 - THE PPRC COMMENTS SHALL BE SUFFICIENTLY ADDRESSED AND
 SUBMITTED TO THE PLANNING DIVISION BY 5 PM ON OCTOBER
 18, 2013, TO BE SCHEDULED FOR THE NOVEMBER 19, 2013
 PLANNING BOARD MEETING.
  
 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THESE COMMENTS WITHIN 60 DAYS
 (DECEMBER 1, 2013), THE CASE SHALL BE CONSIDERED
 WITHDRAWN. ANY FURTHER ACTION SHALL REQUIRE A NEW
 DEVELOPMENT APPLICATION.
  
 - PLEASE NOTE THAT SINCE PREVIOUSLY-ISSUED COMMENTS
 WERE NOT SUFFICIENTLY ADDRESSED, THE APPLICANT WILL BE
 ACCESSED A RESUBMITTAL FEE. SUCH FEE WILL BE 20% OF THE
 ORIGINAL APPLICATION FEE ($600).
  
 1. PRIOR TO THE ISSUANCE OF A BUILDING PERMIT, A UNITY
 OF TITLE, UNITY OF CONTROL OR OTHER INSTRUMENT WILL BE
 REQUIRED FOR THE CONSTRUCTION OF THE POOL AND HOT TUB,
 CABANAS, POOL DECK AND OTHER FEATURES THAT ARE ON THE
 CONVENTION CENTER PARCEL.
  
 2. REPEAT COMMENT: THE REMAINING OPEN SPACE AS PARK
 SQUARE FOOTAGE REMAINING IN THE CITYPLACE DRI IS 43,975
 SQUARE FEET FOR THE FOUR REMAINING UNDEVELOPED PARCELS
 - HOTEL SITE, HOTEL GARAGE SITE, OKEECHOBEE PARCEL AND
 TENT SITE. THE CITY HAS DIVIDED THE REMAINING OPEN
 SPACE AS PARK SQUARE FOOTAGE AMONG THE REMAINING
 PARCELS BASED ON THE PERCENTAGE OF EACH REMAINING
 PARCEL OF THE TOTAL REMAINING SQUARE FOOTAGE. THE HOTEL
 SITE IS RESPONSIBLE FOR 15,730 SQUARE FEET AND THE
 HOTEL GARAGE IS RESPONSIBLE FOR 8,254 SQUARE FEET OF
 OPEN SPACE AS PARK, FOR A TOTAL OF 23,984 SQUARE FEET.
 STAFF HAS CALCULATED THAT THE PROPOSED SITE DEVELOPMENT
 PLAN, INCLUDING BOTH THE HOTEL SITE AND THE HOTEL
 GARAGE, PROVIDE A TOTAL OF 12,880 SQUARE FEET OF OPEN
 SPACE AS PARK. THE PROPOSED PLAN HAS A DEFICIENCY OF
 11,104 SQUARE FEET OF OPEN SPACE AS PARK.
  
 SUGGESTION - DESIGN A LINEAR PARK ALONG THE NORTH SIDE
 OF THE HOTEL AND CONVENTION CENTER TO PROVIDE A
 PLEASANT PEDESTRIAN ROUTE FROM THE FRONT OF THE
 HOTEL/OKEECHOBEE & FLORIDA INTERSECTION TO THE FRONT OF
 THE CONVENTION CENTER. THIS ALLOWS THE CURRENTLY
 UNASSIGNED SPACE ON THE CONVENTION CENTER TO QUALIFY AS
 OPEN SPACE AS PARK. YOU WILL BE REQUIRED TO VERIFY THAT
 THIS ADDITIONAL AREA IS ENOUGH TO SATISFY THE FULL
 15,730 SQUARE FEET OF REQUIRED OPEN SPACE AS PARK.
 ADDITIONALLY, STAFF RECOMMENDS THAT THE BAR AND FITNESS
 CENTER BE RECONFIGURED SO THAT BAR PATRONS, POSSIBLY ON
 A TERRACE, CAN OVERLOOK THE NEW LINEAR PARK.
  
 3. REPEAT COMMENT: THE NORTH SIDE AND THE ROOF
 TREATMENTS OF THE GARAGE DO NOT PROVIDE ADEQUATE
 SCREENING TO PROTECT RESIDENTS OF CITYPLACE SOUTH TOWER
 FROM UNDESIRABLE VIEWS, LIGHTING, NOISE OR OTHER
 ADVERSE OFF-SITE EFFECTS FROM PARKING GARAGE. THE SITE
 PLAN SHALL PROVIDE REASONABLE VISUAL AND AUDITORY
 PRIVACY FOR ALL DWELLING UNITS LOCATED WITHIN AND
 ADJACENT TO THE SITE. THE LANDSCAPE BUFFER IS NOT
 SUSTAINABLE WITH OAK TREES IN A 4.5 FOOT WIDE PLANTING
 AREA. PLEASE REPLACE WITH ANOTHER SPECIES, PERHAPS A
 FLOWERING TREE WHICH WOULD PROVIDE COLOR DURING THE
 YEAR TO PROVIDE DESIRABLE SCREENING.
  
