 LAND DEVELOPMENT AND STORMWATER
  
 THIS IS A CONCEPTUAL LEVEL REVIEW. CONSTRUCTION DETAILS
 WILL BE REVIEWED AS PART OF THE ENGINEERING DEVELOPMENT
 APPROVAL AND BUILDING PERMIT APPLICATION PROCESSES.
 THE FOLLOWING COMMENTS MUST BE ADDRESSED PRIOR TO SITE
 PLAN APPROVAL.
  
 1. INCLUDE PARKING PLANS FOR ALL LEVELS OF THE PARKING
 GARAGE AND ENSURE THAT THE ELEVATION VIEW OF THE GARAGE
 MATCHES THE PLAN VIEW. THE SUBMITTED PLANS DID NOT
 INCLUDE PARKING LAYOUTS FOR UNDERGROUND LEVELS 1B, 1D,
 OR 1E.
  
 2. THE PARKING LAYOUT CONTAINS SEVERAL DEAD-ENDS,
 INACCESSIBLE PARKING SPACES, PARKING SPACES AND DRIVE
 AISLES WHICH DO NOT MEET CODE REQUIREMENTS. TURN AROUND
 SPACES MUST BE PROVIDED AT THE DEAD ENDS. SHOW PROFILE
 DETAILS FOR THE PARKING SPOTS PROPOSED UNDER RAMPS.
 REVISE THE PARKING LAYOUT TO COMPLY WITH SECTION 94-485
 OF THE CODE OF ORDINANCES. ALSO , RESPOND TO THE
 RELATED ZONING, PARKING AND TRAFFIC ENGINEERING
 COMMENTS.
  
 3. THE PROPOSED FLOOD PROTECTION FOR THE SOUTHERN
 PARKING GARAGE, WHICH IS PROPOSED WITH A BOTTOM
 ELEVATION OF APPROXIMATELY 7.8 FT NGVD, IS A PUMP. SHOW
 HOW THE ANY WATER COLLECTED IN THIS AREA IS GOING TO BE
 TREATED PRIOR TO DISCHARGE AND WHERE THE TREATED WATER
 WILL BE DISCHARGED.
  
 4. THE PROPOSED LAYOUT IS NOT ACCESSIBLE TO THE SOLID
 WASTE TRUCKS (35 FT LONG, 15 FT HIGH). THE PROPOSAL TO
 ROLL THE TRASH BINS INTO THE ALLEY WILL IMPEDE TRAFFIC
 FLOW WHILE THE BINS ARE IN THE ALLEY AND COMPLETELY
 BLOCK TRAFFIC WHEN THE SOLID WASTE TRUCKS ARE
 COLLECTING THE GARBAGE. REVISE THE DESIGN TO
 ACCOMMODATE THE TRUCKS WITHOUT REQUIRING THEM TO BACK
 AROUND CORNERS OR DOWN THE ALLEY AND TO COMPLY WITH
 SECTION 74-35(A)(9) OF THE CODE OF ORDINANCES.
  
 5. VERIFY THAT THE PROPOSED SIZE AND QUANTITY OF TRASH
 BINS IS APPROPRIATE FOR THE WASTE YARDAGE ANTICIPATED
 TO BE GENERATED BY THE COMPLEX. CONSIDER USING A
 COMPACTOR TO REDUCE THE YARDAGE OF WASTE THAT WILL NEED
 TO BE COLLECTED.
  
 6. THE PROJECT MUST PROVIDE ADEQUATE STORMWATER
 MANAGEMENT, INCLUDING NOT MODIFYING THE VELOCITY OR
 VOLUME OF OFF-SITE STORMWATER DISCHARGE. DESCRIBE HOW
 THIS WILL BE ACHIEVED. COMPLIANCE WITH CHAPTER 40E-4
 FAC WILL DEMONSTRATE COMPLIANCE WITH THIS PROVISION.

 94-307, AND 94-580]
  
 7. PROVIDE VERTICAL PROFILES FOR THE PARKING GARAGE
 RAMPS INCLUDING THE TRANSITION AREA GEOMETRY.
  
 8. PROVIDE DETAILS AND ELEVATION VIEWS OF THE LOADING
 AREA AND ADJACENT PARKING GARAGE RAMPS.
  
 THE FOLLOWING COMMENTS MUST BE ADDRESSED IN THE
 CONSTRUCTION PLANS SUBMITTED FOR DEVELOPMENT APPROVAL
 FROM THE ENGINEERING DEPARTMENT.
  
 1. THE EXISTING WATER MAIN WITHIN THE ALLEY ALSO SERVES
 THE METER AT 522 CLEMATIS STREET. WATER SERVICE MUST
 CONTINUE TO BE PROVIDED FOR THIS ADDRESS.
  
 2. SEWAGE DEMAND CALCULATIONS WILL NEED TO BE PROVIDED
 AS PART OF THE FINAL DESIGN. THE 8-INCH GRAVITY SEWER
 LINE MAY NOT BE SUFFICIENT FOR THE PROPOSED DEMAND AND
 MAY NEED TO BE UPGRADED. RECENT INSPECTIONS OF THE
 8-INCH LINE INDICATE THAT IT IS NOT IN ACCEPTABLE
 CONDITION TO CONVEY ADDITIONAL FLOWS AND POSSIBLY MAY
 NOT WITHSTAND THE PROPOSED NEARBY SUBSURFACE
 CONSTRUCTION.
  
 3. THE AVAILABLE WATER PRESSURE WITHIN THE CITY MAY NOT
 BE ACCEPTABLE AT ELEVATIONS HIGHER THAN THE 2ND FLOOR.
 WE RECOMMEND THAT A LONG-TERM PRESSURE STUDY BE
 PERFORMED ON THE POTABLE WATER LINES PRIOR TO
 FINALIZATION OF THE DESIGN.
  
 4. SOLID WASTE YARDAGE WILL NEED TO BE ESTIMATED AS
 PART OF THE FINAL DESIGN TO VERIFY THAT THE DESIGN
 INCLUDES APPROPRIATE NUMBER AND SIZE OF TRASH BINS.
  
 5. AN EXISTING SOLID WASTE CUSTOMER IS LOCATED ON THE
 ALLEY EAST OF THE PROPOSED PROJECT. THE FINAL PLANS
 WILL NEED TO INCLUDE A PROPOSAL FOR CONTINUING THEIR
 SOLID WASTE SERVICE DURING CONSTRUCTION. THE ALLEY END
 WEST OF THE RAILROAD LINE AND THERE IS NOT CURRENTLY A
 PAVED OR STABILIZED TURNAROUND.
  
 6. STORMWATER CALCULATIONS WILL NEED TO BE SUBMITTED AS
 PART OF THE ENGINEERING DEVELOPMENT APPROVAL. IN
 ADDITION TO DEMONSTRATING THAT THE REQUIRED FLOOD
 PROTECTION AND WATER QUALITY TREATMENT IS PROVIDED, THE
 CALCULATION SHOULD INCLUDE THE PROPOSED PUMPED
 DISCHARGE FROM THE GARAGE, MOUNDING ANALYSIS FOR THE
 EXFILTRATION TRENCH, EVALUATION OF THE IMPACT (IF ANY)
 OF THE ROOF DRAIN VELOCITY INTO THE STORMWATER SYSTEM.
