  
 10. PLEASE IDENTIFY AND DIMENSION THE PARKING SPACES ON
 THE SITE PLAN. ADDITIONALLY, PLEASE PROVIDE THE DATE
 TABLE, PARKING INFORMATION, ETC. ON A PLAN SHEET THAT
 IS INCORPORATED INTO THE PLAN SET.
  
 11. PLEASE PROVIDE A PHOTOMETRIC PLAN INDICATING ALL
 EXTERIOR LIGHTING LEVELS.

 ISSUANCE OF THESE COMMENTS, THE APPLICATION WILL BE
 CONSIDERED WITHDRAWN AND ANY FURTHER ACTION WILL
 REQUIRE SUBMISSION OF A NEW DEVELOPMENT APPLICATION.
