 OF ALL PLANS. PLEASE NOTE THAT CHANGES ON THE
 RESUBMITTED PLANS MAY RESULT IN ADDITIONAL COMMENTS.
  
 - PLEASE NOTE THAT IF THE PLANNING DIVISION HAS NOT
 RECEIVED A RESPONSE TO THE PPRC COMMENTS WITHIN 60 DAYS
 FROM THE DATE OF THE PPRC MEETING (BY NOVEMBER 25,
 2013), THE CASE SHALL BE CONSIDERED WITHDRAWN. ANY
 FURTHER ACTION SHALL REQUIRE A NEW DEVELOPMENT
 APPLICATION.
  
 - PLEASE NOTE THAT YOU WILL BE PERMITTED ONE (1)
 ADDITIONAL RESUBMITTAL AT NO ADDITIONAL COST. IF
 PREVIOUSLY-ISSUED COMMENTS CONTINUE TO NOT BE
 SUFFICIENTLY ADDRESSED, THE APPLICANT WILL BE ACCESSED
 A RESUBMITTAL FEE. SUCH FEE WILL BE 20% OF THE ORIGINAL
 APPLICATION FEE ($60).
  
 1. REPEAT COMMENT: STAFF WAS UNABLE TO LOCATE A
 BUSINESS TAX/CERTIFICATE OF USE FOR THE PROPERTY. THIS
 WILL NEED TO BE RECTIFIED AND ANY OUTSTANDING FEES PAID
 TO THE CITY PRIOR TO ANY APPROVALS FOR THIS SITE.
  
 2. REPEAT COMMENT: THE SURVEY PROVIDED WITH THE
 APPLICATION DOES NOT INCLUDE THE ACREAGE OF THE SITE.
 THE ACREAGE NUMBERS FROM A SURVEY MAY CHANGE SOME OF
 THE DATA TABLES. THE SURVEY SHALL ALSO BE REVISED SO AS
 TO BE ABSTRACTED TO SHOW EASEMENTS, RESERVATIONS AND
 RESTRICTIONS, IF ANY.
  
 3. REPEAT COMMENT: THE CALCULATIONS ON THE SITE DATA
 TABLE ARE INCORRECT - STILL INCORRECT OPEN SPACE VALUE.
  
 4. REPEAT COMMENT: THE PALM BEACH COUNTY TRAFFIC LETTER
 LISTS THE BUILD-OUT DATE AS DECEMBER 31, 2012. A
 REVISED EXTENSION LETTER IS REQUIRED WITH THIS
 APPLICATION.
  
 5. REPEAT COMMENT: THE PROPOSED SITE PLAN MODIFIES THE
 EXISTING CURB CUTS ON OKEECHOBEE BOULEVARD AND
 CHILLINGWORTH DRIVE. PLEASE PROVIDE A PRE-DETERMINATION
 LETTER FROM FDOT THAT THEY WILL PERMIT THE CHANGES TO
 THE OKEECHOBEE BOULEVARD RIGHT-OF-WAY. AN FDOT
 RIGHT-OF-WAY PERMIT FOR OKEECHOBEE BOULEVARD AND A CITY
 RIGHT-OF-WAY PERMIT FOR CHILLINGWORTH DRIVE AND THE
 ALLEY WILL BE REQUIRED PRIOR TO ISSUANCE OF A BUILDING
 PERMIT FOR NEW CONSTRUCTION ON THE SITE.
  
 6. REPEAT COMMENT (NO UPDATED SURVEY PROVIDED): THE
 LANDSCAPE COMPLIANCE CHART IS USING INCORRECT DATA FOR
 THE AMOUNT OF LANDSCAPE MATERIAL REQUIRED. THE FIGURES
 SHALL BE BASED ON THE REQUIRED OPEN SPACE OF 101,281
 SQUARE FEET (SUBJECT TO CHANGE BASED ON THE UPDATED
 SURVEY). A FULL REVIEW OF PLANS WILL ONLY BE COMPLETED
 AFTER THE ACCURATE NUMBERS ARE PROVIDED.
  
 7. NEW COMMENT: THE LANDSCAPE PLAN DOES NOT MATCH THE
 CIVIL AND SITE PLANS IN THE CARWASH AREA. ALL PLANS
 SHALL SHOW SAME SITE LAYOUT - CORRECT ANY OTHER AREAS
 WHERE THIS OCCURS.
  
