 COMMENTS.
  
 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THE PPRC COMMENTS WITHIN 60 DAYS
 FROM THE DATE OF THESE COMMENTS (BY APRIL 5, 2014), THE
 CASE SHALL BE CONSIDERED WITHDRAWN. ANY FURTHER ACTION
 SHALL REQUIRE A NEW DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT ALL OF THE PREVIOUSLY-ISSUED
 COMMENTS WERE NOT SUFFICIENTLY ADDRESSED SO YOU WILL BE
 ACCESSED A RESUBMITTAL FEE. SUCH FEE IS 20% OF THE
 ORIGINAL APPLICATION FEE ($300).
  
 1) REPEAT COMMENT - PROVIDE A PALM BEACH COUNTY TRAFFIC
 CONCURRENCY LETTER APPROVING THE CONVERSION OF USE. THE
 LETTER THAT WAS SUBMITTED INCLUDED COMMENTS THAT STILL
 NEED TO BE ADDRESSED.
  
 2) NEW COMMENT: THE BICYCLE PAD IS SHOWN AT 17 FEET
 WIDE FOR 6 BICYCLE RACKS. BASED ON THE INSTALLATION
 STANDARDS, THE BICYCLE PAD FOR 6 BICYCLE RACKS IS ONLY
 REQUIRED TO BE 16.5 FEET WIDE. WHILE THE PAD IS SHOWN
 WIDE ENOUGH, STAFF IS CONCERNED THAT THE RACK CLOSEST
 TO THE WALL IS INSTALLED WITH THE ADEQUATE MINIMUM
 SETBACK. PLEASE PROVIDE THE DISTANCE FOR THE FIRST
 ELEMENT FROM THE WALL, EITHER 2 FEET OR 2.5 FEET (16.5
 FOOT WIDE PAD OR 17 FOOT WIDE PAD, RESPECTIVELY).
  
 3) NEW COMMENT: THE TRAFFIC STUDY INDICATES THAT THE
 SIGNALIZED EXIT ONTO OKEECHOBEE BOULEVARD WILL HAVE
 THREE LANES. THE SITE PLAN ONLY SHOWS THE EXISTING TWO
 LANE CONDITION. PLEASE CLARIFY.
  
 4) REVISED COMMENT: THE FDOT PRE-APPLICATION LETTER
 INCLUDES A CONDITION THAT A TRAFFIC STUDY IS REQUIRED
 TO DETERMINE IF THE LEFT TURN LANE AT BENOIST FARMS
 ROAD IS REQUIRED TO BE LENGTHENED. WHAT IS THE STATUS
 OF THE TRAFFIC STUDY?
  
 5) REPEAT COMMENT: PROVIDE A WRITTEN NARRATIVE
 VERIFYING HOW THE BUILDING MEETS THE DESIGN ELEMENTS
 FROM MASTER DESIGN GUIDELINES.
  
 A. THE REQUIREMENT IS THAT 50% OF EACH FACADE HAVE A
 SLOPED ROOF. THE EAST AND WEST FACADES ARE 122.67 FEET
 LONG WITH THE SLOPED ROOF SECTION 33 FEET LONG, WHICH
 IS ONLY 30%.
  
 6) NEW COMMENT: THE SIDEWALK ON THE EAST SIDE OF THE
 PRIMARY ENTRANCE ROAD HAS BEEN REMOVED FROM THE PLANS.
 THIS SIDEWALK IS REQUIRED BY THE ROAD MATRIX IN THE
 DESIGN GUIDELINES. IT SHALL BE INSTALLED AS PART OF THE
 COMPLETION OF PHASE III. THE ROAD MATRIX REQUIRES THAT
 THE SECONDARY ENTRANCE DRIVE HAVE A FIVE (5) FOOT WIDE
 SIDEWALK ON BOTH SIDES. THIS IS NOT SHOWN.
  
 7) REPEAT COMMENT: PROVIDE VERIFICATION THAT THE CODE
 COMPLIANT BUFFER MATERIAL IS INSTALLED BETWEEN TRACTS
 C-2 REPLAT AND TRACTS B, C-1 AND OAKTON PRESERVE
 (EXCLUDING THE TREE PRESERVE AREA).
  
 A. THERE IS ONE TREE REQUIRED ALONG THE NORTHERN
 PROPERTY LINE WHERE OAKTON PRESERVE EXTENDS SOUTH OF
 THE TRACT C-2/PRESERVE BOUNDARY.
 B. THERE IS ONE ADDITIONAL TREE REQUIRED ALONG THE
 EASTERN PROPERTY LINE OF TRACT C-2. STAFF IS DOUBLE
 COUNTING THE FOUNDATION PLANTING TREES AS BUFFER TREES.
  
 8) REVISED COMMENT: THE BACKFLOW PREVENTER SHALL HAVE
 THE COCOPLUM HEDGE WRAP THE SOUTH SIDE TO PROVIDE
 SCREENING.
  
 9) NEW COMMENT: IT APPEARS THAT THERE ARE 2 ALEXANDER
 PALMS ON TOP OF THE EXFILTRATION TRENCH THAT RUNS ALONG
 THE WEST SIDE OF THE PLAY AREA. NOTE: ROOT BARRIERS
 SHALL BE USED IN ANY AREAS WHERE TREES MAY IMPACT WATER
 OR SEWER LINES OR EXFILTRATION TRENCHES.
  
 10) REPEAT COMMENT: PLEASE PROVIDE A CONCEPTUAL
 APPROVAL LETTER FROM FDOT FOR THE PROPOSED CIRCULATION
 PLAN (NO NEGATIVE IMPACT TO OKEECHOBEE BOULEVARD). FDOT
 HAS NOT APPROVED THE PLAN AS OF THE MEETING ON FEBRUARY
 4, 2014.
  
 11) NEW COMMENT: STAFF DISCUSSED THE CONNECTION OF THE
 COMMERCIAL/RESIDENTIAL CONNECTOR PATH WITH MIKE SMOLAK
 WITH THE OAKTON PRESERVE DEVELOPER. HE INDICATED THAT
 THERE IS A LARGE DROP-OFF FROM THE FINISHED GRADE OF
 THE RESIDENTIAL BOUNDARY TO THE EXISTING GRADE OF THE
 TREE PRESERVE AT THE BORDER OF THE 2 PROPERTIES. HE WAS
 NOT SURE THAT AN ADA COMPLIANT SIDEWALK MADE OF
 CONCRETE OR PAVERS WOULD BE EASILY ACHIEVED (POSSIBLE
 REQUIREMENT OF FILL AND/OR RETAINING WALL). THE OAKTON
 PRESERVE DEVELOPER EXPERIENCED SIMILAR ISSUES WITH
 THEIR PORTION OF THE REQUIRED SIDEWALK NETWORK WHERE IT
 IS ADJACENT TO THE CITY OF WEST PALM BEACH PRESERVE
 TRACT AND THEY DETERMINED THAT THE BEST OPTION WAS TO
 INSTALL AN ELEVATED BOARDWALK TO ACCOUNT FOR THE GRADE
 CHANGE. PLEASE UPDATE THE PLANS TO INCLUDE "BOARDWALK"
 AS A POSSIBLE PATH TYPE IN CASE THIS BECOMES THE
 PREFERRED PATH OPTION FOR PART OR ALL OF THE CONNECTOR