 4. REPEAT COMMENT: PROVIDE A PHOTOMETRIC PLAN SHOWING
 COMPLIANCE WITH THE ZONING AND LAND DEVELOPMENT
 REGULATIONS. THIS SHALL SHOW THE PROPOSED SITE LIGHTING
 AND ITS IMPACT ON THE SURROUNDING PROPERTIES AND
 RIGHTS-OF-WAY. PLEASE REMEMBER THE COMMITMENT MADE TO
 THE GRANDVIEW HEIGHTS NEIGHBORHOOD REGARDING PEDESTRIAN
 SCALE LIGHTING ALONG FLORIDA AVENUE.
  
 5. PARTIAL REPEAT COMMENT: THE WEST SIDE OF THE GARAGE
 AND THE EAST SIDES OF THE HOTEL DO NOT PROVIDE ADEQUATE
 ACTIVE USES TO LINE FLORIDA AVENUE (CONTINUATION OF THE
 CHARACTER OF DEVELOPMENT FOR FLORIDA AVENUE STARTED BY
 THE WEST FA?ADE OF THE SOUTH TOWER) TO PROVIDE A
 DESIRABLE EXPERIENCE FOR USERS OF THE FLORIDA AVENUE
 CORRIDOR.
  
 SUGGESTION - RECONFIGURE THE INTERIOR SPACE, SUCH AS
 THE LOCATION OF THE DOCK OFFICE AND OTHER ACTIVE USES
 TO EXTEND THE ADDED FENESTRATION ALONG THE EXTERIOR
 WALL.
  
 6. REPEAT COMMENT: THE REDESIGN OF THE PEDESTRIAN
 CONNECTION ACROSS OKEECHOBEE BOULEVARD SHALL BE
 INCLUDED WITH THIS APPLICATION TO ENSURE THAT THE SAFE
 PEDESTRIAN CROSSING OF OKEECHOBEE BOULEVARD IS
 COORDINATED BASED ON THE EXPECTED VOLUME OF PEDESTRIANS
 THAT WILL BE GENERATED BY THE CONSTRUCTION OF A
 CONVENTION CENTER HOTEL.
  
 7. PARTIAL REPEAT COMMENT: THE CITYPLACE DRI REQUIRES A
 SIGNAGE PACKAGE TO BE SUBMITTED WITH THE LEVEL III
 APPLICATION. SIGNAGE DIMENSIONS SHALL BE PROVIDED FOR
 THE WALL SIGNS. THE EXISTING, RELOCATED SIGN MAY NOT
 INCREASE IN HEIGHT OR AREA. PLEASE PROVIDE DIMENSIONS
 OF THE EXISTING SIGN SO STAFF MAY VERIFY NEW SIGN SIZE.
  
 8. PARTIAL REPEAT COMMENT: THE PROPOSED DOWNTOWN
 TROLLEY STOP SHALL NOT BE REQUIRED TO SHARE A BUS
 DROP-OFF SPACE.
  
 9. PARTIAL REPEAT COMMENT: THE LANDSCAPE DATA AND
 COMPLIANCE TABLES REQUIRED BY ARTICLE XIV OF THE ZONING
 AND LAND DEVELOPMENT REGULATIONS WERE PROVIDED ON THE
 PLANS; HOWEVER, NOT ALL OF THE INFORMATION WAS ACCURATE
 OR COMPLETE. ADDITIONALLY, NO PALM TREE SUBSTITUTION
 TABLES WERE PROVIDED ON THE PLANS. ARE THE UPRIGHT OAKS
 MENTIONED IN THE RESPONSE SUPPOSED TO BE ?HIGH RISE?
 OAKS? THE PLANTING PLAN CALLS OUT REGULAR OAK TREES,
 WHICH ARE NOT ACCEPTABLE IN THE TREE GRATE LOCATIONS.
  
 10. REPEAT COMMENT: IT APPEARS THAT ALMOST HALF OF THE
 REQUIRED HOTEL SITE BUFFER LANDSCAPE IS NOT LOCATED ON
 THE HOTEL SITE, BUT RATHER ON THE CONVENTION CENTER OR
 THE RIGHT-OF-WAY.
  
 11. PARTIAL REPEAT COMMENT: WHILE A LANDSCAPE BUFFER
 WAS PROVIDED ON THE EAST SIDE OF THE GARAGE, IT IS
 WITHIN THE RIGHT-OF-WAY AND THE REQUIRED SIDEWALK HAS
 BEEN REMOVED. THE PALM TREES SHALL BE IN GROUPS OF
 THREE TO COUNT AS BUFFER TREES.
  