 8. REPEAT COMMENT: UTILITIES SHALL BE SHOWN ON THE
 LANDSCAPE PLAN. NOTE: THERE ARE OVERHEAD LINES ALONG
 OKEECHOBEE BOULEVARD. - THERE IS A TAG STATING OVERHEAD
 LINE, BUT THERE IS NO OVERHEAD LINE SHOWN. THE
 UNDERGROUND UTILITIES, TO INCLUDE DRAINAGE, SHALL BE
 INCLUDED ON THE LANDSCAPE PLAN IN ORDER FOR STAFF TO
 VERIFY THAT THERE ARE NO CONFLICTS WITH UTILITIES AND
 LANDSCAPE MATERIAL. UPON COMPARISON OF THE MULTIPLE
 PLANS, THERE IS A FIRE HYDRANT SHOWN ON THE CIVIL PLAN
 IN THE SAME LOCATION AS A TREE ON THE LANDSCAPE PLAN IS
 AN EXAMPLE AS TO WHY ALL THE UTILITIES SHALL BE SHOWN
 ON THE LANDSCAPE PLAN.
  
 9. REPEAT COMMENT: THE LANDSCAPE INVENTORY PLAN CALLS
 FOR THE REMOVAL OF ALMOST EVERY TREE ON THE SITE. THESE
 TREES HAVE BEEN GROWING FOR A NUMBER OF YEARS (EVIDENCE
 BY THE 4 INCH CALIPER). STAFF DOES NOT SUPPORT THEIR
 REMOVAL FOR TREES WITH A 2.5 INCH CALIPER. NO
 VERIFICATION WAS PROVIDED THAT THE NEWLY INSTALLED
 MATERIAL EXCEEDS THE REMOVED MATERIAL IN QUANTITY
 (MEASURE EXPRESSED AS DBH). ADDITIONALLY, STAFF DOES
 NOT SUPPORT THE REMOVAL OF EXISTING ROYAL PALM TREES
 AND THEIR REPLACEMENT WITH NEW ROYAL PALM TREES. TO
 MAINTAIN CONSISTENT HEIGHT, THE EXISTING ROYAL PALMS
 SHALL BE RELOCATED ON-SITE INSTEAD OF PLANTING 17 NEW
 ROYAL PALMS (14 SLATED FOR REMOVAL). NOTE: A TREE
 ALTERATION PERMIT IS REQUIRED PRIOR TO THE
 REMOVAL/RELOCATION OF ANY TREES OR THE APPROVAL OF THE
 FINAL LANDSCAPE PLAN.
  
 10. REPEAT COMMENT: PROVIDE THE PALM TREE SUBSTITUTION
 CALCULATIONS. WHILE THE PLANS SHOW THAT SOME PALM TREES
 ARE AT A 1:1 AND OTHERS AT A 2:1 RATIO, THE OVERALL
 PERCENTAGE OF PALM TREES SUBSTITUTED FOR
 SHADE/FLOWERING TREES IS NOT INCLUDED. PALMS SHALL BE
 NO MORE THAN 35% OF THE REQUIRED TREES ON THE SITE. IT
 APPEARS THAT THERE ARE MORE THAN 35% PALM TREES ON THE
 SITE.
  
 11. REPEAT COMMENT: IDENTIFY THE SHADE AND FLOWERING
 TREES ON THE PLANT SCHEDULE.
  
 12. REPEAT COMMENT: PROVIDE THE FOUNDATION PLANTING
 CALCULATIONS AND COMPLIANCE FOR EACH STRUCTURE.
  
 13. REPEAT COMMENT: SHOW THE VISIBILITY TRIANGLE ON THE
 LANDSCAPE PLANS FOR CHILINGWORTH DRIVE AT OKEECHOBEE
 BOULEVARD AND THE ALLEY. LANDSCAPE MATERIAL (EXCLUDING
 TREES) IN THESE AREAS MAY NOT EXCEED 18 INCHES IN
 HEIGHT. THE OKEECHOBEE/CHILLINGWORTH CORNER APPEARS TO
 HAVE DWARF SCARLET BUSH INSTALLED AT 24 INCHES IN
 HEIGHT WITHIN THE VISIBILITY TRIANGLE. THE
 CHILLINGWORTH/ALLEY CORNER HAS A PORTION OF THE
 COCOPLUM HEDGE INSTALLED AT 24 INCHES IN HEIGHT WITHIN
 THE VISIBILITY TRIANGLE.
  
 14. NEW COMMENT: THE REVISED LANDSCAPE PLAN SHOWS TREES
 CONFLICTING WITH THE PARKING SPACES AND BOLLARDS ALONG
 SOUTHWEST SECTION OF OKEECHOBEE BOULEVARD BUFFER.
  
 15. REPEAT COMMENT: THE TRUCK LOADING SPACES NEED AN
 ADDITIONAL TERMINAL LANDSCAPE ISLAND ON THE EAST SIDE.
 THE TERMINAL LANDSCAPE ISLAND FAILS TO SHOW THE
 REQUIRED TREE.
  
 16. REPEAT COMMENT: SIX BICYCLE PARKING SPACES (THREE
 RACKS/POSTS) ARE REQUIRED ON THE SITE. PROVIDE ALL
 DETAILS. NO DETAIL ON THE SIZE OF THE PAD OR TYPE OF
 RACKS WAS PROVIDED.
  
 17. REPEAT COMMENT: THE LIGHT POSTS, FIRE HYDRANTS,
 BACKFLOW PREVENTERS, ETC. SHALL BE SHOWN ON THE SITE
 AND LANDSCAPE PLANS TO VERIFY THAT THERE ARE NO
 CONFLICTS. COMPARING THE VARIOUS PLANS SHOW DIRECT
 CONFLICTS OF AT LEAST ONE LIGHT POST AND A ROYAL PALM
 TREE AND THE FIRE HYDRANT MENTIONED IN AN EARLIER
 COMMENT.
  
 18. REPEAT COMMENT: PROVIDE WRITTEN VERIFICATION FROM
 THE CITY'S SANITATION DIVISION THAT THE LOCATION AND
 SIZE OF THE COMPACTOR WILL ALLOW FOR THEM TO PICK UP
 THE WASTE. PLEASE NOTE THAT NO CONTAINERS MAY BE
 WHEELED INTO THE ALLEY FOR PICK UP.
  
 19. NEW COMMENT: THE PHOTOMETRIC PLAN PROVIDED WITH THE
 RESUBMITTAL DOES NOT MATCH THE SITE PLAN LAYOUT.
  
 20. REPEAT COMMENT: THE PHOTOMETRIC PLAN NEEDS TO SHOW
 COMPLIANCE WITH THE APPROVED DSI LIGHTING CONDITIONS.
 NO INFORMATION ON THE PROPOSED LIGHTS AND THE CUT-OFF
 FEATURES WAS PROVIDED. COMPLIANCE WITH THE FOLLOWING
 CONDITION IS NOT VERIFIED - THERE IS A VALUE SHOWN AT
 2.1 FOOTCANDLES AND NO INFORMATION THAT THE REMAINING
 VALUES WERE MEASURED AT THREE (3) FEET ABOVE GRADE:
  
 LIGHT TRESPASS FROM THE SITE SHALL NOT EXCEED 2.0
 FOOTCANDLES AT THREE (3) FEET ABOVE GRADE WHEN MEASURED
 AT THE CURB ALONG OKEECHOBEE BOULEVARD AND
 CHILLINGWORTH DRIVE.
  
 21. NEW COMMENT: THE CIVIL PLANS SHOW STANDARD DETAILS
 THAT DO NOT APPLY TO THE SITE. EX. THE STANDARD CITY
 DUMPSTER DETAIL DOES NOT MATCH THE PROPOSED COMPACTOR
 ENCLOSURE. ONLY DETAILS WHICH APPLY SHALL BE INCLUDED.
  
 22. NEW COMMENT: THE LANDSCAPE BUFFER ALONG OKEECHOBEE
 BOULEVARD LOOKS TO HAVE GOTTEN NARROWER ON THE
 RESUBMITTAL WHEN COMPARED TO THE ORIGINAL SUBMITTAL.
 PLEASE CONSIDER WIDENING THE BUFFER IN FRONT OF THE
 FUTURE DEVELOPMENT AREA BY NARROWING THE LARGE
 LANDSCAPE AREA CONTAINING THE BICYCLE RACK TOWARD THE
 NORTH PART OF THE SITE. THE LARGER LANDSCAPE AREA WILL
 ENCOURAGE HEALTHIER GROWTH OF THE INSTALLED LANDSCAPE
 MATERIAL.
  
 23. NEW COMMENT: FPL HAS RAISED CONCERNS ABOUT THE
 PLANTING OF ROYAL PALM TREES IN CLOSE PROXIMITY OF
 THEIR OVERHEAD POWER LINES ALONG OKEECHOBEE BOULEVARD.
 PLEASE CONTACT BRIAN KANE OF FPL AT (561) 248-3721 TO
 VERIFY THAT FPL WILL SUPPORT THE PROPOSED LOCATION OF
 THE SPECIFIC TREES NEAR THEIR OVERHEAD LINES. PROVIDE
 WRITTEN VERIFICATION THAT HE SUPPORTS YOUR SPECIFIC
 PLAN. IF NOT, THEN THE PLANS SHALL BE AMENDED TO
 CONFORM TO THE FPL REQUIREMENTS.