 12. REPEAT COMMENT: THE EXISTING LANDSCAPE PLANTINGS ON
 THE EAST SIDE OF ALABAMA AVENUE SHALL BE CONTINUED THE
 FULL LENGTH OF THE PROPERTY TO THE REAR OF THE
 TOWNHOUSE UNITS AND MAINTAINED BY THE HOTEL. THIS AREA
 IS PART OF THE CITYPLACE PLAT WITHIN THE CITYPLACE DRI
 AND PLANTINGS SHALL BE INSTALLED TO HELP SCREEN THE
 GARAGE.
  
 13. REPEAT COMMENT: THE PLANTING DETAILS DO NOT CLEARLY
 INDICATE THAT THE TOP OF THE ROOT BALL IS ABOVE THE
 SURROUNDING GRADE AT PLANTING. A NOTE SHALL BE ADDED TO
 THIS EFFECT AS OPPOSED TO PROVIDING THE SAME GRAPHIC
 AGAIN.
  
 14. REPEAT COMMENT: THE PARKING SPACE TYPICAL WIDTH
 SHALL BE PROVIDED ON THE PARKING PLAN. THE PARKING
 WIDTH FOR THE ANGLE SPACES WAS NOT PROVIDED. PLEASE
 NOTE THAT THE DIMENSION DISTANCE ACROSS THE LENGTH OF
 THE ANGLED SPACES IS TOO SHORT (REQUIRES 14?8?) AND
 THUS THE ROW OF PARKING IS SUBSTANDARD AND SHALL COMPLY
 WITH THE REGULATIONS. THE ADDITIONAL AREA COULD COME
 OUT OF THE AREA SHOWN WITH A THREE (3) FOOT DIMENSION
 LINE.
  
 15. REPEAT COMMENT: WHERE ARE THE MECHANICAL LIFTS
 COMING FROM THAT ARE SHOWN IN THE GARAGE? THE ADA
 PARKING SPACES ARE REQUIRED TO HAVE FULL ACCESS TO
 THEM, WHICH MEANS FULL WIDTH DRIVE AISLES, NOT DRIVE
 AISLES RESTRICTED BY VALET PARKED CARS. THE FIRST FLOOR
 AISLE BETWEEN THE ADA SPACES AND THE EXIT GATE FORCE
 CARS INTO A SINGLE LANE WITH OPPOSITE TRAFFIC FLOW. THE
 REMAINING AREA MAY BE CONFIGURED IN A ONE-WAY PATTERN,
 EXCEPT ON THE RAMP.
  
 16. PARTIAL REPEAT COMMENT: THE BICYCLE PARKING PAD
 SHOWN FOR THE HOTEL SHALL INCLUDE DIMENSIONS ON THE
 PLAN AND A BICYCLE RACK DETAIL SHOWING THE LENGTH AND
 WIDTH OF THE PAD AS WELL AS RACK ELEMENTS WHICH CONFORM
 TO CITY STANDARDS. ONE SHEET SHOWS BICYCLE PARKING BY
 THE WESTERN GARAGE CORNERS (NOT SHOWN ON ALL PLANS).
 THIS LOCATION DOES NOT CONFORM TO THE ZONING AND LAND
 DEVELOPMENT REGULATIONS BICYCLE PARKING SITING CRITERIA
 AND IS LOCATED IN THE SIDEWALK. THESE APPEAR TO BE
 EXCESS BICYCLE PARKING SPACES IF SOME NEED TO BE
 REMOVED FROM THE GARAGE AREA. PROVIDE A BICYCLE PARKING
 REQUIREMENT CHART (1 PER 20 SPACES REQUIRED PARKING
 SPACES).
  
 17. REPEAT COMMENT: HOW WILL GARBAGE COLLECTION BE
 HANDLED AT THE CONVENTION CENTER HOTEL? VERIFICATION
 THAT FROM THE CITY SANITATION DEPARTMENT THAT THE CITY
 GARBAGE TRUCKS WILL DRIVE INTO THE HOTEL LOADING AREA
 AND HAVE ADEQUATE CLEARANCE TO PICK UP THE GARBAGE IS
 REQUIRED.
  
 18. REPEAT COMMENT: AS PART OF THE RECONFIGURATION OF
 THE MEDIANS ALONG FLORIDA AVENUE, THE HOTEL SHALL ENTER
 INTO AN AGREEMENT WITH THE CITY TO MAINTAIN THE MEDIANS
 AND RIGHT-OF-WAY PLANTINGS.
  
 19. NEW COMMENT: THE ADDITION OF THE UTILITY LINES TO
 THE PLANS SHOWS CONFLICTS BETWEEN TREES AND THE LINES.
 PLEASE ADJUST ACCORDINGLY.
  
 20. NEW COMMENT: THE OAK TREES LOCATED WITHIN THE TREE
 GRATES SHALL HAVE STRUCTURAL SOIL USED UNDERNEATH THE
 SURROUNDING SIDEWALK AREAS TO PROVIDE ROOT GROWTH
